Urban transportation is identified as a functional element in the broader context of urban facilities and services. From this point of view, the relative merits of separate information systems for transportation planning and general urban planning, as contrasted to unified systems for all urban management functions, are discussed. The overriding need to make the most effective use of urban resources argues strongly for the unification of urban information systems to the greatest possible extent consistent with the special data requirements of various functional programs. The need to identify and correlate data items for very small areal units and to keep current records of the constantly shifting patterns of social and economic activities in urban areas present difficult, but not insurmountable technical problems. However, the most serious barrier to the development and implementation of comprehensive urban information systems is concluded to be institutional, rather than technical, in nature.  相似文献

A major problem addressed during the preparation of spatial development plans relates to the accessibility to facilities where services of general interest such as education, health care, public safety, and justice are offered to the population. In this context, planners typically aim at redefining the level of hierarchy to assign to the urban centers of the region under study (with a class of facilities associated with each level of hierarchy) and redesigning the region’s transportation network. Traditionally, these two subjects – urban hierarchy and transportation network planning – have been addressed separately in the scientific literature. This paper presents an optimization model that simultaneously determines which urban centers and which network links should be promoted to a new level of hierarchy so as to maximize accessibility to all classes of facilities. The possible usefulness of the model for solving real-world problems of integrated urban hierarchy and transportation network planning is illustrated through an application to the Centro Region of Portugal.  相似文献

An important characteristic of urban transportation policy and planning today is the increasing role that the private sector is playing in identifying and implementing transportation projects. For example, a recent examination of the possible forms of such involvement found that there were four major categories of action that could be used to classify recent private-sector efforts in urban transportation: (1) aid to and/or provision of transportation services; (2) formation of advocacy or advisory groups whose purpose is to influence public policy; (3) sponsorship of transportation studies; and (4) provision of management assistance to public agencies (Gordon, 1982). In many of these efforts, the successful implementation of a project or program required close cooperation between public and private-sector officials. The purpose of this paper is to examine the characteristics of this interaction and explore the implications for transportation planning and policy.Examples of public/private-sector interaction in two Connecticut cities, Hartford and Stamford, are used to illustrate the characteristics of successful transportation program implementation. Although the examples are limited to two cities, and are mainly concerned with one major category of action (ridesharing), the characteristics of the process used and of the results can be applied to other situations where public/privatesector interaction is desired.  相似文献

This paper describes the characteristics of transportation demand management. The origin of transportation demand management (TDM) as it has evolved in the US is related to federal policy initiatives that first focused on improving the efficiency of the urban transportation system through operational improvements, and then incorporated concerns such as air quality and energy conservation into the transportation planning process. The paper then examines the effectiveness of TDM actions, and concludes that those actions most likely to increase the “price” of travel for single occupant vehicle use will be most effective. The paper identifies several strategies for improving the effectiveness of TDM actions in the context of regional transportation planning, including: incorporating TDM as part of the solutions for regional transportation planning, linking TDM to land use decisions, making the costs of travel more apparent to the user, and making TDM implementation more palatable to the general public.  相似文献

Urban green spaces provide various social and environmental benefits that strongly improve the quality of life in a city. Municipalities are responsible for maintaining their green spaces in order to preserve these potentials. This paper supports municipalities in planning the transportation and disposal logistics of the green waste that is produced by the maintenance activities. The approach combines ecological issues like the seasonality of green waste generation and different types of biomass with economically driven decision making. We show how to determine cost efficient transportation plans for the disposal logistics and how to capture the seasonality of green waste generation when booking capacities at disposal facilities. It is also shown how a municipality can select the disposal facilities to cooperate with in a competitive environment where facilities offer capacities at differing conditions, as is the case for disposal sites that dump the green waste and for conversion plants that use the biomass for producing renewable energy. We illustrate the approach using case data of a major city in Germany.  相似文献

In this paper, we will first review literature of the land use and transportation interaction and then develop a new land use allocation methodology called Three Stages-Two-Feedback Method (Integration Method) for both land use allocation and the transportation policy options with a practical implementation. Then we apply this method in an urban general planning project in China with more than 1.2 million populations. In this project, we evaluated three land use allocation strategies and three transportation policy options using two application tools (with and without feedbacks) using this method implemented in a land use planning system UPlan and a transportation planning system Emme. The results show that the use of the feedback method (Application Two) results in a vehicle distance reduction and the increase in the service coverage area of transit bus stops at the same time. Due to the use of transportation accessibility and the congestion measures with a MSA implementation, the accessibility measure shows a convergent process over iterations. This nice feature can be used for alternative comparisons. Future research subjects are also discussed.  相似文献

