In the context of sustainable urban transport in developing countries, individuals’ travel behavior faces multiple factors which influence their mobility patterns. Recognizing these factors could be a favorable method to organize more regular and sustainable trip patterns. This study aims to identify the less well-known lifestyle along with more popular built environment as the main factors which shape travel behaviors. Employing data from 900 respondents of 22 urban areas in city of Shiraz, Iran, this paper explores travel behaviors as non-working trip frequencies by different modes. Results of structural equation model indicate a strong significant effect of individual’s lifestyle patterns on their non-working trips. However, built environment impact on travel behavior is small compared to lifestyle. Besides, other variables such as travel attitudes and socio-economic factors stay crucial in the mode choice selection. These findings indicate the necessity of regarding lifestyle orientations in travel studies as well as objective factors such as land use attributes.  相似文献

In the countries of the Global South such as India, rapid urbanization and the increase in individual motorization may lead to a predominance of unsustainable commuting patterns. However, urbanization also has important positive effects, including the empowerment of women. This paper examines newly released, spatially disaggregated data on home-to-work commuting by non-agricultural workers in the National Capital Region of India. It aims to understand and compare commuting patterns in urban and rural areas, including choice of travel modes, commuting distances, and gender differentials.The results reveal a tendency observable in urban residents to use individual motorized transport more often both for short and for long trips, although the proportion of individual motorization is far from what it is in the industrial world. Rural areas are characterized by the predominance of non-motorized travel modes and a large share of long trips. The mobility gap between men and women does not appear to increase with literacy. In urban areas, women often choose to commute by car rather than using green modes of transportation (especially in higher-income districts). The paper stresses the importance of the area and gender differentials that need to be taken into account when formulating regional transport policies.  相似文献

The paper explores barriers for designing and implementing policies for the transition to more environmentally sustainable urban mobility, and strategies for overcoming these barriers in three Norwegian cities. Empirical data has been collected by interviewing key informants and analysing relevant documents. The findings show that there is broad political support for placing sustainable mobility high on the political agenda. Challenges appear when policy measures are designed and implemented. Cultural, legal, political, organisational, financial and knowledge-related barriers are identified. Many similar barriers are identified in the three case cities, but differences also appear. The results indicate that the size of the cities as well as the type of policy packages implemented are important factors, impacting both the type and strength of barriers. Several strategies for overcoming barriers have been implemented in the three case cities with success. The implementation of policy packages with a combination of “push” and “pull” measures is perhaps the most important strategy. In addition, using communication strategically and allowing for trials and step-by-step introduction of policy measures are success factors. Better methods for stakeholder involvement and planning tools for bicyclists and pedestrians may increase the acceptance of policy measures and speed up the transition toward sustainable mobility.  相似文献

ABSTRACT

The organisation of parking is a key challenge to more sustainable mobility in urban areas, as its pricing and availability affect the rates of private car ownership and use. However, changing parking policies is a challenging issue for local politicians and planners because residents frequently oppose changes or restrictions to conditions they have taken for granted such as on-street parking in a public space. The aim of this paper is firstly to assess how the parking policy of an urban neighbourhood can be structured to contribute to more sustainable mobility and to increase liveability in the neighbourhood. The second aim is to apply the policies reviewed to an example neighbourhood. For this purpose, we systematically reviewed academic literature and identified five types of relevant parking policies: (i) maximum parking requirements, (ii) physical detachment of residence and parking space, (iii) residential parking permits and the limitation of available parking space, (iv) performance-based pricing and (v) parking as a demand management strategy. We discovered that most research focuses on econometric models about parking and that studies rarely address the effects of parking on the quality of life in neighbourhoods. Therefore, we need further research regarding the relationship of parking and liveability. We conclude that for the implementation of such parking policies in an example neighbourhood, the municipality needs to develop a mobility vision for its city. It has to understand parking as a tool for transportation demand management to increase the acceptance of parking policy concepts and to avoid spillover problems. Finally, in the German case, as in most other countries, states and municipalities need to redesign their legal frameworks to be able to manage parking supply better and to react to changes related to digital developments and parking. The findings have implications for other European neighbourhoods regarding the transfer from research to local circumstances and applications for the whole city.  相似文献

