Rail, truck, commercial bus, and aircraft have federally mandated safety inspection programs in the United States, while inspections of personal vehicles, which make up the majority of passenger miles, are optionally imposed at the state level. In recent years, some states have chosen to eliminate the vehicle safety inspection program because of budget constraints and concerns about program effectiveness. Currently, 26 states have a schedule for conducting safety inspections, but Pennsylvania is one of thirteen states that currently require all personal light duty vehicles to be inspected every year. The remaining states have completely eliminated safety inspection programs. However, as automobiles become safer, Pennsylvania legislators are now pushing to phase out the inspection program to reduce the costs of owning a vehicle. This study combines Pennsylvania vehicle registration data with two large samples of results from state safety inspections. We find that the state safety inspection fail rate for light-duty vehicles is 12–18%, well above the often-cited rate of 2%. Vehicles that are older than three years old or have more than about 30,000 miles can have much higher rates. When analyzing new vehicles, less than or equal to one year old, it is found that even these vehicles have a failure rate greater than zero. Furthermore, while the vehicle fleet appears to be getting safer over the past few years by improvements in technology or other external circumstances, the inspection failure rate does not appear to be trending toward zero in the near future. We also show that accurate inspection data is limited and often incorrectly analyzed. Lastly, the importance of vehicle maintenance over a vehicle’s lifetime is proven to be evident, since regular usage causes vehicles to deteriorate. We conclude that vehicle safety inspections should continue to be implemented in order to keep driving conditions safe.  相似文献

The French government has implemented a periodical vehicle inspection program, which aims at maintaining proper functioning of the vehicle and ensuring the emissions control systems installed on the vehicle work properly. Also, an incentive program for scrapping old vehicles was introduced in 1994 through 1996 to promote the replacement of those vehicles with higher emissions by newer vehicles with lower emissions. A hazard-based duration model of household vehicle transaction behavior has been developed in this study to examine the effects of the inspection program and the grant for scrappage on vehicle transaction timing. The model is developed as a competing risks model assuming the following three types of competing risks: replacing one of the vehicles in the household fleet, disposing of one vehicle in the fleet, and acquiring one vehicle to add to the fleet. The empirical analysis is carried out using the panel data of French households' vehicle ownership from 1984 to 1998, obtained by the panel survey called Parc-Auto, which has been conducted by a French marketing firm, SOFRES, since 1976. The long panel observation period facilitates the introduction of macro-economic indicators into the model, enabling the analysis to distinguish the effects of policy measures from macro-economic factors. The empirical results indicate that the expected vehicle holding duration becomes 1.3 years longer under the inspection program than before the program commenced, given that the vehicle is replaced by another vehicle at the end of the holding duration; and that the conditional probability of replacing a vehicle aged 10 years and over becomes 1.2 times higher, and the average holding duration becomes shorter by 3.3 years, when the grant for scrappage is available.  相似文献

The California State Bureau of Automotive Repair uses a high-emitter profile model to direct, or screen a fraction of the vehicle fleet in for inspection and maintenance testing at test-only facilities. Reviews by the California Inspection/Maintenance Review Committee showed the high-emitter profile to be inefficient and in need of improvement. In this study, using in-use vehicle emissions data from California’s statewide smog check program, we specified a new multinomial logit model designed to improve the screening efficiency for targeting potential failed and gross polluting vehicles. Modeling results show that factors such as odometer reading, model year, vehicle make, as well as the presence of emissions control systems are significant factors in predicting the likelihood that a screened vehicle will test as a failed or a gross polluting vehicle. Comparisons indicate that the new multinomial logit model specification can predict various inspection/maintenance test outcomes more accurately than the existing high-emitter profile model.  相似文献

The ’MOT’ vehicle inspection test record dataset recently released by the UK Department for Transport (DfT) provides the ability to estimate annual mileage figures for every individual light duty vehicle greater than 3 years old within Great Britain. Vehicle age, engine size and fuel type are also provided in the dataset and these allow further estimates to be made of fuel consumption, energy use, and per vehicle emissions of both air pollutants and greenhouse gases. The use of this data permits the adoption of a new vehicle-centred approach to assessing emissions and energy use in comparison to previous road-flow and national fuel consumption based approaches. The dataset also allows a spatial attribution of each vehicle to a postcode area, through the reported location of relevant vehicle testing stations. Consequently, this new vehicle data can be linked with socio-demographic data in order to determine the potential characteristics of vehicle owners.This paper provides a broad overview of the types of analyses that are made possible by these data, with a particular focus on distance driven and pollutant emissions. The intention is to demonstrate the very broad potential for this data, and to highlight where more focused analysis could be useful. The findings from the work have important implications for understanding the distributional impacts of transport related policies and targeting messaging and interventions for the reduction of car use.  相似文献

