Abstract

This paper explores the external costs of domestic container transportation in Taiwan by analysing the origin and destination of current container cargoes. After reviewing an extensive literature survey of methods of external cost, a comparison of external costs between trucking and short sea shipping (SSS) by corridor is made by using a model developed in this paper. Based on the findings that external costs of SSS are considerably lower than truck transport and can be a viable alternative to current domestic container cargo transportation, we discuss the significance and managerial implications of SSS from the perspective of green logistics. In so doing, a top‐down approach is employed for developing government policies, which aim to not only reduce the external costs of domestic container transportation but also promote SSS in Taiwan.  相似文献

Abstract

Since 1990s the liner shipping industry has faced a period of restructuring and consolidation, and been confronted with a continuing increase in container vessel scale. The impact of these changes is noticeable in trade patterns, cargo handling methods and shipping routes, in short ‘operations’. After listing factors influencing size, growth in container ship size is explained by economies of scale in deploying larger vessels. In order to quantify economies of scale, this paper uses the liner service cash flow model. A novelty in the model is the inclusion of +6000-20-foot Equivalent Unit (TEU) vessels and the distinction in costs between single and twin propeller units on ships. The results illustrate that scale economies have been – and will continue to be – the driving force behind the deployment of larger container vessels. The paper then assesses the link between ship size and operations, given current discussions about the increase in container vessel scale. It is found that (a) ship size and operations are linked; (b) optimal ship size depends on transport segment (deep-sea vs. short-sea shipping, SSS), terminal type (transhipment terminals vs. other terminals), trade lane (East-West vs. North-South trades) and technology; and (c) a ship optimal for one trade can be suboptimal for another.  相似文献

Abstract

The institutional environment of rail transport has changed as a result of recent European directives, but the changes have taken different forms from one country to another. In the case of international maritime chains, the development of door‐to‐door services makes inland haulage from the loading and discharging ports extremely important, and it highlights the need to reshape the rail freight industry. This paper analyses the degree of involvement of different actors drawn from the maritime industry in developing and commercializing rail services in the changing regulatory environment. Several maritime operators, shipping lines, port‐handling companies and port authorities have been involved in some container rail services since the early days of liberalization. Their commitments take very different forms, however. Whereas contracts are mainly used for the provision of service, particularly for train haulage, integration by means of shareholding or creating subsidiaries or joint ventures is used for marketing. Important differences between France, the UK, Germany and the Netherlands are detailed. In the latter two countries, there is more involvement in the provision of rail services. Marketing rail services appear to be the main strategic issue for the maritime operators in all four countries  相似文献

The intermodal logistics supply chain is designed to move goods from the point of production to the point of consumption as quickly and as cheaply as possible. The ability to accomplish this objective has allowed for the wholesale geographic relocation and offshoring of basic manufacturing and assembly. As a chain of linked and integrated organizations characterized by sequential interdependence, interorganizational relations play a key role in determining the level of integration and seamlessness. Yet there is one critical interorganizational link in the chain that deviates from this vision. This is the relationship between the shipping container terminal and drayage trucking operations which is better described as a form of intermodal disintegration. The weakness in this link of the supply chain is explained by the divergent industrial structures and labor market conditions, the unique nature of the transaction, and the externalization of costs to subordinate workers.  相似文献

Abstract

This paper analyses the effectiveness of policy measures aimed at triggering a modal shift in the freight transport market. The analysis is based on the inventory‐theoretic framework that studies modal choice from a business logistics viewpoint. The crux of the inventory‐theoretic approach lies in the fact that explicit attention is paid to all costs in the supply chain that are affected by the choice of transport mode. After a brief literature review on the inventory‐theoretic framework, the framework is used to calculate the market shares of different freight transport modes for a hypothetical transport market. In a second step, the impact of some policy measures on the market shares of the transport modes is calculated. By way of illustration, the analysis is applied to the market for container transport from a seaport to its hinterland. It is shown that a combination of certain policy measures can lead to significant modal shifts from road transport to intermodal transport.  相似文献

While the literature has established macroeconomic determinants of shipping freight (charter) rates, there has been no systematic investigation of the microeconomic determinants of shipping freight rates. Therefore, the purpose of this paper is to investigate microeconomic determinants of freight rates in the dry bulk shipping market, using a large sample of individual dry bulk charter contracts from January 2003 to July 2009. Differences in freight rates across major dry bulk shipping routes, the geographical distribution of shipping activities around the world, and the duration of the laycan period of shipping contracts are also investigated. Estimated results suggest that the laycan period and dry bulk freight rates are interrelated and determined simultaneously. Furthermore, vessel deadweight, age and voyage routes are important determinants of dry bulk shipping freight rates, while determinants of the laycan period of chartered vessels include vessel age, freight rate level, and freight rate volatility.  相似文献

