Internalisation of the external costs of transport is currently the subject of much debate. Estimation of costs such as those of pollution and congestion is a primary element in any strategy involving policies for use in the internalisation of these costs. The objective of the TRENEN II STRAN project, funded by the EU, was to develop a methodology for estimation of the marginal external costs of transport. The model developed during the project was used in a series of case studies. One of the case studies, that conducted for Dublin, is reported in this paper. A brief summary of the TRENEN approach is presented followed by the results for Dublin produced from policies such as Do Nothing, Uniform pricing (internalising external costs by means of fuel taxation), Congestion Pricing (cordon pricing) and a first-best policy, the Full Optimum where one assumes that the policy maker has perfect pricing instruments available. As one would expect, the model shows that the greatest reduction in traffic level and external costs would occur if it were possible to introduce a highly differentiated and sophisticated pricing system. Increased taxation on fuel is not an efficient policy as it does not address the marginal external costs of congestion in a way that time-differentiated road-use pricing would. The results from testing of the different measures are interesting particularly those relating to parking and the way in which residents within the CBD and commuters to the CBD are dealt with. Empirical studies showed that travel time reliability, usually measured by travel time variance, is strongly correlated with travel time itself. Travel time is highly volatile when the demand approaches or exceeds the capacity. Travel time variability is associated with the level of congestion, and could represent additional costs for travelers who prefer punctual arrivals. Although many studies propose to use road pricing as a tool to capture the value of travel time (VOT) savings and to induce better road usage patterns, the role of the value of reliability (VOR) in designing road pricing schemes has rarely been studied. By using road pricing as a tool to spread out the peak demand, traffic management agencies could improve the utility of travelers who prefer punctual arrivals under traffic congestion and stochastic network conditions. Therefore, we could capture the value of travel time reliability using road pricing, which is rarely discussed in the literature. To quantify the value of travel time reliability (or reliability improvement), we need to integrate trip scheduling, endogenous traffic congestion, travel time uncertainty, and pricing strategies in one modeling framework. This paper developed such a model to capture the impact of pricing on various costs components that affect travel choices, and the role of travel time reliability in shaping departure patterns, queuing process, and the choice of optimal pricing. The model also shows the benefits of improving travel time reliability in various ways. Findings from this paper could help to expand the scope of road pricing, and to develop more comprehensive travel demand management schemes.  相似文献

This study was designed to examine the relationship between actual and perceived values of cost and time for the work trip and to examine how perceptions have changed over a period of dramatically increased travel costs. Variations in the relationship between perceived and actual values were examined as a function of situational and attitudinal variables. Two telephone surveys were conducted one year apart (Fall 1978 and Fall 1979). On the next working day following a survey, a research assistant recreated the respondent's work trip, recorded time values and used distance measures, car type information and parking costs to compute travel cost. The first survey revealed that most auto users were unable to articulate dollars-and-cents driving costs for the work trip, but auto users in the second survey were able to provide fairly accurate cost estimates. Dramatic changes in fuel prices between surveys is probably the main reason for the change in driving cost awareness. Auto users were also asked to rate relative costs of driving a car compared to using the bus for the work trip. These ratings showed that auto users tended to underestimate driving costs relative to bus costs, but this tendency decreased from the first to the second time period. Commuters in all modal groups at both time periods tended to overestimate travel times. The main purpose of this paper is to develop a bi-level pricing model to minimize the CO2e emissions and the total travel time in a small road network. In the lower level of the model, it is assumed that users of the road network find a dynamic user equilibrium which minimizes the total costs of those in the system. For the higher level of the model, different road toll strategies are applied in order to minimize the CO2e emissions. The model has been applied to an illustrative example. It shows the effects on traffic flows, revenues, total time and CO2e emissions for different numbers of servers collecting tolls and different pricing strategies over a morning peak traffic period. The results show that the CO2e emissions produced can be significantly affected by the number of servers and the type of toll strategy employed. The model is also used to find the best toll strategy when there is a constraint on the revenue that is required to be raised from the toll and how this affects the emissions produced. Further runs compare strategies to minimize the CO2e emissions with those that minimize total travel time in the road system. In the illustrative example, the results for minimizing CO2e emissions are shown to be similar to the results obtained from minimizing the total travel time.  相似文献

Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users.  相似文献

The rationale for congestion charges is that by internalising the marginal external congestion cost, they restore efficiency in the transport market. In the canonical model underlying this view, congestion is a static phenomenon, users are taken to be homogenous, there is no travel time risk, and a highly stylised model of congestion is used. The simple analysis also ignores that real pricing schemes are only rough approximations to ideal systems and that inefficiencies in related markets potentially affect the case for congestion charges. The canonical model tends to understate the marginal external congestion cost because it ignores user heterogeneity and trip timing inefficiencies. With respect to the relevance of interactions between congestion and congestion charges and tax distortions and distributional concerns, recent insights point out that there is no general case for modifying charges for such interactions. Therefore the simple Pigouvian rule remains a good first approximation for the design of road charging systems.  相似文献

This paper proposes a demonstration project to test the effectiveness of congestion pricing in an urban area. It reviews the general theoretical case for such pricing and summarizes recent international interest in congestion pricing. Next, it sets forth the reasons why demonstration projects are needed, both to add to our knowledge about how effective congestion pricing may prove to be, and to address political and other public-acceptance barriers to implementation of the concept. The paper then defines a specific proposed test site for congestion pricing: a new toll road being planned for Orange County, California. It is proposed that instead of charging flat-rate tolls, the transportation agency could charge peak and off-peak tolls, increasing the level of the peak charge each year over a period of up to 10 years unless or until toll revenues decline below the levels forecast under the flat-rate toll alternative. Measurements of traffic flow and ride-sharing behavior would be made, as well as calculations of emission-reduction effects. This paper develops a method to value two road design features: curviness and road type (2-lane, 4-lane without a median, and 4-lane with a wide grass median). These features are linked to the safety of the road environment, providing information on how much individuals are willing to pay to reduce exposure to risk in the driving environment when trading between mixtures of curviness and road type. A stated choice experiment was designed in which car and truck drivers undertaking regional and inter-urban trips out of six New Zealand cities evaluated alternative trip profiles in terms of travel times and costs in addition to curviness and road type, and chose one of the trip profiles as the most preferred.  相似文献

This paper analyses the Nationwide Personal Transportation Study (NPTS) surveys of 1977 and 1983–1984 that reveal a remarkable increase in nonwork travel. This growth occurred among all city size classes but was stronger for suburban residents. Also interesting is that the rate of increase in nonwork trips was higher in the peaks (especially in the morning peak) than in the off-peak period. Some, but not all, of these trips may be price-elastic and might be diverted by congestion pricing strategies. The nonwork trip growth is concentrated in the “family and personal” and the “social and recreational” categories. Although higher-income households make more trips than low-income households, the increase in nonwork travel is common to all income groups. The growth in nonwork travel does not appear to be closely associated with the growth in female employment or trips related to the children of working women. The most convincing explanation of the growth in nonwork travel is that the trip cost savings (less time and distance) experienced because of more efficient spatial settlement patterns have provided an incentive to undertake more trips. Another implication is that urban economic models and urban transport policies have overemphasized the journey to work, especially to the central business district (CBD).  相似文献

This article presents the economic rationale for road pricing and provides some scale on the magnitude of peak period tolls that might be justified. It discusses the impacts of such tolls on congestion, air quality and economic development and suggests a long term strategy towards areawide implementation of peak period pricing. It discusses current trends which are increasing the likelihood for implementation of congestion pricing and toll roads in the future. This article deals with the Transportation Study currently nearing completion in Dublin. A feature of this Study was the use of simplified data collection and modelling techniques. Beginning with a brief outline of the background to the transportation problem in Dublin, the article goes on to outline the objectives of the Study and the methods by which these objectives were fulfilled. These methods involved the taking of detailed inventories of Dublin's travel patterns, of its land uses, population and employment, and of its road and public transport systems. Mathematical models were then developed and modified until they could simulate the existing travel patterns to an acceptable degree of accuracy. These models covered the Study's trip generation, modal split, trip distribution and trip assignment stages, and the forms taken by the models are dealt with in the article. The article ends with a summary of the main recommendations of the Dublin Transportation Study.  相似文献

