Urban bus operation in Chile is totally deregulated. This is the only example in the world where access to the urban bus transport market is totally free, and where the government does not exercise any control over the fares. This policy has been implemented progressively since 1979. Ten years later, it is possible to draw some conclusions from the experience. To summarize these conclusions, one could say that (i) the impact of deregulation has been almost exactly the opposite of what was expected: fares have risen and the diversity of services has been reduced, (ii) the reasons for this discrepancy lie less in the action of a cartel than in the specifics of urban transport supply and (iii) there is probably more to be expected from a refined deregulation policy, taking into account these specifics, than from a drive back to the traditional regulation system.  相似文献

The number of bus passenger has been decreasing in Japan since 1969. The increase in car ownership and development in urban rapid rail network has deprived bus service of passengers. The bus industry has suffered from depression for the last twenty years. However, many bus routes are still operated commercially. The amount of external subsidies is not large. The industry is under strict regulation. The common way for bus operators has been to increase fares rapidly in order to keep their break even condition. The first half of the paper describes present circumstances of the bus industry in more details. Then the second half of the paper treats the estimation of the effect of each factor on bus demand by using pooled data in Japanese medium sized cities. The results suggest that the increase in car ownership has had a crucial effect on local public transport demand and is likely to continue to do so.  相似文献

Urban bus services still play an important role in the movement of people in Britain, although since the 1950's bus patronage has been declining and costs of operation have been increasing. Most of the urban bus networks in Britain (and to a very large extent the Western World) have developed or evolved over the years and it is sometimes said that, despite the changing conditions of bus transport, few of these bus networks in Britain have undergone major re-organisation. A survey was carried out to ascertain this view and to establish the approaches used by British urban bus operators.Five approaches to the planning of urban bus routes and frequencies have been identified: (1) manual; (2) Market Analysis Project; (3) systems analysis; (4) systems analysis with interactive graphics; and (5) mathematical. Previous research in, and application of, the different approaches are described and examined.Between 1970 and 1980, 82.4% of those British urban operators who responded to the survey carried out some kind of major bus study. The survey results run counter to the view that there has been little recent change in urban bus networks in Britain, but the alleged conservatism of the bus industry appears when the approaches used for re-planning bus services are examined - 71.4% of the operators used a manual approach and only a meagre 28.6% made use of simple assignment techniques to predict the potential passenger impacts of the alternative networks appraised.  相似文献

The paper reports the results of a transportation corridor study. The emphasis in the study is in transportation system management (TSM) policies although some capital intensive alternatives are also considered.

The results suggest that currently popular TSM policies in U.S.A., even when augmented with capital intensive changes, have only marginal impacts on modal choices. These currently popular policies, high occupancy vehicle priority lanes, improved bus and express bus service, increased feeder bus service and so forth, appear to confer benefits to well to do suburbanites but do not improve the transportation of urban dwellers.

Another interesting result is that if user costs were increased to cover the full costs of transportation the transit fares for low income people would increase ten percent and the increase for urban dwellers would be about 20 percent. Interestingly, there would be no change in bus fares for either group. However, for high income travellers and suburbanites the increase in transit fares would be in excess of 100 percent. Thus, the current fare structure is inequitable making the low income people and the urban dwellers to pay a much larger share of their transportation cost than the often well to do suburbanites.  相似文献

An inter-modal equilibrium model links an urban road network subject to a congestion charge to a parallel urban transit market, with a view to finding the optimum congestion charge consistent with the commercial decisions of the transit operator(s). A congestion charge is set to maximise social surplus. Travel behaviour is assumed to conform to elastic-demand user equilibrium traffic assignment. The transit market is assumed to be either a profit maximising monopoly or a profit maximising duopoly competing non-cooperatively. The operator(s) set the fares to maximise profits and the supply of transit services are determined by the resulting demand. The problem has been formulated as a bi-level programme with the determination of the congestion charge on the upper level and the setting of transit fares on the lower level. In the case of non-cooperating operators, the Bertrand–Nash equilibrium fares are sought. The results of the model are analysed for a small example based loosely on Edinburgh. This reveals the importance of competition in the transit market for the trade off between the government, the transit provider(s) and the travellers.  相似文献

