This article examines the uncertainties concerning the antiturst immunity for collective participation by liner conferences in intermodal transporation. Among them are the FMC's jurisdiction under the Shipping Act to authorize such collective actions, the legality of intermodal dual-rate contracts and the stringency by lsquo;public-interestrsquo; justification. Administrative and judicial decisions proved ineffective in resolving the issues which legislative actions had, over a decade, failed to deal with. These uncertainties could soon be ended with passage of the maritime antiturst polity emerging out of this Congress. It is, however, still uncertain as to whether, and to what extent, the viabilty of the conference system would be threatened by the continued growth of intermodalism and vice versa. Congressional intent to safeguard the continued growth of intermodalism and the development of other future innovations means that these two issues are of more than just academic interests. Yet, they have not been adequately addressed in the policy studies currently available.  相似文献

Labour/management practices in North American ports are undergoing fundamental changes in their shift from confrontation to Cooperation. Cooperation is increasing to counter competitive threats from other ports arising from intermodalism and transportation deregulation. Technological advances in port operations are reducing the number of longshore forces required and changing the skills required of those which remain. A recent survey of North American container terminals provided a 'snapshot' of current approaches of improving labour/management relations. Focusing on growth and development needs of individual port workers enhances morale and motivation resulting in environment. Many ports are introducing new management techniques including improved communications and training to enhance the motivation and productivity of their longshore forces.  相似文献

Intermodal transportation has been growing at a fast pace thanks to the development of double-stack trains, deregulation of US domestic transportation and intensified competition in the liner trade. Its growth has been supported by import traffic in the recent past but will have to rely much more on domestic cargo in the future. Effective marketing rather than hardware development will pose the primary challenge to intermodal transportation. To meet this challenge, rail, highway and ocean carriers will have to rethink their business philosophy and realign themselves for more efficient provision of intermodal services. The traditional division between international and domestic intermodal operation has become obsolete.  相似文献

Despite European Union (EU) political support to identify the most feasible Motorways of the Sea, the final decision can only be made by Private Shipping Companies, which are operators of a unique stretch of the intermodal chain. This paper provides a multi-criteria decision method to identify the most suitable Motorways of the Sea taking into account the competitiveness of whole intermodal routes versus the alternative of road transport from the loader’s perspective. The analysis is carried out assuming a ‘many-to-many’ transport model. Firstly indexes of time and cost were defined and evaluated for every available route in the model in accordance with a multi-criteria decision matrix. Secondly, through a Monte Carlo simulation a sensitivity analysis was carried out in order to evaluate the influence on the results of the forecast assumed to construct the matrix. The results obtained are not only quantitative, but also qualitative. The development of intermodal routes via Motorways of the Sea is especially relevant for the peripheral EU countries. Due to the relevance of the freight flow between France and Spain and the congestion of their connections through the Pyrenees, the method proposed was applied to the analysis of this particular case  相似文献

In 2013, the concept of the ‘Silk Road Economic Belt and the 21st-Century Maritime Silk Road (Belt and Road)’ was initiated by the Chinese government, which involves Asian, European and African continents and their adjacent seas. Logistics plays a core role in such a large framework of economy and trade. In recent years, China, European Union, and Southeast Asia pay much attention to the design and development of the intermodal transportation network towards both economic and environmental efficiency. In this paper, we propose an empty container repositioning model in the intermodal transportation network of Belt and Road (B&R) Initiative by considering both standard and foldable containers. In this model, empty containers are repositioned from the inland of the original area, such as China, to other areas of B&R Initiative related countries and regions, such as European Union and Southeast Asia. We develop a mixed integer linear programming model to determine the optimal repositioning of empty containers via the intermodal transportation network. An Artificial Bee Colony algorithm is developed to solve large size problems in practice and numerical experiments are conducted to show the efficiency of our proposed algorithm. We provide managerial insights regarding the impact on the network performance of foldable containers transportation.  相似文献

The vessel-to-rail intermodal transfer of containers can be performed either within the marine terminal, called on-terminal or outside the marine terminals, called off-terminal. The off-terminal is the common way of rail loading, whereby the marine containers are combined with other, non-maritime containers to achieve greater utilization of yard and rail equipment. The non-terminal transfer, a novelty in US ports, is perceived to be advantageous since it saves on drayage (i.e. haulage) and handling of rail-bound boxes. However, on-terminal has many inherent problems the most critical of them being use of scarce waterfront land, ineffectiveness in mixing international and domestic containers, and large investments required to construct yards and rail accesses. The following article presents a discussion of various aspects of the intermodal, on/off terminal rail-to-vessel alternatives, illustrated by a case study taken from the Port of Long Beach, California.  相似文献

