Abstract

This paper seeks to reconstruct the organizational and ownership transformation involving Poland’s urban transport that companies passed through after 1990. Data collected from various sources (above all the Internet, including the Bulletins of Public Information) were used to establish the degree of advancement of the transformation processes. Despite the passage of nearly two decades since the new economic reforms were launched, the privatization processes involving enterprises of municipal origin are not well‐advanced. There is not a single private company among the organizers of urban transport. Instead, an absolute domination of budgetary‐sphere entities may be noted. Furthermore, there are seven transport municipal unions. Among the operators (carriers) public ownership remains dominant in the form of single‐person local authority companies, local government companies, municipal union ownerships, municipal companies as well as budgetary units. Privatization processes have encompassed fewer than 10% of all operators in the form of companies with foreign participation, workers’ companies and companies with Polish non‐public sector participation. Moreover, in 20 localities urban transport is supplied by multi‐trade municipal services enterprises (as of end‐2008). Thus, transformation processes, though started earlier than in the case of Poland’s State Road Transport coach companies, are much less advanced.  相似文献

Abstract

In its introductory part this article discusses the principles of the transport policy approved in 1968, followed by the reasons behind the advances on this policy approved in 1978.

It then goes on to review the Hungarian transport pattern and organization, including the roles played by the railways, the road transport companies, the state‐owned enterprises as well as cooperatives, urban transport, shipping, air transport, pipelines, and private transport.

In discussing the division of labour (or market sharing) in transport it concludes that passenger transport is increasing slowly, while the proportion of private transport is continuing to rise. A moderate increase is expected in goods transport with a decline in the share of the railways and a rise in that of the other transport branches. This division of labour is being influenced by economic, not administrative, means.

The main target of the advanced transport policy is to shape a transport system which corresponds to socioeconomic requirements. This means that goods transport capacities must be put to more efficient use, which involves improving development, organizational and planning operations. In passenger transport priority must go to public transport while the proportion of private transport must be defined in keeping with demand and economic possibilities.

In the development of the infrastructure and investments, the need to improve energy use and protect the environment must be stressed.

The rest of the article presents the detailed reasoning behind the measures already taken and scheduled to be taken to achieve these main targets.  相似文献

Abstract

Indirect effects are important considerations when making consequence analyses in general and in strategic environmental assessments in particular of potential transport solutions and infrastructure plans. The primary objective of this paper is to emphasize the need for a deeper understanding of the long‐term system effects of investments in transport infrastructure with a focus on the structuring effects that roads and railways have on society, e.g. altered transport patterns, altered settlement structures and changes in use of the built environment. Special attention is given to the following potential indirect effects: increased total transport volume, increased share of private motorists and truck transport, increased urban sprawl, and increased energy use in buildings. The conditions that determine the power of the effects are discussed and a number of key factors to be considered in transport infrastructure planning, especially in strategic environmental assessments, are suggested. Since many indirect effects emerge over time, an extended time perspective is of essence. Therefore, scenario techniques may be useful when analysing indirect effects in transport planning processes.  相似文献

The paper considers in detail strategic changes occurring in the organizational context of intermodal transportation and discusses the application of economic approaches (primarily transaction-cost economics) for assessing the effectiveness of the appropriate governance structure in organizing the intermodal transport economic system. The paper reviews the developments in intermodal transportation, particularly in the context of logistics and supply chain management, and recognizes the trend for the formation of one-stop shopping megacarriers spurred by deregulation and market requirements. This culminates in the need to consider how companies should organize the economic governance of the intermodal transport system. The main governance structures include market (subcontracting) or hierarchy (internal organization). The transaction-cost economics approach is reviewed and applied at a conceptual level to provide the core basis upon which the assessment of the optimal governance structure in intermodal transport can be based. The review of the core economic principles indicates that the governance structure in intermodal transport is dependent on transaction costs, production costs and strategic considerations that a particular structure might entail and the policy implications thereof. The potential for empirical research in the application of the transaction-cost economics approach to intermodal transport is discussed and detailed direction for further empirical research is provided as well as discussion of policy implications particularly with respect to competition and antitrust.  相似文献

For a period of four days, experts from all parts of the world discussed transport research and planning problems. The discussions were divided into eight so‐called ‘sub‐topics’. Fortunately, one of the sub‐topics, ‘Man and his Transport Behaviour’ (chaired by Moshe Ben‐Akiva, U.S.A. and Werner Brög, Federal Republic of Germany) dealt with the individual and his behaviour. This complemented the traditionally supply‐oriented thinking of the transport planners by introducing the demand component which had frequently been neglected in the past. Since the view has become increasingly widespread that transport is meant to serve people, and thus, that research should emphasize the (potential) users of the transport system, the number of papers submitted and presented on this sub‐topic was especially large.

