Dune systems are essential to the ecological balance and sediment inputs of coastal environments and they provide numerous environmental services; however, their existence is threatened by natural and human stressors that contribute to their degradation. Future impacts are expected to be greater because of global climate change in association with further rises in sea level. Beaches and dune systems occupy large areas along the coastline of the state of Veracruz on the Gulf of Mexico. The aim of this study is to establish the intrinsic vulnerability of nine dune fields in Veracruz to current and future impacts and to assess their integrated management status. These dune–beach systems are more vulnerable to the effects of economic activities and land use change than to those induced by natural forces. Results show that six of these dune systems have medium vulnerability and an ecological conservation policy should be adopted; the other three, with high or very high vulnerability, are candidates for a restoration policy.  相似文献

Beach management and coastal management are interwoven and scale-dependent activities in Australia. Present coastal policies are broad and designed for large, national, and statewide scales. They specify ecologically sustainable development as the overarching goal for coastal management and provide the context for beach management. On smaller scales, an approach focusing on the reduction of geomorphic hazards as the basis of beach management was established by the Coastline Hazard Policy, with nonhazard aspects of beach management such as ecological, economic, and social concerns assuming secondary importance. Although beach management can occur effectively under these coastal management arrangements, better guidance is required to make this process as effective and efficient as possible. This guidance - the policy framework - could be better developed for beach management and better integrated with existing coastal management arrangements. While this policy development is not strictly necessary to achieve positive outcomes from beach management, it is necessary to effectively guide implementation of the existing broad coastal policies. Effective goals for beach management are yet to be thought out and clearly articulated in Australia. A good start would be to couple the present goals of ecologically sustainable development and hazards reduction into a coherent goal for beach management. A specific policy for beaches should be developed given the importance of beaches in Australia.  相似文献

A mail survey of coastal user groups, academics, and state coastal zone management program managers was conducted to determine the perceptions of the performance of state coastal zone management programs relative to the protection of coastal resources, the management of coastal development, the improvement of public access, and the management of coastal hazards. Information on the perceived importance of the selected issues to each of the 24 states being studied was also solicited. Findings on the perceptions of various categories of interest groups, academics, and program managers with respect to the overall performance of state coastal zone management programs in the four issue areas were presented in an earlier article, “Perceptions of the Performance of State Coastal Zone Management Programs in the United States”; (Knecht et al., 1996). The present article draws on a subset of these data—the responses from the coastal user groups and the academics—and presents the findings at the regional and individual state level. In terms of perceived performance of state coastal zone management programs on a regional basis relative to the selected issue areas, the highest rating went to the Great Lakes region for its management of public access. However, the North Atlantic region received the highest performance rating for the three other issue areas: protection of coastal resources, management of coastal development, and management of coastal hazards. Looking at state performance with regard to the coastal issues judged to be of most importance to the states—the protection of coastal resources and the management of coastal development—respondents indicated that states should improve their performance in both areas, with the greatest need related to the management of coastal development. Overall, the states of the North Atlantic, Great Lakes, and South Atlantic regions were perceived to be performing somewhat better relative to the four issue areas than the states in the Pacific and Gulf of Mexico regions. While the data do not shed light on the reasons for these regional differences, we suggest that, in the case of the Pacific region at least, the differences could be associated with higher expectations among the resident population with regard to environmental quality in general and coastal management in particular.  相似文献

Coastal areas are commonly the focus of a range of human activities and uses. Beaches are one example of multi-use coastal environments, accommodating activities linked to leisure and recreation, amenity, conservation and business, often simultaneously. Ireland is no different in this regard, as its beach resources provide a range of goods and services of societal value. Ireland has 16 coastal counties and their associated local authorities have a beach management remit, a role that can present a number of challenges. The use of beach bye-laws is one option to support management of beach environments by local authorities. Local authority personnel tasked with beach management from each coastal local authority were surveyed to assess the actual and potential role of beach bye-laws in contributing to more effective management of beach environments and to broader coastal management. Usage of beach bye-laws varied across local authority areas and evidence suggested that the efficacy, use, and implementation of beach bye-laws differed from county to county. Beach bye-laws offer potential but interaction with other initiatives as part of a wider program for coastal management may yield improved results.  相似文献

