Over recent years, parking policy has become a key element of transport policy in many countries. Parking policy measures can affect many different dimensions of travel behaviour but are likely to be most significant in terms of travellers' choice of parking type and location. This dimension of travel choice has, to date, received comparatively little attention, yet is of vital importance if we are to properly understand and predict the effects of parking policy measures.This paper presents two studies addressing this issue carried out in the United Kingdom and Germany. Both studies used a stated preference approach in order to collect disaggregate data on travellers responses to changes in parking attributes and used these data to build simple logit models of parking type choice. The studies were designed in order to allow comparable choice models to be estimated from the two datasets. The results obtained strongly indicate the need to separately identify the costs associated with different components of the parking activity (e.g., general in-vehicle time, parking search time, egress time) and also point to the existence of significant differences in the relative valuation of these components across different journey purposes. Where possible, the results of the choice modelling exercises are also compared with existing revealed and stated preference results and are found to be generally in line with prior expectations.  相似文献

This paper presents a joint trivariate discrete-continuous-continuous model for commuters’ mode choice, work start time and work duration. The model is designed to capture correlations among random components influencing these decisions. For empirical investigation, the model is estimated using a data set collected in the Greater Toronto Area (GTA) in 2001. Considering the fact that work duration involves medium- to long-term decision making compared to short-term activity scheduling decisions, work duration is considered endogenous to work start time decisions. The empirical model reveals many behavioral details of commuters’ mode choice, work start time and duration decisions. The primary objective of the model is to predict workers’ work schedules according to mode choice, which is considered a skeletal activity schedule in activity-based travel demand models. However, the empirical model reveals many behavioral details of workers’ mode choices and work scheduling. Independent application of the model for travel demand management policy evaluations is also promising, as it provides better value in terms of travel time estimates.  相似文献

Parking demand is a significant land-use problem in campus planning. The parking policies of universities and large corporations with facilities located in small urban areas shape the character of their campuses. These facilities will benefit from a simplified methodology to study the effects of parking availability on transportation mode mix and impacts on recruitment and staffing policies. This paper, based on a case study of North Dakota State University in the United States, introduces an analytical framework to provide planners with insights about how parking supply and demand affects campus transportation mode choice. The methodology relies only on aggregate mode choice data for the special generator zone and the average aggregate volume/capacity ratio projections for all external routes that access the zone. This reduced data requirement significantly lowers analysis cost and obviates the need for specialized modelling software and spatial network analysis tools. Results illustrate that the framework is effective for analysing mode choice changes under different scenarios of parking supply and population growth.  相似文献

This paper proposes a new activity-based transit assignment model for investigating the scheduling (or timetabling) problem of transit services in multi-modal transit networks. The proposed model can be used to generate the short-term and long-term timetables of multimodal transit lines for transit operations and service planning purposes. The interaction between transit timetables and passenger activity-travel scheduling behaviors is captured by the proposed model, as the activity and travel choices of transit passengers are considered explicitly in terms of departure time choice, activity/trip chain choices, activity duration choice, transit line and mode choices. A heuristic solution algorithm which combines the Hooke–Jeeves method and an iterative supply–demand equilibrium approach is developed to solve the proposed model. Two numerical examples are presented to illustrate the differences between the activity-based approach and the traditional trip-based method, together with comparison on the effects of optimal timetables with even and uneven headways. It is shown that the passenger travel scheduling pattern derived from the activity-based approach is significantly different from that obtained by the trip-based method, and that a demand-sensitive (with uneven headway) timetable is more efficient than an even-headway timetable.  相似文献

This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. Activity-travel scheduling is at the core of many activity-based models that predict short-term effects of travel information systems and travel demand management. Multi-state supernetworks have been advanced to represent in an integral fashion the multi-dimensional nature of activity-travel scheduling processes. To date, however, the treatment of time in the supernetworks has been rather limited. This paper attempts to (i) dramatically improve the temporal dimension in multi-state supernetworks by embedding space–time constraints into location selection models, not only operating between consecutive pairs of locations, but also at the overall schedule at large, and (ii) systematically incorporate time in the disutility profiles of activity participation and parking. These two improvements make the multi-state supernetworks fully time-dependent, allowing modeling choice of mode, route, parking and activity locations in a unified and time-dependent manner and more accurately capturing interdependences of the activity-travel trip chaining. To account for this generalized representation, refined behavioral assumptions and dominance relationships are proposed based on an earlier proposed bicriteria label-correcting algorithm to find the optimal activity-travel pattern. Examples are shown to demonstrate the feasibility of this new approach and its potential applicability to large scale agent-based simulation systems.  相似文献

