Abstract

This short paper supplements and updates the writer's Recent Developments in the Pricing of Local Public Transport Services, Transport Reviews, 1 (2), pp. 127–150 (1981). That paper described the situation as at 1980 in Britain, with some examples from other countries. This paper updates the position with regard to four main issues:

(a) Impact of the Transport Act 1980 in Britain, which has virtually removed fares control from stage carriage services, and removed all price and quantity control from express services by road.

(b) Further development of zonal pricing, travelcards and off‐bus fare collection on urban systems, and the effects of price reductions (and subsequent increases) in London, West Midlands, and Merseyside.

(c) Problems concerning the legality of financial support for fares policies in British cities.

(d) Following a presentation of work arising from the earlier paper at the meeting of the Transportation Research Board in Washington, D.C. in January 1983, the contrast between British and American policy is reviewed, with the writer's personal view on current policy there.

The introduction of the congestion charge in central London on the 17th of February, 2003, led to a reduction in congestion. One factor that has not been fully analysed is the impact of the congestion charge on traffic casualties in London. Less car travel within the charging zone may result in fewer traffic collisions, however, as the number of pedestrians, cyclists, and motorcyclists increased after the introduction of the congestion charge, the number of traffic casualties associated with these groups may also have increased. Reductions in congestion can also lead to faster speeds. Therefore, there could be increases in injury severity for those crashes that do occur. An intervention analysis was conducted to investigate the effect of the congestion charge on traffic casualties for motorists, pedestrians, cyclists, and motorcyclists, both within the charging zone and in areas of London outside the zone. This was done for killed and serious injuries (known as KSI in British terminology) and for slight injuries to examine whether there were any shifts in severity outcomes. Our results suggest no statistically significant effect for total casualties in London, but within the charging zone there has been a statistically significant drop in motorist casualties, and possibly an increase in cyclist casualties. There is an associated effect of an increase in casualties of motorcyclists and cyclists in some areas outside the charging zone, suggesting that changes in the design of the congestion charge may be needed to achieve reductions in casualties.

He received his PhD at the University of Pennsylvania in Energy Management and Environmental Policy and previously was a Policy Analyst at the US Environmental Protection Agency. Dr. Mohammed A Quddus   is a Lecturer in Transport Studies at Loughborough University. Prior to this he was a Research Assistant at Imperial College London where he obtained his PhD in 2006. His main research interests are in road transport safety, geographic information science and its application to transport planning. Dr. Washington Y. Ochieng   is the Reader in Geomatics and Transport Telematics at Imperial College London. He is the Director of the Engineering Geomatics group that carries out research in ATM-ATC, positioning and navigation, and transport telematics. Abstract

In April 1983, the “Fourth World Conference on Transport Research” was held in Hamburg. For a period of four days, experts from all parts of the world discussed transport research and planning problems. The discussions were divided into eight so‐called ‘sub‐topics’. Fortunately, one of the sub‐topics, ‘Man and his Transport Behaviour’ (chaired by Moshe Ben‐Akiva, U.S.A. and Werner Brög, Federal Republic of Germany) dealt with the individual and his behaviour. This complemented the traditionally supply‐oriented thinking of the transport planners by introducing the demand component which had frequently been neglected in the past. Since the view has become increasingly widespread that transport is meant to serve people, and thus, that research should emphasize the (potential) users of the transport system, the number of papers submitted and presented on this sub‐topic was especially large.

However, the number of papers which could be included in the ‘Conference Proceedings’ was limited and this would have meant that a number of interesting documents could not be published. Therefore, papers on four special areas within this sub‐topic are to be published in four consecutive issues of Transport Reviews. The areas which will be dealt with are ‘Telecommunications’, ‘Non‐Motorised Transport’, ‘Special Problems in Third World Countries’ and ‘Fare Structures in Public Transport’. The papers were selected strictly according to their contents. A brief commentary in each issue explains in turn the reasons for choosing each of the four subject areas.

Reliable research synthesis is of high significance for a transport policy which tries to base its decisions on available empirical evidence. There is growing doubt whether the frequently used narrative approach provides a scientifically defensible way of synthesising a body of quantitative research results. The present paper demonstrates meta-analysis as a more objective and powerful alternative for this task. For this purpose evaluation data synthesised in two earlier narrative reviews on the effectiveness of work travel plans [Cairns et al. Making travel plans work: research report (former), Department for Transport, Local Government and the Regions (DTLR), London, 2002; Smarter choices—changing the way we travel. (Final report of the research project: The influence of soft factor interventions on travel demand. Research report for the Department for Transport.) London. Retrieved 1 December 2005, from , 2004] are meta-analytically re-analysed and compared with the conclusions drawn from the narrative synthesis of these data. Our meta-analyis provides only limited support for the conclusion that addressing parking is the hallmark of successful work travel plans. Our meta-analysis indicates that site and organisational factors as well as characteristics of the monitoring process are significant predictors of effective work travel plans, whereas Cairns et al. view little evidence for the impact of these factors.  相似文献