The main policy conclusions from a recent bus study in the new town of Telford in the U.K. are summarised and discussed. The choice of bus routes and their combination into networks is examined. Alternative fares systems are compared and the implications for the fare levels necessary to cover costs are discussed. It is argued that bus services can generally be financed from the fare-box but that, unless services are cut as passenger demand falls, unduly high fares will result and these will unnecessarily drive more passengers away from the buses. Several particular aspects of service marketing are then examined and the paper concludes by discussing the actual organisation of the bus services.  相似文献

The reasons underlying the decline of stage bus services in the U.K. over the past 30 years seem to be well understood, and the probable future trends have been projected using a quantitative forecasting model. The model considers U.K. bus services at a very aggregate level, but it breaks the demand into specific user groups: work trips, children's travel, travel by the elderly, and all other travel, and separately for households with and without a private car. Forecasts depend very sensitively on the level of economic growth assumed, since this governs the two major factors which determine public transport use — car ownership and the cost of operating the services. If the economy could recover its historic growth rates, a further substantial decline in bus use seems inevitable under most realistic assumptions. However, with the present economic outlook, a lower growth rate seems likely to persist for some time, and in this case public transport use will become much more stable in the 1990's; a tendency which would be helped if there were large increases in fuel prices. Many of the Metropolitan Counties have adopted policies of strongly restraining future rises in fares, in some cases to the extent of freezing fares in monetary terms. The effects of such policies on both patronage and subsidies are considered here, and although much of the current political attention is focussed on controlling fares, the question of balance between fares and service levels is also discussed. Lastly, it must be admitted that these predictions are based on knowledge which is largely restricted to the short-term effects of transport policies. The nature of our uncertainty about longer-term effects, and the possible size of them, is considered in terms of sensitivity-testing of the prediction model.  相似文献

The Israeli transport sector, like those of many other countries is subject to complete government control with regard to fares, entry into the market, terms of operation and subsidies. It is unique, however, in that the fares charged are remarkably low and that the major transit mode, buses, is operated by privately owned companies. This paper explores what makes this low level of fares possible and in doing so examines the principal characteristics of the sector. It shows that this phenomenon cannot be explained by the amount of subsidy given to the operators but must be attributed to other factors, mainly the efficiency in the production of the services which is motivated by the profit maximization objective of the operators. The paper further argues that government policies regarding subsidy and regulation are generally inefficient as they cause misallocation of resources.  相似文献

There is a renewed interest in intercity and long-distance rail services in many countries, with both new high-speed rail services and improvements to conventional rail under review. The current study reports on an investigation using a stated choice experiment, of the demand for sleeper services between Sydney, Northern New South Wales (NSW) and Brisbane in Australia, a 12 to 14 hour trip, just after a decision by the NSW government to temporarily suspend sleeper services and introduce seating service only, pending an inquiry into the demand for such loss-making services under alternative price and service levels. A matrix of direct fare elasticities within the rail mode and between rail and competing modes are obtained for concession and non-concession travellers from a nested logit model. The empirical evidence extends our knowledge of the sensitivity of the long distance passenger market to a range of rails fares, distinguishing between classes of fares and levels of service.  相似文献

Seoul city authority implemented an innovative bus transport reform (BTR) in July 2004. This paper evaluates the performance of that reform. To this end, the paper includes a discussion of the features of the reform, an explanation of the fields and the contents of the reform, and an assessment of the performance of the reform formulated by comparing pertinent circumstances in place before and after its inception. The performance of eight fields: bus routes, bus fares, bus management, bus operation, a new smart card, a median bus lane system, vehicles and stops, and the promotion of the BTR, are measured, as are the performances of four groups influenced by the BTR. Those groups are bus passengers, bus operators, transport regulators, and members of the wider civil community. The results indicate a readily apparent decrease in traffic density in Seoul after the introduction of the reform, and it would appear that the increase in the number of public transport users bears an inverse relationship with the decrease in the transport share of private cars.  相似文献

Park-and-ride facilities are parking lots located on the periphery of cities to intercept car trips coming from the suburbs and diverting them to a transit system, thus playing a potentially important role in reducing traffic congestion and air pollution in urban areas. In this paper, we present a study carried out to shed light on where to install park-and-ride facilities in the city of Coimbra, central Portugal. Its main component is an optimization model which aims to determine the best possible locations for a given number of park-and-ride facilities under the objective of minimizing car use in the urban areas. The main result of the study is that the introduction of only three park-and-ride facilities could reduce car use in Coimbra's urban areas by 19%, an impact that would be very difficult to achieve through measures such as decreasing bus fares, increasing parking fees and/or increasing bus services.  相似文献

