This paper extends the work on Pareto-improving hybrid rationing and pricing policy for general road networks by considering heterogeneous users with different values of time. Mathematical programming models are proposed to find a multiclass Pareto-improving pure road space rationing scheme (MPI-PR) and multiclass hybrid rationing and pricing schemes (MHPI and MHPI-S). A numerical example with a multimodal network is provided for comparing both the efficiency and equity of the three proposed policies. We discover that MHPI-S can achieve the largest reduction in total system delay, MHPI can induce the least spatial inequity and MHPI-S is a progressive policy which is appealing to policy makers. Furthermore, numerical results reveal that different classes of users react differently to the same hybrid policies and multiclass Pareto-improving hybrid schemes yield less delay reduction when compared to their single-class counterparts.  相似文献

This study investigates Pareto-improving congestion pricing and revenue refunding schemes in general transportation networks, which make every road user better off as compared with the situation without congestion pricing. We consider user heterogeneity in value of time (VOT) by adopting a multiclass user model with fixed origin–destination (OD) demands. We first prove that an OD and class-based Pareto-improving refunding scheme exists if and only if the total system monetary travel disutility is reduced. In view of the practical difficulty in identifying individual user’s VOT, we further investigate class-anonymous refunding schemes that give the same amount of refund to all user classes traveling between the same OD pair regardless of their VOTs. We establish a sufficient condition for the existence of such OD-specific but class-anonymous Pareto-improving refunding schemes, which needs information only on the average toll paid and average travel time for trips between each OD pair.  相似文献

The paper demonstrates a method to determine road network improvements that also involve the use of a road toll charge, taking the perspective of the government or authority. A general discrete network design problem with a road toll pricing scheme, to minimize the total travel time under a budget constraint, is proposed. This approach is taken in order to determine the appropriate level of road toll pricing whilst simultaneously addressing the need for capacity. The proposed approach is formulated as a bi-level programming problem. The optimal road capacity improvement and toll level scheme is investigated with respect to the available budget levels and toll revenues.  相似文献

This paper considers the rural road network upgrading problem, using a multi-objective optimization model, to support decision-makers in the choice of roads to upgrade in the hilly regions of Nepal. The model considers two objectives: minimization of user operation costs and maximization of population covered. The problem was solved for a real-world rural road network in the Gorkha district of Nepal. For this case, all non-dominated solutions were obtained and the ones providing more interesting trade-offs were analysed. The model was found suitable for the case under study, and possibly, easily extendable to rural areas of other developing countries.  相似文献

It is often argued lately that the private sector should be allowed to build and operate roads in a transportation network at its own expense, in return it should receive the revenue from road toll charge within some years, and then these roads will be transferred to the government. This type of build–operate–transfer (B–O–T) projects is currently fashionable worldwide, especially for developing countries short of funds for road construction. One of the important issues concerning a highway B–O–T project is the selection of the capacity and toll charge of the new road and the evaluation of the relevant benefits to the private investor, the road users and the whole society under various market conditions. This paper deals with the selection and evaluation of a highway project under such a B–O–T scheme. For a given road network with elastic demand, mathematical models are proposed to investigate the feasibility of a candidate project and ascertain the optimal capacity and level of toll charge of the new highway. The response of road users to the new B–O–T project is explicitly considered. The characteristic of the problem is illustrated graphically with a numerical example.  相似文献

This paper considers a static congestion pricing model in which travelers select a mode from either, driving on highway or taking public transit, to minimize a combination of travel time, operating cost and toll. The focus is to examine how travelers’ value of time (VOT), which is continuously distributed in a population, affects the existence of a pricing-refunding scheme that is both self-financing (i.e. requiring no external subsidy) and Pareto-improving (i.e. reducing system travel time while making nobody worse off). A condition that insures the existence of a self-financing and Pareto-improving (SFPI) toll scheme is derived. Our derivation reveals that the toll authority can select a proper SFPI scheme to distribute the benefits from congestion pricing through a credit-based pricing scheme. Under mild assumptions, we prove that an SFPI toll always exists for concave VOT functions, of which the linear function corresponding to the uniform distribution is a special case. Existence conditions are also established for a class of rational functions. These results can be used to analyze more realistic VOT distributions such as log-normal distribution. A useful implication of our analysis is that the existence of an SFPI scheme is not guaranteed for general functional forms. Thus, external subsidies may be required to ensure Pareto-improving, even if policy-makers are willing to return all toll revenues to road users.  相似文献