We propose the problem of profit-based container assignment (P-CA), in which the container shipment demand is dependent on the freight rate, similar to the “elastic demand” in the literature on urban transportation networks. The problem involves determining the optimal freight rates, the number of containers to transport and how to transport the containers in a liner shipping network to maximize the total profit. We first consider a tactical-level P-CA with known demand functions that are estimated based on historical data and formulate it as a nonlinear optimization model. The tactical-level P-CA can be used for evaluating and improving the container liner shipping network. We then address the operational-level P-CA with unknown demand functions, which aims to design a mechanism that adjusts the freight rates to maximize the profit. A theoretically convergent trial-and-error approach, and a practical trial-and-error approach, are developed. A numerical example is reported to illustrate the application of the models and approaches.  相似文献

Owing to the globalization of industry, the explosion in customer services and product life-cycle compression, most manufacturers have been adjusting the processes and activities of their supply chains to remain competitive and optimize total profit. The aim here was to explore the issues surrounding the changes in manufacturing supply chains and the consequential impact on freight transport demand. A questionnaire to survey Taiwanese information technology (IT) firms was designed and conducted to chart in detail the changes in supply chains of manufacturers, the trends in the international division of labour, and the strategic adjustment of manufacturing and logistics strategies. Surveys and interviews led to the conclusions that (1) vertical integration and international division of labour are very conspicuous among Taiwanese IT firms, (2) there are different strategies of supply chain adjustment at various stages of the product life-cycle, (3) with the transformation of the supply chain, manufacturers require faster transport services, i.e. the demand for air transport may increase and the demand for sea transport may decrease, and (4) once the firms decide on foreign investment, the availability of international transport services becomes one of the considerations for factory offshore relocation. However, transport cost is not a major consideration for firms' supply chain adjustments.  相似文献

The paper challenges the conventional view that the movement of goods through supply chains must continue to accelerate. The compression of freight transit times has been one of the most enduring logistics trends but may not be compatible with governmental climate change policies to cut greenhouse gas emissions by 60–80% by 2050. Opportunities for cutting CO2 emissions by ‘despeeding' are explored within a freight decarbonisation framework and split into three categories: direct, indirect and consequential. Discussion of the direct carbon savings focuses on the trucking and deep-sea container sectors, where there is clear evidence that slower operation cuts cost, energy and emissions and can be accommodated within current supply chain requirements. Indirect emission reductions could accrue from more localised sourcing and a relaxation of just-in-time (JIT) replenishment. Acceleration of logistical activities other than transport could offset increases in freight transit times, allowing the overall carbon intensity of supply chains to reduce with minimal loss of performance. Consequential deceleration results from other decarbonisation initiatives such as freight modal split and a shift to lower carbon fuels. Having reviewed evidence drawn from a broad range of sources, the paper concludes that freight deceleration is a promising decarbonisation option, but raises a number of important issues that will require new empirical research.  相似文献

The container shipping industry faces many interrelated challenges and opportunities, as its role in the global trading system has become increasingly important over the last decades. On the one side, collaboration between port terminals and shipping liners can lead to costs savings and help achieve a sustainable supply chain, and on the other side, the optimization of operations and sailing times leads to reductions in bunker consumption and, thus, to fuel cost and air emissions reductions. To that effect, there is an increasing need to address the integration opportunities and environmental issues related to container shipping through optimization. This paper focuses on the well known Berth Allocation Problem (BAP), an optimization problem assigning berthing times and positions to vessels in container terminals. We introduce a novel mathematical formulation that extends the classical BAP to cover multiple ports in a shipping network under the assumption of strong cooperation between shipping lines and terminals. Speed is optimized on all sailing legs between ports, demonstrating the effect of speed optimization in reducing the total time of the operation, as well as total fuel consumption and emissions. Furthermore, the model implementation shows that an accurate speed discretization can result in far better economic and environmental results.  相似文献

Abstract

Under the ongoing influence of globalisation, supply chains have changed significantly. New logistics and manufacturing systems have emerged, causing longer transport distances and increasing transport emissions. The existing research into the sustainability impacts of freight transport has largely viewed it as being a macro-level economic and political phenomenon and has ignored the interdependencies amongst micro-level economic actors, including firms and businesses in the private sector. In this paper, we presume that the lack of conceptualisation of freight transport in relation to wider institutional contexts and firm behaviour results in the lack of a holistic approach to understanding freight governance in the face of globalisation. We argue for the use of institutional economic geography lenses to elucidate the distribution networks of emerging logistics and manufacturing practices and its implications for freight transport. We illustrate our argument through a broad look at the European logistics and manufacturing practices and global production.  相似文献