Recent developments in intelligent transportation systems pose new challenges and opportunities for urban transportation planning. To meet these challenges and to exploit these opportunities, a framework for a new transportation planning methodology has been developed. The methodology operates in a computer environment, called PLANiTS (Planning and Analysis Integration for Intelligent Transportation Systems), designed to facilitate the entire planning process form problem identification, through idea generation and analysis, on to prioritization and programming. To assist in problem identification, PLANiTS provides graphic representation of current conditions, including traffic, air pollution, accidents, and projections of future conditions. A computerized knowledge base, containing information about possible strategies and their effects, and a model base, containing transportation and other analysis models, are used to guide the user in identifying potentially effective strategies and performing the appropriate analysis. To facilitate the use of these tools, PLANiTS provides computer support of group processes such as brainstorming, deliberation, and consensus seeking. PLANiTS is designed for use in urban transportation planning at the local, regional, and state levels; it is intended to support a variety of participants in the planning process including transportation professionals, decision makers in transportation agencies (often local elected officials), citizens, and interest groups. Recognizing that transportation planning is essentially a deliberative, political process, PLANiTS is designed to inform and facilitate, but not replace, the political decision-making process.  相似文献

Urban freight transportation constitutes both an extremely important and a rather disturbing activity. Increasingly, one observes efforts to measure and control freight movements within city centers. We introduce a possible organizational and technological framework for the integrated management of urban freight transportation and identify important associated planning and operation issues and models. We then describe a formulation for one of these problems, the design of the proposed logistical structure, and discuss algorithmic and implementation issues. The Federal Clean Air Act Amendments of 1990 (CAAA) may be the most powerful of all environmental laws affecting transportation. They are intended to significantly affect transportation decision-making, not only to achieve air quality goals but also to affect broader environmental goals related to land use, travel mode choice, and reductions in vehicle miles traveled. The CAAA require greater integration of transportation and air quality planning, and assign a greater responsibility to transportation plans and programs for reducing mobile source emissions. By expanding the requirements for determining the conformity of transportation plans, programs, and projects with State Implementation Plans for air quality, and by expanding the use of highway funding sanctions to enforce those requirements, the CAAA ensure a continuing linkage between transportation and environmental goals.While the CAAA give transportation and air quality decision-makers the mandate to better coordinate their respective planning processes, the Intermodal Surface Transportation Efficiency Act of 1991 offers the tools to help carry out that mandate. Consequently, this paper summarizes the transportation and air quality provisions of both of these Acts and their relationships.  相似文献

Parking demand is a significant land-use problem in campus planning. The parking policies of universities and large corporations with facilities located in small urban areas shape the character of their campuses. These facilities will benefit from a simplified methodology to study the effects of parking availability on transportation mode mix and impacts on recruitment and staffing policies. This paper, based on a case study of North Dakota State University in the United States, introduces an analytical framework to provide planners with insights about how parking supply and demand affects campus transportation mode choice. The methodology relies only on aggregate mode choice data for the special generator zone and the average aggregate volume/capacity ratio projections for all external routes that access the zone. This reduced data requirement significantly lowers analysis cost and obviates the need for specialized modelling software and spatial network analysis tools. Results illustrate that the framework is effective for analysing mode choice changes under different scenarios of parking supply and population growth.  相似文献

Public involvement in the transportation planning process is an effort to ensure that citizens have a direct voice in public decision‐making. Through shared goals, such involvement enriches the planning, implementation, operation and management process. Various strategies of involving the public in the planning process have been tried in the past thirty years, but the overall effort has been lumpy and at times disappointing. In the last few years some forms of communicative action have been applied, following its appearance in current literature, but we still have a long way to go. This paper has four main objectives. First, it surveys the citizen involvement effort as it is practiced today and the problems it faces. Second, it describes teleogenic systems that are particularly suited for tackling conflictual problems. Thirdly, it presents the interplay of virtuous and vicious cycles in reinforcing or retarding collective decision making. And lastly, the process of harvesting the potential of citizen groups in collective decision‐making through critical systems thinking is described.  相似文献