Non-exhaust particle (NEP) emissions from road traffic contribute significantly to Particulate Matter (PM) pollution in urban areas. The primary objective herein is to develop the knowledge required to move toward more sustainable mobility. NEP emissions are studied by means of complementary experiments on chassis dynamometers, on test tracks and at the roadside. Laboratory tests demonstrate that brake wear particles (BWP) emissions can change with braking force and frequency. A brake pad temperature threshold exists, above which the rate of ultrafine particle emissions is quite high. Below this threshold, the BWP emissions are dominant in the accumulation and coarse modes. Test track measurements have demonstrated that tire-road contact particle (TRCP) emissions considerably modify the atmospheric PM background especially for the supermicron fraction. Their number size distribution highlighted an ultrafine and accumulation modes centered at about 40 nm and 200 nm, respectively. The TRCP level increases with vehicle speed and during the acceleration and deceleration phases. Roadside measurements in the urban environment confirm the presence of NEP in significant proportions, in both the accumulation and coarse modes. The chemical composition of NEP differs depending on the size mode: BWP mainly stem from the degradation of brake pad lining materials, while TRCP are a mixture of tire tread wear and re-suspended dust. The presence of Fe-rich particles nevertheless serves as a good indicator of the NEP contribution to PM at the roadside. Lastly, in considering the parameters influencing NEP emissions, a series of recommendations are offered in order to achieve a more sustainable mobility.  相似文献

Field trials in three European countries, the Netherlands, Spain and Sweden were carried out in order to investigate the effects of an in-car speed limiter. The trials were carried out on urban and rural roads including motorways. A so-called unobtrusive instrumented car was used, where all the measuring equipment was hidden. All the speed limit categories in the respective countries, ranging from 30 to 120 km/h were included. The results showed that the effects of the limiter were greatest in free driving conditions outside platoons. However, the limiter also had effects in congested traffic. Momentary high speeds were suppressed effectively, which resulted in less variation of speeds. Approach speeds at roundabouts, intersections and curves became smoother, car-following behaviour became safer in the speed range of 30–50 km/h. On the other hand, in the speed range of 70–90 km/h a slightly higher number of short time-gaps suggested less safe car-following behaviour. Other negative behavioural effects were slightly increased travel time and the increased frustration and stress for the drivers caused by the limiter. The majority of the subjects accepted the speed limiter as a driver-operated system. Half of the drivers would accept the limiter voluntarily in their cars.  相似文献

A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献

This paper proposes a procedure to evaluate sustainable mobility in urban areas. A set of indicators according to three dimensions of sustainability, i.e., environment, economics, and social aspects, are proposed to evaluate mobility in urban areas. The sustainable mobility evaluation is based on an Index calculated through a weighted multi‐criteria combination procedure. A group of specialists in Brazil was involved in the development of the Index by defining the weights for the criteria. An application of the methodology in the city of Belo Horizonte, capital of the State of Minas Gerais, with 2.24 million inhabitants, is presented to validate the methodology.  相似文献

This paper examines the relationships between walking speed and pedestrian flow under various bi-directional flow conditions at indoor walkways in Hong Kong. The effects of bi-directional pedestrian flows are investigated empirically with particular emphasis on their effects on walking time for different directions of flow at pedestrian walkways in Hong Kong. Flow measurements were conducted at selected indoor walkways in urban areas. A generalized walking time function that takes bi-directional flow distributions (or flow ratios) into account is proposed for these pedestrian facilities and calibrated for various flow conditions ranging from free-flow to congested-flow (at-capacity) situations. The bi-directional flow effects on free-flow walking speed, effective capacity and at-capacity walking speed are validated with observed data. It was found that the bi-directional flow ratios have significant impacts on both the at-capacity walking speeds and the maximum flow rates of the selected walkways but not on the free-flow walking speeds. The findings and study methodology provide better insight into the effects of bi-directional pedestrian flow characteristics and will assist engineers/planners in improving the design and operation of pedestrian facilities not only in Hong Kong, but also in other countries as well.  相似文献

Paratransit modes play a significant role in the urban transport sectors of developing countries since in many cities more than half of the total public transport demand are carried by them. Rapid increase in urban population, per capita income, along with inadequate existing transport infrastructures have stimulated their usage as cheap and convenient public transport modes. This paper discusses the methodological challenges in understanding causal relationships between urban form and travel behavior and uses a holistic quasi-experimental approach to investigate the separable marginal influence of each of several urban form factors on mode choice as well as the complex relationships between those factors and a wide range of personal traits. Data analysis and models are used to reveal the effect of such interactions on mode choice for both work and non-work trips in Rome, Italy. It is found that population density does not have a significant marginal positive effect on sustainable mode choice for work trips. Conversely, this factor decreases sustainable mode choice for non-work trips. Small scale street design quality alone increases sustainable mode choice for non-work trips. This is while presence of street network integration alone increases automobile use for all trip purposes. The results point to the importance of incorporating all the urban form factors of diversity, design and street network integration if the goal is to increase the use of more sustainable modes of transportation for both work and non-work trips, but also show that attitudes and preferences can modify the response to urban design factors. The findings suggest that thoughtful policies triggering certain attitudes (cost sensitivity, sensitivity to peer pressure regarding the value attributed to sustainable transportation, and transit preference) can be adopted to significantly increase sustainable mode choice even in the neighborhoods with specific physical restrictions.  相似文献

