Transportation is not only a key component of the tourism value chain, but it is also a critical management consideration in shaping tourism's environmental footprint. Transportation consumes the greatest portion of the energy used in the tourism system. Most of this consumption is associated with travel to and from the destination. Despite this situation, scant research has addressed ways in which destinations can play a role in reducing this energy use challenge. Strategies such as shifting visitors to more energy-efficient modes have the potential to improve the eco-efficiency of tourist transportation. Using a case study of transportation management options and visitor responses in Whistler, British Columbia, Canada, this paper examines visitor reactions to a range of transportation strategies designed to shift skiers from private to public modes of transport. Respondents completed an online survey employing both traditional and stated choice questioning methods to examine tourists' transportation choice behaviour. Long-haul tourists were the most likely to shift transport modes based on the management options offered to them. Destination management strategies for moving this target group to public modes of transportation are described.  相似文献

Predominance of containerised mode of transport for export of general cargo has influenced the mode choices on the inland segment. Prior to containerisation the general cargo for export moved to ports invariably on road in break bulk form. Growth of containerisation led to development of inland terminals enabling an exporter to obtain export clearance at the inland points. This process facilitated an exporter to move cargo either in break bulk or in containerised form, and as inland terminals facilitated aggregation an exporter could move cargo either by road or rail. Thus containerisation increased the inland transport options for an exporter from one to three. The paper develops discrete choice models in the Indian context for inland movement of containerised export cargo. Primary data was collected from 124 export firms through a structured questionnaire. This data is supplemented with data from transport firms and terminal operators. Using the above data, a nested logit model with rail container and road truck in one branch was found to predict the mode choice behaviour best. Amongst the transport attributes, total cost and total transit time were found to be influencing the mode choices significantly. The study however did not find the effect of reliability and loss and damage significant. In addition, the model also predicts that non transport attributes - like the percentage of letters of credit that materialise with inland way bills and the value of export benefits that materialise after export - are important in the mode choice decision.  相似文献

As a guarantee of life quality, older people’s travel demand has to be satisfied, so understanding their travel demand is important. An important point to bear in mind is that older people are not a homogeneous group but that distinguishing between older women and older men in their mobility needs and travel patterns is necessary. Older people’s travel demand needs to be investigated from many different aspects, including trip generation, travel time, and mode choice. In this study, the investigation is focused on older people’s trip chaining, including trip chain complexity, tour composition in a chain.  相似文献

This paper replaces the nested logit ‘trick’ used in estimation of a modal choice model, when stated preference (SP) and revealed preference (RP) data are pooled, with an error component mixed logit model that can (i) relax the IID condition attached to subsets of alternatives in nested logit models, (ii) accommodate correlated observations, and (iii) reveal the relevant scale parameter for subsets of alternatives. Such a model can also incorporate state dependence between data types and preference heterogeneity on observed attributes. An example of choice among bus, train and car modes illustrates the difference in empirical evidence, especially elasticity outputs.  相似文献

Wide-ranging and ambitious proposals for the comprehensive transformation of public transport systems in major South African cities, including Cape Town, have now been in play for a decade or more since the country’s post-apartheid transition. To date, progress in implementing such proposals has been, at best, much delayed and, in Cape Town, appears to have stalled, and may now be significantly compromised. This paper draws on aspects of the concept of regulatory cycles in the bus transport sector to explore some of the key factors which have given rise to this situation, focusing primarily on obstacles embedded in the present institutional framework which governs the provision of road-based public transport in the city. It specifically identifies difficulties in establishing an appropriately mandated and resourced agency at the local level to drive forward the transformation project and the sustained opposition of existing, largely ‘self-regulated’ minibus-taxi operators as key factors which have obstructed the introduction of the proposed regime of ‘regulated competition’. A tentative conclusion is offered to the effect that perhaps a partial or ‘hybrid’ transformation of the public transport system may be the best - and, indeed, possibly the most appropriate - outcome of the transformation process that can be anticipated under the present and foreseeable future circumstances prevailing in the city.  相似文献

