Anecdotal evidence indicates that commercial and recreational water-dependent uses have been under development pressure in recent years, and in some cases have been converted to other uses. The conversion of water-dependent uses, which range from commercial shipyards to recreational marinas, may have many public costs, including the loss of access to public trust waters, the loss of jobs and associated economic activity, and the loss of traditional working waterfronts. This two-part study investigated the role of five coastal management programs in the northeastern United States in managing, monitoring, and protecting water-dependent uses. First, coastal managers in Massachusetts, Rhode Island, Connecticut, New York and New Jersey were interviewed to assess the conversion problem. Second, in collaboration with New York City-based Regional Plan Association, follow-up interviews were conducted with coastal managers and local planners in Connecticut, New York, and New Jersey to gain greater insight into the role of coastal management programs and local governments in managing and promoting water-dependent uses. This article presents select findings from this study and discusses recommendations for improving the capacity of coastal management programs and local governments to manage water-dependent uses for the benefit of the public.  相似文献

Abstract

In this article we consider a linear programming model for assessing the aggregate impact of land‐use activities scattered over a large area on the resultant pollutant concentrations in coastal waters. The dispersion to coastal waters of the adverse environmental loads generated by the land uses is described by a set of transport coefficients that measure the attenuation of pollutants, such as industrial BOD, carried to the coast along surface drainage basins. Further dispersion in the waters caused by tidal action is then described by the simple procedure know as “pollution susceptibility.”; The model seeks to minimize the steady‐state concentrations of pollutants by establishing an optimal spatial configuration of residential, commercial, and industrial land uses. This configuration is constrained by a number of restrictions based on local and regional targets for growth and development. The methodology discussed in this article is intended to be useful to regional planners, and is based on a study conducted for the Long Island area.  相似文献

California has a forty-year history of successful coastal zone management. The San Francisco Bay Conservation and Development Commission, the California Coastal Commission, and the State Coastal Conservancy have protected and made accessible hundreds of miles of shoreline. While each agency has played a critical role, this article focuses on the Coastal Commission. Implementing the California Coastal Act, the Coastal Commission has partnered with local government, other agencies, nongovernmental organizations (NGOs), and the public to concentrate new development in already developed areas, and much of the rural coastal zone looks as it did in 1972. The Commission has protected and expanded public shoreline access through its regulatory actions. Using strong ecological science the Commission has protected a wide variety of sensitive habitats and wetlands. And under the authority of the Coastal Zone Management Act, the Commission has reviewed thousands of federal projects to assure that they are consistent with the Coastal Act. Challenges continue, though, including population growth, sea-level rise, and inadequate funding to update local coastal land use plans to address new issues, such as climate change adaptation. New investment is needed at the national, state, and local level to continue the success of the California program.  相似文献

The coastal zone has critical natural, commercial, recreational, ecological, industrial, and esthetic values for current and future generations. Thus, there are increasing pressures from population growth and coastal land development. Local coastal land use planning plays an important role in implementing the U.S. Coastal Zone Management Act (CZMA) by establishing goals and performance policies for addressing critical coastal issues. This study extends the CZMA Performance Measurement System from the national level to the local land use level by measuring coastal zone land use plan quality and political context in fifty-three Pacific coastal counties. Plan quality is measured using an evaluation protocol defined by five components and sixty-eight indicators. The results indicate a reasonable correspondence between national goals and local coastal zone land use planning goals, but a slight gap might exist between the national/state versus local levels in the overall effectiveness of coastal zone management (CZM) efforts. The results show many U.S. Pacific coastal counties lack strong coastal zone land use plans because the average plan quality score was only 22.7 out of 50 points. Although these plans set relatively clear goals and objectives, they are somewhat weaker in their factual basis, identify a limited range of the available planning tools and techniques, and establish few coordination and implementation mechanisms. The regression analysis results indicate that CZM plan quality was not significantly related to any of the jurisdictional characteristics.  相似文献

In Frank Capra's classic film It's a Wonderful Life, a despondent man takes a journey to see what life would have been like without him: the journey paints a bleak picture. In true Hollywood form, he is ultimately reassured of his impact even though his accomplishments were immeasurable. The film's protagonist, George Bailey, is the perfect metaphor for Connecticut's Coastal Management Program. The Program can measure quantifiable elements: the number of site plans reviewed, number of permits issued, acres of tidal wetlands restored. But coastal managers often lose sight of the accomplishments and ripple effects of management, possibly because accomplishments are taken for granted. Perhaps the true value of coastal management programs lies in that intangible, immeasurable idea of what coasts would be like without them.

