In recent years a great deal of time and effort has been expended on the development of new modes of transport for cities. It is argued in this paper that this work is unlikely to be very productive because the major remaining flaw in the provision of transportation services—the inability of one mode to provide a good service to concentrated and dispersed trip ends—seems unavoidable. To make the required breakthrough a new mode must be frugal in its demands for space, flexible in its operation and fast. But an analysis of the performance of existing and prototype modes suggest that there is a fundamental technological barrier that precludes any one mode from performing well in more than two out of these three ways. This implies that any further improvements in travel for the urbanite must be made through existing modes and their derivatives and will be quite limited. It also suggests that the only possible way of substantially improving urban transportation is to build or rebuild towns so that one of the important mode attributes mentioned above is rendered superfluous.  相似文献

Although public transportation is considered effective at reducing the external cost of driving private vehicles, many urbanites do not use public transportation. This study develops measures employing accessibility, mobility, and seamless connectivity for an entire public transportation service chain as indicators for evaluating public transport services, prioritizes underperforming scenarios from the perspective of urban travelers, and derives various market segmentation strategies that consider different socio-demographic characteristics. A conceptual model is set up herein to assess these latent constructs that describe unobservable and immeasurable characteristics. As a Likert ordinal scale can generate misleading statistical inferences, the Rasch model is used to eliminate bias generated by an ordinal scale when measuring these three latent constructs separately. The Rasch model compares person parameters with item parameters, which are then subjected to logarithmic transformation along a logit scale so as to recognize specific difficulties of service scenarios that cannot be easily eliminated by certain urban travelers. The multidimensional Rasch model also measures the perceptions of urban travelers in terms of the interactions between accessibility, mobility, and seamless connectivity of this public transportation system. While comparing urban travelers of two large cities in Taiwan, Taipei and Kaohsiung, the empirical results demonstrate that perceived accessibility, mobility, and seamless connectivity differ based on travelers’ age, frequency of weekly sports activities, and environmental awareness. This paper also advances appropriate improvement strategies and provides policy suggestions for urban planners, public transportation service operation agencies, and policy makers when they seek to create user-friendly public transportation services. The proposed approach can be generalized in other cities by considering their local context uniqueness and further evaluating their public transport services.  相似文献

Several shared-ride passenger transportation services which could be offered by taxicabs are currently prohibited in U.S. cities by state or local regulations. Although relaxation of these regulations has been advocated on numerous occasions, little regulatory change has occurred to date. Moreover, the taxicab industry has rarely been considered as a potential provider for publicly subsidized transportation services. This paper discusses several promising innovations in taxicab service provisions and subsidy mechanisms which have been implemented or proposed recently in U.S. cities. The paper argues for more well-designed experimentation with such innovations as a means of stimulating greater interest on the part of planners, policy-makers, regulators, and public transportation operators in broadening the role of taxicabs in urban transportation.  相似文献

This paper presents an integrated transit-oriented travel demand modeling procedure within the framework of geographic information systems (GIS). Focusing on transit network development, this paper presents both the procedure and algorithm for automatically generating both link and line data for transit demand modeling from the conventional street network data using spatial analysis and dynamic segmentation. For this purpose, transit stop digitizing, topology and route system building, and the conversion of route and stop data into link and line data sets are performed. Using spatial analysis, such as the functionality to search arcs nearest from a given node, the nearest stops are identified along the associated links of the transit line, while the topological relation between links and line data sets can also be computed using dynamic segmentation. The advantage of this approach is that street map databases represented by a centerline can be directly used along with the existing legacy urban transportation planning systems (UTPS) type travel modeling packages and existing GIS without incurring the additional cost of purchasing a full-blown transportation GIS package. A small test network is adopted to demonstrate the process and the results. The authors anticipate that the procedure set forth in this paper will be useful to many cities and regional transit agencies in their transit demand modeling process within the integrated GIS-based computing environment.  相似文献