ABSTRACT

The paper presents a critical review of the methodological approaches used in tour-based mode choice models within the activity-based modelling frameworks. Various components of the activity-based models, such as activity type choice, activity location choice, and activity duration have already matured significantly. However, the mode choice component is often simplified in many ways. Both trip-based and tour-based approaches are used in many cases. However, the tour-based approach is considered to be the most relevant to the activity-based modelling framework. This paper presents a synthesis of the strengths and weaknesses of existing tour-based mode choice models. The previous studies on tour-based mode choice models are grouped into seven categories, ranging from simplified main tour mode to complex dynamic discrete choice models. Besides, challenges with data-hungry models, simulation-based models and static models are discussed elaborately. In conclusion, it proposes a few methodological suggestions for researchers and practitioners for finding an appropriate mode choice modelling framework for activity-based models. In addition, the paper also provides a guideline on how to incorporate automated vehicles and Mobility-as-a-Service within the framework of tour-based mode choice models.  相似文献

We examine car driver’s behaviour when choosing a parking place; the alternatives available are free on-street parking, paid on-street parking and parking in an underground multi-storey car park. A mixed logit model, allowing for correlation between random taste parameters and estimated using stated choice data, is used to infer values of time, both when looking for a parking space and for accessing the final destination. Apart from the cost of parking, we found that vehicle age was a key variable when choosing where to park in Spain. We also found that the perception of the parking charge was fairly heterogeneous, depending both on the drivers’ income levels and whether or not they were local residents. Our results can be generalised for personalised policy making related with parking demand management.  相似文献

Parking surveys provide quantitative data describing the spatial and temporal utilization of parking spaces within an area of interest. These surveys are important tools for parking supply management and infrastructure planning. Parking studies have typically been performed by tabulating observations by hand, limiting temporal resolution due to high labor cost. This paper investigates the possibility of automating the data gathering and information extraction in a proof of concept study using a two-dimensional scanning Light Detection and Ranging (LIDAR) sensor mounted on a vehicle, though the work is compatible with other ranging sensors, e.g., stereo vision. This study examines parallel parking in the opposing direction of travel. The ranging measurements are processed to estimate the location of the curb and the presence of objects in the road. Occlusion and location reasoning are then applied to determine which of the objects are vehicles, and whether a given vehicle is parked or is in the traffic-stream. The occupancy of the parking area, vehicle size, and vehicle-to-vehicle gaps are then measured. The algorithm was applied to an area with unmarked, on-street parking near a large university campus. Vehicle counts from 29 trips over 4 years were compared against concurrent ground truth with favorable results. The approach can also be applied to monitor parking in the direction of travel, eliminating the possibility of occlusions and simplifying the processing.  相似文献

Recent policy discussions about information technology in transport and traffic demand management have increased interest in activity‐based approaches to the analysis of travel behaviour, in particular in the modelling of household activity scheduling which is at the core of many of the required changes in travel behaviour. This paper is a state‐of‐the‐art review of conceptualizations and models of activity scheduling with special regard to issues raised by the new policy instruments. In the course of the review, the validity of behavioural assumptions is examined critically and several needs for future research identified.  相似文献

An understanding of the interaction between individuals’ activities and travel choice behaviour plays an important role in long-term transit service planning. In this paper, an activity-based network equilibrium model for scheduling daily activity-travel patterns (DATPs) in multi-modal transit networks under uncertainty is presented. In the proposed model, the DATP choice problem is transformed into a static traffic assignment problem by constructing a new super-network platform. With the use of the new super-network platform, individuals’ activity and travel choices such as time and space coordination, activity location, activity sequence and duration, and route/mode choices, can be simultaneously considered. In order to capture the stochastic characteristics of different activities, activity utilities are assumed in this study to be time-dependent and stochastic in relation to the activity types. A concept of DATP budget utility is proposed for modelling the uncertainty of activity utility. An efficient solution algorithm without prior enumeration of DATPs is developed for solving the DATP scheduling problem in multi-modal transit networks. Numerical examples are used to illustrate the application of the proposed model and the solution algorithm.  相似文献