This article takes readers on a George Bailey–esque journey by identifying the Connecticut Coastal Management Program's accomplishments since its adoption in 1980, reviewed in the context of several questions: What if the Program had never been adopted? What would public access look like? How many acres of tidal wetlands would be lost to development or Phragmites invasion? Hopefully, the results of the exercise will put coastal management into better context and highlight the successes.  相似文献

Despite increasing focus on sustainable aquaculture investment in the U.S. coastal zones, the aquaculture industry continues to face skepticism among consumers due to perceived negative environmental impacts, and health and food safety concerns. Partnering with culinary tourism and local food promotion efforts has potential for improving public outreach about the benefits of aquaculture, especially in coastal destinations where sustainable marine aquaculture and tourism are both occurring. Culinary tourism implies that local foods reflect the local livelihood and culture, and may be important to the tourist's experience. Aquaculture is becoming increasingly valuable to coastal destinations for assuring the steady availability of local seafood to meet demand and retaining commercial fisheries as a means to differentiate themselves to tourists. This study examined the role of subjective knowledge and attitude about aquaculture, and their effect on intention to participate in value-added culinary aquaculture tourism experiences. The study found that tourists' subjective knowledge and attitude about aquaculture influenced intentions to participate in culinary aquaculture tourism. In order for farmers or tour operators to be successful in diversifying with value-added culinary aquaculture, attention needs to be paid to educating consumers, which may be possible through strategic partnerships with tourism organizations, chefs, and restaurants.  相似文献

As a signatory to the Convention on Biological Diversity, Canada has committed to establishing a network of marine protected areas (MPAs) that effectively conserves at least 10% of coastal and marine areas by 2020. Research shows that the most effective MPAs are large, well enforced, no-take, and designed as part of a network. Canada's Pacific MPAs, designated site-by-site, cover approximately 3% of Canadian Pacific waters. We investigated how these MPAs could effectively contribute to Canada's national network by analyzing the implementation of management intent through the application of fisheries closures and conducting a preliminary assessment of their size and spacing relative to scientific guidelines. Fisheries closures outside of MPAs were similarly assessed. Results showed that 90% of existing MPAs were intended to exclude commercial fishing, yet only 2.5% fully or partially met this goal, therefore management intent was not achieved. Further, existing MPAs were small, 75% less than 10 km2 in size, but were reasonably spaced, from one to 50 km apart. While a suite of fisheries closures may be better suited to effectively contribute to a network than MPAs without fisheries closures, they would require permanent designations and management plans to meet network inclusion criteria.  相似文献

Abstract

No integrated municipal policy exists for managing the New York City waterfront. Despite much rhetoric and many proposals to renew the city's coast, the municipal government has done little to improve the city's coastal shoreline. External organizations and citizens’ groups have been largely responsible for efforts to improve the use of the city's coastal resources. This article assesses the role of the city government and analyzes the factors affecting its performance in coastal management. It proposes new policies to foster local initiatives and encourages private and public cooperation in the revitalization of the coast. Given the size and diversity of the city's coast, an incremental strategy may be the most feasible and sensible approach to recapture the city's lost waterfront.  相似文献