This study aimed to investigate and analyse the internal pre-purchase transport choice behaviour of Chinese and Australian tourists in Scotland. A literature review was carried out to explore the pre-purchase internal transport choice behaviour of tourists. A questionnaire was designed based on the findings of the literature review. A convenience sampling plan was developed to achieve a valid and statistically significant sample size for the two selected markets: Chinese and Australian tourists. Surveys were distributed directly within the Highlands and indirectly through tour operators. A number of significant differences in pre-purchase transport choice behaviour were found between independent and tour travellers and between Chinese and Australian tourists. A number of other variables including English language capabilities, country of residence, education levels and previous travel experience were also found to have significant influences on the process. A number of recommendations relating to market analysis and research, promotion and product development were made to Scottish tourism transport providers based on the findings.  相似文献

This chapter presents a summary of the findings of the workshop on ‘Analytical and Institutional Methods and Frameworks’. The paper discusses the nature of the analytical methods used in the papers presented and the purposes for which they were employed, which were generally to either assist in the planning and operation of public transport or to monitor the efficiency and effectiveness of transport services. Subsequent sections examine issues related to data collection and management, and the more general issue of institutional arrangements. Policy and research agendas needed to support further consideration of the subject are then identified.  相似文献

This workshop considered the wider public policy goals of a range of transport interventions. Particular attention was paid to assessing the role of integration of the different components of the transport system and of the integration of transport with other economic sectors. This assessment was informed by Ray Pawson’s realist evaluation approach, with its emphasis on the inter-relationships between context, process and outcome. The context was provided by case studies covering small urban areas, large urban areas and inter-urban corridors. The three key processes identified related to a regulated system with public ownership and control, a deregulated system with private sector ownership (‘competition in the market’) and a system in which there was public planning of the transport system but private provision (‘competition for the market’). Outcomes can be assessed using cost-benefit analysis tools to determine impacts on economic welfare or more qualitative approaches can be used to determine the extent to which accessibility or sustainability goals have been achieved. The evidence provided suggests that wider public policy goals are more important for urban than for inter-urban transport and it thus in urban areas where integration should be pursued with most vigour. The most relevant process for achieving this would seem to be variants of the competition for the market model. Some policy recommendations are made and implications for further research and for future conferences assessed.  相似文献

The project appraisal method in the Netherlands distinguishes direct effects, indirect distribution effects and indirect generative effects. Transport models are generally available for calculating the benefits of transport projects to travellers as part of the direct effects. The TIGRIS XL model, a Land-Use and Transport Interaction model, adds indirect distribution effects for the housing and labour market, by modelling changes in the spatial distribution of jobs and residents. This paper describes the current TIGRIS XL model and how it can be applied in the evaluation of transport projects. It refers to work done with the TIGRIS XL model to improve the calculation of the direct benefits by applying the so-called ‘logsum’ method. Finally it discusses ideas on how to extend the TIGRIS XL model to address indirect generative effects as well.The current TIGRIS XL model, its integration with the National Model System (the standard tool for the Dutch government to analyse the effects on passenger transport) and basic design principles are the starting point of such an exploration. These design principles include:
an emphasis on detail, both spatial as well as in socio-economic segments, to account for differences in the availability of choice alternatives and in choice behaviour, and to provide impacts by region and socio-economic group;
the requirement that the relationships used rest on an empirical foundation.
The post-processing methods proposed on this paper for the calculation of the direct benefits and indirect generative effects are consistent with these design principles. To calculate the indirect generative effects, a post-processing module is proposed which transforms changes in travel times and land-use into agglomeration effects. These agglomeration effects combine several of the generative effects, like scale economies, an increasing variety of products, labour market matches and knowledge spill-over. The effects of changes in the agglomeration indicator on productivity can be estimated with existing data sources, as was demonstrated in the UK (Graham, 2005).  相似文献

