This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. Suggestions to improve model specification are made.  相似文献

This paper explores car drivers’ cruising behaviour and location choice for curb parking in areas with insufficient parking space based on a survey of car drivers in Beijing, China. Preliminary analysis of the data show that car drivers’ cruising behaviour is closely related to their parking duration and parking location. A multinomial probit (MNP) model is used to analyse cruising behaviour and the results show that the closer to the destination car drivers are, the more likely they choose to park on the curb. The adjacent locations are the basis of car drivers’ sequential parking decisions at different locations. The research results provide a better understanding of cruising behaviour for parking and recommendations for reducing cruising for parking. The provision of parking information can help regulate the parking demand distribution.  相似文献

This paper presents a model for determining the maximum number of cars by zones in view of the capacity of the road network and the number of parking spaces available. In other words, the proposed model is to examine whether existing road network and parking supply is capable of accommodating future zonal car ownership growth (or the reserve capacity in each zone); i.e. the potential maximum zonal car ownership growth that generates the road traffic within the network capacity and parking space constraints. In the proposed model, the vehicular trip production and attraction are dependent on the car ownership, available parking spaces and the accessibility measures by traffic zones. The model is formulated as a bi-level programming problem. The lower-level problem is an equilibrium trip distribution/assignment problem, while the upper-level problem is to maximize the sum of zonal car ownership by considering travellers’ route and destination choice behaviour and satisfying the network capacity and parking space constraints. A sensitivity analysis based heuristic algorithm is developed to solve the proposed bi-level car ownership problem and is illustrated with a numerical example.  相似文献

The trade-offs individuals make between the motor car and walking for short trips are investigated, using data from a West Edinburgh household survey. Propensity to walk discrete choice models are estimated from a stated preference experiment within the survey questionnaire. This includes segmented models using socio-economic, spatial and attitudinal variables. The relative importance of the three attributes of journey time, petrol cost and parking cost are examined; value of time estimates are also generated. With all other factors remaining constant, for short trips motorists are more likely to walk in response to an increase in parking costs than a rise in petrol prices. The use of parking as a transport policy tool is discussed.  相似文献

A stated preference experiment was performed in Edmonton in Canada to both examine the nature of various influences on bicycle use and obtain ratios among parameter values to be used in the development of a larger simulation of household travel behaviour. A total of 1128 questionnaires were completed and returned by current cyclists. Each questionnaire presented a pair of possible bicycle use alternatives and asked which was preferred for travel to a hypothetical all-day meeting or gathering (business or social). Alternatives were described by specifying the amounts of time spent on three different types of cycling facility and whether or not showers and/or secure bicycle parking were available at the destination. Indications of socio-economic character and levels of experience and comfort regarding cycling were also collected. The observations thus obtained were used to estimate the parameter values for a range of different utility functions in logit models representing this choice behaviour. The results indicate, among other things, that time spent cycling in mixed traffic is more onerous than time spent cycling on bike lanes or bike paths; that secure parking is more important than showers at the destination; and that cycling times on roadways tend to become less onerous as level of experience increases. Some of these results are novel and others are consistent with findings regarding bicycle use in work done by others, which is seen to add credence to this work. A review of previous findings concerning influences on cycling behaviour is also included.  相似文献

We examine car driver’s behaviour when choosing a parking place; the alternatives available are free on-street parking, paid on-street parking and parking in an underground multi-storey car park. A mixed logit model, allowing for correlation between random taste parameters and estimated using stated choice data, is used to infer values of time, both when looking for a parking space and for accessing the final destination. Apart from the cost of parking, we found that vehicle age was a key variable when choosing where to park in Spain. We also found that the perception of the parking charge was fairly heterogeneous, depending both on the drivers’ income levels and whether or not they were local residents. Our results can be generalised for personalised policy making related with parking demand management.  相似文献

Studies on campus parking indicate more severe problems and a wider range of characteristics than commercial parking because of limited parking places, special conditions, specific policies and enclosed space on university campuses. Heterogeneous characteristics are usually ignored in analyses of campus parking behavior. In this paper, a mixed logit model is applied to analyze parking choice behavior on a campus using data collected from a stated-preference survey of Tongji University, Shanghai, China. The heterogeneity of individuals with various sociodemographic characteristics is evaluated by interaction terms and random parameters. Comparison between the proposed approach and the conditional logit model shows that the results of the mixed logit model are more interpretable because they are not limited by the independence from irrelevant alternatives assumption. Key factors that have considerable effects on campus parking choices are identified and analyzed. Important regularities are also concluded from elasticity analyses. Finally, the campus is divided into two areas according to the walking distance to a new parking lot, and the modeling results show that area-specific policies should be established because the two areas have quite distinct parking choice features.  相似文献

