The Northern Sea Route (NSR) has tremendous potential for ocean shipping between Europe and Asia due to the savings from shorter transit time and distance. However, the Arctic area is environmentally vulnerable and thus there is a trade-off between NSR’s impacts on environment vs. its economic benefits, especially when compared with the traditional route, such as through the Suez Canal Route (SCR). This study estimates the market shares of different transport modes and alternative shipping routes for the container transport market between Europe and Asia, and the resulting environmental costs. Our result suggests that NSR can be a viable option under the status quo. However, its environmental costs tend to be higher than SCR due to small ship size and low load factor in the present, thus the development of NSR would lead to worse environment outcomes. If these issues can be resolved, NSR can benefit from lower operational and environmental costs, which will lead to higher market share and social welfare. Otherwise, increased use of NSR may lead to higher total environment costs than the status quo.  相似文献

In the process of the change to mixed ownership of Chinese ports, the allocation of human resources has become increasingly important because of the workforce’s growing concerns regarding losses of benefits. The mediating effect of organizational commitment in the relationship between person-organization fit and organizational citizenship behavior (OCB) can provide a significant reference for port managers and regulators, i.e., the government, regarding the framework of human resource systems. The data examined in this study were collected from three Chinese ports (Qingdao Port, Yantai Port and Rizhao Port) that are in the process of changing to mixed ownership. Structural equation modeling was applied to test the hypotheses. The results show that it is extremely difficult for groups with vested interests in Chinese ports to achieve consistency fit in the short term and to accept potential losses. Moreover, it is imperative to adopt a scientific and efficient person-organization fit mechanism and personnel system to achieve a higher level of fit.  相似文献

This study focuses on the expected impact of Northern Sea Route (NSR) usage and the Panama Canal (PC) expansion on liquefied natural gas (LNG) imports of Asian countries, from not only the macroeconomic viewpoint but also diversification of the supplying countries. First, the amounts saved from shipping costs due to these events are estimated, based on scenarios on the navigable period of the NSR, transit fee of the NSR considering the exchange rate between the Russian ruble and US dollar, and bunker fuel price. Second, a spatial general equilibrium model based on macroeconomic theory is applied to predict changes in LNG trade patterns and measure economic impacts due to the reduction of shipping costs. Finally, the impacts of NSR usage as well as the PC expansion on LNG imports of Asian countries are discussed based on the calculations. The results show that diversification of supplying countries for LNG imports can be observed, especially in Japan, the largest LNG importer in the world, and other Asian countries are secondarily affected by changes in Japan’s import pattern, with limited impacts on these countries’ national economies.  相似文献

This study identified a set of applicable and practical green performance evaluation indices for Chinese ports using the Delphi technique. The research was conducted by targeting three representative Chinese ports in Eastern China: the Shanghai Port, Ningbo Port, and Qingdao Port. An effective expert panel was structured with direct stakeholders related to green performance, which was based on a sufficient consideration of the unique and the special decision-making system for Chinese ports. Twenty-one green performance indices in six dimensions (i.e. liquid pollution management, air pollution management, noise control, low carbon regulations and energy savings, marine biology preservation, and organization and management) were eventually identified through three rounds of iterations. The identified green performance indices for Chinese ports are highly consistent with the Chinese Government’s environmental policies. Compared with European ports, the green port performance indicators in China are not as comprehensive. The indicators that are strictly consistent with national macro policies and the factors that are more easily seen, heard, and felt were perceived to be more important. From an academic perspective, this study offers a new approach for system establishment and green practice criteria exploration and thus provides a significant basis for further green port studies.  相似文献

Regional ports, as infrastructure in regions, influence transport and regional development policies and planning. The interaction and involvement of regional ports with their stakeholders in the region are pivotal. The conundrum on what constitutes a regional port and thus its region has further complicated this limited researched area. In the extant literature, port and region relationship mainly centres on major metropolitan ports, and pays little heed to regional ports. In this context, this study investigates on how the Australian regional ports can be better involved in regional development. The study adopts a qualitative methodology to explore the Australian regional port stakeholders’ perceptions on port’s role in regional development through 38 semi-structured telephone interviews. Thematic analysis of data assisted by a mixture of NVivo software and manual techniques proposes a conceptual model that may assist policy-making. The key findings suggest that symbiotic growths of ports and concerned regions accelerate regional development. To contribute to regional development, the Australian regional ports can be proactive in building collaboration with regional organisations. The findings have major implications for port managers and port policy-makers for developing a region-oriented long-term port planning and for creating environment for Australian regional ports for regional resource configuration.  相似文献

