Rural areas in low-income countries often face severe poverty typically caused by insufficient accessibility to basic facilities. Improvements in rural roads are expected to reduce poverty although the mechanism has not been investigated sufficiently. This study empirically analyzes the impacts of rural road improvements implemented from 2012 to 2014 in Cambodia, highlighting local residents’ accessibility to local markets. This study assumes two causal relationships: rural road improvements have upgraded the accessibility and travel frequency to local markets, and the upgraded accessibility and travel frequency to local markets have led to a growth in local residents’ income. The hypotheses are statistically tested with a dataset developed through a questionnaire survey conducted in three areas in 2016. The dataset contains responses from 400 local residents to questions concerning their social attributes, livelihoods, travel modes, travel frequency, and time/cost of travels to the basic facilities. The quasi-experimental design incorporating a difference-in-differences design and an inverse possibility of treatment weighting approach revealed that the improvements in rural roads did not affect travel time nor travel cost but significantly enhanced travel frequency to local markets, and that an increase in the travel frequency to local markets and travel time savings significantly contributed to the households’ income growth. The results suggest that the improvement of seasonal reliability in accessing local markets through an introduction of all-weather roads could be critical to enhance household income, particularly in areas where agriculture is a leading industry and weather conditions are unstable across seasons.

We analyze the behavior of market participants in a multi-modal commuter network, where roads are not priced, but public transport has a usage fee, which is set while taking the effects on the roads into account. In particular, we analyze the difference between markets with a monopolistic public transport operator, which operates all public transport links, and markets in which separate operators own each public transport link. To do so, we consider a simple dynamic transport network consisting of two serial segments and two parallel congestible modes of transport. We obtain a reduced form of the public transport operator’s optimal fare setting problem and show that, even if the total travel demand is inelastic, serial Bertrand–Nash competition on the public transport links leads to different fares than a serial monopoly; a result not observed in a static model. This results from the fact that trip timing decisions, and therefore the generalized prices of all commuters, are influenced by all fares in the network. We then use numerical simulations to show that, contrary to the results obtained in classic studies on vertical competition, monopolistic fares are not always lower than duopolistic fares; the opposite can also occur. We also explore how different parameters influence the price differential, and how this affects welfare.  相似文献

This paper considers the rural road network upgrading problem, using a multi-objective optimization model, to support decision-makers in the choice of roads to upgrade in the hilly regions of Nepal. The model considers two objectives: minimization of user operation costs and maximization of population covered. The problem was solved for a real-world rural road network in the Gorkha district of Nepal. For this case, all non-dominated solutions were obtained and the ones providing more interesting trade-offs were analysed. The model was found suitable for the case under study, and possibly, easily extendable to rural areas of other developing countries.  相似文献

Usually transport systems, and roads in particular, are viewed as public goods. However, this is not always the case. In Sweden a large part of the road system is privately owned. Most of these privately owned roads are rural roads used by farmers and summer cottage owners, or used for forest transport. These roads are mainly provided by ownership associations.An important difference between public roads and these privately owned roads is that all investments- and maintenance decisions are made by the users themselves, who also have to pay the costs, whereas the usual case is that the owners/providers of a road-system are different agents than the users. Here the question is not how to charge the roads but how to split the costs of the roads among the users in an efficient and “fair” way.The motivation of this paper is the practical problem of how such an ownership association can divide the costs for the road network among the members in an efficient and “fair” way. The problem is treated from a game theoretical point of view, making use of the Shapley value. This means that the problem is associated with a game - a mathematical representation of the conflict situation. The Shapley value is a very important solution concept for cooperative games, like the game in this case. For games corresponding to this specific type of problems, it is shown that the Shapley value has excellent properties, such as beeing an element of the core, and beeing very easy to compute.  相似文献

The road transport sector is one of the major contributors of greenhouse gases and other air pollutants emissions. Regional emissions levels from road vehicles were investigated, in Mauritius, by applying a fuel-based approach. We estimated fuel consumption and air emissions based on traffic counts on the various types of classified roads at three different regional set ups, namely urban, semi urban and rural. The Relative Development Index (RDI), a composite index calculated from socio-economic and environmental indicators was used to classify regions. Our results show that the urban motorways were the most polluting due to heavy traffic. Some rural areas had important pollution levels as well. Our analysis of variance (ANOVA), however, showed little difference in emissions among road types and regions. The study can provide a simple tool for researchers in countries where data are very scarce, as is the case for many developing countries.  相似文献

