Travel planning by employers promoting more sustainable travel has delivered less car dependent behaviour for the commute in many places. Area-wide or precinct travel plans are less common but, where they exist, attempt to provide a more holistic approach through capturing synergies between employers and employees throughout a precinct. Area-based travel planning aimed at influencing employers, employees and residents are new, especially in relation to creating synergies for a single precinct that has more of an origin focus with participants travelling to diverse destinations. This paper examines various strategies that have been employed in order to achieve greener travel and to provide a self-sustaining travel planning environment. The aim of this paper is to assess the community awareness, interest and involvement with a number of green initiatives and to understand how sustainable travel planning has been absorbed by residents within a new regional centre in New South Wales, Australia. The analysis of a resident survey undertaken in 2011 distinguishes between the community awareness and their propensity to take part in each of the greener travel initiatives. The results show that a generic approach is likely to be less effective than segmenting the market so as to more directly target likely participants. Attitudes to greener travel are also highly significant and working to change them should also affect potential take up of sustainable travel initiatives. The conclusions inform the development of successful precinct based travel demand strategies both in Australia and beyond.  相似文献

Employers are regularly involved in transport planning and characteristic workplace-oriented tools include: (1) travel plans for building projects, (2) mandatory travel plans, (3) subsidies to employers with an advanced travel plan and (4) best travel plan awards. In all cases, experts judge the level of car use. We argue that decision-makers might benefit from a multiple regression-based benchmark modelling tool that estimates the expected share of the car. In this paper, we estimate the share of car users in the commuting modal split at workplaces. However, since the amount of information available to experts differs, we gradually add information to the model to measure the impact of data availability. Without historic data on modal split, the current share can only be predicted moderately well, i.e. within a 20% range. Besides adding the past, results improve by using homogenous and regional subsamples. Nevertheless, quantitative analyses do not make expert knowledge obsolete.  相似文献

While the relationship between urban form and travel behavior is a key element of many current planning initiatives aimed at reducing car travel, the literature faces two major problems. First, this relationship is extremely complex. Second, several specification and estimation issues are poorly addressed in prior work, possibly generating biased results.We argue that many of the latter problems are overcome by systematically isolating the separable influences of urban design characteristics on travel and then properly analyzing individual-level data. We further clarify which results directly follow from alternative land use arrangements and which may or may not, and thus identify the specific hypotheses to be tested against the data. We then develop more-reliable tests of these hypotheses, and explore the implications of alternative behavioral assumptions regarding travel costs. The measured influence of land use on travel behavior is shown to be very sensitive to the form of the empirical strategy.  相似文献

A travel plan is a mechanism for delivering a package of transport measures at a site to manage car use and encourage the use of more sustainable forms of transport. In recent years, travel plans have been required for new infill and greenfield developments through the land-use planning and approvals process, predominantly in the United Kingdom, the United States, continental Europe and Australia. This paper contributes to the literature by providing a global review of travel plans for new developments. The results show that while travel plans for new developments share a common set of elements with those for pre-existing sites, differences within each element are notable, particularly in the types of travel plan measures adopted, processes for managing the travel plan, and approaches to monitoring and review. Results of previous evaluations have varied considerably, although most have reported a reduction in car driver trips of 10–20 percentage points. Despite this, most evaluations lack rigour, with a paucity of robust evidence. Key success factors identified by the literature, such as the provision of an explicit policy supporting the role of travel plans, should be embedded within the travel planning process where possible to ensure best outcomes for new developments.  相似文献

Transit development is one planning strategy that seeks to partially overcome limitations of low-density single use car oriented development styles. While many studies focus on how residential proximity to transit influences the travel behaviors of individuals, the effect of workplace proximity to transit is less understood. This paper asks, does working near a light rail transit station influence the travel behaviors of workers differently than workers living near a station? We begin by examining workers’ commute mode based on their residential and workplace proximity to transit station areas. Next, we analyze the ways in which personal travel behaviors differ between those who drive to work and those who do not. The data came from a 2009 travel behavior survey in the Denver, Colorado metropolitan area, which contains 8000 households, 16,000 individuals, and nearly 80,000 trips. We measure sustainable travel behaviors as reduced mileage, reduced number of trips, and increased use of non-car transportation. The results of this study indicate that living near a transit station area by itself does not increase the likelihood of using non-car modes for work commutes. But if the destination (work) is near a transit station area, persons are less likely to drive a car to work. People who both live and work in a transit station area are less likely to use a car and more likely to take non-car modes for both work and non-work (personal) trips. Especially for persons who work near a transit station area, the measures of personal trips and distances show a higher level of mobility for non-car commuters than car commuters – that is, more trips and more distant trips. The use of non-car modes for personal trips is most likely to occur by non-car commuters, regardless of their transit station area relationship.  相似文献