Increasingly, the debate on freight transport and logistics involves the challenge of sustainable development. Key objectives of sustainable or “green” freight logistics systems are the mitigation of negative environmental and human health effects of distribution operations and the realization of a major modal shift in transport preferences, while at the same time achieving internal generalized cost efficiency and quality of services. Pursuing these goals requires the introduction of a range of measures. These measures call for private and public actors to take up various initiatives and adopt policies. Usually, it is more effective to combine different actions into an integrated package of measures than to introduce single instruments in isolation.This article explores the nexus between sustainability and port hinterland container logistics. In particular, the methodology and results of an empirical analysis based on applications of a network programming tool called the “interport model” are presented and discussed. The model enables an examination of all possible effects on inland container flows and their associated internal and external costs due to public and private initiatives in the field of port hinterland container logistics. The empirical analysis aims to evaluate the impact of a set of simultaneous policy options and operational measures on the competitiveness and sustainability of hinterland multimodal distribution of import and export containers handled at the seaports of the Campania region located in Southern Italy. The loading units can transit through the dry port facilities (the so called “interports”) located in the same region and/or through extra regional railway terminals, before reaching their ultimate inland destinations or the seaports. The integrated package of measures simulated by means of the model includes: (i) infrastructure policy, (ii) improvements of rail services, (iii) regulatory changes in terms of customs authorizations and procedures, (iv) removal of technical and legal barriers to fair and non-discriminatory competition in the market of rail traction between regional seaports and interports, (v) new business models integrating container logistics operations between seaports and interports, and (vi) social marginal cost charging of transport operations. Once this package of instruments is introduced, higher private and social cost efficiency of port hinterland container distribution through the investigated regional logistics system can be achieved. For instance, it has been estimated an annual saving of the order of about 12,660 tonnes of CO2 equivalent emissions from transport corresponding to an external cost reduction of 0.27 million euros from the observed real life situation, whereas the estimated saving in terms of air pollution (CO, NOx, PM, SO2, VOC) from transport is approximately 220 tonnes per year corresponding to an external benefit of 1.31 million euros.The most immediate priority appears to be the customs and intermodal logistics integration of seaports and interports by means of full implementation of the “extended gateway” concept as a way to increase the rail share of modal split and improve the overall cost efficiency of the system. In addition, the simultaneous introduction of a social marginal cost charging policy can contribute to make the regional interports a viable solution to expand the hinterland reach of the regional seaport cluster.  相似文献

The proliferation of hub-and-spoke operations in maritime container transportation has resulted in the widespread consolidation of traffic flows. Utilising liner shipping network configurations, this paper assesses the impact of freight traffic consolidation in the container port industry by exploring the spatial pattern of traffic flow movements and identifying the variety of roles that container ports play within this context. On the basis of the network concept, the spatial inequality of freight traffic consolidation is determined by the density and direction of all meaningful connections (i.e. significant flows) identified by applying Multiple Linkage Analysis (MLA) to an initial traffic flow matrix.The effectiveness of the chosen methodology is tested empirically using a sample comprising the 18 major container ports in East Asia, together with another 21 important container ports located on the East–West trading route. Based on this sample network, the spatial structure of traffic flow consolidation reveals the nature and structure of hub-and-spoke operations within a port system, the relative hub-dependence of ports, the variety of roles which individual ports play within the overall structure of inter-port interactions and the hierarchical configuration of the port industry structure. The paper concludes that MLA offers new insights into the distributional inequality of traffic flows, the spatial and economic interactions between ports and the extent to which hinterlands overlap. Furthermore, the analysis clearly shows that inter-port relationships can no longer be evaluated as isolated phenomena; any change in a specific port’s competitiveness will directly impact upon the structure of the whole maritime transportation system. Port authorities and terminal operators will need, therefore, to carefully analyse and disentangle specific inter-port relationships in order to provide the most appropriate basis for their decision making.  相似文献

This paper reviews and analyses the benefits for rail freight customers of the two principal models for introducing competition in main line railway networks: (1) the vertical separation of infrastructure from operations; and (2) the introduction of competition providing other operators with open access to the network. The paper shows that traffic growth has generally been higher in those European countries that have liberalized most. It then examines in detail the impact of restructuring in Great Britain in terms of the competition, freight rates and traffic growth. Summary

1) Western Europe has a navigable waterways‐network of about 19,000 kms. For the coming decades, however, about 40 percent of the length of these waterways has a very limited relevance, because of the small capacity of the barges that can pass along them.

2) Of the different types of barges the majority are the self‐propelled type. The importance of the pull‐towed barges is declining quickly, whereas the push‐towed barges are on the upswing.