This article considers the perennial topic of how to acheive an equilibrium balance between stability and competition in intermodal shipping. It argues that competition is becoming destructive, but that the imbalance is difficult to correct in a climate where competitive pressures are strog everywhere and restraints on competiiton are unfashionable. In this context, pricing of intermodal services, the emergence of multi-trade alliances, the revelance of contestable market theory and developments in regulatory policies are all examimned. Due to the increase in trade from Korea to Central Asia, an efficient intermodal route for transporting cargo is important. Intermodal routing for long-distance transportation faces operational challenges, such as customs clearance, track gauge differences, and climate limitations. The initiative of the Silk Road Economic Belt recently proposed in China could improve trade and transport links in Asia and create an efficient transportation route that focuses on the railroad service provided in China. The objective of this study is to obtain an evaluation structure for intermodal routing and then find the route for transporting cargo from Korea to Central Asia under China’s Silk Road Economic Belt with integrated Fuzzy Delphi and Fuzzy (Elimination Et Choice Translating Reality (ELECTRE) I methods. After a sensitivity analysis is performed, development strategies and alternative routes are suggested. The results show that among the five principal factors, total cost is the most important factor for logistics companies when they select a transportation route, followed by reliability, transportation capability, total time, and security. Of the sub-factor weights, transportation costs and cooperation and emphasis among state organization are important. In the intermodal route results, route 3, Incheon to Qingdao to Horgos to Almaty, is preferred.  相似文献

With the development of door-to-door intermodal services and the advent of just-in-time supply systems, punctual delivery of cargoes is more than ever a priority both for shippers and for shipowners. This paper is about the incidence of delay in transportation, particularly in the marine mode, and its legal and commercial consequences.

The fundamental legal obligations of marine carriers have always included delivery with dispatch. Thus the law would seem to support the commercial expectations of shippers for reliable performance. The authors discuss the nature of these obligations, investigate their adequacy under modern conditions of trade and report on a survey of Canadian shippers and consignees.

The authors conclude that there appears to be a divergence in the toleration of delay, but that few of the Canadian companies suffering unacceptable delays received, or even sought, financial compensation and none of them planned to do more. The authors speculate about their reasons for absorbing the losses incurred through unacceptable delays. The evidence from the survey is that shippers, in spite of their dissatisfaction with the resolution or outcome of incidents of unacceptable delay, are loath to seek compensation through legal means, but instead prefer to resort to a range of commercial actions.  相似文献

Authors have stressed the importance of agility to the port environment, which involves being proactive along supply chains, facilitation of intermodal integration, as well as organizational integration and partnership between ports and users. Despite the well articulated importance of the issues, little has been offered in terms of conceptualizations and empirical evidence of what really is meant by port/terminal integration in the supply chain, how such integration can be measured and quantified as well as the extent to which different ports/terminals in the world are integrated in the supply chain and competitive performance implications arising thereof. This paper aims to make a contribution in this respect by (i) reviewing the relevant literature on supply chain integration and port integration in the supply chain, (ii) conceptualizing measures for port/terminal integration in the supply chain, (iii) empirically testing the influence of port/terminal integration in the supply chain on port competitiveness and (iv) outlining the significance and value of the study for port operators, shipping lines, transport providers and for further research.  相似文献

ABSTRACT

In this paper, the research concentrates on the intermodal land transportation systems which link Antwerp and Rotterdam with a shared hinterland in the long and medium distance range. It uses a choice-based experiment which has been calibrated on the basis of real case studies to understand shipper’s choices between end-to-end chains. The stated choices reveal shippers’ preferences when needing to choose between two logistic pathways, which employ a similar multimodal composition of transport modes to bring the container from door-to-door, but which route the container differently through alternative maritime gateways. The study therefore touches upon the topic of port competition applying a value-driven supply chain approach. Despite narrow differences on the main performance criteria of the door-to-door chains, the empirical analysis proves that shippers are not loyal to one of the ports, but give preference to the lowest cost solution. Enhancing the frequency levels of the inland transportation solution is only at the benefit of the more costly chain. The findings reiterate the importance of intermodal land transport systems in the competition between load centres.  相似文献