Toll road competition is one of the important issues under a build-operate-transfer (BOT) scheme, which is being encountered nowadays in many cities. When there are two or more competing firms and each firm operates a competitive toll road, their profits are interrelated due to the competitors' choices and demand inter-dependence in the network. In this paper we develop game-theoretic approaches to the study of the road network, on which multiple toll roads are operated by competitive private firms. The strategic interactions and market equilibria among the private firms are analyzed both in determining their supply (road capacity) and price (toll level) over the network. The toll road competition problems in general traffic equilibrium networks are formulated as an equilibrium program with equilibrium constraints or bi-level variational inequalities. Heuristic solution methods are proposed and their convergences are demonstrated with simple network examples. It is shown that private pricing and competition can be both profitable and welfare-improving.  相似文献

When drivers do not have complete information on road travel time and thus choose their routes in a stochastic manner or based on their previous experience, separate implementations of either route guidance or road pricing cannot drive a stochastic network flow pattern towards a system optimum in a Wardropian sense. It is thus of interest to consider a combined route guidance and road pricing system. A road guidance system could reduce drivers' uncertainty of travel time through provision of traffic information. A driver who is equipped with a guidance system could be assumed to receive complete information, and hence be able to find the minimum travel time routes in a user-optimal manner, while marginal-cost road pricing could drive a user-optimal flow pattern toward a system optimum. Therefore, a joint implementation of route guidance and road pricing in a network with recurrent congestion could drive a stochastic network flow pattern towards a system optimum, and thus achieve a higher reduction in system travel time. In this paper the interaction between route guidance and road pricing is modeled and the potential benefit of their joint implementation is evaluated based on a mixed equilibrium traffic assignment model. The private and system benefits under marginal-cost pricing and varied levels of market penetration of the information systems are investigated with a small and a large example. It is concluded that the two technologies complement each other and that their joint implementation can reduce travel time more efficiently in a network with recurrent congestion.  相似文献

The effect of the application of advanced transport information system (ATIS) and road pricing is studied in a transportation system under non-recurrent congestion. A stochastic network deterministic user equilibrium model (SNDUE) with elastic demand is formulated and used to evaluate the welfare and private impacts of different market penetrations of ATIS, together with road pricing for a simple network. Both marginal first-best road pricing and a second-best fixed road pricing are considered. The incentives of private users to use ATIS are analyzed and the characteristics of optimum tolls as a function of ATIS market penetration are shown. We conclude that ATIS is an efficient and necessary tool to reduce the effects of non-recurrent incidents in a transportation network, especially when non-recurrent congestion causes a significant deterioration of operational conditions of the network. If the impact of non-recurrent incidents on free flow costs is small or is reduced only to congestion effects, the use of road pricing would be more efficient. Social benefits obtained when jointly implementing ATIS and road pricing are practically the same whether first-best or second-best road pricing is used. Considering the private costs perceived by the network users, and the benefits experienced by equipped users, the maximum level of market penetration achieved could be limited because private benefits disappear after certain market penetration is obtained.  相似文献

Empirical studies showed that travel time reliability, usually measured by travel time variance, is strongly correlated with travel time itself. Travel time is highly volatile when the demand approaches or exceeds the capacity. Travel time variability is associated with the level of congestion, and could represent additional costs for travelers who prefer punctual arrivals. Although many studies propose to use road pricing as a tool to capture the value of travel time (VOT) savings and to induce better road usage patterns, the role of the value of reliability (VOR) in designing road pricing schemes has rarely been studied. By using road pricing as a tool to spread out the peak demand, traffic management agencies could improve the utility of travelers who prefer punctual arrivals under traffic congestion and stochastic network conditions. Therefore, we could capture the value of travel time reliability using road pricing, which is rarely discussed in the literature. To quantify the value of travel time reliability (or reliability improvement), we need to integrate trip scheduling, endogenous traffic congestion, travel time uncertainty, and pricing strategies in one modeling framework. This paper developed such a model to capture the impact of pricing on various costs components that affect travel choices, and the role of travel time reliability in shaping departure patterns, queuing process, and the choice of optimal pricing. The model also shows the benefits of improving travel time reliability in various ways. Findings from this paper could help to expand the scope of road pricing, and to develop more comprehensive travel demand management schemes.  相似文献