This paper considers the main road-traffic parameters that determine air pollution, i.e. the total volume of traffic, road speeds and the composition of the vehicle fleet. Changes in the amounts of pollutants emitted, and the importance of each of the three parameters, have been computed by using a traffic assignment model, which also represents emission factors. The types of policies that may be implemented to reduce the environmental impact of transport are then considered. The study demonstrates, for example, that the impact of a deterioration in traffic conditions is limited in comparison with the effect of forecast increases in traffic and improvements in the environmental performance of vehicles. As a consequence, if cities and urban transport are to achieve sustainable development, urban expansion must take place in a controlled way.  相似文献

Sub-Saharan Africa has recently undergone, or still do in many countries, a period of transport infrastructure expansion. Current policies are centred on the development of international links, which require large capital-intensive projects and are sometimes economically dubious. This paper reviews the past policies and transport functions since colonial times by placing them in their economic and political context. We find that present strategies have similarities to the ones prevailing in previous periods, where expansion phases dominated by transport-led economic growth theories were followed by a stagnation of Africa’s infrastructure development. In view of the challenges in translating findings from empirical research into right policies, we identify the potential of more balanced and sustainable strategic investments, notably by reinforcing the existing secondary transport networks converging into urban centres.  相似文献

The relationship of form, use, and density in urban development and their influence on human behavior and travel is a key element of many land use and transport policies. Prior research indicates high-density urban development leads to decreased travel and thus sustainable mobility; however, personal attitudes seem to have greater effect on mobility than does the urban form. This research evaluates how households consider transit-oriented development (TOD) characteristics in their location decisions with regard to new Mandurah railway line stations opened in December 2007 in Perth, Western Australia. The results indicate that the choice of residence reflects neighborhood and housing attributes, with significant heterogeneity in the populations of the three precincts in terms of their valuation of various housing characteristics, proximity to urban facilities, and transport. There is also significant variation in households’ attitudes to natural and artificial environments. A better understanding of the complex relationships among environment, travel, socio-demographic characteristics, and household attitudes can help transport planners leverage the benefits of TOD and improve the quality of urban design and community life.  相似文献

Intelligent Speed Adaptation (ISA) systems use in-vehicle electronic devices to enable the speed of vehicles to be regulated automatically. They are increasingly appreciated as a flexible method for speed management and control particularly in urban areas. On-road trials using a small numbers of ISA equipped vehicles have been carried out in Sweden, the Netherlands, Spain and the UK. This paper describes the developments made to enhance a traffic microsimulation model in order to represent ISA implemented across a network and the impact of this on the networks. The simulation modelling of the control system is carried out on a real-world urban network, and the impacts on traffic congestion, speed distribution and the environment assessed. The results show that ISA systems are more effective in less congested traffic conditions. Momentary high speeds in traffic are effectively suppressed, resulting in a reduction in speed variation which is likely to have a beneficial impact on safety. Whilst ISA reduces excessive traffic speeds in the network, it does not affect average journey times. In particular, the total vehicle-hours travelling at speeds below 10 km/hr have not changed, indicating that the speed control had not induced more slow-moving queues to the network. A statistically significant, eight percent, reduction in fuel consumption was found with full ISA penetration. These results are in accordance with those from field trials and they provide the basis for cost-benefit analyses on introducing ISA into the vehicle fleet. However, contrary to earlier findings from the Swedish ISA road trials, this study suggested that ISA is likely to have no significant effect on emission of gaseous pollutants CO, NOx and HC.  相似文献

Environmental issues have received a prominent place in transport policies of most European countries. The coordination of such policies however, is fraught with many difficulties. The increasing freight flows after the European integration are a source of concern, but have not yet led to straightforward and effective environmental strategies.The paper focuses on the Trans Alpine freight transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this ‘region’ have favoured—in the past—the development of strong nationally-oriented policies, partly in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities, and limits inherent, in the implementation of various infrastructure projects oriented towards a drastic change of the Alpine transport systems structure. The Alpine countries, viz. Austria and Switzerland, play a central role in the promotion of environmental benign modes of transport of goods, with a clear focus on rail. The route choice and modal split of freight flows in Europe are taking place simultaneously. In this paper the results of European freight flow models (based on logit analysis and neural networks) will be presented. An important exercise is then to assess the consequences of various types of eco-taxes on road transport in Europe. In this context, several policy scenarios will be dealt with.  相似文献

This paper presents an integrated model system for mobility maximization based on a quantified specification of environmental capacity, and evaluates policy interaction and effectiveness by simulating a number of policy scenarios. The system is designed to specify the maximum level of car ownership and number of trips by private and public modes subject to an environmental capacity constraint defined as the frontier emission under maximum system efficiency. Four types of hypothetical policies (population change, urban sprawl, land-use pattern and network improvement) are designed and the effects of 13 policy scenarios are simulated using data of Dalian City, China. Results reveal that the integrated model system reacts sensitively to policy interventions. The urban sprawl reflected in a changing residential distribution from central to suburban areas is most instrumental from the perspective of pollution alleviation. If the goal is to simultaneously reduce emissions while accommodating mobility, two combinational policy scenarios outperform all others.  相似文献