However, the number of papers which could be included in the ‘Conference Proceedings’ was limited and this would have meant that a number of interesting documents could not be published. Therefore, papers on four special areas within this sub‐topic are to be published in four consecutive issues of Transport Reviews. The areas which will be dealt with are ‘Telecommunications’, ‘Non‐Motorised Transport’, ‘Special Problems in Third World Countries’ and ‘Fare Structures in Public Transport’. The papers were selected strictly according to their contents. A brief commentary in each issue explains in turn the reasons for choosing each of the four subject areas.

This paper presents some results of a knowledge based system (KBS) development applied to market research (MR) issues in transport. This application represents a rule production approach to decisions associated with the definition of appropriate survey procedures for various operation‐management problems in a transport enterprise or agency. The basic idea is to provide an aid for the user (manager, student or practitioner), who is concerned with MR, but is not very familiar with this field or has some concerns over data‐gathering and the use of that information. It focuses on specific applications in the transport environment and gives the user some support in maintaining greater consistency in his (her) decisions.

The objective of this paper is to describe the system structure, to point out some important aspects and problems arising during its development and also to make some comments with respect to the further development of this and similar systems.  相似文献

Abstract

Development emanating from international trade and investment in many least‐developed economies is impeded by inland freight transport systems that restrict multimodal transport. Increasing international trade may raise gross domestic product, generating increased demand for internal containerized cargo movements, but the requisite transport infrastructure is lacking. The paper explores impediments to developing effective multimodal transport and possible solutions in Bangladesh, which is an extreme case in point. It reports applications of Delphi techniques that explored local expert opinions regarding policies required to tackle such impediments. A panel of corporate executives perceived a changing inland transport system poorly suited to efficient origin‐to‐destination cargo movements in international supply chains. To promote further development, customs procedures must be streamlined and Bangladeshi shippers must adopt a door‐to‐door transport system.  相似文献

Abstract

The paper discusses Tanzania's transport problems in the context of the prevailing acute economic crisis. It looks at the development of the transport system, especially the rail and road network, from the German days to the new Chinese‐built Tanzania‐Zambia Railway. The East‐West orientation of the major parallel rail lines and roads reflects the dependency of the economy on export‐import trade. A major challenge to the transport system is the haulage of agricultural products, mainly for export but also for the internal market, not to mention the haulage of imported commodities.

The provision and utilization of transport services is discussed in the context of the historical, and institutional setting of the road haulage industry, particularly its public and private sector configurations. Due to scarcity of foreign exchange, both sectors, especially the private, are starved of vehicles and spare parts.

The operation of ocean and lake shipping services and Air Tanzania are discussed. It is recommended that the latter should concentrate on essential domestic services plus some limited regional services. External financing of transport projects and its implications are also considered.

It is concluded that despite the break‐up of the East African transport system, the Tanzanian transport system, although shaky, has avoided major breakdowns and in some cases, especially in trade, has provided the foundation for at least medium‐term improvements. More attention is recommended to organizational problems of track use by freight and passenger carriers and to making the best use of existing facilities.  相似文献

Abstract

Following the historical evolution of urban transport in South America, the authors show the economic, technological and cultural facts that have governed its development until today.

The paper, mainly based on experience in large Brazilian cities, gives facts and figures about some of the most important towns where different approaches to urban transport were tried. Information about other South American countries is also given and discussed.

