There is a significant body of evidence from both disaggregate choice modelling literature and practical travel demand forecasting that the responsiveness to cost and possibly to time diminishes with journey length. This has, in Britain at least, been termed ‘Cost Damping’, and is recognised in guidance issued by the UK Department for Transport. However, the consistency of the effect across modes and data types has not been established. Cost damping, if it exists, affects both the forecasting of demand and our understanding of behaviour. This paper aims to investigate the evidence for cost and time damping in rail demand using aggregate rail ticket sales data. The rail ticket sales data in Britain has, for many years, formed the basis of analysis of a wide range of impacts of rail demand. It records the number of tickets sold between station pairs, and it is generally felt to provide a reasonably accurate reflection of travel demand. However, the consistency of these direct demand models with choice modelling and highway demand model structures has not been investigated. Rail direct demand models estimated by ticket sales data indicate only slight variation in the fare elasticity with distance, as is evidenced in the largest meta-analysis of price elasticities conducted to date (Wardman in J Transp Econ Policy 48(3):367–384, 2014). This study of UK elasticities shows strong variation between urban and inter-urban trips, presumably a segmentation at least in part by purpose, but less remaining variation by trip length. A lack of variation by length supports the hypothesis of cost damping, because constant cost sensitivity would imply that fare elasticity would increase strongly with distance, because of the increasing impact of higher fares at longer distances. In this paper we indicate that rail direct demand models have some consistency of behavioural paradigm with utility based choice models used in highway planning. We go on to use rail demand data to estimate time and fare elasticities in the context of various cost damping functions. Our empirical contribution is to estimate time elasticities on a basis directly comparable with cost elasticities and to show that the phenomenon of cost damping is strongly present in ticket sales data. This finding implies that cost damping should be included in models intended for multimodal analysis, which may otherwise give incorrect predictions.  相似文献

It is sometimes argued that standard state-of-practice logit-based models cannot forecast the demand for substantially reduced travel times, for instance due to High Speed Rail (HSR). The present paper investigates this issue by reviewing the literature on travel time elasticities for long distance rail travel and comparing these with elasticities observed when new HSR lines have opened. This paper also validates the Swedish long distance model, Sampers, and its forecast demand for a proposed new HSR, using aggregate data revealing how the air–rail modal split varies with the difference in generalized travel time between rail and air. The Sampers long distance model is also compared to a newly developed model applying Box–Cox transformations. The paper contributes to the empirical literature on long distance travel, long distance elasticities and HSR passenger demand forecasts. Results indicate that the Sampers model is indeed able to predict the demand for HSR reasonably well. The new non-linear model has even better model fit and also slightly higher elasticities.  相似文献

Abstract

The distinctions between short-run and long-run public transport demand elasticities have been highlighted in the literature, but the identification of long-run travel demand has been constrained by existing research methodology and the unavailability of longitudinal travel survey data. The pseudo panel data approach using repeated cross-sectional data has been suggested as an alternative to conducting a longitudinal travel demand analysis when genuine panel data are not available. This paper comprehensively reviews the background and the current practices of pseudo panel data research, and introduces the challenges in applied research that need further investigation, particularly for public transport. A case study using the Sydney Household Travel Survey data is presented to demonstrate pseudo panel data construction and to identify the short-run and long-run public transport demand elasticities using a pseudo panel data approach. The research findings suggest that the public transport demand elasticity of price in Sydney is ?0.22 in the short run and ?0.29 in the long run.  相似文献

This paper reviews methods that have and can be used to forecast the effect of changes in accessibility to the rail network on the demand for inter-urban rail travel and of available evidence on rail accessibility elasticities. It reveals that relatively little research has been conducted in this area and that the forecasting procedures that could be used imply large variation in accessibility elasticities, which has not been empirically justified. Fresh empirical evidence on two related matters is reported. First, the neglected area of choice set composition is examined and the extent to which rail is considered to be a realistic alternative for inter-urban journeys and the contribution that accessibility to the rail network makes to this are analysed. Second, rail trip rate models are presented that not only contain estimates of accessibility elasticities and of the effects of a range of socio-economic variables on the demand for rail travel, but also that allow tests of the accessibility elasticity variation implied by many forecasting procedures to be conducted. It is found that this elasticity variation is not empirically supported. It is concluded that there is only limited scope for increasing rail demand through improvements in rail network accessibility.  相似文献

