This paper presents an innovative approach to analyzing road vehicle freight traffic that uses a dynamic panel data specification derived from a gravity model. This dynamic approach, which has recently been employed in international goods trade models in lieu of the traditional static specification, is applied to the case of Spain using data for the countrys 15 NUTS-3 regions between 1999 and 2009. Using the system general method of moments approach, we obtained significant evidence that the flow of vehicles carrying commodities by road has a strong persistence effect when controlling for unobserved heterogeneity. We also found that the quality of road transport infrastructure has a significant impact on vehicle trips. According to our findings, we suggest that this type of specification be employed in distribution models in which fixed effects and lags of the dependent variable are included to account for unobserved heterogeneity and persistence effects, respectively.  相似文献

We rely on the economic theory approach to index numbers to improve the existing definitions and decompositions of variations in generalized transport costs (GTCs). As a value index, we decompose GTCs into price and quantity indices associated to economic—market—costs and infrastructure variables—distance and time within a network. The methodology allows the accurate identification of the sources of GTCs decline. We illustrate it for the case of road freight transportation in Spain between 1980 and 2007 and at a highly detailed geographical level. Average GTCs weighted by trade flows have decreased by 16.3%, with infrastructure driving that reduction. We find large territorial disparities in GTCs, but also significant geographical clusters where the market and network indices show spatial association.  相似文献

This paper examines the current situation in the largest of the Baltic States - Lithuania - with respect to the development of international transport and logistics in the context of the severe political, economic and social changes that have taken place since 1991. Utilizing statistics previously unavailable for the region, the paper examines the impact of transition and the competitive role of East European carriers upon a specific international movement of electronic goods between Frankfurt/Main in Germany and Vilnius in Lithuania, developing a detailed cost model for the alternative modal choices that are available - road and ship/road. Rail transport is excluded as no international rail services between the two countries are available and there are no plans for such services in the near future. From this, a series of issues for the future in the context of potential EU membership, transport infrastructure developments and logistical trends is analysed.  相似文献

Abstract

Traditional transport infrastructure assessment methodologies rarely include the full range of strategic benefits for the transportation system. One of these benefits is the contribution to cross‐border integration, critical for the European integration process. However, this is a key issue in strategic planning and decision‐making processes, as its inclusion may increase the probability of large‐scale transport infrastructure projects being funded. This paper presents a methodology for the measurement of the contribution of transport infrastructure plans to European integration. The methodology is based on the measurement of the improvement in network efficiency in cross‐border regions of neighbouring countries, via accessibility calculations in a Geographical Information System support. The methodology was tested by applying it to the ambitious road and rail network extensions included in the Spanish Strategic Transport and Infrastructure Plan (PEIT) 2005–2020. The results show significant and important network efficiency improvements of the PEIT outside the Spanish border. For the road mode, while the Spanish average accessibility improvement accounts for 2.6%, average improvements in cross‐border regions of France and Portugal are of 1.8%. And for the rail mode, the corresponding Spanish value is 34.5%, whereas in neighbouring regions it accounts for 20.2%. These results stress the significant importance of this strategic benefit and the consequent need for its inclusion in strategic planning processes. Finally, the paper identifies the potential of the methodology when applied at different administrative levels, such as the local or state levels.  相似文献

Improvements in geographical information systems, the wider availability of high-resolution digital data and more sophisticated econometric techniques have all contributed to increasing academic interest and activity in long-term impacts of transport infrastructure networks (TINs) on land use (LU). This paper provides a systematic review of recent empirical evidence from the USA, Europe and East Asia, classified regarding the type of transport infrastructure (road or rail), LU indicator (land cover, population or employment density, development type) and outcome (significance, relationship’s direction) as well as influential exogenous factors. Proximity to the rail network is generally associated with population growth (particularly soon after the development of railway infrastructure), conversion to residential uses and the development of higher residential densities. Meanwhile, proximity to the road network is frequently associated with increases in employment densities as well as the conversion of land to a variety of urban uses including commercial and industrial development. Compared with road infrastructure, the impact of rail infrastructure is often less significant for land cover or population and employment density change. The extent of TINs’ impact on LU over time can be explained by the saturation in TIN-related accessibility and LU development.  相似文献