This study investigated the contribution of psychological factors in explaining the choice of transportation mode in six Asian countries. Data were collected from 1118 respondents in Japan, Thailand, China, Vietnam, Indonesia, and the Philippines. The dependent variable was the intention to use one of three modes for work travel after getting a job: car, public transit, or other modes. The explanatory variables were three attitude factors taken from a previous study, including: 1/symbolic affective, reflecting affective motives of travel mode use; 2/instrumental, referring to functional attributes of travel modes; and 3/social orderliness which represents for environmental friendliness, safety, altruism, quietness et cetera. Several logit model estimates were made using the samples from the six countries separately and together. We obtained three main findings. First, attitude variables about the car were all significant determinants for the entire sample from Asian countries. Second, the social orderliness aspect of public transit was a common concern of respondents from developing countries in selecting this mode for work trips. Third, in countries in which the intent to use a car was not very high, attitude factors about the car were found to be significant determinants of the behavioral intention to commute by car but were less significant in countries in which the desire to use a car was high.  相似文献

The urban parking and the urban traffic systems are essential components of the overall urban transportation structure. The short-term interactions between these two systems can be highly significant and influential to their individual performance. The urban parking system, for example, can affect the searching-for-parking traffic, influencing not only overall travel speeds in the network (traffic performance), but also total driven distance (environmental conditions). In turn, the traffic performance can also affect the time drivers spend searching for parking, and ultimately, parking usage. In this study, we propose a methodology to model macroscopically such interactions and evaluate their effects on urban congestion.The model is built on a matrix describing how, over time, vehicles in an urban area transition from one parking-related state to another. With this model it is possible to estimate, based on the traffic and parking demand as well as the parking supply, the amount of vehicles searching for parking, the amount of vehicles driving on the network but not searching for parking, and the amount of vehicles parked at any given time. More importantly, it is also possible to estimate the total (or average) time spent and distance driven within each of these states. Based on that, the model can be used to design and evaluate different parking policies, to improve (or optimize) the performance of both systems.A simple numerical example is provided to show possible applications of this type. Parking policies such as increasing parking supply or shortening the maximum parking duration allowed (i.e., time controls) are tested, and their effects on traffic are estimated. The preliminary results show that time control policies can alleviate the parking-caused traffic issues without the need for providing additional parking facilities. Results also show that parking policies that intend to reduce traffic delay may, at the same time, increase the driven distance and cause negative externalities. Hence, caution must be exercised and multiple traffic metrics should be evaluated before selecting these policies.Overall, this paper shows how the system dynamics of urban traffic, based on its parking-related-states, can be used to efficiently evaluate the urban traffic and parking systems macroscopically. The proposed model can be used to estimate both, how parking availability can affect traffic performance (e.g., average time searching for parking, number of cars searching for parking); and how different traffic conditions (e.g., travel speed, density in the system) can affect drivers ability to find parking. Moreover, the proposed model can be used to study multiple strategies or scenarios for traffic operations and control, transportation planning, land use planning, or parking management and operations.  相似文献

In many countries passenger transport is significantly subsidized in a variety of ways for various reasons. The objective of this paper is to examine efficiency, distributional, environmental (CO2 emissions) and spatial effects of increasing different kinds of passenger transport subsidies discriminating between household types, travel purposes and travel modes. The effects are calculated by applying a numerical spatial general equilibrium approach calibrated to an average German metropolitan area. In extension to most studies focusing on only one kind of subsidy, we compare the effects of different transport subsidies within the same unified framework that allows to account for two features not yet considered simultaneously in studies on transport subsidies: endogenous labor supply and location decisions. Furthermore, congestion, travel mode choice, travel related CO2 emissions and institutional details regarding the tax system in Germany are taken into account. The results suggest that optimal subsidy levels are either small or even zero. While subsidizing public transport is welfare enhancing, subsidies to urban road traffic reduce aggregate urban welfare. Concerning the latter it is shown that making investments in urban road infrastructure capacity or reducing gasoline taxes may even be harmful to residents using predominantly automobile. In contrast, pure commuting subsidies hardly affect aggregate urban welfare, but distributional effects are substantial. All policies cause suburbanization of city residents and (except for subsidizing public transport) contribute to urban sprawl by raising the spatial imbalance of residences and jobs but the effect is relatively small. In addition, the policies induce a very differentiated pattern regarding distributional effects, benefits of landowners and environmental effects.  相似文献
