Freight transport demand is a demand derived from all the activities needed to move goods between locations of production to locations of consumption, including trade, logistics and transportation. A good representation of logistics in freight transport demand models allows us to predict the effects of changes in logistics systems on future transport flows. As such it provides better estimations of the costs of interaction and allows to predict changes in spatial patterns of freight transport flows more accurately. In recent years, the attention for freight modelling has been growing and new research work has appeared aimed at incorporating logistics in freight models. In this paper we review the state of the art in the representation of logistics considerations in freight transport demand models. Our focus is on the service and cost drivers of changes in logistics networks and how these affect freight transport. Our review proceeds along a conceptual framework for modelling that goes beyond the conventional 4-step modelling approach. We identify promising areas for freight modelling that have an integrative function within this framework, such as spatial computable general equilibrium models, supply chain choice models and hypernetwork models.  相似文献

Abstract

The forest sector in Norway is very transport intensive, accounting for approximately 14% of total domestic freight transport traffic on Norwegian roads. This paper presents an analysis linking a general equilibrium freight transport modelling tool with a partial equilibrium model of the forest sector. The freight transport model predicts transport costs, modal split and transport patterns, and the results are treated as inputs to the forest sector model. The objective of the paper is to analyse the modelling effect of taking forest sector model effects back into the freight transport model and treated as new demand. Compared to a base scenario for the year 2020, we compare analyses with and without this new demand from the forest sector model back into the freight transport modelling tool.  相似文献

The distribution of freight is a major contributor to the levels of traffic congestion in cities. However it is much neglected in the research and planning activities of government, where the focus is disproportionately on passenger vehicle movements. Despite the recent recognition of the contribution of freight transportation to the performance of urban areas under the rubric of city logistics, we see a void in the study of how the stakeholders in the supply chain might cooperate through participation in distribution networks, to reduce the costs associated with traffic congestion. Given that transport costs are typically over 45 of all distribution costs, with congestion a major contributor in the urban setting, the importance of establishing ways in which supply chain partnerships might cooperate to reduce levels of freight vehicle movements has much merit. This paper sets out a framework to investigate how agents in a retail supply chain might interact more effectively to reduce the costs of urban freight distribution. We propose an interactive agency choice method as a way of formalising a framework for studying the preferences of participants in the supply chain to support specific policy initiatives. Such a framework is a powerful way of investigating the behavioural response of each agent to many policies, including congestion pricing, as a way of improving the efficient flow of traffic in cities.  相似文献

Abstract

Under the ongoing influence of globalisation, supply chains have changed significantly. New logistics and manufacturing systems have emerged, causing longer transport distances and increasing transport emissions. The existing research into the sustainability impacts of freight transport has largely viewed it as being a macro-level economic and political phenomenon and has ignored the interdependencies amongst micro-level economic actors, including firms and businesses in the private sector. In this paper, we presume that the lack of conceptualisation of freight transport in relation to wider institutional contexts and firm behaviour results in the lack of a holistic approach to understanding freight governance in the face of globalisation. We argue for the use of institutional economic geography lenses to elucidate the distribution networks of emerging logistics and manufacturing practices and its implications for freight transport. We illustrate our argument through a broad look at the European logistics and manufacturing practices and global production.  相似文献

The strong expansion of freight road transports throughout Europe is an important source of congestion and pollution, as well as a cause of many accidents. To solve this problem will require the conjunction of many different remedies. One element of solution would be the promotion and substitution of transportation modes with less negative effects. This paper is focused on this solution. It presents some results obtained from a detailed GIS modelling of the Belgian multimodal freight transport network inserted within the overall trans-European network. It outlines the results of a simulation of the flows over the Belgian network in 1995 which allows to estimate some of the costs of several external effects of freight transports: the costs of pollution, congestion, accidents, noise and road damages. This paper provides also the simulated impacts on modal choice of a marginal external cost internalisation, and an estimation of the corresponding external cost savings.  相似文献

Intense competition for limited public funding for urban transport projects can often result in proponents of individual schemes presenting minimized costs and maximized benefits to funding bodies to try to ensure that their scheme is chosen above others for funding. This presents public bodies with a problem, especially in an era when they are keen to attract private contributions for transit schemes. Risk modelling techniques can be of great assistance in ascertaining ranges of costs and benefits for individual submissions and deciding upon which projects should receive priority-not only those with greatest cost-benefit indices, but also those whose indices have low levels of associated risk to allay the fears of the traditionally risk averse private sector.  相似文献

