This paper addresses the issues of an increasingly competitive towage industry in Northern European ports. Enhanced competitiveness reflects the trends in the global mobility of capital, labour, enterprise and management within the context of deregulated port markets. Up until the early 1990s, the long term trend in major North European ports had been towards market concentration. Many small towage firms have been taken-over, bought out or merged. Alternatively, a pattern of consortia has emerged with co-operation and market sharing seen as preferable to ruinous competition. A contrasting trend has occurred in the 1990s, with new entrants into hitherto stable markets. In a number of ports—Antwerp, Rotterdam, Bremerhaven, Hamburg, Southampton, Thamesport, Bristol Channel—new fleets have brought competitive challenge to the incumbent towage fleets. The process of enhanced competitiveness raises questions of safety, reliability, investment and professionalism. The movement towards an openly competitive shipping industry has been in evidence from the 1960s onwards. The momentum of a dynamic shipping industry, with its competitiveness sharpened by the use of global supply factors, has intensified from that period. The movement in European tonnage towards flags of convenience and global labour supplies began in the tanker and bulk carrier markets; more recently this has spread to deep sea liner, short sea and even cabotage trade shipping. The towage industry is the last North European shipping sector to make this transition, following the trends towards port deregulation in the 1990s. From this perspective, this paper considers the impact on the towage market of global mobility and deregulation in North European towage markets—the impact of increased competition on the traditional operators and the likely effect on operational towage standards.  相似文献

Shipping is increasing today along with the sector's emissions of greenhouse gases. The awareness of the emissions has increased the pressure for regulations of the shipping industry. Regulating the sector is far from simple due to the complexity of the market and the evasive characteristics of the industry. We know from studies of road pricing that attitudes among stakeholders are important for a successive policy implementation. The objective of this paper is to capture the Swedish ports’ attitudes towards regulations of the shipping sector's emissions of CO2 . This has been done by conducting a survey among commercial ports in Sweden. To our knowledge, this is the first study of this kind. Our analysis indicates that ports in Sweden are generally positive towards an implementation of regulations to reduce carbon dioxide (CO2) emissions from the shipping industry. The ports where most positive towards CO2 differentiated port due (97%), followed by a technical standard (92%), CO2 taxation (84%) and EU ETS (The European Union Emissions Trading Scheme; 74%).  相似文献

Research into port reform in Taiwan and Australia indicates that reform was undertaken in different contexts while committed and adopting similar strategies. Reform in both countries has been consistent with paradigmatic shifts towards market orientation, and within this context, privatisation was considered the preferred option. In both Taiwan and Australia, however, governments, reluctant to relinquish control over their ports, opted for corporatisation models. This article discusses the dynamics and drivers of reform and examines the outcome of these strategies. Both countries commenced port reform with deregulation of dock labour employment and introduced enterprise-based employment replacing the labour pool system. Privatisation of stevedoring operations was introduced at the same time in Taiwan. In the second reform phase, Taiwan amalgamated the four major commercial ports under a single state-owned port company in March 2012, with the objective of reducing inter-port competition and creating a central port planning mechanism. Australian ports, on the other hand, have undergone restructuring with the implementation of corporatisation, privatisation and commercialisation strategies since 1990s. Reform strategies in both countries display some similarities, e.g. rationalisation strategies in both Taiwan and Tasmanian ports, but also display some distinct dissimilarities with the increasing move to privatisation in Australia, e.g. the sale of South Australian ports and in 2010 the sale of the port of Brisbane.  相似文献

Labour/management practices in North American ports are undergoing fundamental changes in their shift from confrontation to Cooperation. Cooperation is increasing to counter competitive threats from other ports arising from intermodalism and transportation deregulation. Technological advances in port operations are reducing the number of longshore forces required and changing the skills required of those which remain. A recent survey of North American container terminals provided a 'snapshot' of current approaches of improving labour/management relations. Focusing on growth and development needs of individual port workers enhances morale and motivation resulting in environment. Many ports are introducing new management techniques including improved communications and training to enhance the motivation and productivity of their longshore forces.  相似文献