This article provides results on the net benefits generated from the natural resources in the Bohol Marine Triangle (BMT) in the Philippines. The BMT spans over 112,000 ha and its coastal ecosystems are rich in biodiversity and provide economic opportunities to the coastal communities. With a 10% discount rate, the accumulated total net benefits for the BMT resources over a 10-year period is US$11.54 million. Tourism and the municipal fisheries are the most important direct use values of the coastal and marine resources of the BMT accounting for 44% and 39% of the total net benefits. Annual revenues attributed to ecosystems were as follows: coral reefs, US$1.26 million; beach/intertidal area, US$1.12 million; marine waters, US$646,501; mangrove, US$239,561; and seagrass, US$105,990. The large market values indicate the dependence of the local community on the BMT coastal and marine resources. In the same way, non-market values show the important life-support functions of coastal and marine ecosystems. The net benefits reflect the magnitude of potential losses due to improper management of coastal and marine resources in the BMT. This valuation highlights the importance of the coastal services to the BMT economy and draws attention to the benefits the local stakeholders derive from BMT coastal resources. Policy measures can now take into account these values to justify a sufficient investment in coastal management efforts to sustain the flow of coastal services in the interest of current and future generations.  相似文献

Abstract

The basis for coastal zone management in the United States is established in legislation. In comparison, Canadian federal and provincial governments have adopted a piecemeal approach for managing a variety of concerns examined here: water quality, ecological protection, public access, aesthetics, natural hazards, and water dependency. As a result of this approach, which is characterized by a minimum of federal, provincial, and interjurisdictional coordination, the British Columbia coastal zone is showing signs of stress. For example, major shellfish harvesting areas are being lost to water pollution; ecologically sensitive habitats are being consumed by urban, commercial, and industrial expansion; recreation and tourism opportunities are being impaired by clear cutting and other inappropriate developments; and infrastructure is allowed in flood and erosion‐prone areas. Recommendations to improve the approach to coastal management in British Columbia include a variety of innovations. New federal and provincial policies, legislation, institutions, and experimentation with local and regional integrated resource planning are required to better govern the coastal zone. Increased support for existing agencies, public involvement, and access to information as well as more common use of environmental impact studies are needed to justify proposed coastal developments.  相似文献

Coastal management information is frequently communicated to stakeholders and the public through complicated management documents and engineering plans. With the recognition that public involvement in coastal decision-making processes should be widened have come calls to develop new techniques to communicate complicated coastal information. Using Virtual Reality Geographical Information Systems and visualization packages, such information may be presented using formats more suitable for public consultation and information dissemination exercises than those currently employed. Using a site on the north Norfolk coast of England, an integrated Geographical Information Systems based methodology is presented that allows the visualization of proposed coastal management interventions. Visualizations have been produced that can be published in traditional paper-based management documents, or electronically. The different visualizations are compared and the technical issues surrounding their use discussed. It is argued that the methodology has clear advantages over traditional communication methods, although further research is necessary to determine how it may be practically employed by coastal managers.  相似文献

Abstract

The Virginia Wetlands Act of 1972 provides the localities of Tidewater Virginia an opportunity to participate in the management of the state's coastal wetlands resources. This study attempts to analyze the effectiveness of this legislation and to examine the implications of a local management scheme for coastal resource management on a broader scale. Criteria are also established that can be used to evaluate the effectiveness of such a law. When examined in the light of these criteria, the Virginia Wetlands Act emerges, for the most part, as an effective piece of environmental quality legislation that has had a significant impact on wetlands destruction in the state of Virginia. During the two‐year period following the passage of the Act, wetlands losses through the permitting process showed an 18‐fold decrease from previous estimates. The Wetlands Act appears to have been generally accepted by the public and has resulted in consistently uniform decisions, which have reduced wetlands losses without unduly restricting the necessary and legitimate development of the state's wetlands.  相似文献

Large North American ports are encountering serious management challenges. Surrounding communities, environmental interest groups, and government policy are focusing on protection and enhancement of public coastal amenities. In Vancouver, the federal port management system historically enabled national trade interests to override local and regional objectives at the discretion of port decison makers. In contrast, the Port of Seattle is administered at the local level, and legislation and policy require that local publics are involved in decision‐making. Recently, VPC established itself as the vanguard among Canada's major ports in the advancement of progressive management. Nevertheless, the adoption of new policies would ensure that Vancouver, and Canada's other ports, continue to be responsible leaders in Canadian coastal management. These policies include: federal, municipal, and provincial government representation on the local board of directors; strengthening community involvement; creation of a standing planning advisory committee; subjecting Canadian ports to the federal environmental assessment law; and adoption of explicit land and water use regulations.  相似文献

