The paper investigates the competition for regional passenger rail services in Germany from 1996 to 2000 by using data mainly provided by regional authorities. It analyses data on the level of network characteristics, contract life, the Länder (i.e. regions), competitive placing procedures, and their winners as well as achieved cost and services improvements. It finds that with competition being rare, the amount of competitively placed services declined until recently. Only about half of the regional authorities gained experience with competitive placings, which points at the expertise deficit of these bodies. A diverse picture on competitive placings' characteristics such as network size and contract life appears. State-owned carrier DB AG remains the dominant player as it could win the majority of the competitively procured services. Private companies have played a minor role in the game up to now. Accomplished reduction of subsidies and improved service quality respectively provide an indication of the potential for enhancing efficiency in this market.  相似文献

Abstract

After a long transition period with only a few isolated procedures for competitive tendering, the market for German public transport bus services has seen numerous such tenders in recent years. The results are complex. From the public transport authorities’ point of view, the main effects are a decrease in subsidy payments, with relatively low expenses relating to the tendering process (allocation, contract management). The overall level of competition is high, with five to seven bidders on average, although this has been declining in recent years. Entry barriers have been identified at significant levels for several parameters, especially with respect to the volume tendered and the revenue risk to be borne by the operator out of net‐cost contracts. Demonstrably small‐ and medium‐sized transport operators have been able to increase their market share in the starting phase of introducing tendering, with diminishing success rates in recent years. Due to the increased quality requirements in competitive tendering, the quality of public transport available has improved considerably, and environmental standards have been better implemented and sustained. As far as employees are concerned, a trend towards wages below the wage rate of private operators cannot be observed. However, their level is well below the level of public incumbent operators.  相似文献

This paper analyses the redistributive effects generated by the subsidization of urban public transport services. We estimate a two-stage model that takes into account both car ownership decisions and expenditure in urban public transport. In this way, we are able to measure the long run effects of income changes. Under the assumption that the user is the final beneficiary of the subsidies, and computing the share of the fare that is subsidized, we measure the progressiveness of the subsidies for different income groups and city sizes. Urban public transport subsidies are shown to be progressive. In larger urban areas this effect is considerably more important than in small ones.  相似文献

BackgroundPublic transport is low cost, allows for independence, and facilitates engagement and participation for non-drivers. However, the viewpoints of individuals with cognitive disabilities are rarely considered. In Australia, the prevalence of Autism Spectrum Disorders (ASD) is approximately 1% and increasing. Many individuals with ASD do not possess a driver’s licence, indicating that access to public transport is crucial for their independence. However, at present, there is no research on the opinions of adults with ASD on public transport.AimTo identify the viewpoints of adults with ASD regarding the barriers and facilitators of public transport usage and their transportation preferences, and to contrast these against the viewpoints of neurotypical adults.MethodsQ method was used to identify the viewpoints of both participant groups on public transport. Participants consisted of 55 adults with a diagnosis of ASD and a contrast group of 57 neurotypical adults. Both groups completed a Q sort task which took place in either Perth or Melbourne, Australia.ResultsThe most prominent viewpoint indicated that both groups preferred to use public transport over driving and believed that it supported their independence. This viewpoint also indicated that both groups preferred to use electronic ticketing when using public transport. Interestingly, the second most prominent viewpoint indicated that both groups preferred to drive themselves by private car rather than use public transport.DiscussionIt appears that the viewpoints of adults with and without ASD regarding public transportation were largely similar. However, questions arose about whether the preference for public transport in the ASD group may be more a result of difficulties obtaining a driving licence than a deliberate choice. The only barrier specified by adults with ASD related to crowding on public transport. Safety and convenience in relation to location and timing of services were barriers reported by neurotypical adults.  相似文献