As a global labour market exists for international shipping, a challenging issue facing this industry is to get access to reliable, accurate and timely information of seafarers’ demand and supply. Related to the deregulation environment and great variety in the availability and quality of relevant information, an enquiry into the global seafaring labour market is more complex than a national labour force survey. To cope with the challenge, a novel approach has been developed by the Seafarers International Research Centre (SIRC) at Cardiff University. Viewing capital (ship), labour (seafarers) and services (cargo or passengers) as interconnected and interwoven to each other, it collects and analyses crew lists from main ports world-wide, resulting in the creation of the first global seafarers database. The purpose of this paper is explain its methodological principles, and to illustrate its application potential. Taking the cruise sector as an example, research findings and methodological implications are highlighted.  相似文献

Spatial pattern of the global shipping network and its hub-and-spoke system   总被引:2,自引:0,他引:2  
Port system is a research focus of transport geography, and most studies believe carriers are important factors in the development and concentration of the port system. Since the 1990s, carriers have played an important role in organizing the global shipping network and reorganizing the port system. But there isn’t a perfect method to evaluate carriers’ influence and the roles of each port in the maritime shipping networks. In this paper, we use the monthly schedule table of international carriers to describe and model the spatial pattern of the global shipping network and identify its hub-and-spoke system. The result shows that a hierarchical structure exists in the global shipping network. The North Hemisphere, especially the East Asia and the Southeast Asia, is a dominant region of the worldwide shipping network. East Asia, Southeast Asia, Northeast Europe, and East coast of the USA are the concentration regions of worldwide shipping lines. The ports of Hong Kong, Singapore, Shenzhen, Shanghai, and Kaohsiung etc have advanced capacity for maritime shipping and high potentials for being hub ports in the global shipping network. Today, the worldwide shipping network is transforming from the multi-port calling system to 44 regional hub-and-spoke systems. Meanwhile, the sub-networks with hub ports of Antwerp, Singapore, and Hong Kong have become the most important ones and dominate the whole global shipping network.  相似文献

The co-operation agreements can take several forms such as alliances and mergers among shipping lines, conferences, involvement of shipping companies in terminal management, and extending interests in inland transport of shipping companies. In this paper we give a brief overview of these different types of agreement and we examine the consequences of this evolution of the market structures in which ports and shipping companies have to operate. More specifically, attention goes to the competitive position of the port in this new environment. Container ports provide the primary interface where physical exchange between buyers and sellers of containerised shipping capacity can be consolidated and realised. Consequently, ports that are able to complement and add value to the objectives of shipping lines and shippers will become focal points for containerised cargo flows. To evaluate container port competition, the authors propose a practical and direct approach based on revealed preferences of shipping lines with respect to container shipping service dynamics. The container shipping networks are generated as carriers formulate their service schedules to capitalise on opportunities that are presented by evolving container trade patterns along trade routes and relative changes in the competitive profile of the ports of call. Empirical results showed that this approach offers a deeper understanding on the workings and evolution of competitive dynamics between ports, which may not be obvious from observations of port performance at the aggregated level. Benefits of the approach also include raising awareness that policy makers should be aware of the need to understand the nature, extensity and intensity of competitive relationships between ports as they craft and implement policies to correct for the actual or perceived market failures in the industry.  相似文献

After several years of negotiation between Canada and the European Union, the Comprehensive and Economic Trade Agreement (CETA) was ratified in early 2017. The regime set out by the Canadian Coasting Trade Act that reserves shipments of cargo between Canadian ports to Canadian vessels remains mostly untouched under CETA. Minor, yet potentially significant, changes to the regime are introduced by the trade agreement. Provisions are made to liberalize the repositioning of empty containers within Canada. The liberalization of public markets now allows European firms to compete in the Canadian dredging market. Finally, EU vessels can undertake some transshipment activity in Canada but this is limited to international cargo on the specific Montreal-Halifax route. The paper attempts to highlight some possible CETA’s consequences for domestic Canadian shipping markets. It uses industrial economics analytical tools drawn from a Structure-Conduct-Performance (SCP) paradigm. From a literature review, it reconstructs different cases of deregulation that occurred internationally. The observed transformations are then characterized in terms of the SCP model. The paper identifies some common impacts which occurred in different transportation industries after a deregulation process. Using these findings, it concludes by discussing potential impacts for domestic shipping markets in Canada.  相似文献