This article presents a comprehensive analysis of beach management in the Catalan coast (NW Mediterranean) by introducing and integrating results from different partial projects. They analyzed the legal, political, and administrative framework of beach management, the quality tools available, the practices of management, the processes of beach use, and beach waste/litter dynamics. The information obtained served to create a new beach management tool referred to as the Beach Quality Index, which was developed by an interdisciplinary team of academics from the natural/physical sciences and social sciences that worked together during the course of four years. Information obtained from users and key stakeholders served to create the index. The study demonstrated that as a consequence of the shortcomings in the legal and administrative system as well as inadequate practices of beach managers, beach management in the area experiences coordination problems, insufficient information and lack of proactive management, pollution, and in general problems associated with the satisfaction of short-term user demands.  相似文献

Beach erosion can have important socioeconomic and environmental consequences, particularly in tropical regions where tourism is a significant source of income. Although caused by natural processes, erosion is often aggravated by disorderly anthropogenic modification of the coast and extreme events. In Yucatan, Mexico, increasing urban development and deficient coastal management strategies as well as hurricanes have affected beach stability. This has highlighted the need for adequate coastal planning and policies that ensure the protection of key coastal ecosystems, such as beaches and sand dunes. To address this, a methodology to classify the coast according to its vulnerability is presented in this work. This methodology assumes that morphological features are indicators of beach evolution and the processes driving it and that these can be associated with different levels of vulnerability. The features considered are beach width, dune vegetation, anthropogenic pressure, and shoreline orientation, which were analyzed through aerial images and a multicriteria evaluation. It was observed that the most vulnerable areas are found near the most developed parts of the coast, where narrow beaches with little dune vegetation dominate. It is expected that this index will be of use to coastal planners and decision makers, particularly in the identification of critical zones.  相似文献

Climate change is increasing the speed at which tangible coastal cultural heritage is changing in character or being lost through weathering, erosion, and inundation. Damages to coastal archeological sites, loss of access to historical sites, and the alteration of cultural landscapes will force changes in the way researchers can study sites, tourists can enjoy places, and descendant communities who have lived in particular areas for time immemorial, and local community members can utilize and relate to landscapes. In the USA, the National Park Service is a primary coastal cultural resource management organization. The National Park Service has been working on climate change adaptation for cultural resources for over a decade; however, there are few examples of parks in which long range climate change adaptation plans for cultural resources have been implemented. Building from 20 semi-structured interviews with cultural resource managers in three parks, we found that institutional structures within the National Park Service, as well as historical conceptual framings specific to the research, recreational, and interpretive values of cultural resources act as barriers to managers’ ability to design and implement climate change adaptation plans. Institutional barriers managers discussed include the dependence of climate change adaptation decisions partnership projects and the leveraging of budgetary and staff resources within NPS that may affect climate change adaptation capacity. We found that park managers often saw impacts in parks that may be associated with climate change, but found it difficult to separate normal maintenance from climate change affected deterioration, which may lead to status quo management actions rather than revised planning for a changing future regime. Conceptual barriers managers discussed revealed a conflict between preservation needs of research versus interpretive uses and while NPS guidance recommends prioritization of cultural resources for preservation at the park level, regional managers were more focused on this topic than park managers. As NPS moves forward with climate change adaptation planning, opportunities to develop and improve cultural resource preservation with new technologies, improved prioritization schemes, and include public input in resource preservation may help coastal managers overcome these barriers.  相似文献