As paratransit services, Hong Kong's taxis and public light buses (PLB) carried some 30% of the 9.7 million daily public transport boardings in Hong Kong in 1988. Most of the vehicles are individually owned, and services are operated as commercially viable concerns. While operators have a high degree of operational flexibility, taxis and PLBs are closely regulated by the Government. The fleet sizes are controlled by licensing. There is a system of zoning for taxis, and operational prohibitions and restrictions for PLBs. Over the years, Hong Kong has developed some practicable means of operational control on taxis and PLBs. It has been 20 years since PLBs were legalized in 1969. The transition experienced by this mode, from no control to regulated operations, signifies a major step forward from the point of view of transport administration. The Government's participation in the planning for PLB services has guided the development of this mode. In this paper, the planning and control mechanisms for Hong Kong's paratransit modes are introduced. Identified deficiencies are also discussed.  相似文献

Abstract

This paper models trip generation for a cross-section of residential developments around the UK. Consistent with recent literature, the empirical model tests whether trip making patterns for residential developments are independent of car ownership and finds that trip generation is dependent upon car ownership socio-economic factors and site-specific characteristics, in particular land-zone type (e.g. town centre, out of town, etc.). However, public transport services are not found to have a significant relationship with trip generation; consequently, a policy implication of the results is that increasing bus services to residential developments is not associated with a reduction in generated trips.  相似文献

The paper examines the present quality of public transport services in Budapest and compares that to the impact of growing car ownership. A review is made of the city's transport plans and future investment proposals and these are assessed in light of public transport's present and likely future competitive position compared to private cars. The paper concludes that much of the proposed investment in a metro system will not maintain public transport's competitive position in the face of rising car ownership and that other measures and investments might be more effective.  相似文献

The purpose of this study is to assess differences in the levels of cost efficiency of bus lines operated under competitively tendered contracts and performance-based negotiated contracts. Following the revision of the Swiss railways act in 1996, regional public authorities were given the choice between two different contractual regimes to procure public passenger transport services. We directly compare the impact of competitive tendering and performance-based negotiation by applying a stochastic frontier analysis to the complete dataset of bus lines (n = 630) operated by the main Swiss company (Swiss Post) at the same time (in 2009) throughout the country. The overall results show that the differences in the levels of cost efficiency between the two contractual regimes are not significant. Our findings are in line with recent evidence of cost convergence between competitive tendering and performance-based negotiation, and suggest that the practice of using both contractual regimes is challenging for the operators in terms of competitive pressure. The threat of competitive tendering may have a disciplining effect on negotiation since it prevents bus companies from bargaining inadequate rents and inducing asymmetric information advantages.  相似文献

Abstract

The purpose of this paper was to show how vehicle positioning data collected through global positioning systems (GPS) or similar applications can be used in quality control programs of public transit operators to better assess the quality and performance of transportation services, and improve them. The paper describes the concept of the integration between quality control programs and vehicle monitoring systems, presents a case study where the concept has been successfully implemented, and discusses the benefits from the adoption of such an approach. The implementation of the concept is characterized by efficiency, accuracy, reliability, and optimization: efficiency in terms of data flow; accuracy and reliability in terms of quality and performance indicator values; and optimization in terms of optimum use of the available information technology infrastructure. The paper places particular emphasis on aspects relating to the interface between urban transportation services, vehicle positioning technology, and policy-making.  相似文献

This review emerged from an opportunity provided in 1988 to the author to study the process of Hungarian transport planning in general, and that of the major regional city of Pécs in particular.

It begins by outlining the difficulties of obtaining detailed information on transport policy‐making and planning in Eastern Europe, and then goes on to analyse the situation in Hungary as a whole since the early 1960s. The specific situation in Pécs is then discussed in relation to national transport planning, with detailed case studies drawn from problems on the local and regional road network, the growth in car ownership and usage, the development of local and inter‐regional rail services, the provision of adequate local bus services, and the growth of local taxi services.