Universities, like other types of public and private institutions, when located in a city, have both positive and negative impacts on the area where they are situated. On the one hand, they contribute to the prestige of the area; on the other hand, they are large generators/attractors of traffic. The ability to successfully balance the pros and cons of the urban location of these large traffic-generating institutions is crucial for their success and for the livability of the city. In this paper this issue has been analyzed selecting as a representative case the University of Trieste.The aim of the research is to understand: (a) how mode choice decisions are made by the teaching and administrative staff and by the students at the various locations where academic activities take place, and (b) how they would be affected by 8 different transport management policies. It is found that changing the parking regulations (via the annual permit cost, the hourly parking fee, the number of parking spaces and the location of the parking lots) greatly influences mode choice in favor of bus use, especially for teaching and administrative staff and in the suburban locations. The students would be impacted by such changes only if an hourly parking tariff is introduced. The alternative approach of fully subsidizing the bus services would also have a large impact on bus ridership, affecting the mode choice in particular of the teaching staff and in the main university suburban sites.Since the implementation of these bus-favoring policies could face the opposition either of the university staff or of the bus company, two more balanced policy mixes were tested: the first one, increasing parking price and imposing new parking restrictions, would increase bus ridership by 19%; the second one, reducing both bus and parking subsidies, would increase bus ridership by 13%.  相似文献

Traditionally, the parking choice/option is considered to be an important factor in only in the mode choice component of a four-stage travel demand modelling system. However, travel demand modelling has been undergoing a paradigm shift from the traditional trip-based approach to an activity-based approach. The activity-based approach is intended to capture the influences of different policy variables at various stages of activity-travel decision making processes. Parking is a key policy variable that captures land use and transportation interactions in urban areas. It is important that the influences of parking choice on activity scheduling behaviour be identified fully. This paper investigates this issue using a sample data set collected in Montreal, Canada. Parking type choice and activity scheduling decision (start time choice) are modelled jointly in order to identify the effects of parking type choice on activity scheduling behaviour. Empirical investigation gives strong evidence that parking type choice influences activity scheduling process. The empirical findings of this investigation challenge the validity of the traditional conception which considers parking choice as exogenous variable only in the mode choice component of travel demand models.  相似文献

To assess parking pricing policies and parking information and reservation systems, it is essential to understand how drivers choose their parking location. A key aspect is how drivers’ behave towards uncertainties towards associated search times and finding a vacant parking spot. This study presents the results from a stated preference experiment on the choice behaviour of drivers, in light of these uncertainties. The attribute set was selected based on a literature review, and appended with the probabilities of finding a vacant parking spot upon arrival and after 8 min (and initially also after 4 min, but later dropped to reduce the survey complexity). Efficient Designs were used to create the survey design, where two rounds of pilot studies were conducted to estimate prior coefficients. Data was successfully collected from 397 respondents. Various random utility maximisation (RUM) choice models were estimated, including multinomial logit, nested logit, and mixed logit, as well as models accounting for panel effects. These model analyses show how drivers appear to accept spending time on searching for a vacant parking spot, where parking availability after 8 min ranks second most important factor in determining drivers’ parking decisions, whilst parking availability upon arrival ranks fourth. Furthermore, the inclusion of heterogeneity in preferences and inter-driver differences is found to increase the predictive power of the parking location choice model. The study concludes with an outlook of how these insights into drivers’ parking behaviour can be incorporated into traffic assignment models and used to support parking systems.  相似文献

In this paper, the effects of a inter-urban carsharing program on users’ mode choice behaviour were investigated and modelled through specification, calibration and validation of different modelling approaches founded on the behavioural paradigm of the random utility theory. To this end, switching models conditional on the usually chosen transport mode, unconditional switching models and holding models were investigated and compared. The aim was threefold: (i) to analyse the feasibility of a inter-urban carsharing program; (ii) to investigate the main determinants of the choice behaviour; (iii) to compare different approaches (switching vs. holding; conditional vs. unconditional); (iv) to investigate different modelling solutions within the random utility framework (homoscedastic, heteroscedastic and cross-correlated closed-form solutions). The set of models was calibrated on a stated preferences survey carried out on users commuting within the metropolitan area of Salerno, in particular with regard to the home-to-work trips from/to Salerno (the capital city of the Salerno province) to/from the three main municipalities belonging to the metropolitan area of Salerno. All of the involved municipalities significantly interact each other, the average trip length is about 30 km a day and all are served by public transport. The proposed carsharing program was a one-way service, working alongside public transport, with the possibility of sharing the same car among different users, with free parking slots and free access to the existent restricted traffic areas. Results indicated that the inter-urban carsharing service may be a substitute of the car transport mode, but also it could be a complementary alternative to the transit system in those time periods in which the service is not guaranteed or efficient. Estimation results highlighted that the conditional switching approach is the most effective one, whereas travel monetary cost, access time to carsharing parking slots, gender, age, trip frequency, car availability and the type of trip (home-based) were the most significant attributes. Elasticity results showed that access time to the parking slots predominantly influences choice probability for bus and carpool users; change in carsharing travel costs mainly affects carpool users; change in travel costs of the usually chosen transport mode mainly affects car and carpool users.  相似文献