Transportation infrastructure services may cause an impact on the economy of the region in which they are located and, additionally, they are likely to have an impact on other regions. This effect has been labeled the spillover effect. In this study, the existence of direct and spillover effects of road, railway, airport and seaport infrastructure projects is tested by estimating a production function. Together with this primary objective, two common concerns in the literature are addressed: the lack of theoretical foundations for spatial econometrics models and the likely endogenous relationship between transport infrastructure and economic development. The estimated production function takes the form of a Spatial Durbin Model and is estimated using panel data from the 47 peninsular Spanish provinces by alternatively applying a Maximum Likelihood estimator and Instrumental Variables/Generalized Method of Moments estimators. According to the estimates, road transport infrastructure positively affects the output of the region in which the infrastructure is located and its neighboring provinces, while the remaining modes of transportation projects cause no significant impacts on average.  相似文献

Geographical factors and transport infrastructure are two of the key determinants that influence international competitiveness. In this sense, the quality of such infrastructure and how widespread it is, the distribution and capacity of logistics facilities in a country, as well as the number of private operators and their degree of specialisation, all play an increasingly important role in the design of business strategies aimed at increasing a country’s share of the international market. Until recently, however, availability and access to logistics services have been considered secondary factors when defining business competitiveness. This paper estimates an augmented gravity model of trade that specifically includes logistics and transport infrastructure indicators as explanatory variables. The model is estimated by using bilateral exports from 19 Spanish regions to 64 destinations (45 countries and 19 Spanish regions) with data for the period 2003–2007. The findings show that logistics is indeed important for the analysis of trade flows in goods and they highlight the importance of logistics measures at the regional level. In particular, the number, size and quality of logistics facilities positively influence export flows.  相似文献

Road pricing policies are gaining prominence in EU countries. These policies have positive impacts leading to mobility patterns which are socially and environmentally more desirable, but they also have negative impacts. One negative impact is to be found in regional accessibility, due to the increase in generalized transport costs. This study presents a methodology based on accessibility indicators and GIS to assess the accessibility impacts of a road pricing policy. The methodology was tested for the Spain’s road network considering two road pricing scenarios. It enables not only the more penalized regions to be identified but also negative road pricing spillover effects between regions. These effects are measured in terms of accessibility changes occurring in one region produced by charges implemented in another region. Finally, the study of accessibility disparities (by calculating inequality indexes for each of the scenarios considered), provides policymakers with useful information regarding the impact of road pricing policies from the point of view of territorial cohesion.  相似文献

Abstract

The paper discusses Tanzania's transport problems in the context of the prevailing acute economic crisis. It looks at the development of the transport system, especially the rail and road network, from the German days to the new Chinese‐built Tanzania‐Zambia Railway. The East‐West orientation of the major parallel rail lines and roads reflects the dependency of the economy on export‐import trade. A major challenge to the transport system is the haulage of agricultural products, mainly for export but also for the internal market, not to mention the haulage of imported commodities.

The provision and utilization of transport services is discussed in the context of the historical, and institutional setting of the road haulage industry, particularly its public and private sector configurations. Due to scarcity of foreign exchange, both sectors, especially the private, are starved of vehicles and spare parts.

The operation of ocean and lake shipping services and Air Tanzania are discussed. It is recommended that the latter should concentrate on essential domestic services plus some limited regional services. External financing of transport projects and its implications are also considered.

It is concluded that despite the break‐up of the East African transport system, the Tanzanian transport system, although shaky, has avoided major breakdowns and in some cases, especially in trade, has provided the foundation for at least medium‐term improvements. More attention is recommended to organizational problems of track use by freight and passenger carriers and to making the best use of existing facilities.  相似文献

Abstract

An introduction to random-utility-based multiregional input–output models used for the purpose of spatial economic and transport interaction modelling is provided. The main methodological developments and important results of a dozen applications from the years 1996–2013 are described. This is followed by an outlook of potential future directions. Further research is mainly needed in five areas: (a) overall validation of the method, perhaps through back-casting applications on infrastructure plans with observed trade impacts; (b) extensions of trade coefficient models to add realism and improve accuracy; (c) the use of multi-scale modelling to capture interdependencies between geographical scales and to improve the representation of exports and imports; (d) improvements in the representation of price effects, as well as innovation and technological progress, by way of variable technical coefficients; and (e) a deeper investigation of the algorithm used to include elastic selling prices.  相似文献

This paper analyses a set of measures for transport efficiency improvements from the perspective of the road haulier, particularly regarding improvements suitable for urban distribution and their effects. The first part of the paper addresses literature within the area of transport efficiency. The second part reviews potential transport efficiency improvements with respect to environmental impact and the number of actors involved in the decision. The third part presents results from interviews with the CEOs of two road hauliers regarding their opinions of the transport efficiency measures. Finally, the conclusions about transport efficiency measures are summarized in a matrix, taking into account whether these measures can be considered as costs or benefits for the actors involved. The results show ambiguous and often intricate relations with regard to costs and benefits for the actors in the system. They also explain part of the inertia to change within the freight industry. However, an increasing number of transport operators are now offering more sustainable transport solutions and this service might gain them a competitive advantage in the future.  相似文献

