Abstract

Transport operations constitute a critical prerequisite for the successful staging of a special event. Operations are more challenging to manage for those events that are infrequent and last for several days. In this case, the requirements for unconditional success, coupled with the uncertainties involved, necessitate robust contingency planning. The paper presents a methodological process for developing the transport‐related contingency plans to address pre‐identified emergencies in major events, such as the Olympic Games. War games are proposed to test the resulting contingency plans and train the staff involved in plan implementation. Abstract

Planners, engineers and economists have introduced various demand management methods in an attempt to reduce the fast growing traffic congestion. The basic idea behind various demand management strategies is to force drivers to travel and use transportation facilities more during off-peak hours and less during peak hours, as well as to increase the usage of underutilized routes. Fifty years ago, Reuben Smeed chaired a study and produced a Report on the Economic and Technical Possibilities of Road Pricing. This report was to consider different methods of charging, including road pricing, to see if different pricing methods could reduce the problems associated with congestion as opposed to the traditional methods in place such as fuel tax. Since that time, various attempts have been made to introduce road pricing schemes but with only modest success so far. By contrast parking policies, a second-best alternative to road pricing, have been extensively used by local authorities as a means of managing congestion. The effectiveness of such policies, however, has been limited by an increase in the proportion of privately owned non-residential parking which is not under the control of local authorities. The aim of this paper is to present the results of an early-stage, post-implementation study of the Nottingham Workplace Parking Levy (WPL) – a measure that charges employers for the number of parking spaces they provide for their staff. Particular emphasis is placed on why a WPL was seen as being favourable compared to a road pricing alternative. The reason for this was that it could be introduced in a shorter time frame and at a lower cost, thus making it a lower risk option when compared with road pricing.  相似文献

The introduction of the congestion charge in central London on the 17th of February, 2003, led to a reduction in congestion. One factor that has not been fully analysed is the impact of the congestion charge on traffic casualties in London. Less car travel within the charging zone may result in fewer traffic collisions, however, as the number of pedestrians, cyclists, and motorcyclists increased after the introduction of the congestion charge, the number of traffic casualties associated with these groups may also have increased. Reductions in congestion can also lead to faster speeds. Therefore, there could be increases in injury severity for those crashes that do occur. An intervention analysis was conducted to investigate the effect of the congestion charge on traffic casualties for motorists, pedestrians, cyclists, and motorcyclists, both within the charging zone and in areas of London outside the zone. This was done for killed and serious injuries (known as KSI in British terminology) and for slight injuries to examine whether there were any shifts in severity outcomes. Our results suggest no statistically significant effect for total casualties in London, but within the charging zone there has been a statistically significant drop in motorist casualties, and possibly an increase in cyclist casualties. There is an associated effect of an increase in casualties of motorcyclists and cyclists in some areas outside the charging zone, suggesting that changes in the design of the congestion charge may be needed to achieve reductions in casualties.

His main research interests are in road transport safety, geographic information science and its application to transport planning. Dr. Washington Y. Ochieng   is the Reader in Geomatics and Transport Telematics at Imperial College London. He is the Director of the Engineering Geomatics group that carries out research in ATM-ATC, positioning and navigation, and transport telematics. The example of Singapore shows that rapid urban and economic growth does not have to bring traffic congestion and pollution. Singapore has chosen to restrain car traffic demand due to its limited land supply. Transport policy based on balanced development of road and transit infrastructure and restraint of traffic has been consistently implemented for the past 30 years. Combined with land use planning, it resulted in a modern transport system, which is free from major congestion and provides users with different travel alternatives. As the economic growth caused a substantial increase in demand for cars, several pricing policies were introduced with the aim of restraining car ownership and usage. Growth of the vehicle population is now controlled and potentially congested roads are subject to road pricing. These measures help to keep the roads free from major congestion, maintain car share of work trips below 25% and keep the transport energy usage low. Although Singapore conditions are in many aspects unique, its travel demand experience can provide useful lessons for other rapidly growing cities in Asia.

Singapore has a sophisticated and efficient system of land transport to serve a growing demand for transportation. Constrained by limited space, a comprehensive set of land transport policies has been in place to balance the growth in transport demand and the effectiveness and efficiency of the land transport system. A multi-pronged approach has been used to achieve the objective of a world-class transportation system. These include integration of urban and transport planning, expansion of the road network and improvement of the transport infrastructure, harnessing the latest technology in network and traffic management, managing vehicle ownership and usage, and improvement and regulations of public transport (Ministry of Transport (MOT) (2003) Policy and Regulations, Land Transport, Available: www.mot.gov.sg, Date of Access: 15 September 2003). Singapore was the first country in the world to introduce various new techniques, notably the Area License Scheme (ALS) in 1975 and the Vehicle Quota System (VQS) in 1990. An Electronic Road Pricing (ERP) system replaced the ALS in 1998 to take the role of congestion management, the experience of which has also drawn particular attention from many large cities in the world. In 2003, the world’s first and only fully automatic heavy rail Mass Rapid Transit system was opened to the public, marking a new chapter in Singapore’s innovative approach to solving its land transport problem. Abstract