Obstacle avoidance becomes a very challenging task for an autonomous underwater vehicle(AUV) in an unknown underwater environment during exploration process. Successful control in such case may be achieved using the model-based classical control techniques like PID and MPC but it required an accurate mathematical model of AUV and may fail due to parametric uncertainties, disturbance, or plant model mismatch. On the other hand, model-free reinforcement learning(RL) algorithm can be designed using actual behavior of AUV plant in an unknown environment and the learned control may not get affected by model uncertainties like a classical control approach. Unlike model-based control model-free RL based controller does not require to manually tune controller with the changing environment. A standard RL based one-step Q-learning based control can be utilized for obstacle avoidance but it has tendency to explore all possible actions at given state which may increase number of collision.Hence a modified Q-learning based control approach is proposed to deal with these problems in unknown environment.Furthermore, function approximation is utilized using neural network(NN) to overcome the continuous states and large statespace problems which arise in RL-based controller design. The proposed modified Q-learning algorithm is validated using MATLAB simulations by comparing it with standard Q-learning algorithm for single obstacle avoidance. Also, the same algorithm is utilized to deal with multiple obstacle avoidance problems.  相似文献

以世界范围内19次大地震106个场地的地基液化现场实测数据为基础,通过对地基液化评价模型建立过程中模糊不确定因素的分析,引入模糊模式识别理论建立各实测数据点隶属度,模拟数据点在构建液化判别模型的不同作用;并通过LOGISTIC回归将数据点的模糊性映射到液化判别模型,导出液化概率评价方程,建立地基液化概率和液化安全系数的函数关系.预测液化和非液化的可靠性分别达到92.9%和80.2%,为利用现场实测资料进行地基液化判别提供了简便、较为准确的新途径.  相似文献

More than a century ago far-sighted railroad builders and steamship operators were seeking the shortest intermodal itineraries between the eastern United States and the Orient. A combination of locational fact and the factual outcomes of 19th century railroad building left Chicago roughly equidistant in railway mileage from what became the four great US West-Coast port complexes in the Los Angeles, San Francisco, Portland and Seattle regions. Their nearly equivalent rail access to Chicago and points east has renewed significance in the container era.

This paper concerns the efforts of US Pacific seaboard ports to stay 'on the beaten track' with respect to container shipments between Asia and the eastern United States. The West-Coast ports are transit points dividing the transcontinental and transoceanic segments of long intercontinental journeys. From origins to destinations there are, in fact, many possibly feasible itineraries, including all-water routes.

The West-Coast ports have considerable control over their own site improvements. On the other hand, with respect to transiting container traffic, the ports may influence, but are unlikely to control, their own situations. Since the major container port facilities are very often on long-term lease to large intermodal carriers, the latter are making the important shipping and routeing decisions. The carriers tend in fact to set the tone and level of port competition.

What is the nature of the competition between container ports? Is it a figment of the publicist's imagination and perpetuated by irrelevant statistical boasting? Is it perhaps something forced on the ports by carriers eager to play one port off against another in a 'lowest bid' game? At what geographical scale might port competition be most useful or, maybe, least wasteful?  相似文献

Emissions from commercial shipping are currently the subject of intense scrutiny. Among the top fuel-consuming categories of ships and hence air polluters are container vessels. The main reason is their high service speed. Lately, speed reduction has become a very popular operational measure to reduce fuel consumption and can obviously be used to curb emissions. This paper examines such an operational scenario. Since time at sea increases with slow steaming, there is a parallel and strong interest to investigate possible ways to decrease time in port. One way to do so is to reduce port service time. Another possible way to minimize disruption and maximize efficiency is the prompt berthing of vessels upon arrival. To that effect, a related berthing policy is investigated as a measure to reduce waiting time. The objective of reducing emissions along the maritime intermodal container chain is investigated vis-à-vis reduction in operational costs and other service attributes. This research examines the influence of traditional regulatory and voluntary approaches upon the willingness of marine facilities to address potential harms to water quality. Traditional regulatory approaches rely on enforcement of mandatory provisions while voluntary approaches use noncoercive means to engender voluntary actions to address potential harms within the context of broader laws. This research shows that mandatory regulations are not always necessary, but at the same time voluntary approaches are not always sufficient to motivate action. Given this, regulators need to consider the mix of approaches and other steps to achieve regulatory objectives. The latter include greater levels of information, technical assistance, and funding; stronger involvement of trade associations as conduits for information; and, in particular, the fostering of a collective sense of obligation to address potential harms.  相似文献
