第50届剪德岱堡国际船艇展于2009年10月29日——11月2日在佛罗里达州举行,参观者人数超出预期,预示着航海业状况有所好转。据展会管理中心主席和首席执行官艾弗伦·（斯基普）·津巴利斯特三世（Efrem Zimbalist Ⅲ）透露,无论是参展商和参观者的数量,还是质量本届展会都非常令人满意。

游艇室内设计师是当今船舶业最具创意和创新意识的团体。他们必须具有创新意识才能担当此大任。无论是60英尺的普通游艇还是超过200英尺的超级游艇，顶级室内设计师都必须走在时代前列，运用最流行的元素打造出最符合客户需求的作品，并对每一处细节精雕细琢。在第50届劳德岱堡国际船艇展上，许多顶级设计师和装备提供商参展，其中许多人就2009—2010航海领域的热门发表意见。     

《水道港口》杂志三联一级科技期刊

天津市新闻出版局于2008年11月20日至21日在津召开了期刊质量评估总结会，会议公布了2007年度天津市期刊质量评估结果。《水道港口》杂志被评为一级期刊。这是《水道港口》2003年、2005年连续两次被评为一级期刊后，第三次连续被评为一级期刊。

长江下游东北水道航道整治效果分析

近年来东北水道上三号洲尾部至新坝一带崩岸严重，下三号洲左缘滩地不断冲刷后退、岸坡崩退，导致河宽明显增加，实施航道整治工程十分必要。在河床演变分析的基础上，结合物理模型试验成果，探讨东北水道整治工程效果：方案实施后，东北横水道过渡段航道尺度可达到4.5 m×200 m×1 050 m（水深×宽度×弯曲半径）的治理目标。     

《水道港口》杂志第四次被评为一级科技期刊

天津市新闻出版局近日公布了天津市2008。2009年度期刊质量评估结果,《水道港口》杂志被评为一级科技期刊。这是《水道港口》2002—2003年度、2004～2005年度、2006—2007年度连续三次被评为一级期刊后,第四次被评为一级期刊。天津市期刊质量评估工作每两年进行一次,此次评刊工作是由天津市委宣传部和天津市新闻出版局联合组织的,全市229种期刊参评。

参观香港冬季国际游艇展览有感

2005年12月3日-4日香港举办了新一届冬季国际游艇展览会，这是2005年香港举办的第二个国际游艇展。香港一向实行自由贸易的市场运作机制，绝大部分的国际展览活动都交由民间的私人商业机构来举办。在游艇展览方面，香港政府引入两家私人机构同年举办国际游艇展览会，意在繁荣活跃香港的水上活动。早在2005年4月初，香港西部的黄金海岸游艇会就举办了香港第8届国际游艇展览会。才过去半年时间，12月份香港政府又在香港东部西贡的匡湖居游艇会办展，

A review of the sea state generated by hurricanes

Data from four studies of waves generated by hurricanes are reviewed and compared. The combined dataset presents a consistent picture of the wave field within a hurricane. The wave field is more asymmetric than the corresponding wind field, mainly due to the “extended fetch” which exists to the right of a translating hurricane. This concept leads to the specification of an equivalent fetch for a hurricane which enables the use of fetch limited growth relations for the prediction of the significant wave height within a hurricane. Examination of spectra recorded within hurricanes indicates that they are remarkably similar to fetch limited forms. Relationships for the parameters defining fetch limited spectra are found to also be valid for hurricane conditions. The reason for the similarity of hurricane and fetch limited spectra is attributed to the shape stabilizing effect of non-linear wave–wave interactions, which continually reshape the spectrum to conform to the standard JONSWAP-like form. Although the wind speeds within hurricanes are very high, the spectra generated are mature, with values of non-dimensional peak frequency typical of fully-developed seas. The analysis develops a set of standard relationships which can be used to define the wave field and spectral form for use in design of offshore fixed and floating structures.     

Crying wolf: Repeat responses to hurricane evacuation orders

This article examines the evacuation behavior of residents in two South Carolina communities, Hilton Head and Myrtle Beach, during the 1996 hurricane season. Two hurricanes that approached South Carolina but hit in North Carolina allowed us to study the impact of repeated “false alarms”; (evacuations ordered based on expectations of a hurricane landfall that proved to be wrong). Differences in evacuation behavior, specific information and concerns prompting evacuation, and the reliability of information sources between hurricane events are examined to determine the impact of false alarms on the credibility of warning systems. Data were derived from a face‐to‐face survey of residents 2 weeks after Hurricane Fran in September 1996. We found that the role of official advisories was more limited than reported in previous research as people sought information on more diverse sets of concerns in their decision making. Reliance on the media and the Weather Channel, in particular, for storm characteristics and advisories was an important factor in evacuation decision making during both hurricane events. The perceived lack of reliability of gubernatorial warnings coupled with dependence on the media suggests that residents find other sources of information more personally relevant. Thus, while residents do not find that officials are “crying wolf,”; they are searching elsewhere for information to assess their own risk—what does it mean to me if there is a wolf? This increased attention toward individual differences in perceived threat may become more pronounced in future evacuations from hurricanes.     

The STCW Conference in Manila

This paper reports on the recently concluded Conference of Parties to the International Convention on Standards of Training, Certification and Watch keeping for Seafarers, 1978, in which major revisions to the Convention and its associated Code were adopted. The diplomatic conference was held in Manila, Philippines, from 21–25 June 2010.     

2002年大连国际海事技术交流会论文综述

舟船文化是中华传统文化的一个重要的组成部分。荆楚大地千湖之省，舟船文化源远流长，既有地域特色，又有许多亮点。发掘、了解、利用这一宝贵的文化遗产，做到古为今用，有利于促进地方经济的发展，会收到良好的社会及经济效益。本文对此做一定的探讨。     

飓风极值波浪数值模拟

飓风浪对于船舶航行、海洋和海岸结构物的安全意义重大,分析工程区设计波要素需要考虑飓风引起的大浪。采用YoungSobey风场模型建立飓风风场,以飓风风场作为第三代波浪模型MIKE 21 SW的驱动场,对发生在大西洋的飓风IRENE引起的飓风浪进行模拟,并将模拟结果与实测浮标数据进行对比。对比结果显示,MIKE 21 SW可以很好地模拟飓风引起的极值波浪要素。     

深水锚泊的新概念与新技术

本文为首届国际深水锚泊系统(概念、设计、分析和材料)会议的综述,重点对于立管式锚泊系统、吸力式沉箱锚和合成锚缆进行了讨论,并概述了锚泊的大型海洋浮式开发系统水动力性能的计算、数值模拟与设计的相关问题.     

对我国船舶配备保安员的若干思考和建议

介绍了船舶保安员概念、职责,以及2002年底召开的海上安全外交大会通过的ISPS规则对船舶保安员新的规定和要求。文章最后还就我国的海事界、航运界应采取的对策进行了若干探讨。