We examine the accessibility benefits associated with some land-use policy strategies for the Netherlands that anticipate on expected climate change. A disaggregate logsum accessibility measure using the Dutch national land-use/transport interaction model TIGRIS XL is used to compute changes in consumer surplus. The measure provides an elegant and convenient solution to measure the full accessibility benefits from land-use and/or transport policies, when discrete choice travel-demand models are available that already produce logsums. It accounts for both changes in generalised transport costs and changes in destination utility, and is thus capable of providing the accessibility benefits from changes in the distribution of activities, due to transport or land-use policies. The case study shows that logsum accessibility benefits from land-use policy strategies can be quite large compared to investment programmes for road and public transport infrastructure, largely due to changes in trip production and destination utility, which are not measured in the standard rule-of-half benefit measure.  相似文献

This paper tests whether, and to what extent, airlines exploit market captivity by using price discrimination strategies. The Italian passenger market is particularly fit for this purpose, given the high differentials in the degree of the inter-modal competition amongst domestic connections. Results show that, ceteris paribus, airlines adopt a different pricing behaviour depending on the degree of inter-modal market captivity. First, in highly concentrated markets with respect to air competitors, airlines price higher when the inter-modal competition is limited. This proves that inter-modal market captivity strengthens the effect of market power. Second, the inter-temporal price discrimination leads to a J-shaped distribution of fares over time, which is more pronounced when the inter-modal competition is effective. This suggests that airlines need to adopt a pricing technique that allows for a greater market segmentation in order to compete successfully with high-speed rail transport and to extract a larger part of passengers’ surplus. These results are relevant in terms of transport-investment implications and competition policy. The indirect benefits that investments in rail infrastructure would yield through downward pressures on competing airline fares should be embedded in any cost-benefit analysis of high-speed networks investments and in any policy evaluation of measures that aim to reduce the territorial gaps in infrastructure endowment and accessibility.  相似文献

The rate and manner in which transport infrastructure (e.g. roads, railway tracks, airports) is deployed, will play an important role in determining energy demand, greenhouse gas emissions and the economic impact of the transport sector. This paper describes an exercise where the costs of infrastructure deployment for the transport sector have been incorporated into the IMACLIM-R Global E3 IAM. In addition to adding these costs, the modelling of the criteria for the deployment of infrastructure for roads has also been improved. It is found that this model recalibration results in a more accurate baseline as compared to historically observed data (2001–2013) for investments in energy demand, road infrastructure, and passenger kilometers travelled. Regarding macroeconomic effects, it is found that the imposition of a carbon emission trajectory to 2100 cause GDP to decrease relative to the newly calibrated baseline – this is a standard IAM result. However, when the deployment of infrastructure for roads and air travel is further constrained, the GDP loss is less than with a fixed carbon emission trajectory only. This is because early restriction of infrastructure for roads and air travel allows an expansion of public transport infrastructure which is adequate to meet low-carbon transport service demand whereas when less public transport infrastructure is available, more costly mitigation investments must be made in other parts of the economy. This suggests that restricting infrastructure deployment as a complementary policy to carbon pricing, lowers the cost of mitigation.  相似文献

There is growing interest in establishing additional evidence, under the umbrella of the wider economy impacts of transport infrastructure projects, to support transport projects in general and public transport projects in particular that struggle to obtain benefit–cost ratios sufficient to gain the support of financial agencies. This paper focuses on one element of wider economy impacts, often referred to as effective economic (employment) density or employment agglomeration impacts, and another, less usually identified, social accessibility impact (SAI) which we refer to as effective social density, which in broad terms provide, correspondingly, evidence of the potential gains in work-related output (often referred to as productivity gains) and potential gains in non-work-related outputs. Both are associated with gains in individual and household benefit attributable to improved accessibility to services linked with populations and particular locations. The SAIs may capture some of the induced benefits in those jurisdictions where these are included routinely in benefit–cost analysis, and the methodology here is most appropriate to those settings where an existing calibrated demand curve may not be available. Using the proposed high speed rail (HSR) project between Sydney and Melbourne as the empirical setting, we identify economic agglomeration and social accessibility benefits for work and non-work related activity respectively. We find the former to be relatively small compared to the significant gains associated with non-work related travel activity, suggesting the greatest benefits associated with HSR, especially for those residents outside of the major metropolitan areas, will be non-work related travel activity.  相似文献