The problems stemming from State intervention and planning control in local transport are emphasized, as are the increasingly difficult issues of the Hungarian economy in constraining public investment. The paper concludes with a discussion of the relationship of the problems of Pécs with those of urban areas elsewhere in Europe, and emphasizes the particular difficulties faced by East European planners in the future.  相似文献

This paper examines the current situation in the largest of the Baltic States - Lithuania - with respect to the development of international transport and logistics in the context of the severe political, economic and social changes that have taken place since 1991. Utilizing statistics previously unavailable for the region, the paper examines the impact of transition and the competitive role of East European carriers upon a specific international movement of electronic goods between Frankfurt/Main in Germany and Vilnius in Lithuania, developing a detailed cost model for the alternative modal choices that are available - road and ship/road. Rail transport is excluded as no international rail services between the two countries are available and there are no plans for such services in the near future. From this, a series of issues for the future in the context of potential EU membership, transport infrastructure developments and logistical trends is analysed.  相似文献

Abstract

The paper discusses Tanzania's transport problems in the context of the prevailing acute economic crisis. It looks at the development of the transport system, especially the rail and road network, from the German days to the new Chinese‐built Tanzania‐Zambia Railway. The East‐West orientation of the major parallel rail lines and roads reflects the dependency of the economy on export‐import trade. A major challenge to the transport system is the haulage of agricultural products, mainly for export but also for the internal market, not to mention the haulage of imported commodities.

The provision and utilization of transport services is discussed in the context of the historical, and institutional setting of the road haulage industry, particularly its public and private sector configurations. Due to scarcity of foreign exchange, both sectors, especially the private, are starved of vehicles and spare parts.

The operation of ocean and lake shipping services and Air Tanzania are discussed. It is recommended that the latter should concentrate on essential domestic services plus some limited regional services. External financing of transport projects and its implications are also considered.

It is concluded that despite the break‐up of the East African transport system, the Tanzanian transport system, although shaky, has avoided major breakdowns and in some cases, especially in trade, has provided the foundation for at least medium‐term improvements. More attention is recommended to organizational problems of track use by freight and passenger carriers and to making the best use of existing facilities.  相似文献

Public transport in Britain has traditionally operated under conditions of regulation. The 1930 Road Traffic Act imposed controls upon the quantity and quality of transport regulations, with an abolition of the quantity controls associated with inter‐city coach services. The principal objectives of the Act were to eliminate restriction upon entry to the market and to promote competition between coach operators.

This paper is based on research which was undertaken to establish the impact of the 1980 Transport Act upon express (inter‐city) coach services in Britain. The effects of the legislation are examined in relation to the experience of various coach operators, British Rail, and the inter‐city traveller. This provides evidence of the way in which the supply of, and demand for, public transport behaves in a competitive, deregulated environment. It is shown that at least in net terms, the consumer has enjoyed short‐term benefits. Greater uncertainty surrounds the long‐term situation. The main competition has been confined to the principal trunk routes and has taken place between the state‐owned undertaking of National Express and British Rail. The outcome of deregulation for the private sector has been disappointing.

The paper identified similarities which exist between inter‐city and local public transport services. In this context, the lessons derived from express deregulation are employed to suggest likely developments in the deregulation of stage carriage (local) services in Britain.  相似文献

This study examines the relationship between positive and negative user valence and transport mode choice behaviour. We integrate latent attitudes affect’ and salience’ into transport mode choice models using the framework of integrated choice and latent variable modelling and simultaneous maximum likelihood estimation methods. The results are consistent with findings in similar travel behaviour and behavioural economics literature. The study extends the findings of previous research and has demonstrated that user sentiments about public transport mode and salient public transport experiences have a significant impact on travel mode choice behaviour. It was found that private motorised users are more sensitive to overcrowding and anti-social behaviours on PT than active and PT travellers. Key attitudinal indicators influencing individual transport choice behaviour are established to guide public policy. The key indicators of Affect and Salience must be analysed and addressed through public policy to enhance PT user experience and develop services and facilities to increase the utility of PT in-vehicle travel time.  相似文献