The Disability Discrimination Act (1995, amended 2005), Equality Act (2010 Equality Act. 2010. Equality Act. http://www.legislation.gov.uk/ukpga/2010/15/contents#openingWholeMod (accessed May 17, 2012) [Google Scholar]), EU Disability Action Plan (2003 –2010), and EU Disability Strategy (2010–2020) were designed to make equal opportunities a “reality.” As 16% of the EU population, is statutorily disabled there are considerable implications for beach management. Research examples of beach users include swimmers, anglers, etc. - but rarely people with learning disabilities (LD). This paper considered beach users with LD and their appreciation of three different coastal classifications in South Wales. Because of their disabilities, the research applied a participatory photo interpretation methodology (photovoice). A comparison of the LD ranking of beach issues was made with rankings provided by the general public at the same beaches. Results demonstrated some similarities between LD and general public coastal needs, but identified the need for specific considerations to be made by beach managers for LD users, including informed self-advocacy, use/application of signage, instructive access and a requirement for baseline information gathering. The research proposes an integrated coastal access model from which coastal management/gatekeepers can consider LD needs within coastal strategies. Finally, findings highlight the use of photovoice in coastal research projects and the need for innovative methodological considerations when researching certain groups.  相似文献

Coastal erosion threatens many sandy beaches and the ecological, economic, social and cultural amenities they provide. The problem is especially chronic in South Florida. A frequent solution for beach restoration involves sand replacement, or nourishment, but is temporary, expensive, and has usually been funded by governmental sources. However, as such agencies reduce their share and require more local funding, beach nourishment must rely on other funding sources, including beach recreationists. Our study characterized three South Florida beaches and probed visitor willingness-to-pay for beach nourishment. We found that even beaches within close proximity attract different user types. Users are amenable to higher fees if they lead to greater resource protection.  相似文献

Prior to Superstorm Sandy, the importance of dunes had been widely overlooked in many coastal societies. However, the stark contrast between New Jersey coastal areas that were and were not protected by dunes has created a positive paradigm shift in coastal law and public dune opinion. Government officials are mandating the construction of artificial dunes along New Jersey's coast, but it is necessary for communities to first understand the complex nature of these unique systems. With the proper knowledge, a dune can be both a protective structure as well as a working habitat that will ultimately better protect upland infrastructure and improve beach health. However, a general lack of terminological consistency among formal media and governing entities makes properly quantifying and assessing dune health difficult and unwarranted ecological conclusions inevitable. Here, dune terminology, “blowout,” “washout,” and “bowling” is clarified and defined and the dynamic nature of dunes is explained.  相似文献

Ecolabels for beaches have been around since 1985 and have grown rapidly over the past decade. However, effects from ecolabels on beach ecology and local coastal cultures are unknown. This study reviews the literature on tourism ecolabels and environmental certification for beaches, analyzes the criteria of the most prominent beach ecolabel, and identifies considerations and proposes recommendations for local management that address sandy beach ecology and local cultures. The Blue Flag ecolabel is evaluated for how well the program criteria balance tourism, the processes of sandy beach ecology, and accommodate for local cultural values. This Blue Flag's criteria leave out protecting sandy beach ecology and fail to incorporate local community values in program design. The results of the study include three areas that beach managers need to consider for better understanding the utility of beach ecolabel programs: opportunity costs of participation and consequences of losing certification; evaluate investment in multiple certifications; and identify potential changes from the implementation of ecolabels.  相似文献

Abstract

Presently, much of Israel's 190‐kilometer‐long Mediterranean coast is either unoccupied, devoted to unsuitable uses, or is in use by activities which have no special need to be near the water's edge. This has resulted from years of lack of appreciation by policy‐makers of the coast as a valuable resource, of national development policies that directed attention to other regions, and of the relatively limited demand for coastal recreation.

In the last decade the importance of these factors has diminished. In turn, there is now mounting pressure for the development of coastal land. Increasingly, rising standards of living with a greater demand for recreational facilities, the growth of tourism as a major industry, and demands of the environmental lobby for conservation of part of the coastal land are factors bound to cause intensive change along the coast and to affect the quality of its resources. These trends have brought about public intervention in deciding the future of the coast. This paper reviews and analyzes Israel's coastal policy and its resource management programs, and also discusses the potential challenges to their full implementation.