Ports are drivers of regional and of countries’ economic development. Most ports are built close to coastlines, where waters are shallower and tend to suffer from deposit sedimentation processes, which reduce depths in operational areas. In presence of shallow waters and sedimentation, ports must decide whether to dredge or not, where both decisions have significant impacts on ports’ annual incomes. Nevertheless, there are seabeds, namely muddy bottoms, in which vessels can navigate with a safety degree. This paper aims at investigating the extent to which the theoretical knowledge of vessel’s control in muddy waters is valid at a certain nautical bottom, as defined by the Permanent International Association of Navigation Congresses (since 2009 the World Association for Waterborne Transport Infrastructure but the acronym stays PIANC) and its impact on port economics. To achieve the proposed objective, an email survey was sent to worldwide pilots that manoeuvre ships in muddy waters. The survey validated the theoretical knowledge, showed that navigation in muddy waters is possible, that it can contribute to reduce ports’ operational costs, and that the subject can be rather controversial.  相似文献

Port choice is an important issue to be investigated to ensure the effective integration of container supply chains and the sustainable development of regional economy. The selection of appropriate ports to facilitate shipping activities and international trade is crucial for many stakeholders, including shipping lines, port administrators, cargo shippers and national governments. The task is essentially a process of multiple criterion decision-making (MCDM) under uncertainty, requiring analysts to derive rational decisions from uncertain and incomplete data related to different quantitative and qualitative determinants. This paper aims at proposing a new conceptual port choice method by explaining the role fuzzy logic in evidential reasoning in a complementary way, in which various forms of raw data (either objective or subjective) collected to evaluate port performance can first be converted into and presented as fuzzy grades defined using linguistics terms with degrees of belief (DoBs) and second be combined using evidential reasoning to produce a port choice preference score. The method is applied to analyse the selection of major Northeast Asian (NEA) container ports from a shipping line’s perspective. The outcome, a port choice preference score, is calculated using evidential reasoning to directly synthesize the true estimation of the port with respect to each criterion and therefore, unlike a relative ranking index, keeps the ‘goodness’ of port evaluation, capable of benchmarking a specific port’s performance and monitoring the increase of its competitiveness in a longitude study with respect to an individual criterion or all the criteria as a whole.  相似文献

ABSTRACT

The inspection of foreign ships in national ports is a critical measure in port state control (PSC), preventing substandard ships from entering national ports. Multifarious inspection items, limited inspection time and inspector manpower are challenging PSC inspection. This research applies data mining to analyze historical PSC inspection records in Taiwan’s major ports to extract potential valuable information for PSC onboard inspections. Using the Apriori Algorithm, the analysis identifies many useful association rules among PSC deficiencies in terms of specific ship characteristics, such as ship types, societies, and flags. The general rules identified show that the items ‘Water/Weathertight conditions’ and ‘Fire safety’ are significantly related. Besides, in the analysis of the various ship types, several different rules are found. After comparing the analysis of ship types and ship societies, it can be observed that the association rules for specific ship types, such as oil tankers, have a better effect than those for individual ship societies do. These identified rules can not only help inspectors effectively spot the associated deficiencies, but also improve the efficiency of PSC inspection. The ports other than Taiwan’s ports can apply a similar analysis method to identify corresponding association rules suitable for their own inspections.  相似文献

Today, approximately 90% of the world’s cargo is moved by ships and almost all general cargoes are transported in containers. Worldwide container traffic has increased over the last 20 years by 7% annually, and containerization has begun to seriously impact global trade patterns. As a result, container terminals have become very important nodes in the world’s supply chain. In this article, we have highlighted the link between the total and empty container traffic and the global economy. By way of example, we have analysed the empty container traffic in north Adriatic ports in the years before and during the global economic crisis and in a period of stability after the major economic slump. We used a fuzzy multicriteria algorithm to find out how the global crisis, which has affected ports, influences the number of excess empty containers at the terminals. We show that these factors, in particular the change of the global financial and economic situation, have different repercussions to the ports of the north Adriatic: less serious effects upon the ports that are well connected locally and substantial consequences for the ports that are well connected globally.  相似文献

The attractiveness of ports is usually a pre-requisite and necessary condition for ports to achieve competitiveness, as well as the springboard to explore the competitive advantages of ports. To determine whether a port is competitive, it is necessary to explore whether it boasts certain factors that make the port attractive to users. The main purpose of this article is to apply the Analytic Hierarchy Process (AHP) method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) technique to evaluate key determinants of attractiveness and their cause/effect relationships for container ports in Taiwan. The empirical results showed that: (1) Top six determinates of attractiveness for container ports are ‘ample cargo sources,’ ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ ‘efficient wharf operations,’ and ‘adequate wharfs and back-line land,’ respectively. (2) Among the above six determinants of attractiveness, ‘ample cargo sources’ is the cause determinant. Three determinants of port attractiveness, ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ which are the effect determinants. They are affected by the determinants of attractiveness of ‘ample cargo sources’. In addition, this study discusses the above findings and expects to provide the study results to Taiwan’s port authorities for reference.  相似文献