Competition between closely situated seaports in not new. The ports of Baltimore and Hampton Roads, located at either end of Cheaspeake Bay, have been locked in a fierece battle to gain dominance in the lucrtice mid-Atlantic container traffic for a number of years. The probability that ech will succeed is not great, as shipping lines, concerned with the high costs associated with idle port time, will select one,rther thatn serve both. Indeed, evidence is beginning to mount that, dispite massive expenditures by the Stte or Maryland, the Virginia ports a reemerging as the region' load centre. This paper examines recent trends in container movements through these two major ports and suggests the long-termprospects for each. among measures considered are the location of eachi in relation to other ports both North and South, sizes of the port cities and their immediately adjacent hinterlands, proximity to inland population centres (markets), connectivity between the ports and these inland centres (by both rail and truck), expenditures by port agencies and land crries, labour relations, and availabillity of space for expansion.  相似文献

This paper discusses the European Union's (EU) proposals to improve the efficiency and infrastructure of European ports, and investigates the extent to which these proposals are welcomed by the ports industry. On the one hand, the analysis of the recent EU policy developments makes apparent that the EU is increasingly impinging upon the port industry's life. On the other hand, the findings of the semi-structured interviews with the industry's representatives suggest that although port authorities and port operators remain in principle against a coherent common EU ports policy, the industry believes that certain EU initiatives can enhance the competitiveness of the maritime transport system.  相似文献

Over the last few years, liner and stevedoring markets have been facing new challenges. The progressive concentration on the demand side (carriers) and the emergence of global alliances in the mid-1990s have triggered a similar process of consolidation on the supply side (stevedores). In turn, more recently, the strategic choices of pure terminal operators have led to the progressive involvement of carriers in port operations, both from a financial and a managerial point of view. This paper aims at analysing the current contest in northern Europe between customers and suppliers of port services. Substantial concentration in the stevedoring market and the emergence of dedicated facilities in that area, make this arm-wrestling stronger and stronger.

At present, the liner market is following a number of strategic directions including the pursuit of economies of scale (larger vessels) and the supply of services using faster vessels (deployment of 'fewer' assets) in order to offer either new services or additional loops (scope). By exploring the strategic behaviours of the top carriers ('bigger' or 'more effective'), the paper attempts to outline the future evolution of the two industries in a 2015 vision, highlighting in particular scenarios for north European ports. Global alliances are weakening and a new era of M&As is probably approaching: how will the bargaining power change between port users and port customers? The port industry has undergone a rationalization process over the last decade. An increasing proportion of port management and operations is being taken over by global port operating groups. Many port operators who previously ran only their local business now extend their business scope to the regional or global scale; today's port operators can be regarded as multinational corporations. In the era of global economy, a port no longer enjoys a natural monopoly, as was the case in the past. To cope with this changing business environment, a certain form of competition and co-operation among ports is necessary so as to provide services that fit into shipping lines' strategies. It is suggested that ports have to concentrate on new ways for co-operation in an effort to establish a countervailing power. This paper proposes a new strategic option known as co-opetition, the combination of competition and co-operation, for the port industry, and explains a case of co-opetition between the container ports in Hong Kong and South China. The results of this research will provide a useful insight into the port industry, which is currently required to carry out its business in an ever-changing business environment.  相似文献

The purpose of the article is to analyse the operation of shipping companies in Finland, Sweden and Norway cross-sectionwise in 1989-1991. These represent three different types of shipping operations in three neighbouring countries in Northern Europe. In the analysis, an apllication of the transaction cosr approach (TCA) is employed. It is shown that finnish shipping is usually very concentrated both in terms of geographical coverage, cargo composition and ownership. In cargo shipping, Finnish shipping firms mainly operate on the 'domestic' routes connecting Finland to the main European markets. Few Finnish firms are operating in highly competitive operations such as cruise shipping and liquid and dry bulk trades. Ownership in shipping is also often institutionalized rather than being in private, independent hands. In Sweden, the hierarchial governance of shipping is less than it is Finland. In certain worldwide trades, such as reefer and car carrier trades, the governance structure could be defined as hierarchial due to high asset specificity and high degree of specialization. In Norway, the shipping industry seems to be strongly market-oriented. The industry is composed of shipping companies, whose existence depends on their cost competitiveness on the shipping market, and is usually not backed up by exclusive hierarchial arrangements. Notable exceptions are the LNG/LPG and car carrier trades. The classification presented principle can easily be extended to other shipping countries, or companywise comparisions, as well.  相似文献