Choosing between the competing approaches to providing enhanced bus services requires the ability to predict the effects on patronage and overall benefits to society in terms of Value of Resources Consumed (VRC) of any proposed change. One common approach uses the Mohring model of 1972 and its successors to optimise one or more aspects of the supply of transit services given various level of demand. This paper simulates the operation of a simple circular bus route using the equations of a basic Mohring type model and a Decision Support System (DSS) to endogenise demand under the assumption that there is a fixed demand for travel but commuters can choose between the bus and private vehicle. The selected approach recognises that demand for a particular mode of travel is predicated on the speed of the vehicle in service which is itself determined by the demand for that vehicle (in this model or boarding and alighting time) rather than being determined exogenously. This creates an iterative feedback mechanism whereby changes to the attributes of the bus and car alter mode choice and the speed in service of the bus which, in turn, alters mode choice. The simulation is used to predict changes to patronage and VRC under scenarios regarding changes to the transport network (in terms of fares and running costs, frequency and spacing of bus stops) using parameters from both a Multinomial Logit (MNL) and a Mixed Multinomial Logit (MMNL). The results demonstrate that there are large differences in the size and, in some cases, direction of predicted changes to patronage, VRC and revenue, depending on whether the parameters of the MNL or MMNL model are used.  相似文献

It reviews the nature of demand and provision, and the costs involved in providing the current system of home to school transport compared to other parts of the UK. Express coach services compete for longer distance market with car and rail, and largely cater for the leisure, tourism, and visiting friends and relatives. markets. Britain deregulated its express coach system in 1980, and it is now opportune to examine long-term impacts of that change. The initial impacts were reviewed by the authors in 1986 (Robbins & White, 1986) but such impacts do not necessarily match long-term outcomes. Monitoring of the British system has been conducted by examining service changes and data on ridership, together with financial performance of the main operator groups and technical press coverage. It can be shown that a dominant position has been retained by the major operator (National Express), with a continued decline in the role of smaller independent operators in the all-year-round daily network. However, new competition has emerged from other large groups (most notably Stagecoach ‘Megabus’ in 2003). The paper analyses the operating and marketing strategies of the new operator and contrasts these strategies with those adopted in the 1980s. Implications for the future development of the network in Britain are outlined.  相似文献

A key attribute of competitive tendering for the periodic selection of operators of subsidised public transport services is to secure the provision of specified services at efficient cost levels. This has proved particularly effective where services were previously provided by an inefficient monopoly operator. The arguments for the adoption of competitive tendering in preference to negotiation with the incumbent operator may be less clear-cut in other cases.Consideration is given to both theoretical and practical insights into the relative merits of competitive tendering and negotiation approaches in such situations. The limited literature on the topic is reviewed and insights and lessons identified. Influencing issues include prior conditions, the nature of the supplier market, features of contracts, negotiating and competitive tendering strategies and practice, accountability and transparency, and long-term market implications. The evidence suggests that ‘one size does not fit all’, and the choice will depend on specific circumstances.The relative merits of the two approaches for renewal of bus contracts are considered with regard to Adelaide, for contracts which have previously been awarded through competitive tendering. The paper draws out the main factors that could influence the authority’s choice between the options, and discusses the relevance of the findings to other situations.  相似文献

In the transport sector, many types of contracts exist. Some are very precise, and strive for completeness; others are very ‘light-weight’ and are incomplete. Bus and coach contracts, won through competitive tendering or negotiation, are typically incomplete in the sense of an inability to verify all the relevant obligations, as articulated through a set of deliverables. This paper draws on recent experiences in contract negotiation, and subsequent commitment in the bus sector, to identify what elements of the contracting regime have exposed ambiguity and significant gaps in what the principal expected, and what the agent believed they were obliged to deliver. We develop a series of regression models to investigate the extent of discrepancy between the principal and the agents perceived ‘understanding’ of contract obligations. The empirical evidence, from a sample of bus operators, is used to identify the extent of perceived incompleteness and clarity across a sample of bus contracts. A noteworthy finding is the important role that a trusting partnership plays in reducing the barriers to establishing greater clarity of contract specification and obligations, and in recognition of the degree of contract completeness.  相似文献