Transportation specialists, urban planners, and public health officials have been steadfast in encouraging active modes of transportation over the past decades. Conventional thinking, however, suggests that providing infrastructure for cycling and walking in the form of off-street trails is critically important. An outstanding question in the literature is how one’s travel is affected by the use of such facilities and specifically, the role of distance to the trail in using such facilities. This research describes a highly detailed analysis of use along an off-street facility in Minneapolis, Minnesota, USA. The core questions addressed in this investigation aim to understand relationships between: (1) the propensity of using the trail based on distance from the trip origin and destination, and (2) how far out of their way trail users travel for the benefit of using the trail and explanatory factors for doing so. The data used in the analysis for this research was collected as a human intercept survey along a section of an off-street facility. The analysis demonstrates that a cogent distance decay pattern exists and that the decay function varies by trip purpose. Furthermore, we find that bicyclists travel, on average, 67% longer in order to include the trail facility on their route. The paper concludes by explaining how the distance decay and shortest path versus taken path analysis can aid in the planning and analysis of new trail systems.

His research interests include land use-transportation policies and programs that influence household residential location decisions and travel behavior. He has published in the areas of transportation demand management, travel behavior, neighborhood accessibility, and sustainable development. He earned a Ph.D. in Urban Design and Planning and M.S.C.E. from the University of Washington in Seattle. His master’s degree in planning is from the University of North Carolina at Chapel Hill and his undergraduate degree is from Northwestern University. Ahmed El-Geneidy    is a Post-Doctoral research fellow at the Department of Civil Engineering, University of Minnesota and Humphrey Institute of Public Affairs. El-Geneidy’s research interests include transit operations, travel behavior, land use and transportation planning, and accessibility/mobility measures in urban areas. He earned B.S. and M.S. degrees from the Department of Architectural Engineering at the University of Alexandria, Egypt, and continued his academic work at Portland State University, where he received a Graduate GIS Certificate and earned a Ph.D. in Urban Studies from Nohad A. Development of mega cities of Pakistan and China has greatly been affected by the growth in urbanization and motorization. The uncontrolled rise in urbanization, motorization, exclusionary planning and disproportionate investment in transportation infrastructure has created a socio-economic imbalance, thereby challenging the issue of equity. This paper focuses on a comparative social equity assessment of urban development, characteristics of supply and demand of transportation and infrastructure systems and the impact of existing strategies over equity in the development of urban and transportation system of Beijing and Karachi. Academic discussions on Cost Benefit Analysis (CBA) as an appraisal instrument for integrated land use and transportation plans tend to focus on its technical aspects. However, many issues of CBA also arise from process related matters, especially when assessing integrated plans. Using an inductive research design, we explored how these process related issues play out in Dutch planning practices. In two applied research techniques, focus group sessions and open in depth interviews, we focused on process related issues as perceived by CBA participants ranging from plan makers to CBA testers. This article presents the different perceptions of issues in CBA processes. Through these collected perspectives, we found that these issues are multi-layered and present a number of fundamental dilemmas. After relating our empirical data to theory, we conclude that the biggest challenge lies in decreasing the level of mistrust and communication deficits revealed between plan owners and CBA calculators and their respective frames of thinking when assessing complex integrated land use and transportation plans.  相似文献

This paper provides an overview of the status of telecommuting in the United States, especially as it relates to changes in travel behavior. Regarding the state of the practice, the paper discusses some refinements to the definition of telecommuting that have developed through increased operational experience. It reports several policy statements involving telecommuting, and explores the appeal of telecommuting as a public policy instrument. It highlights some trends in the implementation of home-based and work center-based telecommuting, and suggests that visible public-sector involvement has been crucial to the increased activity in this area.In sketching the state of the art, the paper outlines some frequently-stated hypotheses on telecommuting and travel behavior, and summarizes current empirical findings relating to those hypotheses. Finally, it suggests a variety of topics suitable for further research. These include studying factors influencing the ultimate adoption levels of telecommuting; impacts on energy/air quality, mode choice, and location/urban form; interactions with other transportation demand management strategies; relationships to the traditional urban travel demand forecasting process; cost/benefit tradeoffs; and telecommuting centers.  相似文献

Development of strategies to control urban air pollution is a complex process involving a wide range of sciences. In this study a system dynamics model is proposed in order to estimate the behavior of parameters affecting air pollution in Tehran. The proposed model includes two subsystems: (1) urban transportation, (2) air polluting industries. In this paper, several policies are proposed to mitigate air pollution. The proposed model is simulated under several scenarios using historical data of transportation and industrial sectors in Tehran. Policies are categorized as: (1) road construction, (2) technology improvement in fuel and automotive industries, (3) traffic control plans, (4) development of public transportation infrastructures. The results show effectiveness of the proposed policies. In this case, technology improvement in fuel and automotive industries and development of public transportation infrastructures are more effective policies in order to reduce air pollution.  相似文献

