The paper unpacks the planning process into its component parts: model, process, technique, and goals—the “good thing”. The paper advances the concept that planning, policy-making, and organizational restructuring can be analyzed under the same framework. Each of the four components is described and reductionist examples are presented to clarify the intention and to illustrate the technique that the transport analyst teams employ in their work. The examples cover both successes and failures. They point toward the enormous scientific task ahead for planning to become meaningful and relevant to the problems of today. Finally, in the frame of the willingness to pay, the paper puts forward a case for an institutional framework for a financially autonomous road administration. Similarly organized, administered, and managed entities are relevant also for other transport modes.

The idea of deploying unmanned aerial vehicles, also known as drones, for final-mile delivery in logistics operations has vitalized this new research stream. One conceivable scenario of using a drone in conjunction with a traditional delivery truck to distribute parcels is discussed in earlier literature and termed the parallel drone scheduling traveling salesman problem (PDSTSP). This study extends the problem by considering two different types of drone tasks: drop and pickup. After a drone completes a drop, the drone can either fly back to depot to deliver the next parcels or fly directly to another customer for pickup. Integrated scheduling of multiple depots hosting a fleet of trucks and a fleet of drones is further studied to achieve an operational excellence. A vehicle that travels near the boundary of the coverage area might be more effective to serve customers that belong to the neighboring depot. This problem is uniquely modeled as an unrelated parallel machine scheduling with sequence dependent setup, precedence-relationship, and reentrant, which gives us a framework to effectively consider those operational challenges. A constraint programming approach is proposed and tested with problem instances of m-truck, m-drone, m-depot, and hundred-customer distributed across an 8-mile square region.  相似文献

The broad goal of this paper is to characterize the network feature of metro systems. By looking at 33 metro systems in the world, we adapt various concepts of graph theory to describe characteristics of State, Form and Structure; these three characteristics are defined using new or existing network indicators. State measures the complexity of a network; we identify three phases in the development of transit networks, with mature systems being 66% completely connected. Form investigates the link between metro systems and the built environment, distinguishing networks oriented towards regional accessibility, local coverage or regional coverage. Structure examines the intrinsic properties of current networks; indicators of connectivity and directness are formulated. The method presented is this paper should be taken as a supplement to traditional planning factors such as demand, demography, geography, costs, etc. It is particularly useful at the strategic planning phase as it offers information on current and planned systems, which can then be used towards setting a vision, defining new targets and making decision between various scenarios; it can also be used to compare existing systems. We also link the three characteristics to transit line type and land-use; overall the presence of tangential and/or (semi)-circumferential lines may be key. In addition, we have been able to identify paths of development, which should be strongly considered in future projects.  相似文献

ABSTRACT

The benefits of autonomous vehicles (AVs) are widely acknowledged, but there are concerns about the extent of these benefits and AV risks and unintended consequences. In this article, we first examine AVs and different categories of the technological risks associated with them. We then explore strategies that can be adopted to address these risks, and explore emerging responses by governments for addressing AV risks. Our analyses reveal that, thus far, governments have in most instances avoided stringent measures in order to promote AV developments and the majority of responses are non-binding and focus on creating councils or working groups to better explore AV implications. The US has been active in introducing legislations to address issues related to privacy and cybersecurity. The UK and Germany, in particular, have enacted laws to address liability issues; other countries mostly acknowledge these issues, but have yet to implement specific strategies. To address privacy and cybersecurity risks strategies ranging from introduction or amendment of non-AV specific legislation to creating working groups have been adopted. Much less attention has been paid to issues such as environmental and employment risks, although a few governments have begun programmes to retrain workers who might be negatively affected.  相似文献

Using latent class cluster analysis, this paper investigates the spatial, social, demographic, and economic determinants of immigrants’ joint distribution among travel time, mode choice, and departure time for work using the 2000 Census long form data. Through a latent tree structure analysis, age, residential location, immigration stage, gender, personal income, and race are found to be the primary determinants in the workplace commute decision-making process. By defining several relatively homogeneous population segments, the likelihood of falling into each segment is found to differ across age groups and geography, with different indicators affecting each group differentially. This analysis complements past studies that used regression models to investigate socio-demographic indicators and their impact on travel behavior in two distinct ways: (a) analysis is done by considering travel time, mode choice, and departure time for work simultaneously, and (b) heterogeneity in behavior is accounted for using methods that identify different groups of behavior and then their determinants. Conclusively the method here is richer than many other methods used to study the ethnically diverse population of California and shows the addition of geographic location and latent segment identification to greatly improve our understanding of specific behaviors. It also provides evidence that immigrants are as diverse as the non-immigrant population and transportation policies need to be defined accordingly.