ObjectiveBicycle use for commuting is being encouraged not only to address physical inactivity, but also vehicular congestion, air pollution and climate change. The current study aimed to ascertain the urban environmental correlates and determinants of bicycle use for commuting (bicycle commuting) among the working or studying population in Barcelona, Spain.MethodsAdults (n = 769; 52% females) recruited whilst commuting within Barcelona (Spain) responded to a comprehensive telephone survey concerning their travel behaviour. Based upon responses collected from June 2011 to May 2012, participants were categorised into four groups: frequent bicyclists, infrequent bicyclists, willing non-bicyclists, and unwilling non-bicyclists. The determinants of frequency and willingness (propensity) to commute by bicycle were assessed by multinomial logistic regression models adjusted for potential confounders and covariates.ResultsThe number of public bicycle stations surrounding the home address and amount of greenness surrounding the work/study address were significant positive determinants of bicycle commuting propensity. On the other hand, the number of public transport stations surrounding the home address and elevation of the work/study address were significant negative determinants of bicycle commuting propensity. Individual age, education level, gender, nationality, physical activity level and commute distance significantly affected this propensity.ConclusionGreater availability of public bicycle stations and higher levels of urban greenness may increase bicycle use by adults commuting within a city such as Barcelona, Spain. Electrically-assisted public bicycles may address the challenge of elevation, making this system a more competitive mode against traditional motorised public transport.  相似文献

Abstract

This paper provides a unifying framework to analyze whether a monopoly transit provider will under or over-supply frequency. To this end we couch the problem in term of Spence [(1975). We show that all of the results of a recent academic exchange discussing this topic are special cases of Spence [(1975). Monopoly, quality and regulation. The Bell Journal of Economics, 6, 417–429], albeit with an adjustment in order to take into account the cost structure of frequency provision in the case of public transport. In theory then, there are cases when a monopolist may offer optimal or above optimal levels of frequency without requiring subsidies. However, public transport is rarely provided by an unregulated monopolist. Rather, these services are usually provided either by an exclusive operator under regulated fares or by a group of competing operators, with or without fare regulation. We show that in the first case frequency will always be below the social optimal level.  相似文献

This paper focuses on four issues. The first is the case of one-sided investments in mass transit in metropolitan areas of developing countries. It is pointed out that in many cases in which the conditions for optimum investment policies (Pareto's Optimum) are not maintained, excessive investments on mass transit, including large annual operating subsidies, usually lead to substantial sub-optimizations and waste of scarce financial resources. This problem is then reviewed under the light of the “Theory of Second Best” as articulated for all investment options within Welfare Economic Theory. The second issue examined is the matter of recently discovered important diseconomies of scale of large metro transit systems in developing and developed countries, and the need to retain production of transport services within small-scale production units that are well coordinated and controlled. The third issue discussed is the problem of mismanagement of most public sector transit companies and agencies. The notion that most such systems are simply administered, not managed, is being brought up and the requirements for proper management are amplified. Finally, the case of public vs. private ownership of mass transit is being discussed with a distinction between public policies of providing mass transit services and the actual production process of these services. Provision of services represents a public responsibility that belongs to the public sector. However, production of service is a techno-economic process that requires different talents and circumstances. The paper concludes with a strong suggestion for major reorientation of urban mass transit in the metro areas of developing countries towards more efficiency and higher productivity.  相似文献

The public transport system of Karlsruhe, in particular its innovative services on jointly used heavy rail lines, has received substantial attention throughout the past 20 years. The discussion of the system and of its development has been rather limited in the past, mostly highlighting technical aspects. This paper provides an overview of the development, including the urban development, of the region and of the funding system. The ridership and financial development of the operator is documented in detail. Three case studies focus on the integration of the system development in the general political process of the region and demonstrate the limitations of the operator under its current ownership structures.  相似文献

ABSTRACT

The quality of traffic information has become one of the most important factors that can affect the distribution of urban and highway traffic flow by changing the travel route, transportation mode, and travel time of travelers and trips. Past research has revealed traveler behavior when traffic information is provided. This paper summarizes the related study achievements from a survey conducted in the Beijing area with a specially designed questionnaire considering traffic conditions and the provision of traffic information services. With the survey data, a Logit model is estimated, and the results indicate that travel time can be considered the most significant factor that affects highway travel mode choice between private vehicles and public transit, whereas trip purpose is the least significant factor for private vehicle usage for both urban and highway travel.  相似文献
