Winter road maintenance (WRM) has been shown to have significant benefits of improving road safety and reducing traffic delay caused by adverse weather conditions. It has also been suggested that WRM is also beneficial in terms of reducing vehicular air emissions and fuel consumptions because snow and ice on road surface often cause the drivers to reduce their vehicle speeds or to switch to high gears, thus decreasing fuel combustion efficiency. However, there has been very limited information about the underlying relationship, which is important for quantifying this particular benefit of a winter road maintenance program. This research is focused on establishing a quantitative relationship between winter road surface conditions and vehicular air emissions. Speed distribution models are developed for the selected Ontario highways using data from 22 road sites across the province of Ontario, Canada. The vehicular air emissions under different road surface conditions are calculated by coupling the speed models with the engine emission models integrated in the emission estimation model - MOVES. It was found that, on the average, a 10% improvement in road surface conditions could result in approximately 0.6–2% reduction in air emissions. Application of the proposed methodology is demonstrated through a case study to analyse the air emission and energy consumption effects under specific weather events.  相似文献

Real-world vehicle operating mode data (2.5 million 1 Hz records), collected by instrumenting the vehicles of 82 volunteer drivers with OBD datalogger and GPS while they drove their routine travel routes, were analyzed to quantify vehicle emissions estimate errors due to road grade and driving style in rural, hilly Vermont. Data were collected in winter and summer for MY 1996 and newer passenger cars and trucks only. EPA MOVES2010b was used to estimate running exhaust emissions associated with measured vehicle activity. Changes in vehicle specific power (VSP) and MOVES operating mode (OpMode) due to proper accounting for real-world road grade indicated emission rate errors between 10% and 48%, depending on pollutant, chiefly because grade-related changes in VSP could shift activity by as many as six OpModes, depending on road type. The correct MOVES OpMode assignment was made only 33–55% of the time when road grade was not included in the VSP calculation. Driving style of individual drivers was difficult to assess due to unknown traffic operations data, but the largest differences between individual drivers were observed on rural restricted roads, where traffic conditions and control have minimal impact. The results suggest the importance of (1) measuring and incorporating real-world road grade in order to correctly assign MOVES emission rates; and (2) developing a driving style typology to account for differences in the MOVES emissions estimates due to driver variability.  相似文献

In this paper, we develop a macro traffic flow model with consideration of varying road conditions. Our analytical and numerical results illustrate that good road condition can enhance the speed and flow of uniform traffic flow whereas bad road condition will reduce the speed and flow. The numerical results also show that good road condition can smooth shock wave and improve the stability of traffic flow whereas bad road condition will lead to steeper shock wave and reduce the stability of traffic flow. Our results are also qualitatively accordant with empirical results, which implies that the proposed model can qualitatively describe the effects of road conditions on traffic flow. Most of existing route guidance strategies achieves user optimal equilibrium by comparing travel time. Measuring travel time, however, might be uneasy on an urban road network. To contend with the issue, the paper mainly considers easily obtained inflow and outflow of a link and road capacity as input, and proposes a route guidance strategy for a single destination road network based on the determination of free-flow or congested conditions on alternative routes. An extended strategy for a complex network and a feedback approximation for avoiding forecast are further explored. Weaknesses of the strategy are also explicitly analyzed. To test the strategy, simulation investigations are conducted on two networks with multiple parallel routes. The results indicate that the strategy is able to provide stable splitting rates and to approximate user optimal equilibrium in different conditions, in particular when traffic demand is high. This strategy has potential to be applied in an urban road network due to its simplicity and easily obtained input data. The strategy is also applicable for single destination if some alternatives and similar routes are available.  相似文献

This study calculates the natural resource use of road transport for different road categories and for different vehicle types. Material inputs per service are determined as the life cycle wide consumption of materials by the road and vehicles, and set against person-kilometres and ton-kilometres transported. If the material input of the infrastructure is allocated to the users according to traffic volume, the material input per service values for abiotic resources and for water are much higher for cars than for bus traffic. The material inputs per service unit for air is significantly lower for buses than for cars. For bicycles, abiotic natural resource consumption is between that for cars and buses, while water consumption is in most instances the highest and air consumption the lowest for the modes studied. The material input per service values for the full trailer are significantly lower than for other goods vehicles. The material inputs per service value for air is significantly higher in the case of vans. If the allocation of road infrastructure use is done by gross vehicle weight, the material input per service values for abiotic resources and water of buses and heavy lorries rise.  相似文献