Demographic, socioeconomic, seasonal, and scheduling factors affect the allocation of time to various activities. This paper examines those variables through exploration of the 1990 Nationwide Personal Transportation Survey, which has been inverted to track activity duration. Two key issues are considered. First, how much can activity duration and frequency explain travel duration? The analysis shows activity duration has positive and significant effects on travel duration, supporting recent arguments in favor of activity based models. Second, which recent trend is the main culprit in the rise in travel: suburbanization, rising personal incomes, or female labor force participation? This paper examines the share of time within a 24-hour budget allocated to several primary activities: home, work, shop, and other. The data suggest that income and location have modest effects on time allocation compared with the loss of discretionary time due to working.

Abstract

The expanding older population is increasingly diverse with regard to, for example, age, income, location, and health. Within transport research, this diversity has recently been addressed in studies that segment the older population into homogeneous groups based on combinations of various demographic, health-related, or transport-related factors. This paper reviews these studies and compares the segments of older people that different studies have identified. First, as a result of a systematic comparison, we identified four generic segments: (1) an active car-oriented segment; (2) a car-dependent segment, restricted in mobility; (3) a mobile multi-modal segment; (4) and a segment depending on public transport and other services. Second, we examined the single factors used in the reviewed segmentation studies, with focus on whether there is evidence in the literature for the factors’ effect on older people's travel behaviour. Based on this, we proposed a theoretical model on how the different determinants work together to form the four mobility patterns related to the identified segments. Finally, based on current trends and expectations, we assessed which segments are likely to increase or decrease in future generations of older people and what should be done to support the multi-optional and independent mobility of older people.  相似文献

This research evaluated the potential for wireless dynamic charging (charging while moving) to address range and recharge issues of modern electric vehicles by considering travel to regional destinations in California. A 200-mile electric vehicle with a real range of 160 miles plus 40 miles reserve was assumed to be used by consumers in concert with static and dynamic charging as a strict substitute for gasoline vehicle travel. Different combinations of wireless charging power (20–120 kW) and vehicle range (100–300 miles) were evaluated. One of the results highlighted in the research indicated that travel between popular destinations could be accomplished with a 200-mile EV and a 40 kW dynamic wireless charging system at a cost of about $2.5 billion. System cost for a 200-mile EV could be reduced to less than $1 billion if wireless vehicle charging power levels were increased to 100 kW or greater. For vehicles consuming 138 kWh of dynamic energy per year on a 40 kW dynamic system, the capital cost of $2.5 billion plus yearly energy costs could be recouped over a 20-year period at an average cost to each vehicle owner of $512 per year at a volume of 300,000 vehicles or $168 per year at a volume of 1,000,000 vehicles. Cost comparisons of dynamic charging, increased battery capacity, and gasoline refueling were presented. Dynamic charging, coupled with strategic wayside static charging, was shown to be more cost effective to the consumer over a 10-year period than gasoline refueling at $2.50 or $4.00 per gallon. Notably, even at very low battery prices of $100 per kWh, the research showed that dynamic charging can be a more cost effective approach to extending range than increasing battery capacity.  相似文献

The interactions among different types of vehicle ownership including car, motorcycle and bicycle are examined by developing simultaneous vehicle ownership models in this study. Large scale person trip survey data for Osaka metropolitan area, Japan and Kuala Lumpur, Malaysia are used for empirical analysis. The results suggest that population density at residential area significantly and negatively affects car ownership for both areas, and that the effects are larger for Osaka metropolitan area than for Kuala Lumpur. Also, bicycle ownership becomes higher at higher population density area for Osaka area, while higher at lower population density area for Kuala Lumpur, which represents the different usage patterns of bicycle between the two areas.

This study established a hypothesis model based on the seemingly unrelated regression equations (SURE) model to investigate the relationship between public transportation, car, and motorcycle use in various townships in Taiwan and to analyse important factors that affect the usage of these modes. The SURE model was adopted because of the lack of a significant correlation between the dependent variables. The pairwise covariance analysis for any two of the three transportation modes revealed that the transportation modes could substitute for one another. Factors related to modal and demographic characteristics had different impacts on the usage of the three modes. The calculation of elasticity using different population densities and public transportation usage showed that when the ‘number of city bus routes’ was increased by 50% in areas with high population density and high public transportation usage, car usage decreased by 1.4%, which corresponds to 300,000 vehicles, and total CO2 emissions reduced by 0.0204%. When the ‘total length of city bus routes’ was increased by 50%, the number of motorcycles used decreased by 83 million, and total CO2 emissions reduced by 1.119%, which corresponds to 1.4 million tonnes of CO2 emission. These findings suggest that these different factors had varying impacts on car and motorcycle usage in different areas. We therefore recommended that future transportation policies consider the varying transportation usage trends in different areas.  相似文献