Abstract

It has been acknowledged that logistics is a driving force that shapes the integration of the transport chain. This paper argues that while the liner shipping industry exhibits increased horizontal integration, its vertical integration remains limited. A clear distinction is drawn between freight logistics, container logistics and vessel logistics. Freight logistics is defined as part of the supply chain process, the focus of which is the goods being transported. The purpose of container logistics is to optimize the movements of the containers themselves, an operation that is directly related to vessel logistics which is concerned with maximizing vessel utilization. The paper demonstrates that shipping lines have to find the correct balance between these three types of logistics. Their interest in vertical integration is primarily because the management of container logistics provides direct support to vessel logistics. Their involvement in freight logistics remains unclear and uncertain.  相似文献

This paper reports the results of a stated-preference study aimed at investigating how transport decisions are made by receivers or by transport operators about the potential use of an urban freight consolidation centre in the city of Fano, Italy. Because there are no revealed preference data, a stated-choice methodology is used. The stated-choice experiments present two alternatives—one using a private vehicle subject to various traffic regulations and one using the urban freight consolidation centre with varying cost and efficiency levels. Conventional discrete choice data modelling shows that the potential demand is influenced mainly by the distance of the parking bay from the shop, by access permit cost, by the service cost of the urban freight consolidation centre, and by the delay in delivery time. Simulations are then performed to assess how the potential demand is affected by various incentives and regulations affecting urban goods distribution.

Electric vehicles (EVs) are considered as a feasible alternative to traditional vehicles. Few studies have addressed the impacts of policies supporting EVs in urban freight transport. To cast light on this topic, we established a framework combining an optimization model with economic analysis to determine the optimal behavior of an individual delivery service provider company and social impacts (e.g., externalities and welfare) in response to policies designed to support EVs, such as purchase subsidy, limited access (zone fee) to congestion/low-emission zones with exemptions for EVs, and vehicle taxes with exemptions for EVs. Numerical experiments showed that the zone fee can increase the company’s total logistics costs but improve the social welfare. It greatly reduced the external cost inside the congestion/low-emission zone with a high population, dense pollution, and heavy traffic. The vehicle taxes and subsidy were found to have the same influence on the company and society, although they have different effects with low tax/subsidy rates because their different effects on vehicle routing plans. Finally, we performed a sensitivity analysis. Local factors at the company and city levels (e.g., types of vehicle and transport network) are also important to designing efficient policies for urban logistics that support EVs.  相似文献

There has been significant growth in research on intermodal transport in freight distribution since the 1990s. Differentiating itself from previously published literature reviews, this paper evaluates the current state of this research using Systematic Literature Review methodology. The complementary aims are: (a) to identify the research lines developed and to propose a criterion for classifying the literature, and (b) to discuss the empirical evidence that identifies existing interrelationships. The analysis has enabled three main lines of research to be identified. The first research line, basic principles of intermodal transport, groups together works related to the definition of intermodal transport and the results obtained using this transportation system. The second, improvements to the way that intermodal transport systems work, frames elements and variables that impact intermodal transport systems’ logistics efficiency, such as quality of service, information and communication systems, and freight planning and linkages among system operators to provide an adequate service. Finally, the third line, intermodal transport system modelling, identifies the main variables used to optimise these transport systems, the different focuses and approaches used in modelling, and the advantages and disadvantages of each focus. These research lines take in more specific sublines that incorporate articles that develop related research questions. Lastly, the discussion of the content of each of these research sublines enables us to identify gaps in the literature and comment on directions for future research.  相似文献

Since the first pilot scheme for area‐traffic control was introduced in the city of Montreal (1959–60), computer control of traffic in urban areas through the adaptation of existing traffic‐signal systems has been provided to an increasing extent. This area of work may pose problems for the professional traffic engineer whose background in computer technology and general digital electronics may be limited.

In considering the engineering implications of such schemes a systems approach is important and is adopted here. Three existing and representative schemes are briefly mentioned in order to outline basic features. A more detailed examination of the various system elements follows with mention of data collection and transmission, and the role of the control computer.

The paper continues with a reconsideration of the three representative schemes in the light of the detailed treatment of system components. It concludes with a tentative assessment of the present position of area traffic control schemes and some suggestions as to the future development.  相似文献

The circular and functional economies are being presented in the literature as potential strategies for future sustainable societies. In terms of the consequences for supply chains, they will promote a much more dispersed and diversified, local and network based usage of goods than the current economy, which is comparatively linear, concentrated, long distance oriented and scale economy based. A gap in the literature is the assessment of the effects of these systems on freight transport flows. In our paper, we present a first attempt at estimating this impact using freight transport scenario building and quantitative modelling. In order to translate the main parameters that characterize these systems into factors determining freight transportation volumes, we develop a framework based on a typology of goods categories describing functional and spatial proximity between producers and consumers. In order to simulate changes in the economy, we develop scenarios for the shifting of goods from one category to another and, additionally, include internalization policies that should guide their realization. We calculate the impacts on freight flows using a new interregional transport model for France that includes distribution chains and produces estimates of external costs of transport. Our results show that circular and functional economies could lead to a 2–5% reduction of air pollutant emissions and up to a 14–26% reduction if combined with the internalization of external costs. The scenario with ongoing mass production for differentiated demand is found to lead to a 5% increase of environmental impacts compared to the baseline.  相似文献