ABSTRACT

The Mega-ships, the maximum containerships represented by 20,000TEU-class (LOA:400m, Breadth: 60m, Draft: 16m) which are able to transit both the Malacca Strait and the Suez Canal, have emerged in 2013, aiming at lower shipping cost by economy of scale. At the same time, they inevitably increased port calls in a rotation to collect more cargo demand, resulting in the longer transit time than ever before. Taking this trend into account, the authors proposed the quick delivery scenario between East Asia and Northwest Europe by the NSR (Northern Sea Route)/SCR (Suez Canal Route)-combined shipping, of which 4,000 TEU ice-class containership transits the NSR during the summer season and the SCR in the wintertime, based on a year-round scheduled operation. The quick delivery scenario gives the shorter transit time at an affordable shipping cost depending on the NSR navigable season length. However, the quick delivery scenario cannot avoid uncertainties in navigation especially via the NSR in the summer season, due to rough weather, sea ice, low visibility and icing in the icy water section of the NSR. The authors preliminarily concluded that a year-round scheduled operation of the NSR/SCR-combined shipping will be secured, if the practical navigation schedule is appropriately prepared.  相似文献

This paper reivews a programme recently undertaken by the Irish Government aimed at reforming the administration of Irish ports. Arising from that programme, and as a result of legislative changes, eight key ports were vested as commerical harbour companies (prior to this they were administered by large Boards and were very restricted in their ability to perform commercially). The context for the paper is the global trend towards port reformation, and the paper draws particuarly on the effects of the privatization of UK ports. The paper starts with a review of the role of parts, both generally and within the context of Ireland's growing, geographically peripheral, economy. Observations of the UK ports privatization process are next considered. The history, development and recent performance of Irish ports, together with port investment strategies, are critiqued and the background to the recent programme of administrative reform undertaken by the Irish Government concerning the ports is reviewed. Various observations from a number of sources (including 12 interviews by the authors with key actors in the sector) on the reform process are discussed. It is concluded that there is no uniformity of opinion as to the suitability of the chosen model for Irish ports administration and that it is too soon to judge whether it has been a success (the eight ports were commercialized in March 1997). The paper concludes that, given the critical role of ports within the Irish economy, the situation should be periodically reviewed to ascertain the current applicability of the extant port administration model.  相似文献

Container ports serve as important conduits to facilitate the efficient flow of containerized cargo. As part of value-driven chain systems that intersect between hinterlands, efficiency gains that are generated within the container port will have a direct impact on the competitive advantage of its users and affect the economic potential of both the origin and destination hinterlands. As such, the paper proposes the usage of indifference analysis propounded in microeconomic theory as a useful means to examine inter-container port competition and complementarity. The framework presented can also be combined with Porter's ‘Diamond’ model in order for inter-container port demand relationships to be quantified, measured and analysed in an holistic manner. Apart from analysing inter-port relationships from the standpoint of container ports, the framework can also be used to analyse inter-port relationships from the perspective of other key players in the value-driven chain system and modified accordingly to incorporate various indicators that are deemed to be relevant to these parties.  相似文献

ABSTRACT

Much is known about transport costs at sea and costs made at terminals in ports. About costs, made by ports to provide nautical facilities (incl. infrastructure) and services, not much research is done yet. This paper estimates the impact of increasing ship sizes on costs made by the Port Authority of Amsterdam when providing nautical facilities and services by using hedonic pricing techniques. We have rather unique data on ship’s sizes and harbour dues paid per ship for over 25 years for ships that visited the Port of Amsterdam. Harbour dues paid are used as a proxy for the costs of nautical facilities and services. We have found nearly constant returns to scale, when volume is used as a measure of a ships’ size. An increase in average ship size with 1,000 tonnes deadweight will result in approximately €2 million additional yearly costs (an increase of the average ship size of six percent results in an increase of nautical costs with nearly the same percentage). Our results can be used by Port Authorities and port operators (in case of landlord ports) to estimate costs to be made for providing nautical facilities and services in the near future.  相似文献