Motor vehicles are one of the major sources of air pollution in Dhaka, the capital of Bangladesh. The government took various policies to convert the petroleum vehicles on road to run on compressed natural gas (CNG), which allows both air quality improvements and energy security benefits. One of the market friendly policies to encourage the fuel switch was to increase the price differential between CNG and petrol and diesel. This has allowed a wide-scale adoption of CNG as the fuel of choice. However, several years into the policy, there is now a widespread belief among the policymakers that the CNG conversion may have increased car ownership and car travel due to their lower running costs, resulting in more congestion and a reversal of the strategy is on the cards. It is therefore important to test the hypothesis whether CNG conversion had genuinely increased car ownership and car travel in Dhaka city. This paper presents the results of a questionnaire survey and an econometric intervention analysis to understand the impact of CNG conversion on car ownership and car travel in Dhaka. Attention is also given to disentangle the self-selection and price-induced travel effects of CNG conversion. Results show that ownership did not increase, but travel of on-road vehicles increased due to the CNG policy. However, additional congestion costs are still around one half of the health benefits brought about by the policy.  相似文献

This paper discusses the key findings from a research project that assessed the impacts of the Port Authority of New York and New Jersey??s Time of Day Pricing Initiative on the behavior of passenger car users. The survey data, comprised of 505 observations, show that 7.4% of passenger trips changed behavior because of the time of day pricing initiative, and that demand is inelastic to tolls with elasticities in the range of ?0.11 to ?0.24. Passenger car users who changed behavior responded to time of day pricing by implementing multidimensional strategies (3.23 different behavioral changes per user on average), involving behavioral responses such as changes in facility usage, changes in time of travel, changes in the payment type, and changes in mode/occupancy. The most frequently cited behavioral response was to shift mode, either to transit or carpool, and maintain the original time of travel (done in 2.55% of trips), instead of changing time of travel and maintaining the use of the passenger car (0.69% of trips). This reluctance to change travel schedules is undoubtedly a reflection of the limited time of travel flexibility that, on average, was estimated to be 20.4 and 12.3 min for early and late arrival for work-related trips. This, in turn, suggests the need for comprehensive policies, possibly involving incentives or regulations to foster employers?? participation in staggered/flexible work hour programs. Such approaches, combined with time of day pricing, are likely to be more effective in balancing car traffic during the day. Other behavioral responses of significance were reduce the number of trips made during the weekday peak-hours (1.65%), and switching to EZ-Pass to take advantage of the toll discounts (0.81%).  相似文献

Continuing growth in travel has led to concerns about the environment and sustainability, and hence the need to attempt to reduce travel, particularly by car. This paper considers the types of travel reduction strategy available, in terms of the implicit mechanisms of switching or substitution by which travel would be modified or reduced, and evaluates their potential impacts by means of four case studies in European cities. It is found that the various travel reduction strategies have had qualified success. The strategies to some extent achieve reduction in car travel, mainly through switching to other modes, although also through reduced travel distance. However, the scale of the reduction is relatively small and may be offset by new traffic generation. In addition, in some cases the objectives of the measures, although potentially having a travel reduction contribution, are not always aimed directly at travel reduction as such, and therefore may not be able to deliver the intended travel reduction. The paper concludes that the way forward would appear to lie in setting clear policy objectives and in assembling travel reduction measures into strategy packages, ensuring that when combined the measures are complementary towards the policy objectives of travel reduction.  相似文献

Evaluations carried out in many countries show that soft policy measures in the form of personalized travel planning reduce private car use and increase travel by public transport. Sweden is a sparsely populated country that poorly supports public transport, a country with long distances, a cold climate, and a high concentration of private cars, which is why soft policy measures implemented in Sweden may be less cost-effective than has been found in other countries. Thirty-two programs using personalized travel planning were analysed with regard to stewardship, geographic area of application, choice of techniques of exerting an influence, and effects on car use and choice of alternative travel modes. None of the evaluations of the documented programs met the method requirements for such evaluations as regards design and effect measurement. Additionally, reporting was substandard as well as non-standard in the way that is desirable in order to enable comparative analyses. With reservations for these shortcomings, it is inferred that positive effects on a par with the results in other countries have been obtained in some of the implemented programs. It is however necessary to conduct evaluations which are of higher quality. The requirements which will then have to be applied are defined.  相似文献

Using a variety of data sources, decentralisation of population and employment in four Dutch urban areas (Amsterdam, Rotterdam, The Hague and Utrecht) over the last 20 years, is analysed. It is found that suburbanisation, plus an ever growing car share, has increased the number of external journeys related to the metropolitan cities enormously. With the use of the 1982 National Travel Survey, current travel patterns in and around the metropolitan cities are studied: the importance of external trips for urban transport planning shows clearly. They account for about half the number of city related car trips, and for nearly three quarters of the total vehicle kilometres of travel within the city.(requests for reprints)  相似文献