The importance of measuring customer satisfaction for a public transport service is apparent, even beyond more immediate marketing purposes. The present paper shows how satisfaction measures can be exploited to gain insights on the relationship between personal attitudes, transit use and urban context. We consider nine satisfaction measures of urban transit services, as expressed by a representative sample of Italian multimodal travelers (i.e. users of both private cars and public transport). We use correlations and correspondence analyses to show if and how each attribute is related to the levels of use of public transport, and how the relationship is affected by the urban context. Then we apply a recently developed method to combine ordinal variables into one score, by adapting it to work with large samples and with satisfaction measures which have a neutral point in the scale (i.e. “neither satisfied nor dissatisfied”). The resulting overall satisfaction levels and frequency of use were not correlated in our sample. We also found the highest satisfaction levels in smaller towns and the lowest ones in metropolitan cities. Since we focus on multimodal travelers, an interpretation paradigm is proposed according to which transit services must be well evaluated by car drivers in smaller towns in order to be considered a real alternative to cars. On the other hand, transit is more competitive on factual elements in larger cities, so that it can still be used by drivers, even if it is not very well evaluated.  相似文献

A decade of increasing Federal attention to urban transportation needs has culminated in the 1970 Urban Mass Transportation Assistance Act. This Act is intended to provide 10 thousand million dollars over the next 12 years in Federal assistance money to urban public transportation systems. This paper examines the needs of selected U.S. cities as a basis for (1) understanding the vast, various and complex transportation needs of urban areas throughout the country, and (2) assessing the sufficiency of these funds. The sample cities have been placed into three broad categories based on the state of development of their transportation systems. In Category I cities, the essential need is to ensure the survival of bus systems for the use of non‐drivers, or to provide some other viable alternative to the automobile; in Category II cities, the primary needs are to relieve auto congestion and to improve public transportation components, while in Category III cities, the primary need is massive investment to improve and to extend public transportation facilities. It is concluded that the presently intended Federal funding level for transportation will not meet the financial requirements of the Category III cities.  相似文献

In 2000, the city of Bogotá, Colombia embarked on a grand land use and transportation system experiment. The transformation of Bogotá included building the TransMilenio Bus Rapid Transit (BRT) system, a city-wide system that offers speed and convenience similar to that of an underground metro. TransMilenio is widely regarded as a success, and cities around the world are planning or building similar systems. In this paper, we use a repeated cross-section labor market dataset to assess whether access to the new BRT system affects the incomes of those who live in station area neighborhoods. Our results indicate that the opening of the TransMilenio system was associated with increased income for those living near—but not immediately adjacent to—trunk line stations. This relationship is strongest in the lower and middle-income range. There are at least two possible explanations for this result: 1. existing residents earn higher wages, or 2. higher income workers move to the neighborhood. Our data do not allow us to distinguish clearly between them, but available evidence suggests that much of the effect is likely due to relocation. Our results stand in contrast to prior work, which has largely suggested that improvements in public transit will tend to reduce wages in station areas.  相似文献

True Personal Rapid Transit (PRT), in concept and technology, is considerably advanced over PRT as proposed in the 1960s and 1970s. It is one of the few advanced transit concepts—perhaps the only one—that offers a prospect of overcoming the continued serious deficiencies of conventional transit systems. Past criticisms of PRT were often invalid, but even those questions that deserved to be taken seriously then no longer justify a postponement of serious PRT testing. Conventional transit, in spite of over two decades of considerable governmental support, is proving unable to satisfy major transportation needs of American urban areas, which are increasingly dispersed and multi-centered. There is no indication that conventional transit can overcome sufficiently its performance and economic deficiencies. If PRT is not given a chance to be tested, local public officials will continue to be faced with too limited options as between auto-dominated transportation services and high subsidies for inadequate transit solutions.  相似文献

