The Great Barrier Reef (GBR), Australia, is managed under the GBR Marine Park Act (1975) and is seen as a shining example of marine resource management. The principle tool of management is zoning for multiple use. We examined surveillance and illegal fishing around two inshore islands (Magnetic and Orpheus) of the GBR Marine Park in 2000/2001. Both islands are near Townsville, the largest city adjacent to the GBR. Surveillance effort was low, with vessels present on only 16% of days of the year. Measurable but low levels of illegal recreational fishing occurred within no-take zones. Levels decreased with increasing surveillance effort. Thus zoning was not completely successful in protecting fish targeted by fisheries, even within the most highly enforced sections of the Park. The expansion of no-take zones in 2004 from 4.6% to 33.4% of the area of the 358,000 km2 Park represents a considerable challenge for future surveillance and enforcement.  相似文献

Combating illegal and destructive resource exploitation in the Coral Triangle is central to ensuring the long-term effective management of fisheries, marine protected areas, and climate change adaptation efforts. This article presents results of an investigation of the perceived level of local compliance and enforcement with marine resource rules and regulations and evaluates the effectiveness or potential for community-supported enforcement efforts in the Coral Triangle region. The findings are consistent with those of the literature on compliance and enforcement that any compliance and enforcement system must not only use deterrence, but also be perceived by fishers as being legitimate, fair, accountable and equitable and the need for developing a personal morality and a social environment that supports compliance. There is an opportunity to strategically build on shared value and cultural norms that can promote collaborative fisheries management as a mechanism to increase compliance through non-coercive efforts. Strengthening the long-term capacity for consistent delivery of local support to marine management and enforcement will increase local compliance rates through time.  相似文献

Young men in coastal Tanzania are often blamed for damaging marine habitats by engaging in unsustainable and destructive fishing practices, including dynamite fishing, but their perceptions have not been sufficiently documented. While marine scientists, international environmental NGOs, and activists have called attention to the destructive fishing practices’ devastating impacts, insights into the contextual factors that motivate those who engage in dynamite fishing are limited. Additionally, risk perceptions and concerns regarding the environmental impact and dangers of dynamite fishing among the youth are also understudied. This paper provides ethnographic insights into the historical and contextual factors underlying dynamite fishing in rural coastal Mtwara. It draws on ethnographic data gathered through participant observation, focus group discussions and in-depth interviews with residents from two neighboring coastal villages – one located inside a marine protected area (MPA), and another located outside the MPA’s boundary. The paper first examines the views of elderly men and women to provide the historical context of dynamite fishing in coastal Mtwara. It then juxtaposes youth perceptions regarding marine conservation and dynamite fishing in the two villages, vis-à-vis ongoing efforts to curb destructive fishing practices and to enhance marine biodiversity and ecotourism in the region. Results of the study reveal that unresolved tensions between the MPA authorities and local fishers surrounding enforcement practices and unfulfilled gear-exchange-related promises, and allegations of poor governance, are important contextual factors in the persistence of dynamite fishing. The paper concludes by articulating possible remedial measures to mitigate the tensions between youth concerns about their livelihoods, and the goals of marine biodiversity conservation as a way forward in preventing dynamite fishing.  相似文献

Integrated coastal management has been seen as the way to deal with the challenges currently facing managers of our coastal zones. In the tropics, these areas are typified with resources such as coral reefs and mangroves that are able to support a variety of activities. Integrated coastal management takes a multi-disciplinary approach that involves the integration of the different institutions and stakeholder groups in the coastal zone. A survey of tropical coastal locations revealed that fully implemented integrated coastal management is limited with programs apparently failing at the implementation stage. These coastal zones share a number of common challenges exacerbated by poverty and conflicts between the coastal activities. Conflict management needs to be incorporated into the management process that pays particular attention to the overextraction of resources and destructive resource use.  相似文献

Fishing and shellfish aquaculture are important sources of income for coastal communities in Thailand and other parts of tropical Asia, but environmental impacts associated with these small-scale activities can effect water quality, nearshore habitats, and fish populations. The management of coastal fisheries and aquaculture has, therefore, become a major concern for government fisheries officials who are searching for cost effective measures to improve the regulation of these sectors. Synthetic aperture radar (SAR) images from the RADARSAT-1 satellite were acquired to determine if stationary fishing and aquaculture gears within a coastal study site in the Upper Gulf of Thailand could be identified, and if automatic signature separation of gear types was possible. The use of SAR imagery for a coastal monitoring application was also evaluated and the potential of this technology to improve resource management outcomes considered.  相似文献