Mobile technologies are generating new business models for urban transport systems, as is evident from recent startups cropping up from the private sector. Public transport systems can make more use of mobile technologies than just for measuring system performance, improving boarding times, or for analyzing travel patterns. A new transaction model is proposed for public transport systems where travelers are allowed to pre-book their fares and trade that demand information to private firms. In this public-private partnership model, fare revenue management is outsourced to third party private firms such as big box retail or large planned events (such as sports stadiums and theme parks), who can issue electronic coupons to travelers to subsidize their fares. This e-coupon pricing model is analyzed using marginal cost theory for the transit service and shown to be quite effective for monopolistic coupon rights, particularly for demand responsive transit systems that feature high cost fares, non-commute travel purposes, and a closed access system with existing pre-booking requirements. However, oligopolistic scenarios analyzed using game theory and network economics suggest that public transport agencies need to take extreme care in planning and implementing such a policy. Otherwise, they risk pushing an equivalent tax on private firms or disrupting the urban economy and real estate values while increasing ridership.  相似文献

This paper investigates the choice of fare and service frequency by urban mass transit agencies. A more frequent service is costly to provide but is valued by riders due to shorter waiting times at stops, and faster operating speeds on less crowding vehicles. Empirical analyses in the 1980s found that service frequencies were too high in most of the cities studied. For a given budget constraint, social welfare could be improved by reducing service frequencies and using the money saved to lower fares. The cross-sectional nature of these analyses meant that researchers were unable to address the question of when the oversupply occurred. This paper seeks to answer that question by conducting a time-series analysis of the bus operations of the Chicago Transit Authority from 1953 to 2005. The paper finds that it has always been the case that too much service frequency was provided at too high a fare. The imbalance between fares and service frequency became larger in the 1970s when the introduction of operating subsidies coincided with an increase in the unit cost of service provision.  相似文献

Huge public transport subsidies caused by deficits have become a heavy financial burden on some local governments due to the decline of bus passenger numbers. It is essential to apply the performance‐based contract to bus services considering maximization of social welfare. This paper constructs an incentive subsidy contract considering the decision‐making powers of the service level and calculating the proper frequency elasticity aiming at two problems of performance‐based contracts. Meanwhile, we consider a role of bus operators ignored by most researchers. Under the scheme, the decision‐making power of the service level is discussed based on five assumptions, and meanwhile, bus operators are motivated to reduce cost and improve service level in the scheme. The case of the bus service of Arao city indicates that the optimal frequency equals to zero when bus operators decide frequency. If bus operators determine efforts, the optimal effort also equals to zero with the goal of maximizing the profit. Also, bus operators can play their roles in lessening cost and improving service level to help bus operators and the local government achieve a win‐win situation, which maximizes the social benefit in this subsidy scheme when all factors are decided by the government. Transit ridership is usually sensitive to fares, travel times, waiting times, and access times, among other factors. Therefore, the elasticities of demand with respect to such factors should be considered in modeling bus transit services and must be considered when maximizing net benefits (i.e. “system welfare” = consumer surplus + producer surplus) rather just minimizing costs. In this paper welfare is maximized with elastic demand relations for both conventional (fixed route) and flexible-route services in systems with multiple dissimilar regions and periods. As maximum welfare formulations are usually too complex for exact solutions, they have only been used in a few studies focused on conventional transit services. This limitation is overcome here for both conventional and flexible transit services by using a Real Coded Genetic Algorithm to solve such mixed integer nonlinear welfare maximization problems with constraints on capacities and subsidies. The optimized variables include service type, zone sizes, headways and fares. We also determine the maximum welfare threshold between optimized conventional and flexible services) and explore the effects of subsidies. The proposed planning models should be useful in selecting the service type and optimizing other service characteristics based on local geographic characteristics and financial constraints.  相似文献

This paper reviews a number of recent innovations in the regulation and operation of taxicabs in U. S. cities. The paper discusses the growing involvement of various levels of government in public transportation programs which affect the taxicab industry, and identifies the opportunities and problems created for the industry by this increased government activity. Innovations in the types of public transportation services which can be provided by taxicabs are discussed first, followed by a review of the administrative procedures which can be employed to involve taxicab companies in publicly funded programs. Proposals for changes in the regulations governing taxicab services and prices are discussed next, with particular attention to significant regulatory changes which have been implemented in U.S. cities in recent years. Finally, innovations in the technology of taxicab operations are reviewed, including improvements to vehicles, computerized dispatching techniques, and procedures and equipment for computing fares for taxicab services.  相似文献

