We investigated perceived travel possibilities (or subjective choice-sets, consideration-sets) of car and train travellers on the main corridors to the city of Amsterdam, The Netherlands, and associations with traveller and trip characteristics. We conducted secondary analysis on a survey sample consisting of 7950 train and 19,232 car travellers. Forty-five percent of train travellers had a car in their objective choice-set, 27% of them would however never use it for this trip. Trip destination city centre, trip purpose, paying for the trip, public transport commitment, traffic congestion and parking problems were associated with consideration of car as alternative. Forty-two percent of car travellers had public transport in their subjective choice-set. The ratio between perceived public transport and objective car travel time stood out as determinant of consideration-sets, next to destination city centre, trip purpose, travel time and private versus company car ownership. On average, car travellers’ perceptions of public transport travel time exceeded objective values by 46%. We estimated that if perceptions would be more accurate, two out of three car travellers that currently do not see public transport as an alternative would include it in their choice-set, and use it from time to time. Urban truck parking policies include time restrictions, pricing policies, space management and enforcement. This paper develops a method for investigating the potential impact of truck parking policy in urban areas. An econometric parking choice model is developed that accounts for parking type and location. A traffic simulation module is developed that incorporates the parking choice model to select suitable parking facilities/locations. The models are demonstrated to evaluate the impact of dedicating on-street parking in a busy street system in the Toronto CBD. The results of the study show lower mean searching time for freight vehicles when some streets are reserved for freight parking, accompanied by higher search and walking times for passenger vehicles.  相似文献

This research aims at gaining a better understanding about time and space related determinants, which are generally acknowledged to be important factors in the choice of transport mode. The effect of trip chaining is taken into account to improve the insight in the relation between the choice of transport mode and time factors. The data source is the first large scale Belgian mobility survey, carried out in 1998–1999, complemented with a newly created database, containing for each trip a calculated public transport trip. This allows comparing for each trip the actual travel time with the calculated travel time by public transport. Using elasticities and regression techniques the relation between travel time components and public transport use is quantified. On trip level, a clear relation is found between waiting and walking time and public transport use. On trip chain level, travel time variables for the whole trip chain such as the maximum and the range in the travel time ratio provide a significant improvement to the explanatory power of the regression model. The results contain parameters for model input and recommendations to public transport companies on information provision, intermodality and supply.  相似文献

This paper evaluates the impact of road transport usage in accessing the Timanfaya Natural Park on Lanzarote Island, and its implications for sustainable tourism development. This evaluation is based on projections of the trip matrix estimated for Lanzarote Island. First, we estimate the global environmental impact, or the contribution of the road transport required for accessing the natural park to climate change. The methodology employed is the Ecological Footprint indicator. The study analyses how to manage the impact of road access to tourist activities through a price intervention; i.e. fuel tax. Redesigning the public transport supply is proposed as an alternative to the pricing policy. Finally, conclusions are drawn.  相似文献

In this paper, the effects of a inter-urban carsharing program on users’ mode choice behaviour were investigated and modelled through specification, calibration and validation of different modelling approaches founded on the behavioural paradigm of the random utility theory. To this end, switching models conditional on the usually chosen transport mode, unconditional switching models and holding models were investigated and compared. The aim was threefold: (i) to analyse the feasibility of a inter-urban carsharing program; (ii) to investigate the main determinants of the choice behaviour; (iii) to compare different approaches (switching vs. holding; conditional vs. unconditional); (iv) to investigate different modelling solutions within the random utility framework (homoscedastic, heteroscedastic and cross-correlated closed-form solutions). The set of models was calibrated on a stated preferences survey carried out on users commuting within the metropolitan area of Salerno, in particular with regard to the home-to-work trips from/to Salerno (the capital city of the Salerno province) to/from the three main municipalities belonging to the metropolitan area of Salerno. All of the involved municipalities significantly interact each other, the average trip length is about 30 km a day and all are served by public transport. The proposed carsharing program was a one-way service, working alongside public transport, with the possibility of sharing the same car among different users, with free parking slots and free access to the existent restricted traffic areas. Results indicated that the inter-urban carsharing service may be a substitute of the car transport mode, but also it could be a complementary alternative to the transit system in those time periods in which the service is not guaranteed or efficient. Estimation results highlighted that the conditional switching approach is the most effective one, whereas travel monetary cost, access time to carsharing parking slots, gender, age, trip frequency, car availability and the type of trip (home-based) were the most significant attributes. Elasticity results showed that access time to the parking slots predominantly influences choice probability for bus and carpool users; change in carsharing travel costs mainly affects carpool users; change in travel costs of the usually chosen transport mode mainly affects car and carpool users.  相似文献