The current practice of forecasting the demand for new tolled roads typically assumes that car users are prepared to pay a higher toll for a shorter journey, and they will keep doing so as long as the toll cost is not higher than their current value of travel time savings. Practice ignores the possibility that there could be a point when motorists stop driving on toll roads due to a toll budget constraint. The unconstrained toll budget assumption may be valid in networks where the addition of a new toll road does not result in a binding budget constraint that car users may have for using toll roads (although it could also be invoked for existing tolled routes through a reduction in use of a tolled route). In a road network like Sydney which offers a growing number of (linked) tolled roads, the binding budget constraint may be invoked, and hence including additional toll links might in turn reduce the car users’ willingness to pay for toll roads to save the same amount of travel time. When this occurs, car users are said to reach a toll saturation point (or threshold) and begin to consider avoiding one or more toll roads. Whilst toll saturation has important implications for demand forecasting and planning of toll roads, this type of behaviour has not been explored in the literature. We investigate the influence that increasing toll outlays has on preferences of car commuters to use one or more tolled roads as the number of tolled roads increases. The Sydney metropolitan area offers a unique laboratory to test this phenomenon, with nine tolled roads currently in place and another five in planning. The evidence supports the hypothesis that the value of travel time savings decreases as a consequence of toll saturation.  相似文献

This paper conducts an international comparative analysis of relationships between car ownership, daily travel and urban form. Using travel diary data for the US and Great Britain, we estimate models of car ownership and daily travel distance. Both a structural model with daily travel conditional upon car ownership and a reduced form model for daily travel, excluding car ownership, are estimated. Model results are similar, and show that differences in travel are explained by (1) differences in demographics between the two countries; (2) lower household income in Great Britain; (3) country specific differences in costs of car ownership and use, transport supply and other factors we have not been able to control. We find that metropolitan size affects travel only in the largest metropolitan areas of the US. Daily travel distance is inversely related to local population density, but the effect is much stronger for the US than Great Britain. We conclude that higher transport costs in Great Britain promote economizing behavior, which in turns leads to more consumption of local goods and services and more use of alternative transport modes.  相似文献

Previous research demonstrates an impact on subjective well-being (SWB) of affect associated with routine performance of out-of-home activities. A primary aim of the present study is to investigate whether satisfaction with daily travel has a positive impact on SWB, either directly or indirectly through facilitating the performance of out-of-home activities. A secondary aim is to determine whether emotional-symbolic or instrumental reasons for car use results in higher satisfaction with daily travel than other travel modes. A survey of a population-based sample of 1,330 Swedish citizens included measures of car access and use, satisfaction with daily travel, satisfaction with performance of out-of-home routine activities, and affective and cognitive SWB. The results confirmed that the effect on affective and cognitive SWB of satisfaction with daily travel is both direct and indirect via satisfaction with performance of activities. Percent weekly car use had a small effect on satisfaction with daily travel and on affective SWB, although fully mediating the effect of satisfaction with performance of the activities. This suggests that car use plays a minor role for satisfaction with daily travel and its effect on SWB. This role may be larger if investigated after a forced reduced car use.  相似文献

With the second highest level of car ownership in the world, and the third highest population density in Europe, Germany has adopted a range of policies to balance the many private benefits of car use with its serious social and environmental problems. In order to ‘tame’ the car, most German cities have implemented a twofold strategy of expanding and improving pedestrian, bicycling and public transport alternatives simultaneously with restricting car use and making it more expensive. That has increased political acceptability since the car‐restrictive measures are not perceived as mere punishment of car drivers. The results of this coordinated urban transport strategy have been impressive. Germany, as a whole, has managed to increase public transport use and to stabilize the car share of modal split. Some cities, of course, have been more successful than others, and this paper examines three of the most successful cities: Münster, Freiburg and Munich. In each of the cities, the percentage of travel by bicycling, walking and public transport has been raised over the past 20 years, while the car's share of modal split has fallen. This article documents the range of policies used to restrict car use, both in Germany as a whole, and in the three case‐study cities in particular. The key to success is found to be mutually reinforcing transport and land‐use policies. It is the combination of a whole set of coordinated policies that explains the dramatic success in changing travel behavior.  相似文献

This paper investigates trends in the travel behaviour of young adults in Germany, France, Great Britain, Japan, Norway, and the USA over the past few decades with a focus on car availability and car travel. The trend analysis relies on micro-data from over 20 National Travel Surveys from the study countries dating back to the mid-1970s. The analysis of the survey data is supplemented by official statistics on licence holding. On this basis, this paper compiles a body of evidence for changes in mobility patterns among young adults in industrialized countries over the past few decades. The findings indicate that since the turn of the millennium, access to cars, measured in terms of drivers' licences and household car ownership, has decreased in most study countries—especially for men. Moreover, average daily car travel distance has decreased in most study countries, again especially for men. In France, Japan, and most significantly in the USA, the decrease in car travel has led to a reduction in total everyday travel by young travellers. In Great Britain, the decline in car travel was partly, and in Germany fully, compensated by an increased use of alternative modes of transport.  相似文献