The City of Edinburgh in Scotland in the UK had advanced plans for a congestion charging scheme until 25 February 2005. However, these plans were abandoned at that time after a referendum that resulted in a ‘no vote’. This paper explains the origins of the scheme, outlines its nature, extent, charging technology and predicted effect; it also analyses the difficulties that exist when attempting to plan and implement such a scheme in a particular governance context, and when there is little unanimity of public opinion about the need for a scheme.

As well as the primary documentation from the proposals (e.g. public inquiry submissions, papers to government), the paper also draws upon a series of face-to-face interviews that were undertaken with key stakeholders. It also provides an analysis of press coverage in the local (Edinburgh) and national (Scottish) newspapers in the run-up to the referendum. These sources explain both the systemic and more local barriers to the scheme's implementation.

The paper draws key lessons which are important for authorities considering the implementation of a road user charging scheme, by suggesting how legislative and governance barriers to implementation can be reduced. The lessons are of relevance world wide.  相似文献

Abstract

This paper reviews the main modules of an integrated system for incident management in real-time, -sim. A core to such a system is a microscopic simulator with extended abilities to model the temporal and spatial evolution of specified non-recurrent traffic conditions. The paper reviews the mathematical formulation of the car-following and lane-changing modules. The model is validated using a simulation-based approach. Concluding comments on the general validation process of the model are provided. The paper finally presents a sample of the accident patterns replicated by the model together with their implications for real world validation.  相似文献

This chapter discusses the potential for co-ordinating developments in Road Transport Informatics (RTI) in what could otherwise be a number of fragmented approaches, in order to approach what the DRIVE programme calls the Integrated Road Transport Environment (IRTE). The discussion is presented with particular reference to European developments such as the PROMETHEUS and DRIVE research programmes, but is intended to encompass possible progress towards worldwide standardisation.The role of consensus formation in Europe in the DRIVE projects SECFO and TARDIS is described. The importance of dynamic route guidance and of automatic debiting systems are highlighted in identifying the likely impetus towards the implementation of RTI systems. Finally, some outstanding issues are presented briefly, and the possible emergence of international standards leading to compatible systems worldwide is discussed.  相似文献

This paper reports the results of a stated-preference study aimed at investigating how transport decisions are made by receivers or by transport operators about the potential use of an urban freight consolidation centre in the city of Fano, Italy. Because there are no revealed preference data, a stated-choice methodology is used. The stated-choice experiments present two alternatives—one using a private vehicle subject to various traffic regulations and one using the urban freight consolidation centre with varying cost and efficiency levels. Conventional discrete choice data modelling shows that the potential demand is influenced mainly by the distance of the parking bay from the shop, by access permit cost, by the service cost of the urban freight consolidation centre, and by the delay in delivery time. Simulations are then performed to assess how the potential demand is affected by various incentives and regulations affecting urban goods distribution.

Non-household carpools (where two or more commuters from different residences travel together in the same private vehicle) bring public benefits. To encourage and incentivise it, transport practitioners and researchers must understand its private motivations and deterrents. Existing studies often report conflicting results or non-generalisable findings. Thus, a quantitative systematic review of the literature body is needed. Using meta-analysis, this study synthesised 22 existing empirical studies (representing over 79,000 observations) to produce an integrated review of the carpooling literature. The meta-analysis determined 24 non-household carpooling factors, and their effect sizes. Factors such as number of employees (\(\bar{r} = 0.42\)), partner matching programs (\(\bar{r} = 0.42\)), female (\(\bar{r} = 0.22\)) and fixed work schedule (\(\bar{r} = 0.15\)) were found to have strong effects on carpooling while judgmental factors (such as the motivation to save costs) only exhibited small influence (\(\bar{r} < 0.1\)). Based on the significant effects, the paper discussed prospects for improving carpooling uptake by developing: (i) target demographics, (ii) selling points for marketing, (iii) carpooling partner programs and (iv) multiple employer ‘super-pools’. The results warrant caution due to the small amount of studies synthesised. Transport practitioners might plan carpooling policies based on the findings; and transportation researchers might use the list of factors to model carpooling behaviour.  相似文献