The purpose of this paper is to study optimal congestion taxes in a time-allocation framework. This makes it possible to distinguish taxes on inputs in the production of car trips and taxes on transport as an activity. Moreover, the model allows us to consider the implications of treating transport as a demand, derived from other activities. We extend several well known tax rules from the public finance literature and carefully interpret the implications for the optimal tax treatment of passenger transport services. The main findings of the paper are the following. First, if governments are limited to taxing market inputs into transport trip production, the time-allocation framework: (i) provides an argument for taxing congestion below marginal external cost, (ii) implies a favourable tax treatment for time-saving devices such as GPS, and (iii) provides a previously unnoticed argument for public transport subsidies. Second, if the government has access to perfect road pricing that directly taxes transport as an activity, all previous results disappear. Third, in the absence of perfect road pricing, the activity-specific congestion attracted by employment centres, by shopping centres or by large sports and cultural events should be corrected via higher taxes on market inputs in these activities (e.g., entry tickets, parking fees, etc.).  相似文献

This paper explores car drivers’ cruising behaviour and location choice for curb parking in areas with insufficient parking space based on a survey of car drivers in Beijing, China. Preliminary analysis of the data show that car drivers’ cruising behaviour is closely related to their parking duration and parking location. A multinomial probit (MNP) model is used to analyse cruising behaviour and the results show that the closer to the destination car drivers are, the more likely they choose to park on the curb. The adjacent locations are the basis of car drivers’ sequential parking decisions at different locations. The research results provide a better understanding of cruising behaviour for parking and recommendations for reducing cruising for parking. The provision of parking information can help regulate the parking demand distribution.  相似文献

A model of demand for parking, evolving over time, is proposed. The model features both extensive (whether to park) and intensive (for how long to park) margins of parking demand, allows multidimensional heterogeneity of parkers, and evolution of demand throughout the day. I show that the optimal price for parking is proportional to the rate of arrival of new parkers and is inversely related to the square of the occupancy rate, which is different from previously discussed pricing methods. I show that the primary purpose of pricing is to regulate departures, rather than arrivals, of parkers. I also find that asymmetric information about parkers’ characteristics does not prevent the parking authority from achieving the social optimum. A numerical example compares the optimal policy against the alternatives.  相似文献

This article deals with highly motorized large West German cities of about 200,000 inhabitants and more, which usually provide reasonable public transport systems. Illegal parking with shares of about 40 to 50% of the total parking is widespread in the parking problem areas of those cities, especially in the inner-city residential and mixed-use areas. Parking spaces are demanded by residents, employees, customers and visitors, and by delivery and service traffic. The different characteristics of parking demands by different user groups are discussed. The total parking supply consists of public and private spaces. The share of private spaces is about 40 to 50% of the total parking spaces in German cities. The amount of car traffic generated by a parking space depends on parking duration and parking turnover, as well as on search traffic. So the change of a space from long-duration use of an employee to short-duration of customers — as often discussed in parking concepts — generates at least five-fold car traffic. The measurements and effects of parking control of public spaces as well as the parking regulations in zoning ordinances, restrictions on the construction of new private parking spaces and park-and-ride are discussed. Finally, a parking concept methodology — using the example of Frankfurt am Main — is discussed.  相似文献

Internalisation of the external costs of transport is currently the subject of much debate. Estimation of costs such as those of pollution and congestion is a primary element in any strategy involving policies for use in the internalisation of these costs. The objective of the TRENEN II STRAN project, funded by the EU, was to develop a methodology for estimation of the marginal external costs of transport. The model developed during the project was used in a series of case studies. One of the case studies, that conducted for Dublin, is reported in this paper. A brief summary of the TRENEN approach is presented followed by the results for Dublin produced from policies such as Do Nothing, Uniform pricing (internalising external costs by means of fuel taxation), Congestion Pricing (cordon pricing) and a first-best policy, the Full Optimum where one assumes that the policy maker has perfect pricing instruments available. As one would expect, the model shows that the greatest reduction in traffic level and external costs would occur if it were possible to introduce a highly differentiated and sophisticated pricing system. Increased taxation on fuel is not an efficient policy as it does not address the marginal external costs of congestion in a way that time-differentiated road-use pricing would. The results from testing of the different measures are interesting particularly those relating to parking and the way in which residents within the CBD and commuters to the CBD are dealt with. ABSTRACT

Cycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence.  相似文献

Operators of parking guidance and information (PGI) systems often have difficulty in determining the best car park availability information to present to drivers in periods of high demand. This paper describes a behavioural model of parking choice incorporating drivers perceptions of waiting times at car parks based on PGI signs. This model was used to predict the influence of PGI signs on the overall performance of the traffic system.Relationships were developed for estimating the arrival rates at car parks based on trip patterns, driver characteristics, car park attributes as well as the car park availability information displayed on PGI signs. Drivers' perceptions of waiting times at car parks were assumed to be influenced by the PGI signs for observers of the signs and actual car park utilisation levels for non-observers. The model assumes that the choice of car park does not change after entering the city centre, even if conditions observed are different from those initially perceived.A mathematical programme was formulated to determine the optimal display PGI sign configuration to minimise queue lengths and vehicle kilometres of travel (VKT). The model was limited to off-street parking choices and illegal parking was not incorporated. A simple genetic algorithm was used to identify solutions that significantly reduced queue lengths and VKT compared with existing practices.These procedures were applied to an existing PGI system operating in Tama New Town near Tokyo. Significant reductions in queue lengths and VKT were predicted using the optimisation model. This would reduce traffic congestion and lead to various environmental benefits.  相似文献

An ageing population remains one of the most significant challenges for Western society in the 21st century. Whilst public transport use has attractive sustainability features for older generations there is mixed evidence with regard to trends in travel and public transport use in ageing societies. This paper explores public transport trip rates amongst older age groups using travel survey evidence collected from a household travel survey in Melbourne, Australia for the period 1994 to 1999. A particular aim of the research was to establish trends in trip rates so as to explore the impact of the ageing Baby Boomer generation on travel by public transport. The results suggested that compared to those aged below 60, those aged over 60 years demonstrated 30% lower trip making overall and 16% lower public transport trip rates. Longitudinal trends in trip rates showed those aged over 60 had a very small decline in trip rates by public transport (−0.004 average daily trips per annum) but increasing rates for car trips. A further analysis showed a small but significant increase in longitudinal trip rates of public transport use amongst Baby Boomers (0.004 daily trips p.a., p < .05) while car usage for Baby Boomers was steady. The implication of these findings is that trends in the existing over 60s population are not necessarily going to flow through to behaviour patterns in the Baby Boomer generations. The Baby Boomer age group showed longitudinal trends in travel behaviour which contrasted with those of the existing over 60s generation notably with a trend towards increased public transport usage.  相似文献

A parking utilization survey was undertaken with the main objective of analyzing and comparing the daily workday utilization patterns of two main park and ride stations within the Kuala Lumpur conurbation. This study also aimed to gauge the level of usage of the park and ride facilities. The findings showed that the overall utilization pattern of the facilities was very high with a utilization rate of between 80 and 95%. The stations, however, recorded a contrasting accumulation pattern. The study further revealed that most of the rail-based suburban park and ride users were long term parkers. The results of this study are comparable to results of similar studies in Seoul, Calgary, Tyne and Wear and others. Since parking availability is an important factor that has influence on the behavior of a park and ride user, more accurate information relating to the supply and demand of the park and ride facility will assist in planning new transport infrastructure.

In studies of parking policy, the role of parking pricing has been addressed. Most researches have focused on the determination of a proper price for city parking spaces that are open to the public and it is now evident that price is used by authorities as a tool to manage transport demand. However, studies of parking pricing that pertain to privately-owned parking resources are few and in particular, the problem of setting a proper price for physical market parking has rarely been studied, such as a mall’s ‘dual-pricing portfolio’ decision for the simultaneous determination of a parking fee and the consumer spending required for free parking (i.e., the ‘threshold’). This is a common problem for most malls, but the different agents involved (e.g., the visitors, the mall, the marketplace and the parking lot departments) usually have diverse goals, so the decision must take account of a multiplicity of criteria and subtle relationships. In order to systematically support this type of inter-departmental decision process, a decision model that includes an analytical decision-aid process and the relevant programming models is established. A numerical example verifies the proposed model by taking the data for a mall in Taiwan and the implications, in terms of management, are given. This systematic computational model can be generalized to any type of commercial market that requires a (new) parking pricing policy.  相似文献