This study uses the National Household Travel Survey (NHTS) data to investigate the most recent correlates of vehicle ownership among young Americans. This study performs a spatial analysis to examine the potentially non-stationary relationships between sociodemographic factors and vehicle ownership. Consistent with previous studies, modeling results from this study showed that young Americans are more likely to be carless than older adults. The spatial analysis answers the research question – in which regions(s) young Americans are even less likely to have a car. The results highlighted the Northeast states for the young American’s extra-lower vehicle ownership if the influences of all other factors are held constant. The cost of living and availability of transportation alternatives are possible reasons. Further, this study built separate models for young adults (25–34 years old) and three older age groups. The vehicle ownership correlates within the young adults are found to be generally consistent with the correlates among all adults. Among young adults, vehicle ownership is still significantly related to their gender, educational attainment, employment status, household characteristics, and travel demand. However, young adults’ vehicle ownership seems to be less sensitive to household income than mid-age adults’ (35–44 years old), perhaps because young people may not perceive financial stress such as child support and mortgage. This study contributes by using a spatial analysis approach to reveal the non-stationary correlates of vehicle ownership. This approach is useful for future travel behavior research and transportation policy considering the spatial heterogeneity.  相似文献

Increasing CO2 emissions from the transport sector have raised substantial concerns among researchers and policy makers. This research examines the impact of the built environment on individual transport emissions through two mediate variables, vehicle usage and vehicle type choice, within a structural equation modelling (SEM) framework. We find that new-urbanism-type built environment characteristics, including high density, mixed land use, good connectivity, and easy access to public transport systems help reduce transport CO2 emissions. Such mitigating effect is achieved largely through the reduced vehicle miles travelled (VMT) and is enhanced slightly by the more efficient vehicles owned by individuals living in denser and more diverse neighborhoods, all else being equal. Our research findings provide some new evidence that supports land use policies as an effective strategy to reduce transport CO2 emissions.  相似文献

Abstract

This article presents a comprehensive review of the maritime safety regimes and provides recommendations on how to improve the system. The results show a complex legal framework which generates a high amount of inspections and overlapping of inspection areas where no cross‐recognition is established by the various stakeholders. While the safety system seems to be successful in eliminating substandard vessels and while average insurance claims costs are substantially lower for inspected vessels than non‐inspected vessels, the results indicate that the economic conditions of the shipping market also have an effect on safety quality besides the frequency of inspections. No significant differences can be found between industry inspections and port state control inspections with respect to decreasing the probability of casualty. The system could be made more effective by combining data sources on inspections and using them respectively to improve risk profiling and to decrease the frequency of inspections performed on ship types such as tankers. The results further indicate a lack of proper implementation of the International Safety Management Code (ISM code) and conventions with reference to working and living conditions of crew (ILO 147). A revision of the ISM code and more emphasis on enforcement of ILO 147 could further enhance the level of safety at sea. The authors would like to thank several inspection regimes for their cooperation in providing inspection data and in allowing the observation of surveys and inspections on 26 vessels. Motor vehicle emission rate models for predicting oxides of nitrogen (NOx) emissions are insensitive to vehicle modes of operation such as cruise, acceleration, deceleration, and idle, because they are based on average trip speed. Research has shown that NOx emissions are sensitive to engine load; hence, load-based variables need to be included in emissions models. Ongoing studies attempting to incorporate these `modal' variables have experienced difficulties with: (1) incomplete and/or non-representative data sets of emissions test data vis-a-vis the modal operating profiles of the tested vehicles; (2) lack of information for predicting on-road operating parameters of vehicles; and (3) non-representative vehicles recruited for emissions tests.The objective of this research was to develop a statistical model for predicting NOx emissions from light-duty gasoline motor vehicles. The primary end use of this model is forecasting, rather than explanation of the factors that affect NOx emissions, which brings to bear different requirements from the statistical model. The three challenges noted above are addressed by: (1) analyzing a data set of more than 13 000 hot-stabilized laboratory treadmill tests on 19 driving cycles (specific speed versus time testing conditions), and 114 variables describing vehicle, engine and test cycle characteristics; (2) making the models compatible with empirical data on how vehicles are being operated in-use; and (3) developing statistical weights to account for the differences in model year distributions between the emissions testing database and the current national on-road fleets.The NOx emissions model is estimated using ordinary least-squares regression techniques, with transformed response variable and regression weights. Tree regression is employed as a tool for mining relationships among variables in the data, with particular focus on identifying useful interactions among discrete variables. Details of the model development process are presented, as well as results for the final model showing the predicted emissions algorithm for the current motor vehicle fleet in Atlanta, GA metropolitan region.  相似文献