This paper provides findings from a review of employer based demand management strategies for reducing traffic congestion in several areas of the United States. The research was carried out by K.T. Analytics, Inc. in 1989 under a contract with the Federal Department of Transportation, Transportation Systems Center. Relying on a review of employer based programs in 26 sites, as well as selected literature, the paper draws conclusions about the effectiveness of employer based transportation systems management (programs to encourage carpooling, transit, biking, cycling, walking and flextime) and parking management (preferential parking for carpoolers, removal of parking subsidies, and other measures) aimed at reducing solo driving and peak period commuting.Several conclusions are offered for local planners and policy makers. Demand Management programs can be effective in reducing traffic congestion, provided they are targeted to larger employment centers, accompanied by transit development, high occupancy vehicle incentives and parking management strategies, especially pricing. Flextime should not be encouraged without careful evaluation as it may discourage ridesharing. Guaranteed ride home services appear promising and deserve attention. With all strategies, long term vigilance will be necessary as programs are susceptible to change over time. Stringent public policies do not appear necessary for development of effective programs. Ordinances should require plans not specific strategies, as it is difficult estimating the probable effectiveness of particular strategies. Ordinances should contain sanctions for employers not carrying out agreed to plans, and should include fees and financing to support public sector review of plans and on-going monitoring.  相似文献

The record of public involvement in the transportation planning process in the United States has been uneven and, at times, disappointing. It is therefore a matter of some satisfaction that the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), recognizes that public involvement and input is essential in transportation plan-making. However, little guidance is available to planners as to how participatory democracy could possibly be enhanced and improved in the existing transportation planning process. As matters stand today, the predominant use of technical rationality in the planning process, to the exclusion of communicative action, has probably been the biggest problem. This paper introduces the concepts of communicative action to buttress and complement technical rationality, currently used in the transportation planning process. A real-life case-study is presented to demonstrate how communicative action was successfully used in a problem-ridden planning situation. Validity claims as suggested by Habermas in his Theory of Communicative Action are used in this case-study. It is concluded that academic institutions as well as planning agencies will have to make a concerted effort to educate and train planners not only to be involved with the engineering of our infrastructure, but also to be equally concerned with coping with the social, economic and political dimensions of planning.  相似文献

Federal funding strategies greatly affect investment in urban transportation facilities in the United States. This analysis concentrates on the implications of varying federal aid matching requirements, structuring aid programs as categorical or block grants, and allo cating funds on a discretionary basis or according to formula. Toward this end the effects of recent federal transit aid arrangements are assessed.Increased federal matching share broadens program participation, especially among smaller cities. However, when offered a choice, communities' preference for more generous federal aid shares is tempered by their election of discretionary grants (e.g., Urban Mass Transportation Administration - UMTA - Section 3) instead of drawing on formula funds (e.g., UMTA Section 5 or highway fund transfers). Formula funds are easier to administer, distributed quite evenly in the UMTA case, and generally more suitable than discretionary funds except where expenditures are large relative to budgets. Categorical aid programs shift local priorities, and thus should be used with cautionOverall, results suggest that one must begin with established transportation objectives against which to evaluate the effectiveness of funding arrangements. In particular, it is critical to make clear the rationale for federal involvement in funding specific programs. Four such federal funding intents are distinguished: compelling national interest, regional development, stimulation of recipient investment in the given program, or financial relief for the aid recipient. Conclusions are drawn as to the desirability of various funding policies according to such program intent.  相似文献

There is broad and growing consensus regarding the central place of integrated Land Use and Transport (LUT) strategy development in establishing more efficient and sustainable urban environments. However, empirical evidence shows that such integration is hard to achieve in daily planning practice, due to many institutional barriers and substantive differences. More specifically, the tools developed to support LUT strategy development have very low implementation rates in daily planning practice. This paper introduces the concept of ‘knowledge generation’ as a potentially useful mechanism for closing the gap between support tools and planning practice. Through two specific Dutch planning cases, we analyze the applicability of this concept in supporting integrated LUT strategy development. The paper focuses on the developed strategies, how these differ from current practice, and how knowledge generation supported their development. We argue that socialization produces shared strategies and that effective socialization needs to be supported by efficient mutual exchange between tacit and explicit knowledge. We conclude by discussing the implications of this argument for the wider practice of LUT planning integration.  相似文献