The objective of the work was to evaluate the potential user response to distance and time based road pricing of a sample of individuals drawn randomly from a group of volunteers in Dublin. The road use pricing charge levels were selected to match the marginal external costs of car transport i.e. those costs not currently paid by the car user. Such costs include marginal external costs of congestion, air pollution and noise. The project formed part of the EU DGXVII EUROPRICE project where one of the objectives was to evaluate the impact of road use pricing on private transport demand. Estimates of the marginal external costs of car travel had been previously made for Dublin in an EU DGVII project entitled TRENEN II STRAN and the results were used to select the road pricing charges in the trial. The distance travelled and travel time of a particular individual's work trip were noted. Charges per unit distance and time were applied so that the individual would incur a total charge for their average peak period work trip of 6.4 euro; the average marginal external cost of a peak period trip in Dublin, as estimated by the TRENEN model. Although the sample of individuals was relatively small, the indications from the results are worthy of note and further investigation on a larger sample. A significant reduction in the number of peak period trips was evident, of the order of 22%, resulting from trip suppression and transfer to other modes. Accurate modelling of the health and environmental benefits of non-recreational transport cycling requires information about its effects on the use of other transport modes. Relevant research has not focussed on cycling for transport in a general context (as opposed to bikeshare), nor allowed for multi-modal trips. The influence of trip- and personal-characteristics on whether cycling replaces car-driving have yet to be considered. The present study aimed to address these research gaps. An on-line cross-sectional survey was completed by 1525 Australians who cycle for transport at least once per week. For the most recent trip completed (at least partly) by bicycle participants provided trip distance, and percentage travelled by car, public transport (PT), and walking. They also provided the percentage travelled by each mode for the same trip before taking up transport cycling; and a hypothetical future trip when riding is not possible. Compared to the same trip before, fifty percent of recent trips reduced car use, and around 1/3 eliminated a 100%-car trip. Reduced car use was significantly less likely for trips under 7.5 km, commuting, females, respondents under 55, and regular cyclists. Reduced car use was less likely for respondents who started riding because it is flexible, and more likely for those who started riding to avoid parking. Car-use was reduced by an average of 6.2 km per trip, and each bicycle-km cycled replaced 0.5 car-km. Participants report that since taking up cycling, even when they cannot use their bike, they use cars less and use PT more compared to before they took up cycling. Results suggest that previous studies underestimated the extent to which transport cycling replaces car travel, and highlights trip types and population groups to target with cycling promotion strategies. Information about the per-trip and per-bicycle-km replacement of car, PT and walking may be used for more accurate estimation of the benefits of transport cycling than has hitherto been possible.  相似文献

This study is the first in the literature to model the joint equilibrium of departure time and parking location choices when commuters travel with autonomous vehicles (AVs). With AVs, walking from parking spaces to the work location is not needed. Instead, AVs will drop off the commuters at the workplace and then drive themselves to the parking spaces. In this context, the equilibrium departure/arrival profile is different from the literature with non-autonomous vehicles (non-AVs). Besides modeling the commuting equilibrium, this study further develops the first-best time-dependent congestion tolling scheme to achieve the system optimum. Also, a location-dependent parking pricing scheme is developed to replace the tolling scheme. Furthermore, this study discusses the optimal parking supply to minimize the total system cost (including both the travel cost and the social cost of parking supply) under either user equilibrium or system optimum traffic flow pattern. It is found that the optimal planning of parking can be different from the non-AV situation, since the vehicles can drive themselves to parking spaces that are further away from the city center and walking of commuters is avoided. This paper sheds light on future parking supply planning and traffic management.  相似文献

This paper proposes different policy scenarios to cut CO2 emissions caused by the urban mobility of passengers. More precisely, we compare the effects of the ‘direct tool’ of carbon tax, to a combination of ‘indirect tools’ – not originally aimed at reducing CO2 (i.e. congestion charging, parking charges and a reduction in public transport travel time) in terms of CO2 impacts through a change in the modal split. In our model, modal choices depend on individual characteristics, trip features (including the effects of policy tools), and land use at origin and destination zones. Personal “CO2 emissions budgets” resulting from the trips observed in the metropolitan area of Lille (France) in 2006 are calculated and compared to the situation related to the different policy scenarios. We find that an increase of 50% in parking charges combined with a cordon toll of €1.20 and a 10% travel time decrease in public transport services (made after recycling toll-revenues) is the winning scenario. The combined effects of all the policy scenarios are superior to their separate effects.  相似文献

In this paper, a Bayesian network is developed to investigate three intertwining parking decisions, namely parking period, parking location, and parking duration, and the impacts of a number of parking-related factors on these decisions. With parking information from Beijing, China in 2005, the structure and parameter of a Bayesian network were learnt by employing the K2 algorithm and Bayesian parameter estimation method respectively. The results show that the decision on how long to park follows that on where to park, and both of them are affected by the decision of when to park. This suggests that parking policies aimed at intervening in one specific parking decision may have an indirect influence on other parking decisions, which embraces an integrated view in the development of parking policies. The findings facilitate the development of measures for regulating parking behavior by identifying important contributing factors.  相似文献