In the past few years, numerous mobile applications have made it possible for public transit passengers to find routes and/or learn about the expected arrival time of their transit vehicles. Though these services are widely used, their impact on overall transit ridership remains unclear. The objective of this research is to assess the effect of real-time information provided via web-enabled and mobile devices on public transit ridership. An empirical evaluation is conducted for New York City, which is the setting of a natural experiment in which a real-time bus tracking system was gradually launched on a borough-by-borough basis beginning in 2011. Panel regression techniques are used to evaluate bus ridership over a three year period, while controlling for changes in transit service, fares, local socioeconomic conditions, weather, and other factors. A fixed effects model of average weekday unlinked bus trips per month reveals an increase of approximately 118 trips per route per weekday (median increase of 1.7% of weekday route-level ridership) attributable to providing real-time information. Further refinement of the fixed effects model suggests that this ridership increase may only be occurring on larger routes; specifically, the largest quartile of routes defined by revenue miles of service realized approximately 340 additional trips per route per weekday (median increase of 2.3% per route). Although the increase in weekday route-level ridership may appear modest, on aggregate these increases exert a substantial positive effect on farebox revenue. The implications of this research are critical to decision-makers at the country’s transit operators who face pressure to increase ridership under limited budgets, particularly as they seek to prioritize investments in infrastructure, service offerings, and new technologies.  相似文献

This paper analyses equilibrium fares that arise from Collusion, Cournot, Stackelberg, Bertrand and Sequential Price Competition when two profit maximising transport firms produce symmetrically differentiable services and have identical costs. Special focus is placed on how different equilibrium fares are linked to trip length. Higher operator costs and higher demand from the authorities regarding the quality of transport supply result in steeper relationships (larger rate of change) between all fares and travel distance. Also, a higher degree of substitutability between the services will in most cases make these relationships steeper. The competitive situation has less influence on fares, both absolutely and relatively, the longer routes the operators compete on.  相似文献

The advent of express coach bus lines offering guaranteed seating and emphasizing curbside pickup and drop-off is contributing to a revival in intercity bus travel in the United States. Relatively little is known, however, about the scale and geographic scope of these carriers or the competitive landscape in which they operate. To fill this void, this study evaluates the service networks operated by the two largest express coach operators in the country, BoltBus and Megabus, and evaluates a data set of 4775 fares sold on megabus.com. The results show that these carriers cumulatively serve 127 intercity segments and operate about 52.9 million bus miles per year. Together, these carriers have grown to about one third of the size of Amtrak, with Megabus and BoltBus providing 3.3 billion and .69 billion seat miles of service, respectively, compared to Amtrak’s 12.8 billion. With respect to the types of routes it serves and the competition it faces, Megabus has evolved into a carrier quite different than Boltbus; more than one third of Megabus’ bus miles are operated on segments without Amtrak service, while virtually all of BoltBus’ miles face this competition. The analysis of Megabus’ pricing shows that fares rise modestly within 2 weeks of departure, while the per-mile costs are much less ($.08/mile) for 300–399 mile trips than for those 50–99 miles ($.22/mile). Nevertheless, the dispersion of fares tends to fall as the departure date nears, regardless of distance. Together, these prominent bus lines serve 66 of the 100 most heavily traveled U.S. city pairs that have characteristics suitable for intercity bus service—which is more than Amtrak. With further growth on the horizon, planners, federal regulators, and researchers should collaborate on establishing reporting requirements for this expanding sector.

This paper presents an empirical investigation of the effects of marginal changes in public bus transport in rural areas. It is based on a larger study of bus services in rural areas of Denmark (Hansen, 1986). At the beginning of the 1980s, politicians suddenly demanded reductions in public expenditures. Therefore, the Regional Transportation Corporations reduced services and increased fares. However, this article shows that it is possible to meet the demand for reduced subsidy and the passengers' wishes for better service simultaneously. Where the empirical investigations show fare elasticities of about -0.2, the service elasticities seem to be numerically above 1. In the last part of the paper these findings are applied to an alternative saving policy.  相似文献