Joint household travel, with or without joint participation in an activity, constitutes a fundamental aspect in modelling activity-based travel behaviour. This paper examines joint household travel arrangements and mode choices using a utility maximising approach. An individual tour-based mode choice model is formulated contingent on the choice of joint tour patterns where joint household activities and shared ride arrangements are recognised as part of the joint household decision-making that influences the travel modes of each household member. Two models, one for weekend and one for weekday, are estimated using empirical data from the Sydney Household Travel Survey. The results show that weekend travel is characterised by a high joint household activity participation rate while weekday travel is distinguished by more intra-household shared ride arrangements. The arrangements of joint household travel are highly associated with travel purpose, social and mobility constraints and household resources. On weekends, public transport is mainly used by captive users (i.e., no-car households and students) and its share is about half of that on weekdays. Also, the value of travel time savings (VOTs) are found to be higher on weekends than on weekdays, running entirely counter to the common belief that weekend VOTs are lower than weekday VOTs. This paper highlights the importance of studying joint household travel and using different transport management measures for alleviating traffic congestion on weekdays and weekends.  相似文献

Cruising-for-parking constraints mobility in urban networks. Car-users may have to cruise for on-street parking before reaching their destinations. The accessibility and the cost of parking significantly influence people's travel behavior (such as mode choice, or parking facility choice between on-street and garage). The cruising flow causes delays eventually to everyone, even users with destinations outside limited parking areas. It is therefore important to understand the impact of parking limitation on mobility, and to identify efficient parking policies for travel cost reduction. Most existing studies on parking fall short in reproducing the dynamic spatiotemporal features of traffic congestion in general, lack the treatment of dynamics of the cruising-for-parking phenomenon, or require detailed input data that are typically costly and difficult to collect. In this paper, we propose an aggregated and dynamic approach for modeling multimodal traffic with the treatment on parking, and utilize the approach to design dynamic parking pricing strategies. The proposed approach is based on the Macroscopic Fundamental Diagram (MFD), which can capture congestion dynamics at network-level for single-mode and bi-modal (car and bus) systems. A parsimonious parking model is integrated into the MFD-based multimodal modeling framework, where the dynamics of vehicular and passenger flows are considered with a change in the aggregated behavior (e.g. mode choice and parking facility choice) caused by cruising and congestion. Pricing strategies are developed with the objective of reducing congestion, as well as lowering the total travel cost of all users. A case study is carried out for a bi-modal city network with a congested downtown region. An elegant feedback dynamic parking pricing strategy can effectively reduce travel delay of cruising and the generic congestion. Remarkably, such strategy, which is applicable in real-time management with limited available data, is fairly as efficient as a dynamic pricing scheme obtained from system optimum conditions and a global optimization with full information about the future states of the system. Stackelberg equilibrium is also investigated in a competitive behavior between different parking facility operators. Policy indications on on-street storage capacity management and pricing are provided.  相似文献

Automobile use leads to external costs associated with emissions, congestion, noise and other impacts. One option for minimizing these costs is to introduce road pricing and parking charges to reduce demand for single occupant vehicle (SOV) use, while providing improvements to alternatives to encourage mode switching. However, the impact of these policies on urban mode choice is uncertain, and results reported from regions where charging has been introduced may not be transferable. In particular, revealed preference data associated with cost recovery tolls on single facilities may not provide a clear picture of driver response to tolls for demand management. To estimate commuter mode choice behaviour in response to such policies, 548 commuters from a Greater Vancouver suburb who presently drive alone to work completed an individually customized discrete choice experiment (DCE) in which they chose between driving alone, carpooling or taking a hypothetical express bus service when choices varied in terms of time and cost attributes. Attribute coefficients identified with the DCE were used in a predictive model to estimate commuter response to various policy oriented combinations of charges and incentives. Model results suggest that increases in drive alone costs will bring about greater reductions in SOV demand than increases in SOV travel time or improvements in the times and costs of alternatives beyond a base level of service. The methods described here provide an effective and efficient way for policy makers to develop an initial assessment of driver reactions to the introduction of pricing policies in their particular regions.  相似文献