Abstract

In comparison to personal travel, freight movements within large metropolitan areas are much less studied. Most conventional transportation models and planning analysis that disregarded freight flows have been criticized on the plausibility of their results and conclusions. To alleviate these problems, this study proposes a non-survey based approach to assemble and process freight data in a systematic way. A freight origin–destination (OD) matrix of freight flows can be developed using secondary data sources. The estimated freight flows can be loaded together with conventional passenger flows onto the regional highway network of a large metropolitan area. As a case study, this non-survey based approach was applied to build a freight OD and study the traffic flows in Los Angeles. It concluded that this approach can be used to analyze urban freight movement in a low-cost way in which planning agencies can overcome the common omission of freight flow information in their transportation plans.  相似文献

The past decade has seen many new freight transport models for use in transport planning by public authorities. Some of these models have developed new concepts, such as logistics modules, inclusion of transshipments, storage and sourcing and the determination of shipment size. This paper provides a review of the European literature on freight transport models that operate at the national or international level and have been developed since 2004. The introduction of elements of logistics thinking is identified as a common theme in recently developed models, and further worked out. Furthermore, ideas on what might be the next key developments in freight transport modelling are presented.  相似文献

City logistics routing requires time-dependent travel times for each network link. We rely on the concept of Floating Car Data (FCD) to develop and provide such travel times. Different levels of aggregation in the determination of time-dependent travel times from a database of historical FCD are presented and evaluated with regard to routing quality. Furthermore, a Data Mining approach is introduced, allowing for a substantial reduction of the volume of input data required for city logistics routing. The different approaches are investigated and evaluated by a huge amount of FCD collected for the urban area of Stuttgart, Germany. The results show that the Data Mining approach enables efficient provision of time-dependent travel times without a significant loss of routing quality for city logistics applications.  相似文献

In the last decade, significant research efforts and technology have been dedicated to the development of microsimulation tools for a better representation of traffic systems. As a result, several commercial packages appeared and they are used nowadays in the detailed modelling of different transportation systems and operations for specific project evaluations and local designs, mostly within the urban context. After reviewing the specialized literature, we realized that most of these microsimulation tools are oriented to the movement of cars, leaving the public transportation systems as a complement, just for a realistic representation of the transportation system as a whole, but always oriented to simulate cars. In this paper, the objective is to provide guidelines on how to incorporate the necessary entities and components for a proper simulation of public transport systems in a microsimulation environment. Thus, the different approaches to simulate transit systems at a microlevel are discussed, highlighting the necessity of including stops, passengers and transit vehicles explicitly as entities within the microsimulation environment, for modelling transfer operations, control strategies, etc. Several examples are then provided to quantify the impact of such representations, for different cases and potential simulation platforms. Abstract

This paper analyses the effectiveness of policy measures aimed at triggering a modal shift in the freight transport market. The analysis is based on the inventory‐theoretic framework that studies modal choice from a business logistics viewpoint. The crux of the inventory‐theoretic approach lies in the fact that explicit attention is paid to all costs in the supply chain that are affected by the choice of transport mode. After a brief literature review on the inventory‐theoretic framework, the framework is used to calculate the market shares of different freight transport modes for a hypothetical transport market. In a second step, the impact of some policy measures on the market shares of the transport modes is calculated. By way of illustration, the analysis is applied to the market for container transport from a seaport to its hinterland. It is shown that a combination of certain policy measures can lead to significant modal shifts from road transport to intermodal transport.  相似文献

Abstract

This paper presents a definition of sustainable urban freight transport (SUFT), based on the existing theories and concepts, and develops an indicator set that describes SUFT. The definition of SUFT makes a categorisation of actions possible which enables actors to select effective strategies towards SUFT. The indicator set consists of two levels: impact indicators – which describe how the urban freight transport violates the principles of sustainability; and performance indicators – which describe different categories determining the characteristics and performance of the urban transport system. A literature study analyses the characteristics determining the performance of actors in the urban freight transport chain. Knowing the current state and improvement potential of the urban freight transport system are prerequisites for defining successful strategies and implementing effective actions.  相似文献

A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献