3) The relative importance of inland shipping in comparison with rail transport is far from uniform. In The Netherlands inland shipping is dominant. On the other hand, in France, this mode of transport has only 30 percent of the total number of tons transported by inland shipping and railways together.

4) May the relative importance defer, there is a strong resemblance between the types of goods that are transported via the waterways with crude and manufactured minerals as well as building materials ranking high. In general, inland shipping is primarily involved in the transport of basic products and is of vital importance to the functioning of the West‐European economy.

5) The rather complicated legal regime of the waterways in Western Europe is certainly not the only reason why the integration in the transportation sector of the European Communities hardly moves on.

A fundamental discussion about the basic conceptions of the transport policy in the Common Market is unavoidable before real progress can be made. The entrance of the United Kingdom into the European Community may give an opening on this point.

6) Life goes on, with or without transport‐integration. Inland shipping moves forward too, paying for the use of infrastructure or not.

The general trends in transport support the expectation that the relative importance of inland shipping will increase in the coming decades. The increase in size of shipments and transport distances works in favour of this mode of transport. Besides this, inland shipping still has many possibilities to improve its productivity.

7) The future of inland shipping will be found in bulk transport and the transport of general cargo that has a volume per destination that goes far beyond the quantities for which the container or comparable types of transport units are better suited.  相似文献

This paper develops three game-theoretical models to analyze shipping competition between two carriers in a new emerging liner container shipping market. The behavior of each carrier is characterized by an optimization model with the objective to maximize his payoff by setting optimal freight rate and shipping deployment (a combination of service frequency and ship capacity setting). The market share for each carrier is determined by the Logit-based discrete choice model. Three competitive game strategic interactions are further investigated, namely, Nash game, Stackelberg game and deterrence by taking account of the economies of scale of the ship capacity settings. Three corresponding competition models with discrete pure strategy are formulated as the variables in shipment deployment are indivisible and the pricing adjustment is step-wise in practice. A ɛ -approximate equilibrium and related numerical solution algorithm are proposed to analyze the effect of Nash equilibrium. Finally, the developed models are numerically evaluated by a case study. The case study shows that, with increasing container demand in the market, expanding ship capacity setting is preferable due to its low marginal cost. Furthermore, Stackelberg equilibrium is a prevailing strategy in most market situations since it makes players attain more benefits from the accommodating market. Moreover, the deterrence effects largely depend on the deterrence objective. An aggressive deterrence strategy may make potential monopolist suffer large benefit loss and an easing strategy has little deterrence effect.  相似文献

ABSTRACT

To survive under the ever increasing competitive and global pressures to operate more efficiently, transportation companies are obliged to adopt a collaborative focus. Various types of cooperative supply chain relationships have been discussed in both professional and academic literature over the last decades. However, research on horizontal cooperation in logistics remains scarce and scattered across various research domains. Companies operating at the same level of the supply chain and performing comparable logistics functions may cooperate horizontally to increase their productivity, improve their service level and enhance their market position. In this paper, the focus is on the operational planning of horizontal cooperations between road transportation carriers. Following a scientific literature review, a distinction may be made between two operational approaches to horizontal logistics collaboration: order sharing and capacity sharing. For both research streams, a detailed overview of solution techniques proposed in literature is presented. Moreover, some interesting opportunities for future research are identified.  相似文献

This paper proposes a practical tactical-level liner container assignment model for liner shipping companies, in which the container shipment demand is a non-increasing function of the transit time. Given the transit-time-sensitive demand, the model aims to determine which proportion of the demand to fulfill and how to transport these containers in a liner shipping network to maximize the total profit. Although the proposed model is similar to multi-commodity network-flow (MCNF) with side constraints, unlike the MCNF with time delay constraints or reliability constraints that is NP-hard, we show that the liner container assignment model is polynomially solvable due to its weekly schedule characteristics by developing two link-based linear programing formulations. A number of practical extensions and applications are analyzed and managerial insights are discussed. The polynomially solvable liner container assignment model is then applied to address several important decision problems proposed by a global liner shipping company.  相似文献

Abstract

This paper empirically evaluates key resources and capabilities in the liner shipping context. Based on a factor analysis, three resource dimensions are identified: marine equipment, information equipment, and corporate image; whereas seven capability dimensions are identified: purchasing, operation, human resource management, customer service, information integration, pricing, and financial management. The findings suggest that operation capability is perceived as the most important dimension, followed by customer service, human resource management, information integration, pricing purchasing, and financial management. Results indicate that four dimensions are found that significantly differ between shipping companies and agencies: marine equipment, information equipment, operation, and information integration. The theoretical and managerial implications of the research findings are discussed.  相似文献