The consideration of pollution in routing decisions gives rise to a new routing framework where measures of the environmental implications are traded off with business performance measures. To address this type of routing decisions, we formulate and solve a bi-objective time, load and path-dependent vehicle routing problem with time windows (BTL-VRPTW). The proposed formulation incorporates a travel time model representing realistically time varying traffic conditions. A key feature of the problem under consideration is the need to address simultaneously routing and path finding decisions. To cope with the computational burden arising from this property of the problem we propose a network reduction approach. Computational tests on the effect of the network reduction approach on determining non-dominated solutions are reported. A generic solution framework is proposed to address the BTL-VRPTW. The proposed framework combines any technique that creates capacity-feasible routes with a routing and scheduling method that aims to convert the identified routes to problem solutions. We show that transforming a set of routes to BTL-VRPTW solutions is equivalent to solving a bi-objective time dependent shortest path problem on a specially structured graph. We propose a backward label setting technique to solve the emerging problem that takes advantage of the special structure of the graph. The proposed generic solution framework is implemented by integrating the routing and scheduling method into an Ant Colony System algorithm. The accuracy of the proposed algorithm was assessed on the basis of its capability to determine minimum travel time and fuel consumption solutions. Although the computational results are encouraging, there is ample room for future research in algorithmic advances on addressing the proposed problem.  相似文献

This paper aims to provide a state-of-the-art review of the transport network design problem (NDP) under uncertainty and to present some new developments on a bi-objective-reliable NDP (BORNDP) model that explicitly optimizes the capacity reliability and travel time reliability under demand uncertainty. Both are useful performance measures that can describe the supply-side reliability and demand-side reliability of a road network. A simulation-based multi-objective genetic algorithm solution procedure, which consists of a traffic assignment algorithm, a genetic algorithm, a Pareto filter, and a Monte-Carlo simulation, is developed to solve the proposed BORNDP model. A numerical example based on the capacity enhancement problem is presented to demonstrate the tradeoff between capacity reliability and travel time reliability in the NDP.  相似文献

The benefit, in terms of social surplus, from introducing congestion charging schemes in urban networks is depending on the design of the charging scheme. The literature on optimal design of congestion pricing schemes is to a large extent based on static traffic assignment, which is known for its deficiency in correctly predict travel times in networks with severe congestion. Dynamic traffic assignment can better predict travel times in a road network, but are more computational expensive. Thus, previously developed methods for the static case cannot be applied straightforward. Surrogate‐based optimization is commonly used for optimization problems with expensive‐to‐evaluate objective functions. In this paper, we evaluate the performance of a surrogate‐based optimization method, when the number of pricing schemes, which we can afford to evaluate (because of the computational time), are limited to between 20 and 40. A static traffic assignment model of Stockholm is used for evaluating a large number of different configurations of the surrogate‐based optimization method. Final evaluation is performed with the dynamic traffic assignment tool VisumDUE, coupled with the demand model Regent, for a Stockholm network including 1240 demand zones and 17 000 links. Our results show that the surrogate‐based optimization method can indeed be used for designing a congestion charging scheme, which return a high social surplus. As congestion pricing has moved from theoretical ideas in the literature to real-world implementation, the need for decision support when designing pricing schemes has become evident. This paper deals with the problem of finding optimal toll levels and locations in a road traffic network and presents a case study of Stockholm. The optimisation problem of finding optimal toll levels, given a predetermined cordon, and the problem of finding both optimal toll locations and levels are presented, and previously developed heuristics are used for solving these problems. For the Stockholm case study, the possible welfare gains of optimising toll levels in the current cordon and optimising both toll locations and their corresponding toll levels are evaluated. It is shown that by tuning the toll levels in the current congestion pricing cordon used in Stockholm, the welfare gain can be increased significantly, and furthermore improved by allowing a toll on a major bypass highway. It is also shown that, by optimising both toll locations and levels, a congestion pricing scheme with welfare gain close to what can be achieved by marginal social cost pricing can be designed with tolls being located on only a quarter of the tollable links.  相似文献

Electronic toll collection (ETC) offers the opportunity for toll facility operators to supply a substantially greater amount of traffic capacity than any other currently available form of toll collection. The current interest in ETC derives from the proposals in a number of countries to introduce urban tollways, using the net toll receipts to recover the cost of the capital investment plus an acceptable profit margin for those taking the financial risk. This paper outlines the main economic, technical, and administrative features of ETC in the context of toll charges that are determined by the rules of capital cost recovery. Electronic road pricing (ERP) as a mechanism for implementing full road user charging (in line with economic principles of efficient use of road space) is not the topic of this paper, given the predominantly financial basis of setting tolls for private roads. The underlying rationale for toolroads in the political climate of most nations is not suggestive of any plan to revise the pricing regime in line with ERP upon reversion of the infrastructure to the public sector when the capital costs are repaid. It is assumed that the tollroads will revert to free roads in line with the existing road system, and that road users will continue to contribute towards the costs of maintaining the road system by the traditional pricing mechanisms (i.e. fuel taxes, vehicle registration, fees, etc.).  相似文献

