1.INTRODUCTION In current semmars and conferences about marine transportation safety and shipping safety, the Internationsl safety Code(ISM)is one of the hot topics. In this paper the authors introduce the concepts Of systems safety engineering(SSE). The historical backgrounds of both ISM and SBE are described. The authors compare the concepts of both ISM and SSE. The advantages of SSE are discussed. The authors also introduce the SSE programme plan and SSE activities. 2.DEFINITIONS OF SAFETY If we look for the definition Of safety in an English dictionary, it tells you that safety is a noun meaning a state of being free from harm or danger. This paper describes the current situation with piracy and armed robbery at sea in the Indo-Pacific region, particularly off the Horn of Africa and in Southeast Asia. This situation may be aggravated due to the downturn in international shipping following the global financial crisis. This has led to surplus shipping capacity, crews paid off, lower profits, and ship owners seeking to cut costs. Many ships are laid up in anchorages prone to sea robbery, and there is a risk that ships might be less well maintained and operated. This paper also explains how some ships are more vulnerable to attack than others. Sub-standard ships are more likely to be successfully attacked than quality vessels. Issues are identified that might be addressed by the shipping industry and ship owners, as well as by the International Maritime Organization (IMO). In addition to being a victim of piracy, the shipping industry could be adding to the problem by laying up ships in vulnerable areas, reducing wages and sizes of crew and employing sub-standard ships. This situation could be symptomatic of wider problems in international shipping that throw doubt on the effectiveness of current regimes for ship safety, security and marine environmental protection.  相似文献

本文结合内河电子航道图生产实践,通过分析现有电子航道图生产中存在的诸如人工参与过多、使用软件繁多和生产工序复杂等缺点,总结得出一套全新的电子航道图制作流程和方法。该方法主要包括GDB模板制作、建立满足S-57的物标对应关系等关键技术,涵盖了从数据采集到S-57标准海图文件生成的完整流程,整个过程均在ArcGIS软件中进行,避免了频繁切换应用软件的问题。作者以信阳市南湾水库为研究对象,使用基于Maritime Charting的内河电子航道图制作方法,成功生产出南湾水库电子航道图,证明了该方法的有效性和实用性。  相似文献

This paper begins by providing a brief overview of the International Labour Organization’s Maritime Labour Convention, 2006 (MLC, 2006), noting that this Convention, often called the “Seafarers’ bill of rights”, seeks to achieve both social and labour rights (“decent work”) for seafarers and fair competition (achieving a level-playing field) for shipowners. It has been described as the “fourth pillar” of the international maritime regulatory regime complementing the major International Maritime Organization conventions. The paper provides a brief update on international efforts to achieve the 30/33 formula needed to bring the Convention into force [at present, the tonnage element, 33% has been achieved already with coverage now at 54% of the world fleet (by gross tonnage), with 18 ratifications]. It then explores challenges faced by flag States in connection with capacity to implement the ship inspection and certification system under the MLC, 2006 and other difficulties with respect to legal implementation by the flag States. The paper also comments on some challenges in connection with port State, coastal State and labour-supplying State responsibilities. The paper points out that the MLC, 2006 is a comprehensive code that covers diverse issues and a wider range of both ships and seafarers than previous conventions. It often requires interdepartmental cooperation to implement its requirements at the national level. The paper concludes that, despite the slower pace of ratification in some regions, largely because of the recent economic and other crises, it appears that many actors in the maritime sector are already actively engaged in MLC, 2006 implementation, often ahead of governments. The question is not “if” but “when” the formula will be achieved to allow the MLC, 2006 to enter into force.  相似文献

To address the maritime security issue, the IMO Diplomatic Conference adopted in December 2002 the International Ship and Port Facility Security (ISPS) Code. The European Union fully agreed with its contents; Regulation (EC) No. 725/2004 transposes in Community Law the associated rules, which came into force on 1 July 2004. Interesting questions from an EU-policy point of view are then: What are the additional costs associated with the implementation of security regulations by port facilities (here in particular terminals) in EU-member states? Moreover, how are these additional costs being recovered by port facilities? Another inter-related question is: are there any subsidies involved in the cost recovery? The present paper addresses these questions with the presentation of the main results of an explorative empirical study on maritime security-related costs and their financing in EU-member states. Furthermore, a number of topics are recommended for further study on maritime security costs and financing and associated (EU) regulations.  相似文献

Full-scale globalisation of trade has been accompanied by a progressive liberalisation of maritime transport. The proliferation of open registries has created a situation in which Port State Control (PSC) has become much more effective than the feeble or non-existent control exercised by those States. This study has been conducted on the influence of the professional profile of inspectors on inspection results. The objective of our paper was to evaluate the impact of PSC inspectors’ professional profile by conducting a case study of the Spanish Maritime Administration.