This paper develops a method to value two road design features: curviness and road type (2-lane, 4-lane without a median, and 4-lane with a wide grass median). These features are linked to the safety of the road environment, providing information on how much individuals are willing to pay to reduce exposure to risk in the driving environment when trading between mixtures of curviness and road type. A stated choice experiment was designed in which car and truck drivers undertaking regional and inter-urban trips out of six New Zealand cities evaluated alternative trip profiles in terms of travel times and costs in addition to curviness and road type, and chose one of the trip profiles as the most preferred.  相似文献

This paper examines the profit maximizing behavior of a private firm which operates a toll road competing against a free alternative in presence of cars and trucks. Trucks differ from cars in value of time (VOT), congestion externality, pavement damage, and link travel time function. We find that the firm takes either a car-strategy or a truck-strategy for profit maximization. For a traffic mix with relatively large car volume and small truck volume, the car-strategy results in no trucks using the toll road, while the truck-strategy results in all trucks using the toll road. We derive the equilibrium flow pattern under any combination of car-toll and truck-toll, based on which we identify a profit-maximizing frontier and a strategy-switching frontier in the car-toll and truck-toll two-dimensional space. By geometrically comparing the two frontiers, we establish general conditions under which each strategy will be taken, which suggest that the truck-to-car VOT ratio, the total traffic demand, and the difference in travel distance between the two roads are critical in shaping the firm's strategy.  相似文献

The effect of the application of advanced transport information system (ATIS) and road pricing is studied in a transportation system under non-recurrent congestion. A stochastic network deterministic user equilibrium model (SNDUE) with elastic demand is formulated and used to evaluate the welfare and private impacts of different market penetrations of ATIS, together with road pricing for a simple network. Both marginal first-best road pricing and a second-best fixed road pricing are considered. The incentives of private users to use ATIS are analyzed and the characteristics of optimum tolls as a function of ATIS market penetration are shown. We conclude that ATIS is an efficient and necessary tool to reduce the effects of non-recurrent incidents in a transportation network, especially when non-recurrent congestion causes a significant deterioration of operational conditions of the network. If the impact of non-recurrent incidents on free flow costs is small or is reduced only to congestion effects, the use of road pricing would be more efficient. Social benefits obtained when jointly implementing ATIS and road pricing are practically the same whether first-best or second-best road pricing is used. Considering the private costs perceived by the network users, and the benefits experienced by equipped users, the maximum level of market penetration achieved could be limited because private benefits disappear after certain market penetration is obtained.  相似文献

Government guarantees are frequently used to attract private investors’ participation into Build-Operate-Transfer (BOT) road projects. In this paper, we investigate the impact of government guarantees on toll charge, road quality and road capacity by taking perspective of the private investor. The main results are: (1) Minimum traffic guarantee increases toll charge while decreasing road quality. Under a low guarantee level, minimum traffic guarantee has no impact on road capacity. However, it improves road capacity when a high guarantee level is performed. (2) Under minimum revenue guarantee, if the guarantee level is sufficiently high, the optimal toll charge will be sufficiently large, but road quality and road capacity will approach zero. (3) Price compensation guarantee decreases toll charge and increases both road quality and road capacity. This paper further investigates the impact of government guarantees when the contract is auctioned. We find that auction reduces the impact of government guarantees on toll charge while failing to affect the impact of government guarantees on road quality and capacity. Some policy implications are also derived from our model results.  相似文献

In this paper we examine what characterizes second-best road prices targeting external costs from driving electric (EV) and conventional (ICEV) vehicles when there are distortionary labor taxes and binding government budget constraints. Further, we examine how this second-best pricing fits with government set goals of reducing CO2 emissions. The paper further develops an analytical framework for assessing first- and second-best road prices on vehicle kilometers, extending it to include EVs and externalities that vary geographically and by time of day. We find that optimal road prices largely vary with external cost, but are also significantly affected by the interactions with the rest of the fiscal system. Not surprisingly, the highest road prices should be for ICEVs in large cities during peak hours due to high external costs. More surprisingly, we find that the road price for ICEVs in rural areas should be lower than that for EVs due to large fiscal interaction effects. These road prices give large welfare gains, but they lead to no reduction in carbon emissions when applying the currently recommended social cost of carbon.  相似文献