Road transportation is one of the major sources of greenhouse gas emissions. To reduce energy consumption and alleviate this environmental problem, this study aims to develop an eco-routing algorithm for navigation systems. Considering that both fuel consumption and travel time are important factors when planning a trip, the proposed routing algorithm finds a path that consumes the minimum amount of gasoline while ensuring that the travel time satisfies a specified travel time budget and an on-time arrival probability. We first develop link-based fuel consumption models based on vehicle dynamics, and then the Lagrangian-relaxation-based heuristic approach is proposed to efficiently solve this NP-hard problem. The performance of the proposed eco-routing strategy is verified in a large-scale network with real travel time and fuel consumption data. Specifically, a sensitivity analysis of fuel consumption reduction for travel demand and travel time buffer is discussed in our simulation study.  相似文献

This article presents the results of a study exploring travellers’ preferences for middle-distance travel using Q-methodology. Respondents rank-ordered 42 opinion statements regarding travel choice and motivations for travel in general and for car and public transport as alternative travel modes. By-person factor analysis revealed four distinct preference segments for middle-distance travel: (1) choice travellers with a preference for public transport, (2) deliberate-choice travellers, (3) choice travellers with car as dominant alternative, and (4) car-dependent travellers. These preference segments differ in terms of the levels of involvement and cognitive effort in travel decision making, the travel consideration-set and underlying motivations. The study showed that for most people there is more to travel than getting from point A to point B, and that there is considerable heterogeneity in middle-distance travel preferences. Policy implications for reducing the need for travel and promoting a modal shift from car to other travel modes are discussed.  相似文献

We investigated perceived travel possibilities (or subjective choice-sets, consideration-sets) of car and train travellers on the main corridors to the city of Amsterdam, The Netherlands, and associations with traveller and trip characteristics. We conducted secondary analysis on a survey sample consisting of 7950 train and 19,232 car travellers. Forty-five percent of train travellers had a car in their objective choice-set, 27% of them would however never use it for this trip. Trip destination city centre, trip purpose, paying for the trip, public transport commitment, traffic congestion and parking problems were associated with consideration of car as alternative. Forty-two percent of car travellers had public transport in their subjective choice-set. The ratio between perceived public transport and objective car travel time stood out as determinant of consideration-sets, next to destination city centre, trip purpose, travel time and private versus company car ownership. On average, car travellers’ perceptions of public transport travel time exceeded objective values by 46%. We estimated that if perceptions would be more accurate, two out of three car travellers that currently do not see public transport as an alternative would include it in their choice-set, and use it from time to time. This effect has strong theoretical and policy implications.  相似文献

State of the art travel demand models for urban areas typically distinguish four or five main modes: walking, cycling, public transport and car. The mode car can be further split into car-driver and car-passenger. As the importance of ridesharing may increase in the coming years, ridesharing should be addressed as an additional sub or main mode in travel demand modeling. This requires an algorithm for matching the trips of suppliers (typically car drivers) and demanders (travelers of non-car modes). The paper presents a matching algorithm, which can be integrated in existing travel demand models. The algorithm works likewise with integer demand, which is typical for agent-based microscopic models, and with non-integer demand occurring in travel demand matrices of a macroscopic model. The algorithm compares two path sets of suppliers and demanders. The representation of a path in the road network is reduced from a sequence of links to a sequence of zones. The zones act as a buffer along the path, where demanders can be picked up. The travel demand model of the Stuttgart Region serves as an application example. The study estimates that the entire travel demand of all motorized modes in the Stuttgart Region could be transported by 7% of the current car fleet with 65% of the current vehicle distance traveled, if all travelers were willing to either use ridesharing vehicles with 6 seats or traditional rail.  相似文献

The value of travel time savings (VTTS) accounts for a majority of the total user benefits in economic appraisal of transport investments. This means that having an accurate estimate of VTTS for different segments of travel continues to retain currency, despite there being a rich literature on estimates of VTTS for different travel modes, travel purposes, income groups, life cycles, and distance bands. In contrast, there is a dearth of research and evidence on vehicle VTTS, although joint travel by car is an important segment of travel. This paper fills this gap by developing a group-based modelling approach to quantify the vehicle VTTS and compares this with the VTTS for a driver with and without a passenger. An online survey was conducted in Sydney in 2014 and the data used to obtain a number of new empirical estimates of vehicle and driver VTTS. The new evidence questions the validity of various assumptions adopted in current practice for valuing the time savings of car passengers and multiple occupant cars.  相似文献
