Park and ride facilities on light rail transit systems   总被引:2,自引:0,他引:2  
There is now considerable interest in exploring the idea of strategic park and ride as a means of promoting the use of rail transit and encouraging a transfer of commuters from car to public transport. This is especially evident in North America, where extensive park and ride facilities have been installed on a number of light and heavy urban rail systems. There is a general consensus about the most suitable types of location for facilities, but less agreement on the development of a reliable method of forecasting demand and also on the required size of sites. This paper develops a neoclassical cost function for demand responsive transit (DRT) system and uses it to test the economies of scale hypothesis. The results show economies of scale and further show that the economies can be explained by speed, local and state subsidies, utilization of seating capacity, fleet utilization and an increase in the number of professionals. Comparison of DRT and bus transit results identifies patterns in policy variables whose effects on cost are the same across modes.  相似文献

Crime and fear of crime is a major problem plaguing U.S. transit systems, particularly those serving large urban areas. This paper presents a normative framework for assessing rail transit security following a system-wide metric approach. The security metric can also be used to assess the marginal improvement in security as a result of improving or adopting alternative policing and monitoring strategies. The model consists of five tasks: surveying rail transit security systems, developing a rail transit security metric, assigning efficiency ratings to rail security functions, developing a composite index for the efficiency of the overall security system, and applying a probability matrix to temper the results. Efficiency ratings can be translated into probability of occurrence figures that can be used in a decision tree context to improve rail transit security.  相似文献

The decline of railway passenger train patronage and the deterioration of service in the United States have led the U.S. Government to assume control over the operation of trains via a quasi‐federal corporation called “Amtrak,” but some basic causes of the decline remain and new problems will arise as a result of this action.

Two results of the neglect to assess external costs against the various transport modes is an unbalance in favor of those with the higher external costs and the continued, seemingly fundamental, unprofitability of railway passenger service, which exists even for equipment that operates at capacity!

Some way of collecting external costs will have to be found, and the problems created by the new intrusion of the U.S. Government into transport will have to be faced.  相似文献

This paper describes a set of specialized spreadsheets that model the cost and performance of transit system options including light rail transit, guideway bus, express bus, and ride sharing. These spreadsheets are demonstrated by comparing a guideway bus (GWB) transit system and a light rail transit (LRT) system proposed for construction in an active rail corridor. The comparisons for assumed levels of transit ridership include guideway geometry, travel time, headways, vehicle requirements, grade crossing protection, and capital and operating costs. The planned GWB system runs on an exclusive dual guideway in the rail right-of-way, and the alternative LRT system operates on the existing rails with new bridges and track as needed for a dual guideway system. The analysis compares the two options for mode splits between 0.5% and 50%. Results show that while both options have approximately the same travel time, the GWB system costs approximately 30% less than the LRT system. The cost difference results primarily from lower GWB vehicle purchase and operating costs. This paper presents eight empirical models of monthly ridership for seven U.S. Transit Authorities. Within the framework of these models, the impacts upon monthly ridership from changes in the real fare and gasoline prices are examined. Important findings are: (1) the elasticities of monthly transit ridership with respect to the real fare are negative and inelastic, ranging from 0.042 to 0.62; and (2) the elasticities of monthly transit ridership with respect to the real gasoline price are positive and inelastic, ranging from 0.08 to 0.80. Such results have important policy implications for decisions based on the relationships of price, revenue, and ridership; and for assessing the impacts of changing gasoline prices upon urban modal choice.  相似文献

As transit subsidies increased twelve-fold in the United States between 1970 and 1980, metropolitan areas responded in very different ways to the challenge of financing burgeoning transit costs. The variety of approaches to transit finance has led to variation in the income-redistributive impacts of taxation. This paper reports on the results of disaggregate analysis of transit tax incidence in Chicago, Portland, northern New Jersey, San Antonio, and Phoenix. In cases where alternative tax shifting assumptions can be made, a range of tax burden distributions is calculated. Causes of the variation in redistributive impact are discussed. The analysis concludes by comparing the regressivity of financing transit through higher fares with the regressivity of taxes needed to support subsidies.  相似文献

There have now been over three decades of experience with rate-making freedom for all modes of intercity freight transport in the United States. Most evidence suggests that regulatory change has been beneficial for the rail industry and its users. Despite evidence of positive impacts of regulatory reform of U.S. freight transport, there is limited evidence related to long-term pricing trends by commodity in the deregulated era. Moreover, U.S. shipper groups have called for increased regulation of U.S. railroads, citing increased rates and profits, and monopoly pricing to “captive shippers.” This study estimates U.S. railroad revenue-marginal cost ratios for seven different commodities between 1986 and 2008. Interestingly, we find no significant increase in revenue-cost margins for commodities thought to be “most captive” (coal and chemicals), while finding large increases for some commodities thought to be “non-captive.” These results may provide insight into the impacts of regulatory reform in other countries, where there are similar concerns of equitable pricing and financial viability. They suggest that a move toward a more market-based pricing system can enhance railroad viability without harming those with fewer transport options.  相似文献

On the basis of available evidence we cannot clearly establish a causal relationship between rail transit and changes in land use and development patterns. At best, such changes would seem to occur only in the presence of other favorable factors, such as supportive local land use policies and development incentives, availability of developable land and a good investment climate. In any event, however, determining the precise extent of rail investment's effect on urban structure is less important than assessing the role it could play in an overall strategy for reaching larger urban goals.  相似文献