The article details the evolution, current situation and new plans in Sao Paulo city, describing concession criteria, modal split and the economics of the different modes in operation today and planned for future use, ending with the general influence of Sao Paulo experience of urban transport systems in many other Brazilian cities.  相似文献

Abstract

This two‐part article, concerned with the way public transport ridership is affected by the various relevant factors, is based on the Executive Summary of The Demand for Public Transport (Webster and Bly 1980), the report of the TRRL‐sponsored International Collaborative Study on Factors Affecting Public Transport Patronage. Part I of the article, which was concerned with the social and economic conditions in which public transport operates, showed the importance of the background factors such as income, car ownership and land use on public transport usage: it also indicated how the longer‐term impacts of the more direct demand factors (fares, service levels) often show themselves in changes in car ownership levels, activity patterns (i.e. where people live, work, shop, socialize, etc) and land‐use development.

Part II reviews the current state of knowledge on the effects of changes in fare levels and quality of service and of the introduction of various traffic and transport measures (traffic restraint, bus priority, etc): it outlines current methodology on costing public transport services and draws the supply and demand sides together in a consideration of particular strategies which are at the disposal of the operator, the planner and the policy maker.  相似文献

Abstract

The recent completion of two major transport studies of predominantly urban areas in the Middle East (Amman‐Jordan and Bahrain) has provided the opportunity to compare and contrast the transport characteristics of, and medium term transport policies for, the two areas.

While in structure the two transport systems have many similarities, their base year usage differs significantly. In view of the much lower income levels in Amman, and the resulting lower levels of car ownership, greater reliance is placed on public transport in Amman than in the more car‐oriented society in Bahrain. Against this background, and in the context of broadly similar overall levels of growth in travel demand, their development in the medium term future should follow different paths. Amman will need to depend on public transport very heavily, with only limited road building. Bahrain should be able to develop a satisfactory road system, with public transport playing its current role except for the provision of services for some relatively modest number of restrained private vehicle users. In both cases, however, substantial investment in off‐street parking spaces is needed.

The paper briefly describes the social and economic backgrounds of the two areas, and reviews the transport systems and the organisations responsible for them. Travel demand forecasts are summarized, leading to the transport plan and policy development. The prospects for implementation are discussed, and the paper lastly focuses on some aspects which are key to the development of the transport systems in the two countries.  相似文献

This paper discusses the tension between the theory and practice of the regulation of road transport externalities from the viewpoint of the trade‐off between efficiency, effectiveness and the social feasibility of regulation. Various possible types of regulatory instruments, subdivided into ‘direct’ demand management, ‘indirect’ demand management and ‘supply side’ oriented policies, are evaluated qualitatively according to these criteria. Attention is then directed towards the trade‐off between efficiency, effectiveness and feasibility within the field of ‘direct’ demand regulation of road transport.  相似文献

Abstract

The purpose of this article is to seek to reconstruct the ownership transformation involving Poland's State Road Transport (PKS) companies passed through after 1990. Data collected from various sources (above all the Internet) were used to establish the degree of advancement of the transformation processes. Despite the passage of 18 years since the new economic reforms were launched, privatization processes are not well advanced. State ownership remains dominant, in the form of Treasury companies as well as state‐owned enterprises. Privatization processes have encompassed fewer than half of all firms, the most popular form taken (in about a quarter of all analysed cases) involving leasing by workers. This would seem of major interest, attesting as it does to the greater activity of some worker's teams, as well as the passive role of the state in privatization processes. A much smaller number of firms (26) have been purchased by external investors, the only important international concern among these being Veolia, which had taken control of 11 PKS companies as of mid‐2006. By and large, it is the firms carrying passengers or passenger and goods that are in a much better situation, as opposed to the companies that are commodity‐carriers only. The majority of the latter have collapsed, or have undergone the kind of privatization that involves simultaneous shutdown. Mixed passenger and goods carriers have had to reduce their level of activity in commodity transport.  相似文献

Rural Africa is starved of transport services. The transport routes run towards the export enclaves and the coast.

The political, social and developmental rural transport benefits are discussed. Rural transport will help (i) integrate the country and ease its governance; (ii) widen markets; (iii) induce increased agricultural output, through new technologies, reduced transport costs, etc. The transport cost savings should be passed on to rural firms and producers. The paper warns against their accruing only to middlemen — agricultural parastatals inclusive, thereby stifling the benefits to production. This could happen under some forms of pan‐territorial pricing. Negative aspects of road development, e.g. the substitution of local goods by imports, increased migration and noise, are noted.

