摘要：

本文分析了上海交通在中国加人WTO后面对的机遇和挑战，考虑了人世后的一些对
策思路，如:用“田忌赛马”的方法确定对外竞争的领域和次序;“以变应变”选择组建优势企业; “以攻为守”走出去寻找国际市场机遇;以信息化为发展动力发展交通运输业.本文还提出了应对人世的可采取的几项具体措施:① 及时出台运输业法规，依法行政，规范运输市场.② 优先发展民航支线网络，组成以上海为中心的航空枢纽.③ 迅速组建能与海外势力匹敌的企业.④分割市场面，避免内耗，在国际竞争中形成合力.⑤ 实施“走出去”战略，注重情报信息，参建国际项目⑥ 开辟深水港、整治长江口航道，建成上海国际航运中心.⑦ 加快铁路现代化，完善枢纽网络，构筑欧亚大陆桥.⑧ 建设客运主枢纽，站车分营，信息共享，跨省合作.⑨ 抓住机遇，信息架桥，建设现代化城市物流体系.⑩ 研究综合物流，加强市场引导r发挥行业组织作用。

Abstract:

To grasp chances and meet challenges after China join in WTO,some counter
measures are to be taken: to set up competive field and order by "Jien Ji's way in horse raceutilizing "advantages", meet the changes with self-changing, launch attacks so as to defend; and
form information transport industry. Some proposals may be useful in practice①Issue code for the transportation market on time.② Prior to develop air network around Shanghai airport. ③Combine potential enterprises to form huge group.④Divide transportation market reasonably.⑤Collect intelligence to strive for international project.⑥Construct new prot&
channel for Shanghai International Shopping Center.⑦Modernize Shanghai railway system to
connect Asia and Europe.⑧Arranging some interstate passenger hub.⑨Developing modern logistics by information exchange.⑩Let enterprises guild to play mroe roles in activity.