Asian hub/feeder nets: the dynamics of restructuring   总被引:1,自引:0,他引:1  
The emergence of hub/feeder networks in the Singapore-Japan corridor through the 1970s and 1980s reflected not only the rapid growth of containerized cargo in regional Southeast and East Asia but also the exceptional importance of Far East/transPacific and Far East/Europe mainline shipping services in structuring these networks. This paper argues that the mid-1990s is a defining moment in the restructuring of these networks; that the period represents, in fact, a convergence of a number of different though related trends impacting on the regional shipping market. More particularly, continuing high growth rates of containerized cargo have not only spawned new ports but have also increased the proportion of ports handling threshold volumes of containers for which mainline calls, rather than handling thfeeder operations, are justified. Further, the quite dramatic retionalization of already large container shipping lines into mergers and alliances bestows a new level of market power that is able to underwrite major changes in shipping schedules, port rotations and feeder linkages. This paper speculates that these developments are generating, and will continue to generate new, hierarchically organized port/shipping networks in which high order networks will include high efficiency/high cost operations; and lower order networks will include a mix of hub and direct-call ports that will focus on different market segments.  相似文献

One recent transformation of liner shipping is the entry of leading carriers into north-south markets. This paper aims to test the commonly held proposition that global shipping lines entered north-south markets to feed more cargo on their established east-west services. This proposition arises out of: (1) predominant models of transport networks evolution which emphasize the influence of hubs, and (2) lines' strategy of commissioning larger vessels for east-west routes. In this perspective, the expansion of networks to southern economies serves specifically to bring more cargo on main routes to ensure volumes are sufficient to generate the desired economies of scale. This paper analyses the changing configurations of South American services. Results show that by 1999 leading shipping lines were offering direct services to all major trade ranges from the region, and numerous US loops were added to the already established European and Asian services. These new services involved multiple ports in the US; running in parallel with east-west services over a large part of the American coasts. The paper concludes that global shipping lines entered the South American market by setting up services typically configured to serve trades between North and South America; not to feed established main routes.  相似文献

The adoption in 1994 of the law n. 84 introducing the landlord port model marked the starting point of a prime period for the Italian port industry. It contributed to the national port industry renaissance: Italian ports became again the leaders in the Mediterranean basin, both as gateway ports and as transhipment ports. Looking back to its 15 years of enforcement, critical aspects and weaknesses have been observed. The incentive to reflect on the governance structure of ports and on the changes affecting the whole logistics transport chain is driven by the relative and absolute loss of position of Italian ports with respect to their competitors of the North as well as of the South European range (and the ports of Northern Africa which are expected to compete fiercely in the coming future). Considering only the container traffic, from 2003 to 2008 the market share of Italian ports decreased from 20.7% to 15.7% in favor of its main European competitors. The loss of attractiveness of Italian harbors is a clear symptom of the several difficulties national ports face in dealing with the rapid changes affecting the port industry. This paper discusses the bill presented by the Italian Government concerning the ports governance reform.  相似文献

ABSTRACT

Over the years many shipping lines have established terminal operation companies, with some set up as independent firms. However, port authorities and local governments have not always welcomed external investment and control with open arms. The economic implications and each stakeholder’s best strategies remain unclear. This study develops an analytical model in order to study the effects of vertical integration, with a focus on shipping lines’ investment in ports’ capacity. Modelling results suggest that vertical integration between terminal operator and a shipping line leads to higher port capacity, port charge, market output and consumer surplus. It also reduces delay costs. All these results suggest that vertical integration can be an important source of synergy for the maritime industry. Although vertical integration increases the participating carrier’s output at the expenses of non-integrating rival shipping firms, our numerical analysis suggests that the overall social welfare is likely to increase. Preliminary empirical tests confirm that vertically integrated ports handle more traffic volumes and are associated with better infrastructure and equipment. Therefore, port authorities and government regulators should carefully review the market competition status as well as port expansion plans.  相似文献