Vehicle lightweighting reduces fuel cycle greenhouse gas (GHG) emissions but may increase vehicle cycle (production) GHG emissions because of the GHG intensity of lightweight material production. Life cycle GHG emissions are estimated and sensitivity and Monte Carlo analyses conducted to systematically examine the variables that affect the impact of lightweighting on life cycle GHG emissions. The study uses two real world gliders (vehicles without powertrain or battery) to provide a realistic basis for the analysis. The conventional and lightweight gliders are based on the Ford Fusion and Multi Material Lightweight Vehicle, respectively. These gliders were modelled with internal combustion engine vehicle (ICEV), hybrid electric vehicle (HEV), and battery electric vehicle (BEV) powertrains. The probability that using the lightweight glider in place of the conventional (steel-intensive) glider reduces life cycle GHG emissions are: ICEV, 100%; HEV, 100%, and BEV, 74%.The extent to which life cycle GHG emissions are reduced depends on the powertrain, which affects fuel cycle GHG emissions. Lightweighting an ICEV results in greater base case GHG emissions mitigation (10 t CO2eq.) than lightweighting a more efficient HEV (6 t CO2eq.). BEV lightweighting can result in higher or lower GHG mitigation than gasoline vehicles, depending largely on the source of electricity.  相似文献

In today’s world of volatile fuel prices and climate concerns, there is little study on the relationship between vehicle ownership patterns and attitudes toward vehicle cost (including fuel prices and feebates) and vehicle technologies. This work provides new data on ownership decisions and owner preferences under various scenarios, coupled with calibrated models to microsimulate Austin’s personal-fleet evolution.Opinion survey results suggest that most Austinites (63%, population-corrected share) support a feebate policy to favor more fuel efficient vehicles. Top purchase criteria are price, type/class, and fuel economy. Most (56%) respondents also indicated that they would consider purchasing a Plug-in Hybrid Electric Vehicle (PHEV) if it were to cost $6000 more than its conventional, gasoline-powered counterpart. And many respond strongly to signals on the external (health and climate) costs of a vehicle’s emissions, more strongly than they respond to information on fuel cost savings.Twenty five-year simulations of Austin’s household vehicle fleet suggest that, under all scenarios modeled, Austin’s vehicle usage levels (measured in total vehicle miles traveled or VMT) are predicted to increase overall, along with average vehicle ownership levels (both per household and per capita). Under a feebate, HEVs, PHEVs and Smart Cars are estimated to represent 25% of the fleet’s VMT by simulation year 25; this scenario is predicted to raise total regional VMT slightly (just 2.32%, by simulation year 25), relative to the trend scenario, while reducing CO2 emissions only slightly (by 5.62%, relative to trend). Doubling the trend-case gas price to $5/gallon is simulated to reduce the year-25 vehicle use levels by 24% and CO2 emissions by 30% (relative to trend).Two- and three-vehicle households are simulated to be the highest adopters of HEVs and PHEVs across all scenarios. The combined share of vans, pickup trucks, sport utility vehicles (SUVs), and cross-over utility vehicles (CUVs) is lowest under the feebate scenario, at 35% (versus 47% in Austin’s current household fleet). Feebate-policy receipts are forecasted to exceed rebates in each simulation year.In the longer term, gas price dynamics, tax incentives, feebates and purchase prices along with new technologies, government-industry partnerships, and more accurate information on range and recharging times (which increase customer confidence in EV technologies) should have added effects on energy dependence and greenhouse gas emissions.  相似文献