This paper updates results of an international study aimed at quantifying the links between transport disadvantage (TD), social exclusion (SE) and well-being (WB) in Melbourne, Australia. The study extends knowledge associated with SE and transport by quantify social and behavioural implications of lack of public and private transport and the nature of the social WB benefits associated with improving services.Study aims and methodology are outlined. Recent findings covered relate to car ownership on the urban fringe, patterns of transport disadvantage, the analysis of time poverty related to transport disadvantage, measuring the economic value of additional mobility and use of a Structural Equation Model (SEM) to relate WB and SE to TD and a series of explanatory factors.Overall results suggest that those without a car on the urban fringe adjust well with their circumstances by living close to activity centres. They demonstrate sustainable choices, trading off budgets and home location to balance mobility and accessibility. Poorer households with high car ownership value mobility and cheaper more remote fringe dwellings but demonstrate numerous strategies to reduce high car costs which are acknowledged as a significant burden. Analysis identifies 4 key types of transport disadvantage including a ‘vulnerable/impaired’ group which should be of much greater concern for targeted policy than others due to poor scoring on SE and WB scales. The economic value of new mobility is also explored with results suggesting $AUD 20 per average new trip which is four times larger than conventional values for generated travel.Analysis has also suggested that transport disadvantage can relate to socially advantaged as well as socially disadvantaged groups through time poverty. This was found to be an important mitigating factor when relating TD to WB. A statistically reliable structural equation model is developed suggesting the SE-WB link is strong (−.87) with a modest link between TD-SE (.27).Areas for future research in the project are also summarised.  相似文献

An extensive body of theoretical and empirical work has been undertaken in the UK since the middle of the last century on the estimation of values of safety for use in the appraisal of proposed transport projects, particularly road and rail. This research has focused largely on ‘willingness-to-pay’ based values in order to measure the strength of the travelling public's preference for marginal improvements in transport safety, relative to consumption of other goods and services. In terms of practical policy making, the research has resulted in a set of values for the prevention of statistical fatalities and non-fatal injuries that are applied not only in transport safety decision making, but also in other public sector contexts. It has been widely established in the UK and other developed countries that men commute longer than women and that fathers travel furthest to work while mothers travel least. This paper models a wide variety of factors that affect commuting times including gender, presence of children and working hours (part- and full-time work). It finds that of particular importance to the length of commute are the worker’s age, having children, the age of their youngest child, occupation, weekly pay, and mode of transport (with public transport being associated with longer commutes). The region of residence was important for men and women working full-time but not for part timers (except for women in London), while ethnicity and owner occupation were associated with commuting length for full-time men only. The results suggest that while gender, working hours and childcare responsibility are often inter-related, it is useful to disaggregate their effects when modelling or developing policy.  相似文献

A new logit-based model for assigning public transit passengers to transit lines or routes is proposed. The model is based on the realistic assumption that once passengers arrive at stops, they can obtain information regarding the specific departure times. Furthermore, it takes into account that passengers are heterogeneous and hence, the choice made by a ‘representative’ passenger appears to be stochastic. Most countries contemplating the introduction of competition-based organizational forms did not perceive the British deregulated bus regime to be the way forward. A deeper analysis of facts and an international coverage of the local successes of that regime remained marginal and, as a result, the reputation of deregulated regimes remained bad or - at best - a contentious issue. The rush for competitive tendering was further stimulated by the European Commission’s endeavour to enact a Regulation that put forward competitive tendering of exclusive contracts as the preferred way to organise local public transport markets. Yet, as discussed in this workshop, deregulation in various guises may well play a growing role in local and regional transport. This is already visible in long-distance coach transport and in (international) European railway markets as from 2010. The workshop paper discusses whether such competition-based institutional alternatives to competitive tendering can provide efficiency and service improvements, how such competition-based alternatives should be ‘regulated’ and, alternatively, how a non-competitive direct award could perhaps still guarantee good performance.  相似文献

The deregulation of the British bus sector (outside London) in 1986 was the start of a debate on the merits of ‘deregulation’ and ‘competitive tendering’. The period that followed was rich in lessons. New Zealand was at the time the only other country engaging in a reform based upon market initiative (implemented in 1991). Other countries chose for a less extreme and more consensual way to introduce competitive incentives, choosing the fundamentally different competitive tendering (CT) path. As a result, the so-called ‘Scandinavian model’ developed, based upon the London example of route tendering. Later the Netherlands adopted a network tendering approach, resembling the French practice of network tendering though with more operator freedom.  相似文献