A model is developed for jointly optimizing the characteristics of a rail transit route and its associated feeder bus routes in an urban corridor. The corridor demand characteristics are specified with irregular discrete distributions which can realistically represent geographic variations. The total cost (supplier plus user cost) of the integrated bus and rail network is minimized with an efficient iterative method that successively substitutes variable values obtained through classical analytic optimization. The optimized variables include rail line length, rail station spacings, bus headways, bus stop spacings, and bus route spacing. Computer programs are designed for optimization and sensitivity analysis. The sensitivity of the transit service characteristics to various travel time and cost parameters is discussed. Numerical examples are presented for integrated transit systems in which the rail and bus schedules may be coordinated.  相似文献

Urbanization and demands for mobility have spurred the development of mass rapid transit infrastructure in industrializing Asia. Differences between the character of pre-existing urban structure in these localities and worldwide precedents suggest a need for studies examining how new rapid transit systems function locally. This study of Bangkok’s elevated and underground rail systems identifies relationships between the built environment and pedestrian behavior surrounding stations. Based on details of 1,520 pedestrian egress trips from three elevated and three underground stations in 2006, multiple regression and analysis of variance (ANOVA) revealed that types of pedestrian destinations, reflecting land uses, were related to length of walking egress trips. Trips to shopping centers and office buildings were longer, while trips to eating places were shorter. The most common type of pedestrian trip recorded was to another vehicle, and trips to automobile taxis and motorcycle taxis figured prominently. Policy implications of the findings are considered.  相似文献

There is renewed interest in many developing and developed countries in finding ways of providing efficient and effective public transport that does not come with a high price tag. An increasing number of nations are asking the question—what type of public transport system can deliver value for money? Although light rail has often been promoted as a popular ‘solution’, there has been progressively emerging an attractive alternative in the form of bus rapid transit (BRT). BRT is a system operating on its own right-of-way either as a full BRT with high quality interchanges, integrated smart card fare payment and efficient throughput of passengers alighting and boarding at bus stations; or as a system with some amount of dedicated right-of-way (light BRT) and lesser integration of service and fares. The notion that buses essentially operate in a constrained service environment under a mixed traffic regime and that trains have privileged dedicated right-of-way, is no longer the only sustainable and valid proposition. This paper evaluates the status of 44 BRT systems in operation throughout the world as a way of identifying the capability of moving substantial numbers of passengers, using infrastructure whose costs overall and per kilometre are extremely attractive. When ongoing lifecycle costs (operations and maintenance) are taken into account, the costs of providing high capacity integrated BRT systems are an attractive option in many contexts.  相似文献

Rail transit investment has been viewed as a prominent policy instrument for local and regional development. However, little is known about to what extent the theorised changes in land and housing values arising from rail transit access can be substantiated by evidence in a large developing country context. This paper presents a quantitative review of empirical studies that analysed the impacts of rail transit access on land and housing values in China. We review empirical analyses in 67 studies from 1997 to 2018 for which we encode quantitative results along with a range of theoretically combinations of spatially contextual characteristics, data and methodological-design characteristics. The results show that there are significant variations in the size estimates of effects of rail transit access across studies. Such variations are associated with rail project types, data and methodological designs. Our study provides the insights on what has already been known and what needs to be known on evaluating real estate consequences of rail transit improvements in developing countries.  相似文献

Developing a more efficient mass transit system, in highly populated cities, improves the mobility, decreases the dependency of private cars, alleviates traffic congestion, and provides a more environmentally friendly means of travel. Recently, the city of Beijing decided to have a target of becoming as a ‘public-transport city’ with a fascinating mass transit system within a larger plan, of building humanistic, scientific and technological, and green public-transport systems. This work discusses the governance evolution of the mass transit system of Beijing between 1949–2008, comprised of two groups of transit systems, the road surface public-transport system (bus, tram, trolley, etc.), and the subway public-transport system. In addition, a time-series analysis is introduced in an attempt to examine the effect of governance evolution on the two transit systems, and of the impacts of the governance structural changes on the mass transit system. The time-series model is introduced using the annual statistics data of the period 1949–2008. The outcome of the analysis is viewed with precaution because of the incompleteness of the many endogenous and exogenous factors to affect the public-transport demand. Generally speaking it is concluded that the governance evolution provides beneficial effect of the Beijing mass transit activity; however, for satisfying the significant increase of the Beijing city’s travel demand and maintaining sustainable development, the governance-involvement pattern needs to be reformed.  相似文献

Rail transit has been touted as a way to enhance livability, quality of life or satisfaction with life (SWL). However, the connections between transit and SWL are mainly conceptual, and little empirical evidence is available in the literature. Using the Hiawatha line in Minneapolis as a case, this study develops structural equations models on a 2011 dataset to explore the impacts of light rail transit (LRT) on SWL. We corroborate that the Hiawatha LRT positively influences SWL through enhanced access to different activities, and through improved transit service, enhanced accessibility, and their impacts on satisfaction with travel. This paper presents a methodology for designing rail transit systems to meet operating requirements when track maintenance or failure cause sections of tracks to be unavailable for service. The methodology can be also used to establish the requirements for the continuity of operations during construction. The main objective of the paper is to develop a tool which performs trade-offs between system costs and level of services during emergencies/construction. Several alternatives, including various signal and control systems, number and types of crossovers and corresponding operating strategies, are developed and evaluated against capital investments. Operating measures and strategies for the selected alternative can be recommended before the design phase is completed, because the designer, by using this methodology, is aware of the capacities attained during emergencies and construction.  相似文献