Over recent years, parking policy has become a key element of transport policy in many countries. Parking policy measures can affect many different dimensions of travel behaviour but are likely to be most significant in terms of travellers' choice of parking type and location. This dimension of travel choice has, to date, received comparatively little attention, yet is of vital importance if we are to properly understand and predict the effects of parking policy measures.This paper presents two studies addressing this issue carried out in the United Kingdom and Germany. Both studies used a stated preference approach in order to collect disaggregate data on travellers responses to changes in parking attributes and used these data to build simple logit models of parking type choice. The studies were designed in order to allow comparable choice models to be estimated from the two datasets. The results obtained strongly indicate the need to separately identify the costs associated with different components of the parking activity (e.g., general in-vehicle time, parking search time, egress time) and also point to the existence of significant differences in the relative valuation of these components across different journey purposes. Where possible, the results of the choice modelling exercises are also compared with existing revealed and stated preference results and are found to be generally in line with prior expectations.  相似文献

Urban truck parking policies include time restrictions, pricing policies, space management and enforcement. This paper develops a method for investigating the potential impact of truck parking policy in urban areas. An econometric parking choice model is developed that accounts for parking type and location. A traffic simulation module is developed that incorporates the parking choice model to select suitable parking facilities/locations. The models are demonstrated to evaluate the impact of dedicating on-street parking in a busy street system in the Toronto CBD. The results of the study show lower mean searching time for freight vehicles when some streets are reserved for freight parking, accompanied by higher search and walking times for passenger vehicles.  相似文献

This paper presents the results of a preference survey of 1545 respondents’ willingness to purchase electric vehicles (EVs) in Philadelphia. We pay particular attention to respondents’ willingness to pay for convenient charging systems and parking spaces. If the value of dedicated parking substantially outweighs the value of convenient charging systems, residential-based on-street charging systems are unlikely to ever be politically palatable. As expected, respondents are generally willing to pay for longer range, shorter charging times, lower operating costs, and shorter parking search times. For a typical respondent, a $100 per month parking charge decreases the odds of purchasing an EV by around 65%. Across mixed logit and latent class models, we find substantial variation in the willingness to pay for EV range, charge time, and ease of parking. Of note, we find two primary classes of respondents with substantially different EV preferences. The first class tends to live in multifamily housing units in central parts of the city and puts a high value on parking search time and the availability of on-street charging stations. The second class, whose members are likelier to be married, wealthy, conservative, and residing in single-family homes in more distant neighborhoods, are willing to pay more for EV range and charge time, but less for parking than the first group. They are also much likelier to consider purchasing EVs at all. We recommend that future research into EV adoption incorporate neighborhood-level features, like parking availability and average trip distances, which vary by neighborhood and almost certainly influence EV adoption.  相似文献

Concerned by the nuisances of motorized travel on urban life, policy makers are faced with the challenge of making cycling a more attractive alternative for everyday transportation. Route choice models can help achieve this objective by gaining insights into the trade-offs cyclists make when choosing their routes and by allowing the effect of infrastructure improvements to be analyzed. We estimate a link-based bike route choice model from a sample of GPS observations in the city of Eugene on a network comprising over 40,000 links. The so-called recursive logit (RL) model (Fosgerau et al., 2013) does not require to sample any choice set of paths. We show the advantages of this approach in the context of prediction by focusing on two applications of the model: link flows and accessibility measures. Compared to the path-based approach which requires to generate choice sets, the RL model proves to make significant gains in computational time and to avoid paradoxical accessibility measure results discussed in previous works, e.g. Nassir et al. Singapore’s Electronic Road Pricing (ERP) system involves time-variable charges which are intended to spread the morning traffic peak. The charges are revised every three months and thus induce regular motorists to re-think their travel decisions. ERP traffic data, captured by the system, provides a valuable source of information for studying motorists’ travel behaviour. This paper proposes a new modelling methodology for using these data to forecast short-term impacts of rate adjustment on peak period traffic volumes. Separate models are developed for different categories of vehicles which are segmented according to their demand elasticity with respect to road pricing. A method is proposed for estimating the maximum likelihood value of preferred arrival time (PAT) for each vehicle’s arrivals at a particular ERP gantry under different charging conditions. Iterative procedures are used in both model calibration and application. The proposed approach was tested using traffic datasets recorded in 2003 at a gantry located on Singapore’s Central Expressway (CTE). The model calibration and validation show satisfactory results.  相似文献