The effectiveness of control measures to reduce road dust emissions is analyzed using a year’s data of road dust emissions collected with a mobile sampling platform and a survey of road maintenance practices in the Lake Tahoe Basin of Nevada and California US. Attributes such as sweeping practices, anti-icing, shoulder improvement, pavement condition, trackout, and abrasive material from road segments were analyzed with a feature subset selection algorithm. Street sweeping was found to be an effective means of controlling dust emissions from roads. Road dust from dirty tertiary roads served as a continuous source of suspendable material for adjacent high-speed roads in the winter time. To be most effective, emission control strategies require that not only primary roads, but all roads be swept after snow storms to recover applied abrasive material.  相似文献

Determining the number and location of depots for winter road maintenance (WRM) represents one of the important strategic decisions while planning WRM activities. However, most organizations dealing with WRM make empirically based decisions. Optimizing the number and location of WRM depots has the potential to achieve considerable cost savings, improve mobility and efficiency, as well as reduce environmental impacts. This paper presents two optimization models. The first model determines the location of WRM depots by minimizing the total distance travelled by maintenance vehicles. The second model determines the optimum number and location of WRM depots by minimizing total transportation costs and capital expenditure and operational expenditure of the depots. The models are then applied to the district road network in Serbia. Results show that their application could lead to significant reductions in WRM costs.  相似文献

Highway traffic flow phenomena involve several complex and stochastic variables with high interdependencies. The variations in roadway, traffic and environmental factors influence the traffic flow quality significantly. Capacity analysis of road sections under different traffic and geometric conditions need to quantify the vehicles of widely varying characteristics to a common and universally acceptable unit. Passenger car unit (PCU) is the universally adopted unit of traffic volume, keeping the passenger car as the ‘standard vehicle’ with reference to its static and dynamic characteristics; other vehicles are expressed to its equivalent number in terms of PCUs. The studies carried out in this aspect represent the dynamic nature of impedance caused by a vehicle while moving through a traffic stream. The PCU values recommended by the Highway Capacity Manual are widely applied in many countries; however, their applicability is highly under debate because of the variations in prevailing local traffic conditions. There are several factors that influence the PCU values such as traffic, roadway, vehicle, environmental and control conditions, etc. Apart from vehicular characteristics, the other two major factors that influence the PCU of vehicles are the following: (i) road width and (ii) traffic volume. In this study, estimation of PCU values for the different types of vehicles of a highly heterogeneous traffic on 7.5‐ and 11.0‐m‐wide roads, using micro‐simulation technique, has been dealt with. It has been found that the PCU value of a vehicle type varies significantly with variation in road width and traffic volume. When drivers do not have complete information on road travel time and thus choose their routes in a stochastic manner or based on their previous experience, separate implementations of either route guidance or road pricing cannot drive a stochastic network flow pattern towards a system optimum in a Wardropian sense. It is thus of interest to consider a combined route guidance and road pricing system. A road guidance system could reduce drivers' uncertainty of travel time through provision of traffic information. A driver who is equipped with a guidance system could be assumed to receive complete information, and hence be able to find the minimum travel time routes in a user-optimal manner, while marginal-cost road pricing could drive a user-optimal flow pattern toward a system optimum. Therefore, a joint implementation of route guidance and road pricing in a network with recurrent congestion could drive a stochastic network flow pattern towards a system optimum, and thus achieve a higher reduction in system travel time. In this paper the interaction between route guidance and road pricing is modeled and the potential benefit of their joint implementation is evaluated based on a mixed equilibrium traffic assignment model. The private and system benefits under marginal-cost pricing and varied levels of market penetration of the information systems are investigated with a small and a large example. It is concluded that the two technologies complement each other and that their joint implementation can reduce travel time more efficiently in a network with recurrent congestion.  相似文献

The coordinated development of city traffic and environment is a key research content in traffic field in twenty-first Century. Among them, road section environmental traffic capacity analysis is one of the important research issues. It can provide solid theoretical basis and reliable data support for road network traffic optimization control, road traffic pollution control and city traffic structure optimization. This paper analyzed main factors which impacted environmental traffic capacity from two aspects, including road capacity constraint conditions and road traffic pollution control constraint conditions. Then, road section environmental traffic capacity optimization model was established, and method of improved augmented Lagrange function was used to solve the model. Case study showed that, (1) The environmental traffic capacity optimal model and methodology were effective; (2) In order to ensure road section environmental traffic capacity greater than (or equal to) road capacity, some measures could be taken including adjusting motor vehicle type proportion as well as improving emission characteristics of motor vehicles exhausting pollutants.  相似文献