This paper describes a simplified methodology designed for quick investment appraisal of improvements to a transport network, and discusses its limitations and advantages particularly in the context of a developing country. The approach basically considers:
  • - a method to define the total population (relevant origin-destination pairs) affected by the project
  • - the selection of a low-cost background model to represent transport demand on a network at an aggregate level
  • - the choice of a suitable marginal demand model (in this case a discrete mode choice model) capable of providing the required sensitivity and accuracy to model the project
  • - the estimation of the marginal demand due to the project during all the years of the study horizon, and
  • - a sensitivity analysis to assess the robustness of the decision recommended using these two models.
  • Finally, the paper summarises the results of applying the methodology to the case of an extension to the Santiago underground; it was found that the project has a high social rate of return (almost 20 per cent). However, from the point of view of a private evaluation, it can cover its operating costs only.  相似文献

    The focus of this paper is the degree to which day-to-day variability in the individual's travel pattern has a systematic, or nonrandom, component. We first review the different sources of variability in travel, emphasizing the difference between between-individual and within-individual variation and the implications of this difference for travel analysis. After discussing the impact of measurement (i.e. the way in which travel behavior is measured) on the study of repetition and variability, we use the Uppsala data to examine the level of systematic variability in an individual's longitudinal travel record. The analysis focuses on two questions:
  • - How well does observation over one week capture longer-term (five-week) travel behavior; in other words, is behavior highly repetitive from week to week?
  • - How systematic is within-individual variability; in other words, are certain stops distributed over the five-week record in a nonrandom, that is either regular or clustered, fashion?
  • Using measures of travel that include more than one stop attribute (e.g. activity, mode, time of day, and location), we found that:
  • - A seven-day record of travel does not capture most of the separate behaviors exhibited by the individual over a five-week period, but it does capture, for most people, a good sampling of the person's different typical daily travel patterns.
  • - Whereas a considerable portion of intraindividual variability is systematic (nonrandom), clustering is a more important source of nonrandom variation than is regularity.
  • The results suggest that behavior does not follow a weekly cycle closely enough for a one-week travel record to measure the longer-term frequency with which the individual makes certain stops or to assess the level of day-to-day variation present in the individual's record. Because these results are likely to reflect the particular measures of behavior we used, one conclusion of this study is the need for other studies that replicate the aims of this one but use a variety of other travel measures. Only through such additional work can we truly assess the sensitivity of our findings to measurement techniques.  相似文献

    Abstract

    This study was designed to present an online model which predicted travel times on an interurban two-lane two-way highway section on the basis of field measurements. The study included two parts: an evaluation of the performance of the model, and an examination of the possibility to improve the model in case of unsatisfactory performance. The model was based on MLP neural networks. The main results of the evaluation showed that the prediction model outperformed a non-predictive system. However, the model for one section had not performed as well during the trial period as was expected. This might be due to a slight change in the congestion phenomenon. After further development, the findings showed that the model could be improved considerably with new data. The main implication was that even a simple prediction model improves the quality of travel time information substantially, compared to estimates based directly on the latest measurements.  相似文献

    Abstract

    The role of the railways in the air transport industry is usually limited to provision of access to airports. However, the development of high-speed rail networks and the congestion and environmental problems faced by the air transport industry suggest the railways could have a greater role in working with the airlines to provide an integrated transport service for medium-distance journeys (up to 800 km). Many air journeys involve two flights and a transfer at a hub airport. The alternative being investigated here would replace air journeys by a rail journey and a flight, and a transfer between them at the hub airport. Such integration could offer a positive alternative to aircraft on some routes and lead to railway journeys to airports becoming part of air transport services, and not only to provide access to them. Integration could therefore provide a better use of available air capacity rather than duplicating some high-speed rail routes and services.  相似文献

    Abstract

    Enhancing the bus experience through improved information provision is a key element of UK Government transport policy. Real time passenger information (RTPI) is perceived to reassure waiting passengers, to benefit the bus operator through increased revenue and the local authority, by promoting social inclusion and achieving a modal shift. RTPI also provides an important tool for operators by allowing them to monitor services and refine their schedules.

    The aim of this paper is to understand the reasons for implementing RTPI in the bus sector, and to determine the key issues impacting on the likely success of such a policy. A case study approach investigates the experiences of two provincial towns in the UK. The paper suggests that, whilst it is unclear whether RTPI has resulted in an increase in bus patronage, it is considered to be most effective when combined as part of a package of measures. It is intended that the findings from the two case studies will reveal lessons of relevance to authorities contemplating the introduction of RTPI.  相似文献

    The UMOT model, presented as an alternative to conventional travel demand models, is critically examined for its feasibility to predict vehicle distance travelled and average daily traffic in The Netherlands. Using data from the National Travel Survey (OVG) 1978 a Dutch version of UMOT is developed, and an attempt is made to validate it on historical data from the period 1960 to 1980. Some comparisons are made with results of similar work using 1976 survey data in the UK by the Transport and Road Research Laboratory.  相似文献