With rail travel largely seen to be a more sustainable method than road-based transport, this paper examines the market segments amongst existing motorists that would be most likely to travel by train in the UK. The analysis is based on a large survey in London and the south-east of England, the area surrounding the routes operated by the train company First Capital Connect. Findings show that train travellers tend to be middle-aged and of a higher social grade, typically taking commuting or business trips. Individuals living within four miles of a station are considerably more likely to travel by rail than those further away. Given the competition from road-based transport, it is of particular interest that the measure highlighted to increase rail use for those living further away from the rail network is to enhance car parking at train stations.  相似文献

Over 95% of on-street paid parking stalls are managed by parking meters or kiosks. By analyzing meter transactions data, this paper provides a methodology to estimate on-street time-varying parking occupancy and understand payment behavior in an effective and inexpensive way. We propose a probabilistic payment model to simulate individual payment and parking behavior for each parker. Aggregating the payment/parking of all transactions leads to time-varying occupancy estimation. Two data sets are used to evaluate the methodology, parking spaces near Carnegie Mellon University (CMU) campus, and near the Civic Center in San Francisco. The proposed model generally provides reliable estimations of occupancies at a low error rate and substantially outperforms other naive models in the literature. From the results of the experiments we find that people generally tend to slightly underpay in CMU area, whereas for Civic Center area, payment behavior varies by time of day and day of week. For Fridays, people generally tend to overpay and stay longer in the mornings, compared to underpaying and parking for shorter durations in the late afternoons. Parkers’ payment behavior, in general, is more variable and noisier around Civic Center than around CMU. Moreover, we explore the effective granularity, defined as the highest spatial resolution for this model to perform reliably. For CMU areas, the effective granularity is around 10–20 spaces for each block of streets, while it is 150–200 spaces for the Civic Center area due to more random parking behavior.  相似文献

With the objective of deriving useful insights into measures against traffic congestion at service areas (SAs) and parking areas (PAs) on expressways and ensuring efficient use of SAs/PAs, this study investigated the decisions on where a truck is parked (i.e., choice of an SA or a PA), how long it is parked (i.e., parking time), and their influential factors. To this end, this study used the trajectory data of 1600 trucks recorded in 6-min intervals by in-vehicle digital tachographs on the Sanyo and Chugoku Expressways in Japan from October 2013 to March 2014. First, the aspect of repeated choice of each truck (i.e., habitual behavior) toward a specific SA/PA was clarified. Next, a multilevel discrete–continuous model (Type II Tobit model) was developed to reveal the factors affecting the above decisions. The modeling results confirmed the existence of habitual behavior and showed that trucks were more likely to be parked a longer time at an SA/PA when it is closer to the destination. It appears that truck drivers may adjust their time at the SA/PA close to the destination to comply with the arrival time, which is often predetermined by the owner of the transported goods. Furthermore, the availability of restaurants and shops, and the number of parking spaces available for trucks and trailers are important determinants of parking time, whereas the existence of a convenience store is important to the choice of the SA/PA. Parking experience has an extremely strong positive effect on the parking choice and use. Moreover, increasing the number of parking lots may induce its longer use.

There is substantial evidence to indicate that route choice in urban areas is complex cognitive process, conducted under uncertainty and formed on partial perspectives. Yet, conventional route choice models continue make simplistic assumptions around the nature of human cognitive ability, memory and preference. In this paper, a novel framework for route choice in urban areas is introduced, aiming to more accurately reflect the uncertain, bounded nature of route choice decision making. Two main advances are introduced. The first involves the definition of a hierarchical model of space representing the relationship between urban features and human cognition, combining findings from both the extensive previous literature on spatial cognition and a large route choice dataset. The second advance involves the development of heuristic rules for route choice decisions, building upon the hierarchical model of urban space. The heuristics describe the process by which quick, ‘good enough’ decisions are made when individuals are faced with uncertainty. This element of the model is once more constructed and parameterised according to findings from prior research and the trends identified within a large routing dataset. The paper outlines the implementation of the framework within a real-world context, validating the results against observed behaviours. Conclusions are offered as to the extension and improvement of this approach, outlining its potential as an alternative to other route choice modelling frameworks.  相似文献