We estimate the elasticities of fuel and travel demand with respect to fuel prices and income in the case of Norway. Furthermore, we derive the direct rebound effects that explain the degree to which a fuel price increase is “offset” in the form of greater fuel use and/or travel due to improvements in vehicle fuel efficiency. For this purpose, we use and compare two alternative econometric approaches: the error correction model (ECM) and the dynamic model. Our initial assumption is that one should not be indifferent with respect to the approach used to derive elasticities. The data used are for the period 1980–2011. Our results indicate the following: (1) the dynamic model fits the data better than the ECM model does; (2) the estimated elasticities of fuel demand with respect to price and income are −0.26 and 0.06 in the short run and −0.36 and 0.09 in the long run. For travel demand, the respective elasticities are −0.11 and 0.06 in the short run and −0.24 and 0.13 in the long run, implying inelastic demands for fuel and travel demand; and (3) rebound effects indicate that 0.26% and 0.06% of fuel savings as a result of fuel price increase will be offset in the form of more fuel use in the short run and in the long run, respectively, if fuel efficiency increases by 1%. Our policy recommendations are that policies should not be indifferent to the methods used to derive elasticities. We contend that it is crucial to seriously consider rebound effects in policy making because basic elasticity estimates exaggerate the impact of fuel price increases.  相似文献

The capacity of the high‐speed train to compete against travel demand in private vehicles is analysed. A hypothetical context analysed as the high‐speed alternative is not yet available for the route studied. In order to model travel demand, experimental designs were applied to obtain stated preference information. Discrete choice logit models were estimated in order to derive the effect of service variables on journey utility. From these empirical demand models, it was possible to predict for different travel contexts and individuals the capacity of the high‐speed train to compete with the car, so determining the impact of the new alternative on modal distribution. Furthermore, individual willingness to pay for travel time saving is derived for different contexts. The results allow us to confirm that the high‐speed train will have a significant impact on the analysed market, with an important shift of passengers to the new rail service being expected. Different transport policy scenarios are derived. The cost of travel appears to a great extent to be a conditioning variable in the modal choice. These results provide additional evidence for the understanding of private vehicle travel demand.  相似文献

This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. This article documents the development of a direct travel demand model for bus and rail modes. In the model, the number of interzonal work trips is dependent on travel times and travel costs on each available mode, size and socioeconomic characteristics of the labor force, and the number of jobs. In estimating the models’ coefficients constraints are imposed to insure that the travel demand elasticities behave according to the economic theory of consumer behavior. The direct access time elasticities for both transit modes are estimated to be approximately minus two, and the direct linehaul time elasticities approximately minus one. The cross-elasticities with respect to the travel time components are estimated to be less than the corresponding direct elasticities. In general, the time cross-elasticities are such that rail trip characteristics but not car trip characteristics affect bus travel, and car trip characteristics but not bus trip characteristics affect rail travel. The cost elasticities lie between zero and one-half. Thus, the success of mass transit serving a strong downtown appears to depend on good access arrangements. This success can be confirmed with competitive linehaul speeds. The cost of travel appears to assume a minor role in choice of mode and tripmaking decisions. In the paper, a comparison is also made between the predictive performance of the models developed and that of a traditional transit model. The results indicate that the econometric models developed attain both lower percent error and lower variation of the error than the traditional model.  相似文献

This paper estimates fuel demand models for the Lisbon Metropolitan Area (AML) and uses the demand elasticities obtained to predict future levels of road transport CO2 greenhouse gas emissions. Data for the municipalities constituting the AML and the period 1993–2010 are analysed using static and dynamic panel data models to measure the relative importance of fuel price, income, vehicle stock, the price of public transport, and the availability of urban and suburban rail networks on fuel demand. To the best of our knowledge, this is the first study in the Portuguese context to produce fuel demand elasticities for a specific metropolitan area, as opposed to the estimation of country-level aggregate elasticities. Our findings indicate that the elasticity of fuel demand with respect to fuel price ranges between −0.48 and −0.72 in the short run and between −1.19 and −1.82 in the long run. Income elasticities are found to range between 0.51 and 0.54 in the short run and between 1.26 and 1.37 in the long run. The elasticity of fuel demand with respect to vehicle stock (keeping population constant) is 0.57 in the short run and 1.43 in the long run. There is only weak evidence of a reduction in fuel demand as a result of a decrease in the price of public transport, and no effect of greater availability of rail networks. Based on the elasticities estimated, we predict road transport CO2 emissions for the AML according to different macroeconomic scenarios. The results indicate that the emissions target is only achieved in the scenario of poor economic performance. In the presence of medium and strong economic growth, fuel prices would need to increase by about 7% and 11% per year respectively in order to meet the emissions target.  相似文献