Operators and planners of parking guidance and information system (PGIS) often encounter the difficulty when and how to provide parking information to drivers in peak hours. The aim of this study was to assign the parking demands onto the urban network, find the positions suitable to locate the parking variable message sign (parking VMS), and try to solve the problem when to provide parking information to drivers. Parking VMS, as the most common forms of the information display terminal of PGIS, becomes critical in designing PGIS. This paper started from analyzing the relationship between the location and the performances of parking VMS. If a parking VMS is placed right along the link approaching to the divarication intersection of the subsequent “shortest path” and the previous one, the travel time declines abruptly, and the guiding compliance ratio becomes superior. Then, the network‐based parking choice model for the parking VMS was proposed. Network modification and incremental assignment were used to find the divarication intersections caused by the changes of space availability. In addition, MATLAB software package (MathWorks, Inc., Natick, MA, USA) was adopted to calculate the entire process mentioned. This paper explores car drivers’ cruising behaviour and location choice for curb parking in areas with insufficient parking space based on a survey of car drivers in Beijing, China. Preliminary analysis of the data show that car drivers’ cruising behaviour is closely related to their parking duration and parking location. A multinomial probit (MNP) model is used to analyse cruising behaviour and the results show that the closer to the destination car drivers are, the more likely they choose to park on the curb. The adjacent locations are the basis of car drivers’ sequential parking decisions at different locations. The research results provide a better understanding of cruising behaviour for parking and recommendations for reducing cruising for parking. The provision of parking information can help regulate the parking demand distribution.  相似文献

Currently existing models of parking choice behaviour typically focus on the choice of types of parking spaces. Implicitly these models assume that motorists have a free choice in that spaces are available. The adaptive behaviour which they reveal when faced with congested parking spaces is not explicitly modelled. The aim of this paper is to contribute to the growing literature on parking choice modelling by developing and testing a stated choice model of adaptive behaviour of motorists who are faced with fully occupied parking lots. The findings of the analyses indicate that the model performs satisfactory as indicated by its goodness-of-fit and the fact that all significant parameters were in anticipated directions.  相似文献

ABSTRACT

The growing availability of geotagged big data has stimulated substantial discussion regarding their usability in detailed travel behaviour analysis. Whilst providing a large amount of spatio-temporal information about travel behaviour, these data typically lack semantic content characterising travellers and choice alternatives. The inverse discrete choice modelling (IDCM) approach presented in this paper proposes that discrete choice models (DCMs) can be statistically inverted and used to attach additional variables from observations of travel choices. Suitability of the approach for inferring socioeconomic attributes of travellers is explored using mode choice decisions observed in London Travel Demand Survey. Performance of the IDCM is investigated with respect to the type of variable, the explanatory power of the imputed variable, and the type of estimator used. This method is a significant contribution towards establishing the extent to which DCMs can be credibly applied for semantic enrichment of passively collected big data sets while preserving privacy.  相似文献

Activity generation models are relatively poorly developed in activity-based travel demand modelling frameworks. This research investigates whether observed distributions of activity attributes (activity frequency, start time and duration) used as inputs in the activity generation component of an activity-based travel demand model have changed over time. This research empirically examines changes in the distributions of activity generation attributes over time in the Greater Montreal area (GMA), Quebec, Canada. It also focuses on how these attributes vary with peoples’ socio-demographic characteristics. This research relies on the 1998, 2003 and 2008 origin–destination (O–D) household travel surveys of the GMA. The comparative analysis at three time points in a 10-year period clearly reveals that distributions of activity attributes are significantly changing over time. Work and school activities show similar trends; frequency “1” has increased and frequency “2+” has decreased over time. The occurrence of shopping activity on weekdays is decreasing over time. Start time and duration distributions for each activity have also changed significantly over time. The research allows preparing activity attributes for the application of an activity-based model, TASHA, such that they reflect temporal changes in travel behaviour of the GMA.  相似文献

In studies of parking policy, the role of parking pricing has been addressed. Most researches have focused on the determination of a proper price for city parking spaces that are open to the public and it is now evident that price is used by authorities as a tool to manage transport demand. However, studies of parking pricing that pertain to privately-owned parking resources are few and in particular, the problem of setting a proper price for physical market parking has rarely been studied, such as a mall’s ‘dual-pricing portfolio’ decision for the simultaneous determination of a parking fee and the consumer spending required for free parking (i.e., the ‘threshold’). This is a common problem for most malls, but the different agents involved (e.g., the visitors, the mall, the marketplace and the parking lot departments) usually have diverse goals, so the decision must take account of a multiplicity of criteria and subtle relationships. In order to systematically support this type of inter-departmental decision process, a decision model that includes an analytical decision-aid process and the relevant programming models is established. A numerical example verifies the proposed model by taking the data for a mall in Taiwan and the implications, in terms of management, are given. This systematic computational model can be generalized to any type of commercial market that requires a (new) parking pricing policy.  相似文献