According to Banks [Investigation of some characteristics of congested flow. Transportation Research Record, 1999], traffic heterogeneity explains the data scattering on the flow–density plane and positive transferences within the congested phase (a transference is a line connecting adjacent points in the time series). This heterogeneity results from a traffic mixture, made up of various vehicles and drivers, or different traffic conditions such as meteorological conditions. This paper only deals with traffic mixture and more particularly with vehicle classes such as passenger car and truck, which are correlated to the vehicle length. When considering a macroscopic model, the mean vehicle length, which is measured by sensors, is associated with the truck percentage. Then the Generic Second Order Model (GSOM) by Lebacque [Lebacque, J.P., Mammar, S., Haj-Salem, H., 2007a. Generic second-order traffic flow modeling. In: Proceedings of the 17th International Symposium on Transportation and Traffic Theory, London, 23–25 July 2007, 749–770.] provides a rigorous mathematical framework for traffic heterogeneity modeling. The added value in this paper is that admissible invariants which characterize generic fundamental diagrams, possibly depending on the mean vehicle length, are interpreted and debated. Aw–Rascle–Zhang’s [Aw, A., Rascle, M., 2000. Resurrection of second-order models of traffic flow. SIAM Journal of Applied Mathematics, 60 (3), 916–938; Zhang, H.M., 2002. A non equilibrium traffic model devoid of gas-like behavior. Transportation Research Part B, 36, 275–290.] and Colombo’s [Colombo, R.M., 2002. A 2 × 2 hyperbolic traffic flow model. Mathematical and Computer Modeling, 35, 683–688.] anisotropic models are deeply analyzed from a traffic point of view. The review undertaken in this paper shows how, at the beginning of 1988, nation‐states of the world allocated ministerial responsibilities for the important function of transport. A total of 118 countries are examined, compared with 111 in 1982 (Transport Reviews, Vol. 2, No. 4) and 115 in 1985 (Transport Reviews, Vol. 5. No. 1). The analysis reveals an increase in the number of ministers solely responsible for one mode of transport, and notes an increase in the number of designated ministers for tourism. The paper goes on to examine the two main duties of ministers of transport: safety and economic regulation; and of the increasing need for closer international co‐operation as new transport technology, the growing demand for travel and expanding world trade make our world ‘an even more local village’ in the decades to come.  相似文献

ABSTRACT

The role of information in the efficient management of freight transport systems is well acknowledged. Administrative functions, such as negotiation or payments, involve intensive communication, while the production of the transport service relies heavily on the sharing of information (e.g. track and trace). Yet, specific literature on information flows is relatively scarce. This paper sets out to contribute to filling in this gap. Firstly, it elaborates a set of maps of the information flows for four conceptualisations – direct link, corridor, hub and spoke, and connected hubs – of maritime freight transport, initially proposed by Woxenius (2007, “Generic Framework for Transport Network Designs: Applications and Treatment in Intermodal Freight Transport Literature.” Transport Reviews 27 (6): 733–749. doi:10.1080/01441640701358796). The results reveal a high degree of similarity between import and export services. Secondly, it assesses the complexity of each conceptualisation’s flow network using the concept of entropy. Flows are characterised along four variables: involved agents, timing, and contents and message type. Additionally, a new taxonomy is proposed to categorise the messages. The results evidence the heterogeneous contributions of each category to the complexity of the flows. Finally, the results also reveal that the information flows for the tasks in the pre-transport stage are not specific to the conceptualisation in question and are of comparable complexity to the flows occurring during the transport stage.  相似文献

Abstract

The congestion charging schemes in London and Singapore are compared and assessed in the light of guidelines set out in the Smeed Report, published by the UK Ministry of Transport in 1964 Ministry of Transport. 1964. Road Pricing: The Economic and Technical Possibilities, London: HMSO.  [Google Scholar], and their performance in reducing congestion and raising net revenue. The aim is to draw lessons for other towns and cities considering the introduction of congestion charging. One important result from Electronic Road Pricing in Singapore is that a per‐entry charge is more effective at reducing congestion than a per‐day charge. It is concluded that although Electronic Road Pricing in Singapore is more in line with the desirable properties outlined in the Smeed Report, both schemes are part of a wider package of transport policies, and that is probably the most important reason for their success. The main lesson for other towns and cities around the world considering the possibility of introducing congestion charging is that any such scheme ought to be accompanied by complementary measures that will provide motorists with a valid alternative to the car.  相似文献