In 1991 the Philippine government shifted many coastal management responsibilities to local governments and fostered increased local participation in the management of coastal resources. In their delivery of integrated coastal management (ICM) as a basic service, many local governments have achieved increasing public awareness of coastal resource management (CRM) issues. Continuing challenges are financial sustainability, inadequate capacities, weak law enforcement, and lack of integrated and collaborative efforts. To address these challenges, a CRM certification system was developed to improve strategies and promote incentives for local governments to support ICM. This system is being applied by an increasing number of local governments to guide the development and implementation of ICM in their jurisdiction. The CRM benchmarks required for a local government to achieve the first level of certification are: budget allocated, CRM related organizations formed and active, CRM plan developed and adopted, shoreline management initiated and two or more best practices implemented. Implementation is providing tangible benefits to communities through enhanced fisheries production associated with MPAs, revenues from user fees and enhanced community pride through learning exchanges and involvement in decisions, among others.  相似文献

In order to introduce clean environment and sustainable energy to traditional coastal fishing community, the objective of this study is to encourage the Indonesian traditional coastal fishing community to use green and renewable energy in their fishing activities. Introducing solar power as the main source of energy for fish-attracting lights and boat propulsion can reduce the use of fossil fuels, and sustain clean and healthy environment. As the world's largest archipelago, Indonesia accounts for a high percentage of traditional fishing communities spread out along its islands. This fishing communities use various traditional fishing boats, and platforms. The fishing platforms are usually made of bamboo and placed on top of supporting structures on the seabed. Diesel electric generators are used to obtain electricity needed for lighting to attract the fish at night, and as the source of power for lifting the fishing net. The structure and fuel used are neither environmentally friendly nor clean; thus, an innovation is introduced. Traditional fishing practices using a fishing platform were studied, including the common size of the platform and the power needed for the fishing light. Based on the gathered information, this study proposes a catamaran vessel with a special top structure designed for fish lifting outfitting, and equipped with photovoltaic solar cells as the energy source for the fishing lights and vessel propulsion. Through this innovative break through, the vessel can be moved to the shore and will not be a threat to ship navigation and the environment. Furthemore, powered by clean and sustainable energy, the vessel can be directed to the best fishing ground.  相似文献

Abstract

Analysis of recent substantive coastal land use management laws shows that their main thrust is to provide for protection of the coastal environment from adverse impacts of uncontrolled development. The four purposes cited most frequently among laws of 17 states were: Protection of wildlife and fisheries, protection of ecosystems or the natural environment, control of development, and enhancement of esthetic values. Other purposes were to: Protect life and property, enhance public recreation, conserve soil, and protect water resources. Recognition of the benefits to society supported by estuary ecosystem functions and services, and threats to these benefits posed by human activities, has led to various public programs to restore and protect estuaries at the federal, state, and local levels. As available budgets shrink, program administrators and public elected officials struggle to allocate limited restoration and protection funds to the highest priority areas. Economic benefit and cost information can provide useful inputs into this decision-making process by quantifying estuary restoration and protection benefits and costs in commensurate terms. In this paper, a combined actual and intended travel behavior model is described that can be applied to estimate the recreational fishing benefits of estuary restoration and protection. The model was estimated for recreational fishing in the Lower Atchafalaya River Basin estuary along the Gulf of Mexico, Louisiana, USA coast. Changes in freshwater flows into this estuary may affect redfish and speckled trout game fish populations. The model indicates that changes in catch rates of these two species would have a relatively minor affect on annual fishing trips per angler. However, because total effects may be large when effects per angler are aggregated across total anglers, resource management agencies should consider these changes in recreation benefits when evaluating projects that influence the ecology of coastal estuaries, fish populations, and catch rates. Moreover, in other coastal areas or situations, the responsiveness of angling trips to changes in catch rates may vary because of differences in user populations, environmental conditions, fish populations, and fishing experiences.  相似文献

Sixty percent of the Philippine's population resides in the coastal zone. Women and men in coastal communities depend chiefly on the sea for subsistence. Over fifty percent of the dietary protein requirements of coastal communities are derived from municipal fisheries and shallow coastal habitats (reef fishes, marine plants, and mangroves). Coastal populations are young and expanding at rates that exceed regional and national averages. Expanding human pressures and man-made disturbances (over harvesting, destructive fishing, siltation, etc.) that offset natural processes are destroying habitats and creating protein food security crises and increasing malnutrition. At the same time conflicts among users of coastal resources are escalating. Access constraints, gender inequities, and cultural barriers stymie options for women and men to plan their families and create alternative livelihoods. National and local government agencies are addressing food security concerns through vertical policies and programs (e.g., fisheries management, integrated coastal management). The IPOPCORM project uses a cross-sectoral approach and quasi-experimental evaluation design to test the hypothesis that food security will be achieved more quickly when coastal resources management (CRM) and reproductive health (RH) management are implemented together. The purpose of this article is to review the project's experience and highlight the trends observed in program monitoring and evaluation during 2001–2004, which suggest better impact on RH, CRM, and gender indicators in the sites where the synergistic approach is being applied.  相似文献