Abstract

This paper offers a new approach to identify realistic acceptable levels of subsidy for flexible transport services (FTSs) and then proposes guidance on selection of the most appropriate vehicle types which should be offered in the design of FTS for different environments. The guidance is evidence based and has been derived from detailed analysis of the economic performance of seven FTS pilot applications plus a further five feasibility studies implemented as part of the EU FLIPPER (Flexible Transport Services and ICT platform for Eco-Mobility in urban and rural European areas) project. A major conclusion from the analysis is that the product of the demand multiplied by the average trip distance provides a very strong indicator as to the type of vehicle which should be used. It is hoped this guidance will provide a valuable aid in designing the most suitable and cost-effective FTS solutions in both urban and rural environments.  相似文献

This paper assesses Danish experience in attempting to integrate traffic with its surroundings in existing areas. Rest and play areas, quiet roads with a 30 km/h speed limit, and major road schemes on urban shopping streets and through villages are all discussed; so too are policies seeking to create safe routes to school, the problems arising from the introduction of speed reduction measures on bus routes, and the merits of area‐wide as opposed to incremental approaches. Evaluations indicate that speed reductions to a maximum of 30 km/h are achievable on local roads, and that the quiet street approach represents a cost‐effective and popular means of achieving environmental improvements and safer, more liveable streets for residents. It is recommended as an appropriate model for Britain to follow. Incremental implementation risks being sub‐optimal in design terms but has distinct advantages in minimizing conflicts and enabling rapid implementation. Evaluations of shopping street and village schemes are incomplete but speed reductions and environmental gains have undoubtedly been achieved.  相似文献

Knowledge of the driving cycle is an important requirement in the evaluation of exhaust emissions. Data were collected from trips performed on five routes between the home addresses in the surrounding areas and place of work at Napier University in Edinburgh. A real world Edinburgh motorcycle driving cycle (EMDC) is developed for each of the urban and rural roads, using this data. Forty-four trips were made on the routes in both urban and rural areas. We assess motorcycle speed, percentage time spent in cruise, accelerations, decelerations and idling and their statistical validity over trip lengths. The results show that EMDC has a cycle length of 770 and 656 s for urban and rural trips, which are higher than those of the European Commission’s driving cycle for cars used for emission estimations of motorcycles. Time spent in acceleration and deceleration modes of EMDC are found to be significantly higher than in other driving cycle studies, reflecting diverse driving conditions in Edinburgh.  相似文献

In this study are proposed impacts, management and functional planning criterion of forest road network system in rural and urban landscapes of Turkey. Road spacing and road density have been inspected concerning forest roads in production, reforestation, national parks and protection forests of rural and urban landscapes of Turkey. The forest road network was the most expensive human activity in the forests both in terms of economics and environmental effects. Public opinion about the environment has increased in recent years. Sustainable land use planning creates a great challenge for rural and urban road network planning. Further improvements of the network are necessary, to provide for people’s needs in the near future. Harmful effects of road network conflict with the principles of sustainability. When making use of the forest ecosystem for various purposes, care must be taken not to spoil the forest structure. To achieve this, forests must be used according to forestry techniques. So, there is a need for a new planning approach, serving the interests of both accessibility and sustainable environment. In rural landscapes, forest road planning standards (slope, width, pavement, drainage etc.) are different in production, forestation, national parks and protection forests. The need for total forest roads in Turkey was 201,810 km, and that 133,693 km portion of which, corresponding to 66.25%, was constructed by the end of 2005. With a view to be capable of conducting modern forestry activities, our country’s forests should be provided with a systematic road network by completing as soon as possible the construction of the remaining portion of such roads.  相似文献

Community Transport (CT) in the UK operates a diverse range of services, and organisations are computerising management and operational functions. This paper describes the approach which has been taken to computerising four operational decision making functions.

The paper considers models of human decision making and problem solving, with particular reference to an information processing view of cognitive activity and to perception and memory. The design of decision support systems is also discussed.

Four decision problems are considered. For each, the paper considers how people tackle the problem, how computers can be used to tackle it and the approach which has been adopted.

For allocating trips to vehicles using a diary, the approach has been to provide a representation on screen of a manual diary. For vehicle brokerage, vehicles are presented to the operator allocating a booking in an order based on the Sequence Number, an index of how ‘difficult to book’ a vehicle is, and the distance of the vehicle's base from the start point of the trip. For the sorting of passenger pick‐ups into an efficient tour, traditional solutions to the travelling salesperson problem have been rejected in favour of a solution using spacefilling curves. Finally, for allocating dial‐a‐ride passenger trips to vehicle shifts an approach has been chosen which presents the operator with appropriate information rather than attempting to automate the scheduling.