This paper addresses the toll pricing framework for the first‐best pricing with logit‐based stochastic user equilibrium (SUE) constraints. The first‐best pricing is usually known as marginal‐cost toll, which can be obtained by solving a traffic assignment problem based on the marginal cost functions. The marginal‐cost toll, however, has rarely been implemented in practice, because it requires every specific link on the network to be charged. Thus, it is necessary to search for a substitute of the marginal cost pricing scheme, which can reduce the toll locations but still minimize the total travel time. The toll pricing framework is the set of all the substitute toll patterns of the marginal cost pricing. Assuming the users' route choice behavior following the logit‐based SUE principle, this paper has first derived a mathematical expression for the toll pricing framework. Then, by proposing an origin‐based variational inequality model for the logit‐based SUE problem, another toll pricing framework is built, which avoids path enumeration/storage. Finally, the numerical test shows that many alternative pricing patterns can inherently reduce the charging locations and total toll collected, while achieving the same equilibrium link flow pattern. According to the Federal Highway Administration of the United States, maintenance expenditure takes up more than 25% of road revenue disbursement and this percentage has been increasing gradually. The reason for the increment in maintenance cost is that there lacks incentives for road users to take this cost component into their driving behavior. That is, different classes of vehicles should be levied different levels of congestion tax due to the different degrees of damage on the highway if a road pricing policy is implemented. This paper intends to incorporate this concept into road pricing literature by introducing two types of vehicles. After the analysis of the problem, we find that different types of vehicles should be charged different tolls. The toll includes not only the travel delay cost of one's own vehicle and the other types of vehicles, but also the marginal maintenance cost that is dependent on the traffic flow. A set of numerical examples is provided to demonstrate the theoretical analyses. The result shows that both the welfare and cost coverage rate will increase when the road pricing mechanism takes the maintenance cost factor into account.  相似文献

This paper addresses the optimal toll design problem for the cordon-based congestion pricing scheme, where both a time-toll and a nonlinear distance-toll (i.e., joint distance and time toll) are levied for each network user’s trip in a pricing cordon. The users’ route choice behaviour is assumed to follow the Logit-based stochastic user equilibrium (SUE). We first propose a link-based convex programming model for the Logit-based SUE problem with a joint distance and time toll pattern. A mathematical program with equilibrium constraints (MPEC) is developed to formulate the optimal joint distance and time toll design problem. The developed MPEC model is equivalently transformed into a semi-infinite programming (SIP) model. A global optimization method named Incremental Constraint Method (ICM) is designed for solving the SIP model. Finally, two numerical examples are used to assess the proposed methodology.  相似文献

Automobile use leads to external costs associated with emissions, congestion, noise and other impacts. One option for minimizing these costs is to introduce road pricing and parking charges to reduce demand for single occupant vehicle (SOV) use, while providing improvements to alternatives to encourage mode switching. However, the impact of these policies on urban mode choice is uncertain, and results reported from regions where charging has been introduced may not be transferable. In particular, revealed preference data associated with cost recovery tolls on single facilities may not provide a clear picture of driver response to tolls for demand management. To estimate commuter mode choice behaviour in response to such policies, 548 commuters from a Greater Vancouver suburb who presently drive alone to work completed an individually customized discrete choice experiment (DCE) in which they chose between driving alone, carpooling or taking a hypothetical express bus service when choices varied in terms of time and cost attributes. Attribute coefficients identified with the DCE were used in a predictive model to estimate commuter response to various policy oriented combinations of charges and incentives. Model results suggest that increases in drive alone costs will bring about greater reductions in SOV demand than increases in SOV travel time or improvements in the times and costs of alternatives beyond a base level of service. The methods described here provide an effective and efficient way for policy makers to develop an initial assessment of driver reactions to the introduction of pricing policies in their particular regions.  相似文献