This study analyses of the determinants of long distance travel in Great Britain using data from the 1995-2006 National Travel Surveys (NTSs). The main objective is to determine the effects of socio-economic, demographic and geographic factors on long distance travel. The estimated models express the distance travelled for long distance journeys as a function of income, gender, age, employment status, household characteristics, area of residence, size of municipality, type of residence and length of time living in the area. A time trend is also included to capture common changes in long distance travel over time not included in the explanatory variables. Separate models are estimated for total travel, travel by each of four modes (car, rail, coach and air), travel by five purposes (business, commuting, leisure, holiday and visiting friends and relatives (VFRs)) and two journey lengths (<150 miles and 150+ miles one way), as well as the 35 mode-purpose-distance combinations.The results show that long distance travel is strongly related to income: air is most income-elastic, followed by rail, car and finally coach. This is the case for most journey purposes and distance bands. Notable is the substantial difference in income elasticities for rail for business/commuting as opposed to holiday/leisure/VFR. In addition, the income elasticity for coach travel is very low, and zero for the majority of purpose-distance bands, suggesting coach travel to be an inferior mode in comparison to car, rail and air. Regarding journey distance, we find that longer distance journeys are more income elastic than shorter journeys.For total long distance travel, the study indicates that women travel less than men, the elderly less than younger people, the employed and students more than others, those in one adult households more than those in larger households and those in households with children less than those without. Long distance travel is also lowest for individuals living in London and greatest for those in the South West, and increases as the size of the municipality declines.  相似文献

This paper reviews recent research into the demand inducing effects of new transportation capacity. We begin with a discussion of the basic theoretical background and then review recent research both in the UK and the US. Results of this research show strong evidence that new transportation capacity induces increased travel, both due to short run effects and long run changes in land use development patterns. While this topic has long been debated amongst transportation planners, the fundamental hypothesis and theory has long been apparent in studies of transportation economics and planning that evaluated different issues (e.g. travel time budgets and urban economic development effects). We summarize much of this work and relate the theoretical issues to recent empirical research. We then proceed to examine recent changes in transportation and environmental policy in the US and the UK. The role of the new knowledge of induced travel effects would be expected to lead to changes in the conduct of transportation and environmental policy. Changes in policy and implementation of those policies are still occurring and we provide some suggestions on how to move forward in these areas.  相似文献

This paper draws together empirical evidence from a variety of sources about the magnitudes of transit price elasticities and cross-elasticities. A number of different practical measures of demand elasticity are first defined and some expectations about magnitude are discussed. Evidence is then collated from the analysis of transit operating statistics, from experience in demonstration projects and from attempts to develop cross-sectional models of demand and modal choice.In general, all of the limited evidence available suggests that transit demand is inelastic with respect to money price. Typically, ridership is significantly more sensitive to changes in the level of service (particularly door-to-door journey time) than to changes in fare, although service elasticities also are usually numerically less than unity.In broad terms, short-run direct fare elasticities are characteristically observed to lie within the range of -0.1 to –0.7. A more precise value in a particular instance will depend on a variety of factors in ways which largely support a priori notions. Thus in very large cities, central city areas, at peak hours, and in other circumstances where the prices of alternative modes are high, transit fare elasticities are usually numerically at the lower end of the range.Estimates of cross-elasticities (representing the volumes of transit traffic diverted to other modes by transit price increases) are much harder to come by, and in fact only a few very uncertain estimates are presented here.This paper is a condensation of an Urban Institute Working Paper of the same title (WP 708-52, November 1971). The parameters for travel time and travel cost are central in travel demand forecasting models. Since valuation of infrastructure investments requires prediction of travel demand for future evaluation years, inter-temporal variation of the travel time and travel cost parameters is a key issue in forecasting. Using two identical stated choice experiments conducted among Swedish drivers with an interval of 13 years, 1994 and 2007, this paper estimates the inter-temporal variation in travel time and cost parameters (under the assumption that the variance of the error components of the indirect utility function is equal across the two datasets). It is found that the travel time parameter has remained constant over time but that the travel cost parameter has declined in real terms. The trend decline in the cost parameter can be entirely explained by higher average income level in the 2007 sample compared to the 1994 sample. The results support the recommendation to keep the travel time parameter constant over time in forecast models, but to deflate the travel cost parameter with the forecasted income increase among travellers and the relevant income elasticity of the cost parameter. Evidence from this study further suggests that the inter-temporal and the cross-sectional income elasticities of the cost parameter are equal. The average elasticity is found to be ?0.8 to ?0.9 in the present sample of drivers, and the elasticity is found to increase with the real income level, both in the cross-section and over time.  相似文献