Australia's ports are an integral part of the nation's economy, which relies heavily on trade. In Australia, the governance of ports is the responsibility of the governments of Australia's six states and the Northern Territory, all of which have their own legislation covering the running of the ports and the establishment of port corporations. The respective legislation governing the running of Australia's ports is not uniform, and neither are the models for port management that they create. In May 2005, the then Deputy Prime Minister and Federal Transport Minister announced that the Commonwealth planned to take control of the planning and investment decision making of Australia's ports. The reasoning behind this is said to be Australia's poor trade performance and bottlenecks in ports which hold up trade and ultimately cost money. The Federal government has sought to do this under Section 51(i) of the Australian Constitution in order to update and integrate Australia's transport system. This announcement has caused disquiet among the states that had no previous notice of the announcement and for which ports are a major source of revenue. The transfer of power to the Commonwealth may lead to the Commonwealth being able to take further powers from the states, not only in relation to the ports but in relation to other areas such as industrial relations. Industry groups claim they have been pushing for a larger role for the Commonwealth in the running of the nation's ports, but question as to what extent the Commonwealth should be involved.  相似文献

Scotland's low accessibility is reflected in the limited share of Scottish unitised freight traffic coming through Scottish ports. This paper will discuss site development strategies to overcome Scotland's double peripherality (i.e. both physically and institutionally) by restructuring transport chains of large shippers through new corridors. Three competing logistics concepts will be discussed, beginning with the existing load centre terminal that provides direct access to the distant main ports. Second, port-centric logistics based at Scottish ports, and finally, offshore port-centric logistics utilising maritime links to a port-based distribution centre in Zeebrugge. The paper has two interlinked aims. First, to provide a firm theoretical grounding for recent maritime transport geography concepts, which has been lacking in the literature. This will be achieved by examining peripherality and responses to this by states at different scales, thus exploring how the three concepts in this paper can be viewed as attempts at spatial fixes of mobile capital. The second aim develops out of the first, and will explore how the perspective of space is treated in maritime geography as compared with other areas of geography. As a result, the paper pursues a cross-disciplinary approach by utilising theory from economic geography and political geography.  相似文献

Governments around the world are adopting inclusive growth agendas. The ambition to align economic growth ambitions with broader-based social benefits is increasingly embraced by corporations to limit the ‘negative externalities’ and enhance the ‘positive externalities’ of their operations. Therefore, micro-level corporate strategies and macro-level national ambitions meet at the meso-level of networks and clusters. This requires societal spheres to collaborate and search for alternative governance constellations. In this discourse, port development is only recently receiving attention. In March 2018, ports around the world signed the World Ports Sustainability Program declaration, which aims to contribute to the sustainable development goals (SDGs), whilst a number of national port (master) plans have started to include social along with environmental standards. Extant studies on partnering and stakeholder inclusion in port development are proliferating but are primarily aimed at environmental rather than social (inclusion) issues. This paper adopts an exploratory research design to consider conditions for inclusive port development. A novel taxonomy considers port development as a driver for inclusive growth, where partnerships are the missing link between micro-level business strategies and macro-level effects in the port region and economy at large. This paper shows the first findings and delineates areas for further research.  相似文献

The recent breakupof the former Soviet Union and the Russian Republic's movement towards a market economy wil require a considerable improvement and expansion of present port facilities in order to handle increasing cargo throughputs effectively. The Russian Far East is expected to increase trade dramatically through imports of foreign goods, exors of natural resources from Siberia and container traffic traversing teh Trans-Siberian landbridge. The ports of the region will be competing with each other to atract foreing investment and to increase central government assistance in order to facilitate development. This article examines;(1) the more important ports of the Far East and the problems they face as they compete to atract investment; (2) the establishment of a Regional Port Authority as a possible management alternative; (3)advantages of a Port Authority in developing the region' ports and fostering future growth. By analysing these data, a management and development strategy can be formulated for the optimum utilization of present resources and the benefi of reginal modernization and development.  相似文献

The Chinese government has been exploring various paths to find a direction that better suits China’s national conditions during the past 60 years. Meanwhile, a series of political and economic events and policy transformations have had different effects on the port industry. This article attempts to ascertain how these events and port policies have influenced Chinese port traffic through an empirical study on data covering 1952–2009. The findings suggest that foreign trade has been the prime driver of the throughput of Chinese ports. The increase in the ports’ throughput has enabled an increase in domestic demand and the urgent need for further port investment. Chinese port throughput has been subject to multiple shocks. The Great Leap Forward1 is found to have had the largest, but only a short-term impact. China’s accession to the World Trade Organization, however, led to a longer and exclusive effect on ports, with little observed effect on the other variables. The reform of port governance is shown to have had a more lasting positive effect on port throughput than physical investment. However, these latter effects are minor, the economic and political factors remain the primary driving factors of port throughput.  相似文献