Many metropolitan areas in the United States use vehicle inspection and maintenance (I/M) programs as a means of identifying high-polluting vehicles. While the effectiveness of such programs is debatable, the cost is undeniable, with millions of dollars spent in testing and millions more lost in the time motorists expend to participate in such programs. At the core of these costs is the blanket approach of requiring all vehicles to be tested. This paper sets the groundwork for a procedure that can be used to selectively target those vehicles most likely to be pollution violators. Using I/M data collected in the Seattle area in 1994, carbon monoxide, carbon dioxide and hydrocarbon emissions were modeled simultaneously using three-stage least squares. Our results show that vehicle age, vehicle manufacturer, number of engine cylinders, odometer reading, and whether or not oxygenated fuels were in use all play a significant role in determining I/M emission test results and these statistical findings can be used to form the basis for the selective sampling of vehicles for I/M testing.  相似文献

Highway emissions represent a major source of many pollutants. Use of local data to model these emissions can have a large impact on the magnitude and distribution of emissions predicted and can significantly improve the accuracy of local scale air quality modeling assessments. This paper provides a comparison of top–down and bottom–up approaches for developing emission inventories for modeling in one urban area, Philadelphia, in calendar year 1999. A bottom–up approach relies on combining motor vehicle emission factors and vehicle activity data from a travel demand model estimated at the road link level to generate hourly emissions data. This approach can result in better estimates of levels and spatial distribution of on-road motor vehicle emissions than a top–down approach that relies on more aggregated information and default modeling inputs.  相似文献

Given the shift toward energy efficient vehicles (EEVs) in recent years, it is important that the effects of this transition are properly examined. This paper investigates some of these effects by analyzing annual kilometers traveled (AKT) of private vehicle owners in Stockholm in 2008. The difference in emissions associated with EEV adoption is estimated, along with the effect of a congestion-pricing exemption for EEVs on vehicle usage. Propensity score matching is used to compare AKT rates of different vehicle owner groups based on the treatments of: EEV ownership and commuting across the cordon, controlling for confounding factors such as demographics. Through this procedure, rebound effects are identified, with some EEV owners found to have driven up to 12.2% further than non-EEV owners. Although some of these differences could be attributed to the congestion-pricing exemption, the results were not statistically significant. Overall, taking into account lifecycle emissions of each fuel type, average EEV emissions were 50.5% less than average non-EEV emissions, with this reduction in emissions offset by 2.0% due to rebound effects. Although it is important for policy-makers to consider the potential for unexpected negative effects in similar transitions, the overall benefit of greatly reduced emissions appears to outweigh any rebound effects present in this case study.  相似文献

Urban air quality is generally poor at traffic intersections due to variations in vehicles’ speeds as they approach and leave. This paper examines the effect of traffic, vehicle and road characteristics on vehicular emissions with a view to understand a link between emissions and the most likely influencing and measurable characteristics. It demonstrates the relationships of traffic, vehicle and intersection characteristics with vehicular exhaust emissions and reviews the traffic flow and emission models. Most studies have found that vehicular exhaust emissions near traffic intersections are largely dependent on fleet speed, deceleration speed, queuing time in idle mode with a red signal time, acceleration speed, queue length, traffic-flow rate and ambient conditions. The vehicular composition also affects emissions. These parameters can be quantified and incorporated into the emission models. Autonomous mobility is one of the rapidly evolving aspects of smart transportation which carries the potential of reshaping both demand and supply sides of transportation systems. While understanding public opinions about autonomous vehicles (AVs) is a compelling step towards their successful implementation, still little is known about to which extent people will embrace this new technology and how the vehicle features will affect their adoption decision. This study presents a new approach for modeling the adoption behavior of fully AVs using the profile-case best-worst scaling model. In this approach, an AV profile which is characterized in terms of the main vehicle attributes and their associated levels is presented to the decision maker and he/she is asked to select the most and the least attractive attributes. Further, a binary adoption question at the end of the choice task inquires if the respondent is willing to purchase the described AV. Utilizing this method, we can recognize the difference between the intrinsic impacts of the vehicle attributes and the impact of the attribute levels on the adoption decision. Results of the analysis indicate that people are much more sensitive to the purchase price and incentive policies such as taking liability away from the “driver” in case of accidents and provision of exclusive lanes for AVs compared to other factors such as fuel efficiency, safety, or environmental friendliness. Further, it is found that millennials with higher income, those who live in the downtown area, and the majority of people who have experienced an accident in the past have greater interests in adopting this technology.  相似文献