As Louisiana continues to experience substantial coastal wetland loss—at the rate of a football field every 45 min—and multiple disasters, state and federal officials struggle with implementing restoration plans in this highly productive ecosystem. The 2007 Louisiana Comprehensive Master Plan for a Sustainable Coast is the first large-scale restoration plan in the United States to incorporate hazard mitigation. However, there is no mandate for local governments to adhere to this plan. Building upon the planning quality and evaluation literature, this study analyzes comprehensive land use plans in Louisiana's coastal zone to systematically assess the quality of the plans within the context of a non-mandated, $50 billion large-scale state restoration plan. Results indicate a great disparity in plan quality; a majority of the local governments lack the capacity to implement the nonstructural programmatic elements of the state's plan. The study concludes with a discussion and recommendations for practice and future research.  相似文献

As noted often by the former California Coastal Commission Executive Director Peter Douglas, the history of how the California coast was saved is a great repository of untold stories. Although the Commission has had a dramatic and tangible impact on California's coastal geography, the public is largely unaware of many of its early accomplishments. This article begins to chronicle the rich stories of California's coastal legacy by telling the story of how the Commission utilized the Coastal Zone Management Act (CZMA) to prevent Southern Pacific Railroad from developing a seven-mile stretch of the Monterey Bay shoreline. In so doing, the Commission helped make possible the creation of the Monterey Peninsula Recreational Trail, a public bicycle and pedestrian path that has grown to sixteen miles in length and runs through the heart of John Steinbeck's world-famous Cannery Row. The controversy also was the subject of the first judicial challenge of a state's federal authority under the CZMA and precluded private commercial and residential development that would have dramatically altered the urban form of the Monterey Peninsula. It is important to tell the story as the Coastal Commission's role in this remarkable accomplishment has been almost completely overlooked.  相似文献

Coastal aquaculture in South Australia has been going through a period of unprecedented growth during the past seven years. The value of the South Australian aqua‐culture industry has increased from US$1.3 million in 1990–1991 to an estimated US$31 million in 1996–1997. This growth has led to the implementation of planning and management policies by the state government. South Australian coastal waters have been divided into regions, and regional aquaculture management plans have been prepared. These management policies have generated concerns among interest groups and the community. The recent coastal aquaculture planning and management policies are described and analyzed, focusing on their contribution to the development of an ecologically sustainable industry. The need for an integrated approach to management is emphasized, especially given the great interest of the state government on the development of the industry.  相似文献

One of the major barriers to addressing complex social–ecological issues through integrated coastal management (ICM) is a lack of intergovernmental coordination and cooperation (horizontal and vertical fragmentation). This article describes an effort to overcome the barriers to ICM in Sri Lanka by fostering intergovernmental collaboration and initiating adaptive governance to restore one town, Hikkaduwa, and its associated marine protected area (MPA) and coastal zone habitats. Administrators from 12 national and local governmental agencies that are responsible for aspects of coastal management in the town of Hikkaduwa participated in a series of formal and informal workshops and a week-long tour of ICM projects in the Philippines. Outcomes demonstrate that these informal and formal meetings, workshops, and travel experiences fostered trust, social capital, and attitudinal organizational commitment (AOC). The experiences motivated members to overcome vertical and horizontal governance fragmentation through the formation of an independent intergovernmental committee for the restoration of Hikkaduwa into a sustainable and resilient community. ICM activities undertaken by the newly formed organization suggest that internal leadership capacity, effective local–national partnerships, explicitly linked ecological–economic projects, and long-term commitment are necessary conditions for success. Overall, attainment of sustainability and resilience through successful ICM should be thought of as a journey and not a destination.  相似文献