The paper concludes that the approach to the diary has been successful and accepted by operators, although the similar approach to the dial‐a‐ride scheduling has not, as the system has not yet been able to replace manual scheduling aids. The facility to order passenger pick‐ups is little used by operators. Finally, it is suggested that the vehicle brokerage problem may be an appropriate use of fuzzy logic.  相似文献

There are factors that impact car usage in urban areas, such as density, diversity and design, but there have been few studies that examine the relationship between street network factors and car usage at the city level (macro level). This paper focuses on this relationship by introducing urban street network variables, such as blocks per area, nodes per block and length of roads and motorways, as independent variables and the percentage of daily trips by private motorized modes as the dependent variable. The street network in this study includes interconnecting lines and points that present streets, roads, motorways, intersections and blocks. The strength of the relationship in this study is found using multiple linear regression. The findings of this research indicate that an increase in car usage is correlated with an increasing number of blocks per area, number of nodes per block and length of motorways. In addition, because the urban street network is the result of macro-scale planning decisions, considering this relationship can lead to better planning decisions.  相似文献

Although recent budgetary considerations by the Federal govenment do not portend well for urban public transit, some transit systems are considering expansion into less densely-settled areas further from the Central Business District. Of some concern to planners has been their belief that suburban and rural dwellers may be much less inclined than urban dwellers to support expansion of transit service. This paper presents an analysis of a random-digit dialing/mail-out, mail-back survey conducted in Washtenaw County, Michigan which was designed specifically to examine differences in attitudes between urban and rural residents. Six mutually-exclusive spatial strata were established based upon population density. This paper tests for expected spatial differences in socioeconomic and demographic variables and then examines spatial variations in attitudes toward public transportation. The major conclusion is that the expected spatial variations in attitudes about transit service provision between the spatial strata do not arise. Most of the significant differences found are with respect to questions which relate to where transit is provided. Residents in rural (urban) areas support more strongly the provision of services to rural (urban) areas. Many residents, however, will support transit service that may not benefit them directly.  相似文献

Addressing the issues of traffic safety in rural areas presents a constant challenge. The mix of light and heavy vehicles and the considerable differences in speed among these traffic participants result in high risks and delays for the faster vehicles. Agricultural vehicles (AVs) in particular have such an impact on traffic, especially when using arterial highways. This paper reviews the problems of safety and delays that AVs cause on arterial highways, and the appropriate mitigation. The concept of 'sustainable safety' in The Netherlands focuses on these problems, because of the proposed construction of parallel roads alongside all arterial highways. However, Dutch accident statistics cannot justify the high costs for the construction of parallel roads alongside 7000 km of arterial highways. Delays experienced by fast traffic are another reason for separating AVs from other road users with parallel roads. Alternative measures alongside the arterial highway, such as passing bays, restricting AVs to travelling at off-peak only and improving the conspicuity of the AVs, may be more cost-effective ways of reducing delays and/or improving traffic safety on arterial highways. Another solution may be to eliminate the need for AVs to use the arterial highway by altering their routes. For this purpose, land reallocation projects (as practised in Holland) can provide a useful tool.  相似文献

This contribution presents the results of a microscopic traffic simulation study of the potential effects of an overtaking assistant for two-lane rural roads. The overtaking assistant is developed to support drivers in judging whether or not an overtaking opportunity can be accepted based on the distance to the next oncoming vehicle. Drivers have been found to consider this to be a difficult part of an overtaking manoeuvre. The assistant’s effects on traffic efficiency, driver comfort and road safety have been investigated using traffic simulation. The results indicate that this type of overtaking assistant can provide safety benefits in terms of increased average time-to-collision to the next oncoming vehicle during overtaking manoeuvres. This safety benefit can be achieved without negative consequences for traffic efficiency and driver comfort. A driver assistance system that supports the distance judging part of overtaking manoeuvres can therefore contribute to improved traffic conditions on the two-lane rural roads of the future.  相似文献

With the approach of introducing the conceptions of mental account and mental budgeting into the process of travelers’ route choice, we try to identify why the usages of tolled roads are often overestimated. Assuming that every traveler sets a mental account for his/her travel to keep track of their expense and keep out-of-pocket spending under control, it addresses these questions such that “How much money can I spend on the travel?” and “What if I spend too much?”. Route tolls that exceed the budget are much more unacceptable compared to those within budget due to the non-fungibility of money between different accounts. A simple network with two nodes and two routes is analyzed firstly, the analytical solutions are obtained and the optimal road tolls supporting the user equilibrium as a system optimum are also derived. The proposed model is then extended to a generalized network. The multiclass user equilibrium conditions with travel mental budgeting are formulated into an equivalent variational inequality (VI) problem and an equivalent minimization problem. Through analyses with numerical examples, it is found that the main reason that the usages of high tolled roads are often overestimated is due to the fact that travelers with low and moderate out-of-pocket travel budget perceive a much higher travel cost than their actual cost on the high tolled roads.  相似文献