Abstract

This paper reviews the literature on the evacuation demand problem, with an emphasis on the impact of various modelling approaches on network‐wide evacuation performance measures. First, a number of important factors that affect evacuee behaviour are summarized. Evacuation software packages and tools are also investigated in terms of the demand generation model they use. The most widely used models are then selected for performing sensitivity analysis. Next, a cell‐transmission‐based system optimal dynamic traffic assignment (SO‐DTA) model is employed to assess the effects of the demand model choice on the clearance time and average travel time. It is concluded that evacuation demand models should be selected with care, and policy makers should make sure the selected demand curve can replicate real‐life conditions with relatively high fidelity for the study region to be able to develop reliable and realistic evacuation plans.  相似文献

The present paper derives a set of rules allowing for the consistent aggregation of nested logit travel demand functions across origin and destination zones. Presented aggregation rules are derived for the case when the mode choice is performed conditional on destination choice. We estimate flight-level price elasticities using a database of online prices and seat map displays. In contrast to market-level and route-level elasticities reported in the literature, flight-level elasticities can forecast responses in demand due to day-to-day price fluctuations. Knowing how elasticities vary by flight and booking characteristics and in response to competitors’ pricing actions allows airlines to design better promotions. It also allows policy makers the ability to evaluate the impacts of proposed tax increases or time-of-day congestion pricing policies. Our elasticity results show how airlines can design optimal promotions by considering not only which departure dates should be targeted, but also which days of the week customers should be allowed to purchase. Additionally, we show how elasticities can be used by carriers to strategically match a subset of their competitors’ sale fares. Methodologically, we use an approach that corrects for price endogeneity; failure to do so results in biased estimates and incorrect pricing recommendations. Using an instrumental variable approach to address this problem we find a set of valid instruments that can be used in future studies of air travel demand. We conclude by describing how our approach contributes to the literature, by offering an approach to estimate flight-level demand elasticities that the research community needs as an input to more advanced optimization models that integrate demand forecasting, price optimization, and revenue optimization models.  相似文献

People’s daily decision to use car-sharing rather than other transport modes for conducting a specific activity has been investigated recently in assessing the market potential of car-sharing systems. Most studies have estimated transport mode choice models with an extended choice set using attributes such as average travel time and costs. However, car-sharing systems have some distinctive features: users have to reserve a car in advance and pay time-based costs for using the car. Therefore, the effects of activity-travel context and travel time uncertainty require further consideration in models that predict car-sharing demand. Moreover, the relationships between individual latent attitudes and the intention to use car-sharing have not yet been investigated in much detail. In contributing to the research on car-sharing, the present study is designed to examine the effects of activity-travel context and individual latent attitudes on short-term car-sharing decisions under travel time uncertainty. The effects of all these factors were simultaneously estimated using a hybrid choice modeling framework. The data used in this study was collected in the Netherlands, 2015 using a stated choice experiment. Hypothetical choice situations were designed to collect respondents’ intention to use a shared-car for their travel to work. A total of 791 respondents completed the experiment. The estimation results suggest that time constraints, lack of spontaneity and a larger variation in travel times have significant negative effects on people’s intention to use a shared-car. Furthermore, this intention is significantly associated with latent attitudes about pro-environmental preferences, the symbolic value of cars, and privacy-seeking.  相似文献

Travel surveys that elicit responses to questions regarding daily activity and travel choices form the basis for most of the transportation planning and policy analysis. The response variables collected in these surveys are prone to errors leading to mismeasurement or misclassification. Standard modeling methods that ignore these errors while modeling travel choices can lead to biased parameter estimates. In this study, methods available in the econometrics literature were used to quantify and assess the impact of misclassification errors in auto ownership choice data. The results uncovered significant misclassification rates ranging from 1 to 40% for different auto ownership alternatives. Also, the results from latent class models provide evidence for variation in misclassification probabilities across different population segments. Models that ignore misclassification were not only found to have lower statistical fit but also significantly different elasticity effects for choice alternatives with high misclassification probabilities. The methods developed in this study can be extended to analyze misclassification in several response variables (e.g., mode choice, activity purpose, trip/tour frequency, and mileage) that constitute the core of advanced travel demand models including tour and activity-based models.

This paper presents eight empirical models of monthly ridership for seven U.S. Transit Authorities. Within the framework of these models, the impacts upon monthly ridership from changes in the real fare and gasoline prices are examined. Important findings are: (1) the elasticities of monthly transit ridership with respect to the real fare are negative and inelastic, ranging from 0.042 to 0.62; and (2) the elasticities of monthly transit ridership with respect to the real gasoline price are positive and inelastic, ranging from 0.08 to 0.80. Such results have important policy implications for decisions based on the relationships of price, revenue, and ridership; and for assessing the impacts of changing gasoline prices upon urban modal choice.  相似文献