A combined transportation-land use model is proposed in this paper. Unlike other existing urban land use and transportation planning models in which a “fixed demand” for services is assumed to be known at the zonal level of an urban area, zonal travel demand is endogenously determined together with link congestion costs, optimal amounts of production and resulting efficient densities of land uses, once the transportation network is given. Some characteristics of alternative solutions are demonstrated. The proposed model represents progress over previous efforts in combining land use-transportation problems since the travel choice as to origin, destination and routes as well as amounts of goods to be produced at the optimal density of land uses are integrated into a consistent mathematical programming framework.  相似文献

Development of mega cities of Pakistan and China has greatly been affected by the growth in urbanization and motorization. The uncontrolled rise in urbanization, motorization, exclusionary planning and disproportionate investment in transportation infrastructure has created a socio-economic imbalance, thereby challenging the issue of equity. This paper focuses on a comparative social equity assessment of urban development, characteristics of supply and demand of transportation and infrastructure systems and the impact of existing strategies over equity in the development of urban and transportation system of Beijing and Karachi. When compared to large cities in developed countries, the shares of public transportation in most Chinese cities are low. Increasing the competitiveness of urban public transportation remains an urgent problem. A capable evaluation method for public transportation is required to assist the development of urban transit systems. This paper focuses on the bus system. Being devoid of standard criteria, it is difficult to determine the efficiency of a transit system or any bus line using a single evaluation index. This paper proposes a comparative analysis to evaluate bus lines so as to filter out candidates for further optimization. From the viewpoints of transit planning, operation and quality of service, this paper establishes 10 subordinate evaluation indices and then uses geographical information system tools, global positioning system data and smart card data to assist the index definition and calculation. Super-efficient data envelopment analysis (DEA) method is adopted for the proposed single factor and comprehensive evaluation models. Finally, the bus system in Shenzhen, China is used as a case study. The comparable significant results validate the capability of the proposed model.  相似文献

This paper is concerned with the majority of developing nations who lack large resources for public sector projects. It questions the basis of much mass transit planning and attempts to put forward a more efficient way of reaching decisions. It calls extensively on experience of Metro Manila, capital of the Philippines, where an innovative system of metropolitan planning and administration is throwing a new light on ‘appropriate’ investment in such developing cities.

Mass transit systems as currently conceived in such developing cities—fully segregated rail‐based systems—are unlikely to be affordable (at least for many years) and in consequence scarce resources should not be devoted to developing and evaluating them. Rather, the principal objective should be to provide low‐cost, affordable mass transit—affordable to governments and to passengers. This almost certainly points to road‐based systems, or predominantly at‐grade light rail transit (LRT) systems, which are usually regarded as ‘obviously unworkable’ in developing city environments.

This judgement is questioned and it is suggested the potential of LRT to provide appropriate low‐cost mass transit is not being realized. An approach to determining its potential applicability is proposed. If feasible it should be evaluated against road‐based systems before decisions to implement new mass transit systems are taken.

While circumstances vary between countries the central message of this paper—that public sector resources have a very high opportunity cost which make all but the lowest‐cost mass transit systems very difficult to justify—will hold in all but the higher‐income developing economies.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. An important characteristic of urban transportation policy and planning today is the increasing role that the private sector is playing in identifying and implementing transportation projects. For example, a recent examination of the possible forms of such involvement found that there were four major categories of action that could be used to classify recent private-sector efforts in urban transportation: (1) aid to and/or provision of transportation services; (2) formation of advocacy or advisory groups whose purpose is to influence public policy; (3) sponsorship of transportation studies; and (4) provision of management assistance to public agencies (Gordon, 1982). In many of these efforts, the successful implementation of a project or program required close cooperation between public and private-sector officials. The purpose of this paper is to examine the characteristics of this interaction and explore the implications for transportation planning and policy.Examples of public/private-sector interaction in two Connecticut cities, Hartford and Stamford, are used to illustrate the characteristics of successful transportation program implementation. Although the examples are limited to two cities, and are mainly concerned with one major category of action (ridesharing), the characteristics of the process used and of the results can be applied to other situations where public/privatesector interaction is desired.  相似文献