Reducing traffic-related problems is an important issue that requires changes in travel behavior. It is argued that road pricing is an effective tool but that it would be more effective if charges are differentiated. A laboratory experiment employing a heterogeneous sample (n = 155) examined effects of differentiated road pricing schemes on understanding and behavioral change intentions. The results show that difficulties are experienced in calculating the charges for road pricing schemes differentiated with respect to both place and time. Suggesting learning effects, if presented with degree of differentiation gradually increasing compared to random orders, the highly differentiated schemes were evaluated faster, as more comprehensible, and perceived difficulty decreased. Elderly were less flexible than young people in indicating how they would respond, women were more flexible than men, and frequent drivers less flexible than non-frequent drivers. A distance-based road pricing scheme with a fixed charge per kilometer was on average ranked highest on preference compared to several other conceivable road pricing alternatives.  相似文献

Increasing private sector involvement in transportation services has significant implications for the management of road networks. This paper examines a concession model’s effects on a road network in the mid-sized city of Fresno, California. Using the existing transportation planning models of Fresno, we examine the effects of privatization on a number of typical system performance measures including total travel time and vehicle miles traveled (VMT), the possibility of including arterials, and the differences between social cost prices and profit maximizing prices. Some interesting insights emerge from our analysis: (1) roads cannot be considered as isolated elements in a concession model for a road network; (2) roads can function as complements at some levels of demand and become substitutes at other levels; (3) policy makers/officials should consider privatizing/pricing arterials along with privatizing highways; (4) temporally flexible but limited price schedule regulations should be part of leasing agreements; and (5) non-restricted pricing may actually worsen system performance, while limited pricing can raise enormous profits as well as improve system performance.  相似文献

Speed limits are usually imposed on roads in an attempt to enhance safety and sometimes serve the purpose of reducing fuel consumption and vehicular emissions as well. Most previous studies up to date focus on investigation of the effects of speed limits from a local perspective, while network-wide traffic reallocation effects are overlooked. This paper makes the first attempt to investigate how a link-specific speed limit law reallocates traffic flow in an equilibrium manner at a macroscopic network level. We find that, although the link travel time–flow relationship is altered after a speed limit is imposed, the standard traffic assignment method still applies. With the commonly adopted assumptions, the uniqueness of link travel times at user equilibrium (UE) remains valid, and the UE flows on links with non-binding speed limits are still unique. The UE flows on other links with binding speed limits may not be unique but can be explicitly characterized by a polyhedron or a linear system of equalities and inequalities. Furthermore, taking into account the traffic reallocation effects of speed limits, we compare the capability of speed limits and road pricing for decentralizing desirable network flow patterns. Although from a different perspective for regulating traffic flows with a different mechanism, a speed limit law may play the same role as a toll charge scheme and perform better than some negative (rebate) toll schemes under certain conditions for network flow management.  相似文献

Economic appraisal of major roads in the UK is based on a set of standard procedures and conventions. A central assumption has been that the volume and pattern of traffic in any given year is independent of the quality of service offered by the network — the fixed trip matrix assumption. Failing to consider induced traffic can have serious consequences for the accuracy and robustness of the measured traffic benefits from road improvements. Assessment of the wider economic benefits of roads, which is an important political imperative for road investment, is also made more difficult. Two conclusions are reached. Variable trip matrix methods need to be introduced for the appraisal of major road schemes, and scheme appraisal needs to be complemented by a more strategic area-wide approach to evaluation. In responding to its advisory committee (SACTRA), the UK Department of Transport has accepted the first of these conclusions and is cautiously favourable to the second.  相似文献

Optimization of three-dimensional road alignments is a nonlinear non-convex optimization problem. The development of models that fully optimize a three-dimensional road alignment problem is challenging due to numerous factors involved and complexities in the geometric specification of the alignment. In this study, we developed a novel bi-objective optimization approach to solve a three dimensional road alignment problem where the horizontal and vertical alignments are optimized simultaneously. Two conflicting cost objective functions, earthwork cost and the utility cost, are cast in a bi-objective optimization problem. We numerically compare several multi-objective optimization solvers, and find that it is possible to determine the Pareto front in a reasonable time.  相似文献