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management.  相似文献

Stresses impacting the coastal zone in the Asia-Pacific region are briefly reviewed under the headings of sustainable coastal activities, coastal ecosystem management, community/resource interactions, coastal resource economics and sustainability, coastal area planning, and integrated coastal policies. Recent contributions on mitigation of these stresses are introduced, with emphasis on the Coastal Zone Asia-Pacific Conference, held in Bangkok, May 2002, where various innovative approaches to research, education, information sharing, and coastal policies aiming at improving the state of the coastal areas were presented. These include the roles of community in integrated coastal management; tools and planning for management of coastal areas; education program and capacity building; and the establishments of national and regional frameworks for integrated coastal management. As appropriate information and its transfer are critical to these processes, an analysis is presented of the content of the database on coastal projects in the region, highlighting areas of research interests, funding sources, and achievements. Another database on coastal ecosystems, currently under development, is presented as an example of the type of resource that can be expected to help advance our knowledge and ability to improve the management of coastal areas. Overall, these tools should allow us, given the political will, to improve the state of coastal areas.  相似文献

The success of any coastal zone management policy is dependent on, among other things, effective legislation and its enforcement. This article examines some possible legal constraints on the implementation of an integrated coastal zone management policy in Ireland. An introduction to the existing legal framework is provided, and the inconsistencies and ambiguities related, in particular, to jurisdiction and area of responsibility are highlighted. In particular the effect of land ownership and property rights on coastal zone management are examined with reference to two popular resort beaches in County Donegal, Ireland. While a revision of the relevant legislation is desirable, it is probably unrealistic; however, powers are available to the various institutions involved in coastal management that are currently unused. These are reviewed and their potential to improve coastal zone management is discussed.  相似文献

The local management of mangrove resources in Cogtong Bay, Philippines, dates back to the 1940s and 1950s when some families informally designated mangrove areas under their care and management. The 1960s and 1970s saw several exogenous events that led to the progressive denudation of mangrove stands and the decline in fish catch per fishing trip. This article draws attention to the forces that prompted coastal villages and external agents to collaborate with the national and local government units in resource rehabilitation. It also assesses the performance of a coastal resources comanagement project at Cogtong Bay.  相似文献

A predetermined schedule of sanctions and regulations that reflect both scientific knowledge of resources and the preference and judgments of resource users in the community may provide a useful guide for management decisions involving complex coastal resource systems. Such a schedule can be implemented by constructing scales reflecting public judgments of the relative importance of adverse impacts on resources, or of activities causing such impacts. The importance scales can then be used to assess existing regulations and current management priorities and to serve as a guide for revisions and changes to current practice, for the design of new policy, for rationalizing regulatory controls, and for determining damage awards and other deterrence sanctions. The resulting evolution of a schedule can improve the consistency of resource use with community preferences by, for example, prescribing more severe restrictions on what are widely agreed to be more serious harms and lesser controls on less important ones. The application of this approach is demonstrated using Ban Don Bay, Thailand.  相似文献

Abstract

One of the least understood aspects of coastal zone utilization is how communities respond and adapt to changes occurring in the marine environment and to changes which transform the socioeconomic, political, and administrative environment of the coastal zone. In Atlantic Canada, it is estimated that there are some 1,300 “fishing communities,”; yet these communities vary considerably in terms of population size, proximity to urban centers, and dependence upon the local resource base to provide employment opportunities and alternatives. Although numerous government planning documents have purported to support “community revitalization”; and “self‐sufficiency/self‐reliance,”; few inquiries have been directed toward ascertaining how communities have maintained resiliency in the face of unexpected and sudden shock, or have adapted to more gradual change. This essay argues that human communities and ecological systems may have similar attributes, and that appropriate resource development and management planning should take account of these traits as well as the sustaining structural support mechanisms.  相似文献

In 1991, the Aquaculture Department of the Southeast Asian Fisheries Development Center launched a community-based fishery resources management project on Malalison Island, in central Philippines, to help conserve the country's marine resources and to help the fisherfolk rise above their poverty. The eight-year project integrated various disciplines in biology, economics, sociology, public administration, and engineering in its study of fishery resources and fishing communities and in evolving intervention strategies for resource conservation and management, and for community development. The project's most important accomplishment was the inculcation among the fisherfolk of the importance of resource conservation and management. The most important lesson learned was that an enlightened and empowered fisherfolk could be effective managers and responsible users of fishery resources.  相似文献

Strong market demand, combined with the high price of live groupers for live food fish, aquarium fish, and grouper farming, has been enticing all participants in the live reef fish trade (LRFT) network in Asian countries to exploit more live groupers, resulting in an alarming situation regarding groupers in the wild. The current destructive fishing methods that are used to catch live groupers, the fishery's potential for overexploitation, and its impact to both fishers and consumers have raised many concerns among environmentalists, live grouper businesspeople, and the grouper fishers on the need to wisely manage the grouper resources in the wild. Introducing grouper culture looks promising as an option for grouper management.  相似文献