Empirical studies showed that travel time reliability, usually measured by travel time variance, is strongly correlated with travel time itself. Travel time is highly volatile when the demand approaches or exceeds the capacity. Travel time variability is associated with the level of congestion, and could represent additional costs for travelers who prefer punctual arrivals. Although many studies propose to use road pricing as a tool to capture the value of travel time (VOT) savings and to induce better road usage patterns, the role of the value of reliability (VOR) in designing road pricing schemes has rarely been studied. By using road pricing as a tool to spread out the peak demand, traffic management agencies could improve the utility of travelers who prefer punctual arrivals under traffic congestion and stochastic network conditions. Therefore, we could capture the value of travel time reliability using road pricing, which is rarely discussed in the literature. To quantify the value of travel time reliability (or reliability improvement), we need to integrate trip scheduling, endogenous traffic congestion, travel time uncertainty, and pricing strategies in one modeling framework. This paper developed such a model to capture the impact of pricing on various costs components that affect travel choices, and the role of travel time reliability in shaping departure patterns, queuing process, and the choice of optimal pricing. The model also shows the benefits of improving travel time reliability in various ways. Findings from this paper could help to expand the scope of road pricing, and to develop more comprehensive travel demand management schemes.  相似文献

This paper explores the importance of heterogeneity in value of time and route choice when assessing the viability of new road infrastructure to alleviate congestion problems. The model incorporates strategic interaction between road operators in a cost-benefit framework and several competitive regimes are considered. It is then employed to establish the financial and socio-economic viability of a congestion pricing demonstration entering Madrid city centre, where road users have to choose between a free but highly congested road and a priced free-flowing road (semi-private regime). A logit estimation is undertaken with information from a questionnaire among road users in the Eastern Madrid area to obtain users’ value of time and of congestion.The tolls obtained generate a traffic reallocation towards the new roadway such that revenues suffice to render the infrastructure socio-economically viable. The private and the low toll regimes generate similar welfare gains that are close to the first best. Yet the former supposes large losses to users. The low toll and the semi-private regimes do not raise such distributional concerns. However, the low toll regime requires a sufficiently high traffic growth rate to make it financially viable; this does not happen for the other competitive regimes.  相似文献

The integration of electric vehicles (EVs) will affect both electricity and transport systems and research is needed on finding possible ways to make a smooth transition to the electrification of the road transport. To fully understand the EV integration consequences, the behaviour of the EV drivers and its impact on these two systems should be studied. This paper describes an integrated simulation-based approach, modelling the EV and its interactions in both road transport and electric power systems. The main components of both systems have been considered, and the EV driver behaviour was modelled using a multi-agent simulation platform. Considering a fleet of 1000 EV agents, two behavioural profiles were studied (Unaware/Aware) to model EV driver behaviour. The two behavioural profiles represent the EV driver in different stages of EV adoption starting with Unaware EV drivers when the public acceptance of EVs is limited, and developing to Aware EV drivers as the electrification of road transport is promoted in an overall context. The EV agents were modelled to follow a realistic activity-based trip pattern, and the impact of EV driver behaviour was simulated on a road transport and electricity grid. It was found that the EV agents’ behaviour has direct and indirect impact on both the road transport network and the electricity grid, affecting the traffic of the roads, the stress of the distribution network and the utilization of the charging infrastructure.  相似文献

The main purpose of this paper is to develop a bi-level pricing model to minimize the CO2e emissions and the total travel time in a small road network. In the lower level of the model, it is assumed that users of the road network find a dynamic user equilibrium which minimizes the total costs of those in the system. For the higher level of the model, different road toll strategies are applied in order to minimize the CO2e emissions. The model has been applied to an illustrative example. It shows the effects on traffic flows, revenues, total time and CO2e emissions for different numbers of servers collecting tolls and different pricing strategies over a morning peak traffic period. The results show that the CO2e emissions produced can be significantly affected by the number of servers and the type of toll strategy employed. The model is also used to find the best toll strategy when there is a constraint on the revenue that is required to be raised from the toll and how this affects the emissions produced. Further runs compare strategies to minimize the CO2e emissions with those that minimize total travel time in the road system. In the illustrative example, the results for minimizing CO2e emissions are shown to be similar to the results obtained from minimizing the total travel time.  相似文献