The place and role of project appraisal in rural road planning is acknowledged. The broad‐based development packages approach associated with Integrated Rural Development Projects has, despite its attractions, some pitfalls. It favours well established villages and ignores distribution benefits within villages.

Project appraisal can be used to justify socially uneconomic transport developments. However, rural road investment projects with immediate negative returns are unlikely to be funded. Given clear priorities, short of elaborate cost/benefit analysis, obvious road investments choices can be made by the local community. Greater public accountability of transport planners and peoples’ participation in determining rural transport needs and priorities is emphasized. Increased rural road maintenance especially through self‐help schemes and increased use of traditional modes of transport, e.g. walking, animal and water transport, is recommended.  相似文献

ABSTRACT

AV technologies have the potential to transform urban landscapes and existing transport systems and networks. Yet, the utopian imaginary of reduced automobile ownership and a new shared economic future sits in tension with suggestions that car dependency, urban sprawl and transport inaccessibility will be exacerbated. The issues are situated in a complex governance landscape involving an influential private sector who are increasingly setting the agenda. The public sector may be forced into reacting to the new innovations by information technology and automobile companies as they are introduced into existing built environments. Drawing on an extensive literature base and interviews with public sector planners, this paper reveals the conceptual gaps in the framing of AV technology – the prospects and limits – and how these are conceived. The paper raises questions about the role urban planning can play in the rollout of AVs in order to anticipate and mediate unwanted built environment and socio-spatial impacts, as well as reconciling the ambition of transport innovation with the public purpose of planning.  相似文献

Abstract

For the last five years the technology factor (by which is meant both process and product innovation) has received renewed attention in the transport sector as society is confronted with new challenges. This leads to a call for change and transitions. Technology is considered as a potential answer to new needs and new problems, like the reduction of CO2 and the supply of alternative energy. It is important that there is a theoretical basis for the way of thinking on innovation and diffusion when it comes to technology dynamics. This paper, based on a literature study, addresses the question to what extent the theory of transition management can be considered as a new application of technology dynamics. Future travel demand has always been difficult to estimate. Recent trends of a slow down or stagnation in traffic growth combined with substantial demographic, economic, and technological shifts further complicate that task. This poses a significant planning challenge given that decision-making is often based on the benefits of infrastructure investments which accrue over periods as long as 60 years. In contrast to the changing ideas around what mobility in the future will look like and the types of demand it may need to service, the practice of forecasting future travel demand remains largely unchanged as do the decision-making processes which flow from this. Alternative approaches to thinking about futures such as scenario planning exist but have had more limited deployment in the transport sector. This paper explores the institutional issues surrounding the purpose, practice and barriers to changing the approaches of forecasting and decision-making through an exploration of the state of practice in the UK drawing on interviews with 23 practitioners. Drawing on Hall’s work on policy change, the research finds that there is a strong policy paradigm built around the relationships between transport investment and traffic growth. This has strengthened since the recession with an increased focus on the relationship between transport and job creation. The forecasting approaches in use today are an important part of a complex decision-making apparatus reflective of specialized policy arenas like transport. Challenges in acknowledging, representing and communicating uncertainty are identified leaving a growing tension between planning visions and planning practice. We conclude by reflecting on events which may stimulate a broader reframing of how we plan for transport futures whilst embracing key uncertainties.

Abstract

Shifting cargo from land‐based modes to maritime transport has been a prioritized policy in many policy papers to make transport more environmental friendly. Traditional calculations of emissions per transport capacity unit have supported this. However, maritime transport may stand to loose its good environmental reputation in comparison to road transport due to (1) the sluggish processes in maritime environmental policies and the low ambition level of current regulations, (2) the much higher focus on improving the environmental efficiency of the road haulage industry, (3) the much longer economic life of vessels compared to trucks, and (4) focus on faster vessels that increase the average fuel consumption of the sea transport alternative. Through a realistic case study, the energy efficiency and emissions of alternative multimodal transport chains is presented to illustrate these points.  相似文献