Exposure to fine particulate matter from vehicle exhaust is associated with increased health risk. This study develops a new approach for creating spatially detailed regional maps of fine particulate matter concentration from vehicle exhaust using a dispersion model to better evaluate these risks. The spatial extent, diurnal, and seasonal patterns of concentration fields across Los Angeles County, California are evaluated and population exposure and exposure equity by race and income are investigated. The results demonstrate how this modeling approach can create new knowledge about vehicle emissions exposure. This approach also provides a method for proactively screening out regional plans, or specific projects within these plans, that are likely to cause air quality concerns. A proactive and regional air quality assessment can identify potential problems earlier in the planning process and a wider range of solutions, saving time, money and protecting public health. The detailed concentration maps can also be used to improve the siting of regulatory air quality monitors and provide more accurate exposure data for epidemiology studies.  相似文献

Road transport is a major source of CO2 emissions in Ireland and accounts for almost 96% of the total CO2 emissions from the transport sector. Following the recent adopted UNFCCC reporting guidelines on annual inventories [24/CP.19], this study applied the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2006 IPCC GLs) tier 3 approach to estimate CO2 emissions from road transport at the vehicle category level, for the first time in Ireland. For this, disaggregated datasets were prepared based on year of vehicle registration and mileage since registration of the vehicle. Such an approach provided a more realistic national scenario in comparison to the use of average mileage degradation in emission calculations. This investigation comprised a recalculation of previous emissions estimates (1990–2012) and an estimation of CO2 emissions in 2013 using a previously unavailable level of data disaggregation for vehicle mileage as well as using vehicle class specific data and an improved bottom-up estimation methodology in COPERT. Historic vehicle fleet data were restructured, annual mileage data were estimated in relation to the fleet data and back extrapolated using a regression approach.The results showed that the mileage degradation was not only subject to fuel technology, engine size, and age but also the emissions class and vehicle category. It was also observed that the disaggregated level of data provided a different CO2 emissions split among the vehicle categories than that of previous estimations which were based on an aggregated level of data. Previous emissions inventories (1990–2012) were shown to have underestimated the share from diesel fuelled passenger cars by more than 56% in 2012. Diesel fuelled passenger cars were also found to account for the majority of CO2 emissions from road transport activities in Ireland in 2013. The level and trend assessment showed that emissions from Euro-II and Euro-III classed vehicles especially for passenger cars, which have a significant contribution to the total emission in 2013 have caused an increase in fleet level emissions in Ireland. In addition, the results also showed that the emissions share from Light Duty Vehicles and Heavy Duty Vehicles were overestimated by previous investigations. This paper highlights the importance of the resolution of data used in emissions inventory preparation which may impact upon future projections and policy formulation. The findings of this investigation are also discussed in relation their implications for road transport policy, including carbon taxation and future policy options aimed at achieving EU emissions target in 2020.  相似文献

Accelerated vehicle retirement programs offer owners of older vehicles incentives to scrap those vehicles earlier than might otherwise occur. Since older vehicles generally pollute more than newer vehicles, public agencies adopt such programs to reduce air pollutant emissions. Current methods of estimating the emissions reduction benefits of the programs are based on several assumptions and limited empirical evidence. This paper uses data from two large-scale programs in California to demonstrate that changing assumptions can significantly alter the assumed benefits of the program. The results show that vehicle retirement programs are likely to reduce emissions, but probably not as much as expected, particularly for nitrogen oxide and carbon monoxide emissions. The differences in estimates stem from several factors: scrapped vehicles are generally driven fewer miles than other vehicles of the same model year; some of the vehicles would have been scrapped without the program or not have lasted as long as expected; emissions for some pollutants may not be as high as predicted; and replacement vehicles are usually older than the fleet average.  相似文献

CO2 emissions are increasing because of the growth in the cross-border supply chain, which is leading the locations of assembly plants and suppliers to spread across a wider area. Given that one passenger vehicle needs more than 20,000 components and parts, the automobile industry exploits the cross-border supply chain. Recently, the free cross-border movement of people, goods, capital, and information has accelerated in Asia. Therefore, a sustainable cross-border supply chain is required to reduce both CO2 emissions and cost. This study estimates total CO2 emissions per vehicle including production and transportation processes in Thailand and neighboring countries and the change in CO2 emissions based on future policy scenarios that consider the automobile market and locational conditions in 2030. The results show that locating production close to the place of consumption and the electricity emissions factors in each country should be considered.  相似文献