Three types of programs were suggested as the main management tools: a coastal research and development effort, national coastal land use planning and pollution prevention, and monitoring and control programs. Major objectives of the programs were to be achieved through land use controls. Consequently, an important role is given in the development and implementation of the coastal program to agencies responsible for the management of physical land use planning and development.

Successful implementation of the management program, however, will depend on the ability of its administrators to coordinate the actions of many interests, on success in changing attitudes among decision‐makers as to the value of the coast, and on widening support for coastal resource conservation among a presently uninvolved public.  相似文献

Abstract

the prospect of global warming and consequent sea level rise will have important implications for coastal communities. this article examines the land use implications of alternate sea level rise scenarios on the city of myrtle beach, south carolina. current trends as well as high and low sea level rise scenarios are superimposed on the city's beach profile and near shore contours to estimate the type and value of land development likely to be impacted.

It is found that losses associated with accelerated sea level rise would be particularly high in the city's hotel district and that overall property loss could range from 21 to 60% of the city's total property value. to lessen these potential losses, coastal communities such as myrtle beach must choose among one of three policy options including: (1) barricade the beach, (2) raise the land, and (3) implement a strategic retreat. specific alternatives within each of these options are explored in turn. the article concludes that successful development plans will incorporate ground rules sensitive to and consistent with dynamic coastal processes.  相似文献

Visual imagery of costal morphological change processes must be accompanied by supporting information to make change processes understandable. We explored the influence of supporting information (graphs and numeric values) on perceptions of coastal morphological change processes through an experiment delivered to coastal recreationists. Supporting information was presented alongside four imagery types: human perspective digital elevation models (DEMs), human perspective digital photographs, aerial views of DEMs and aerial photography. We found neither the use of graphs nor numeric values influenced respondents' perceptions of coastal environmental change. However, perceptions varied significantly across imagery type; human perspective digital photographs and aerial photographs yielded higher ratings compared to human perspective DEMs and aerial views of DEMs. The results suggest supporting information representing increasingly severe rates of beach erosion and shoreline movement does not translate into perceptions of increasingly dramatic geophysical processes; this is consistent with previous empirical findings. The results also suggest individuals perceive coastal change processes as more severe when those processes are presented through photographs, particularly aerial photographs. Scientists, educators and coastal land use managers struggling to communicate the magnitude and severity associated with coastal geophysical processes are advised to use comparative aerial photography when possible.  相似文献

The coastal zone is an interaction region between land and ocean and an interface of geosphere, hydrosphere, atmosphere, and biosphere, as well as greatly affected by human activities. Driven by economic activities and increased population, urbanization is rapidly developing in coastal zones, and a series of land resource and environmental conflicts have occurred, especially in developing countries at times of economic transition. This article reports a case study of the Shandong Peninsula of East China. We analyze the land-use practices and land cover changes of six cities over a timeframe of nearly a decade. We then review the management conflict issues. The most commonly encountered conflicts fall into three categories: those between expanding constructed land and decreased cultivated land; those between land resource utilization and conservation; and those between increasing demand for land and degrading land quality. All in all, they reflect the fundamental conflicts between short-term economic development gains and long-term food security and ecosystem sustainability. This article puts forward an institutional approach to coordinate these conflicts so as to realize integrated and coordinated coastal management.  相似文献

The responsibility for managing coral reefs and other coastal resources was largely devolved to coastal municipalities and cities in the Philippines in 1991 with the passage of the Local Government Code. Devolution of powers and responsibilities to local government has paved the way for mainstreaming coastal resource management at the local level. However, the capacity to carry out this mandate has only recently begun to mature as municipalities and cities gain an increased awareness of the importance of coastal resources to communities and economic development. Approaches and strategies to increase local government capacity for coastal resource management are described based on the experiences of the Coastal Resource Management Project of the United States Agency for International Development. Qualitative and quantitative data are used to illustrate the possible impact of these capacity building efforts and to describe the current capacity of local government to undertake coastal resource management. After five years of project implementation, coastal municipalities have increased technical capacity, have allotted financial resources, and have achieved key performance benchmarks in the delivery of coastal resource management as a basic service.  相似文献