Road pricing policies are gaining prominence in EU countries. These policies have positive impacts leading to mobility patterns which are socially and environmentally more desirable, but they also have negative impacts. One negative impact is to be found in regional accessibility, due to the increase in generalized transport costs. This study presents a methodology based on accessibility indicators and GIS to assess the accessibility impacts of a road pricing policy. The methodology was tested for the Spain’s road network considering two road pricing scenarios. It enables not only the more penalized regions to be identified but also negative road pricing spillover effects between regions. These effects are measured in terms of accessibility changes occurring in one region produced by charges implemented in another region. Finally, the study of accessibility disparities (by calculating inequality indexes for each of the scenarios considered), provides policymakers with useful information regarding the impact of road pricing policies from the point of view of territorial cohesion.  相似文献

Numerous studies have established the link between the built environment and travel behavior. However, fewer studies have focused on environmental costs of travel (such as CO2 emissions) with respect to residential self-selection. Combined with the application of TIQS (Travel Intelligent Query System), this study develops a structural equations model (SEM) to examine the effects of the built environment and residential self-selection on commuting trips and their related CO2 emissions using data from 2015 in Guangzhou, China. The results demonstrate that the effect of residential self-selection also exists in Chinese cities, influencing residents’ choice of living environments and ultimately affecting their commute trip CO2 emissions. After controlling for the effect of residential self-selection, built environment variables still have significant effects on CO2 emissions from commuting although some are indirect effects that work through mediating variables (car ownership and commuting trip distance). Specifically, CO2 emissions are negatively affected by land-use mix, residential density, metro station density and road network density. Conversely, bus stop density, distance to city centers and parking availability near the workplace have positive effects on CO2 emissions. To promote low carbon travel, intervention on the built environment would be effective and necessary.  相似文献

Urban car transportation is a cause of climate change but is also associated with additional burdens such as traffic congestion and air pollution. Studies of external costs and potential impacts of travel demand management help to define policy instruments that mitigate the damaging impact of transportation. Here, we analyze different externalities of car transportation in Beijing and show that social costs induced by motorized transportation are equivalent to about 7.5–15.0% of Beijing’s GDP. Congestion and air pollution contribute the most with climate change costs being the most uncertain. We show that a road charge could not only address congestion but also has environmental benefits. The paper investigates the role of demand elasticities and demonstrates that joint demand and supply-side policies provide considerable synergies.  相似文献

European urban areas are marred by the problems of congestion and environmental degradation due to the prevailing levels of car use. Strong arguments have thus been put forward in support of a policy based on marginal cost pricing (European Commission 1996). Such policy measures – which would force private consumers to pay for a public service that was previously provided "for free" – are, however, notoriously unpopular with the general public and hence also with their elected representatives – the politicians. There is thus an obvious tension between economic theory, which suggests that marginal cost pricing is the welfare maximising solution to urban transport problems, and practical experience, which suggests that such pricing measures are unwanted by the affected population and hence hard to implement through democratic processes. The AFFORD Project for the European Commission has aimed to investigate this paradox and its possible solutions, through a combination of economic analysis, predictive modelling, attitudinal surveys, and an assessment of fiscal and financial measures within a number of case study cities in Europe. In this paper the methodology and results obtained for the Edinburgh case study are reported in detail. The study analyses alternative road pricing instruments and compares their performance against the theoretical first best situation. It discusses the effect of coverage, location, charging mechanism and interaction with other instruments. The paper shows that limited coverage in one mode may lead to a deviation from the user pays principle in other modes, that location is as important as charge levels and that assumptions about the use of revenues are critical in determining the effect on equity and acceptability. Finally the results show that a relatively simple smart card system can come close to providing the economic first best solution, but that this result should be viewed in the context of the model assumptions.  相似文献