The current pattern of metropolitan transportation and land development in the majority of countries around the world appears to be increasingly unsustainable from both an economical and environmental perspective. Many factors point to the need for adoption of a new paradigm for sustainable transportation and development in both high and low income countries—burgeoning populations, growing air pollution, limits on global petroleum reserves, limited physical and economic capacity to expand automobile-based transportation systems without community destruction, and the urgent need to limit global CO2 emissions to slow the pace of global warming. This paper outlines some of the conceptual differences between the current paradigm for transportation planning and an emerging paradigm for sustainable transportation and land development. It compares the US and European patterns of transport and land development, which often inspire transportation decision-makers and planners in developing countries. The paper reviews the patterns of development in the cities of several developing countries, identifying policies than can enhance sustainability.  相似文献

The rapid developments of ubiquitous mobile computing provide planners and researchers with new opportunities to understand and build smart cities by mining the massive spatial-temporal mobility data. However, given the increasing complexity and volume of the emerging mobility datasets, it also becomes challenging to build novel analytical framework that is capable of understanding the structural properties and critical features. In this paper, we introduce an analytical framework to deal with high-dimensional human mobility data. To this end, we formulate mobility data in a probabilistic setting and consider each record a multivariate observation sampled from an underlying distribution. In order to characterize this distribution, we use a multi-way probabilistic factorization model based on the concept of tensor decomposition and probabilistic latent semantic analysis (PLSA). The model provides us with a flexible approach to understand multi-way mobility involving higher-order interactions—which are difficult to characterize with conventional approaches—using simple latent structures. The model can be efficiently estimated using the expectation maximization (EM) algorithm. As a numerical example, this model is applied on a four-way dataset recording 14 million public transport journeys extracted from smart card transactions in Singapore. This framework can shed light on the modeling of urban structure by understanding mobility flows in both spatial and temporal dimensions.  相似文献

While North American urban regions are served by mechanical modes of transportation, downtowns are largely pedestrian environments. The growth and consolidation of office districts over the last twenty years have revived interest in developing coherent and efficient pedestrian networks, which can be coordinated with other transportation needs within the downtown. Ambitious plans for expansion of the downtown for offices, the retail and service industries as well as for housing and entertainment have been adopted in many North American cities during the 1980s. The successful integration of these large central areas depends to a considerable extent on the implementation of expanded pedestrian networks. This paper discusses certain spatial characteristics of North American cities which call for specific network designs and research into the walking environments of central areas. More knowledge is needed of the relative contributions to pedestrian regeneration of land use combinations, the design of networks and of walking paths.  相似文献

ABSTRACT

Often called paratransit because of their flexible stops, schedules and routes, minibuses make up the bulk of public transport in African cities. Despite their ubiquity and importance, these systems are poorly understood by transportation planners who tend to focus on large-scale urban infrastructure projects such as highways, commuter rail or bus rapid transit systems. The assumption within much of this planning is that these minibus systems are barriers to change and will become at most secondary “feeder” buses within large-scale projects, but structured plans detailing this vision are lacking. This paper argues that frequent failure to collect data and value important paratransit systems as a critical part of transportation in their own right is deeply problematic from the point of view of equity, access and inclusive and effective planning. We ask whether the growing number of bottom up mapping projects of minibus systems can disrupt this status quo. By comparing two mapping projects, Digital Matatus in Nairobi and the Mapa Dos Chapas in Maputo, we find that inclusive, collaborative mapping can help render these minibuses more visible in planning and provoke more grounded and inclusive “planning conversations” on multi-modal integration, passenger information and minibus upgrading, all key but relatively marginalised aspects of creating accessible, low emission, high quality and safe public transport in African cities.  相似文献