This paper describes an integrated methodology for identifying potential ‘quick wins’ for mode shift from road to passenger rail transport. Firstly, a procedure for analysing rail’s relative competitiveness in the market for passenger transport between large urban areas is developed and then applied to a UK case study. The purpose of such analysis is to allow the identification of flows where rail is currently relatively uncompetitive (in terms of journey time in particular) and to assess the reasons for this poor performance, so that the issues which suppress rail use may be addressed. In parallel, a framework, methodology and tool for the assessment of existing and potential capacity (trains, seats, TEUs, etc.) is developed for both passenger and freight traffic, to identify and address network constraints. An illustrative example of the use of these demand and capacity assessment tools is then presented, with the tools used to identify and evaluate flows where rail demand is suppressed by poor service quality and where spare capacity exists which would allow the passenger rail service to be improved without requiring significant investments in infrastructure. The effects of such improvements on demand are predicted, and the cost implications of operating such additional services are discussed. The analysis suggests that there may be significant potential for increasing rail’s mode share by providing additional inter-urban services where rail currently offers an inferior service.  相似文献

Decoupling road freight transport from economic growth has been acknowledged by the European Union as a key means to improving sustainability. It is therefore important to identify both the coupling and decoupling drivers of road freight transport demand in order to determine possible factors that may contribute to reduce road transport in the future without curbing economic development. This research proposes an Input–Output (IO) structural decomposition analysis (SDA) to explain road freight transport in terms of a set of key factors that have strongly influenced road freight demand in recent decades in European countries—such as economic growth, economic structure and the evolution of road transport intensity (including improvements in both supply and transport systems). This methodological approach allows us to quantify and compare their contribution in different European countries to either increase or decrease road freight transport demand. The empirical basis for this analysis is a dataset of nine European countries which have IO tables and road transport data available from 2000 to 2007, comprising data on domestic production, imports and exports as well as tonne-kms for 11 types of commodity classes. The results show that, as a whole, aggregate road transport demand has grown—driven mainly by economic activity—but this growth has been strongly curbed in some countries by changes in road freight transport intensity and moderately by the dematerialization of the economy. International transport has been also proven to be a key factor driving road freight transport volumes. Moreover, the increased penetration of foreign operators in national haulage markets appears to have reinforced the final decoupling levels observed in some cases.  相似文献

Abstract

Development emanating from international trade and investment in many least‐developed economies is impeded by inland freight transport systems that restrict multimodal transport. Increasing international trade may raise gross domestic product, generating increased demand for internal containerized cargo movements, but the requisite transport infrastructure is lacking. The paper explores impediments to developing effective multimodal transport and possible solutions in Bangladesh, which is an extreme case in point. It reports applications of Delphi techniques that explored local expert opinions regarding policies required to tackle such impediments. A panel of corporate executives perceived a changing inland transport system poorly suited to efficient origin‐to‐destination cargo movements in international supply chains. To promote further development, customs procedures must be streamlined and Bangladeshi shippers must adopt a door‐to‐door transport system.  相似文献

To achieve transport cost reductions and to reduce the environmental impact of road transport, different European countries are allowing or testing longer and heavier vehicles on their road network. In Belgium, the Flanders region started a trial in 2015 allowing a limited number of longer and heavier vehicles on a selection of approved routes. A concern among intermodal operators is however that an allowance of longer and heavier vehicles could trigger a reverse modal shift away from rail and inland waterways container transport. Starting from experiences in other European countries, this paper discusses the potential spatial impact of allowing longer and heavier vehicles on the market areas of intermodal transhipment terminals using a geographic information systems-based location analysis model. In a second step, external transport costs are incorporated in this model, to quantify the spatially diversified societal costs of a potential reverse modal shift.  相似文献

This study proposes a framework to explore the concepts of exposure, vulnerability and connectivity in EU road network and to assess the potential transportation infrastructure sensitivities towards Sea-Level Rise (SLR) and storm surges. The magnitude and significance of impacts were determined and knowledge of network robustness was built up based on existing climate data and on future trends. Various spatial databases were integrated and a four-stage transport model was used to explore the likely impacts of network degradation. The pattern of the network was assessed via both node- and link-based measurements, where different road databases, namely TRANS-TOOLS and Tele Atlas/TomTom, were employed in order to analyze the impact of spatial resolution within network connectivity analyses. This general framework developed for European Union, was tested on a specific and articulated case study area; namely, the north-east coastal region of Spain. The research conducted, yielded useful methods for the analysis of network vulnerability, where impacts are more significant in regional accessibility patterns. Accessibility indicators at the regional level changed drastically, with some regions showing up to a 26% decrease. According to the results of network connectivity indicators, the changes in network topology have reduced the number of alternative routes and placed more pressure on the transport system. The implementation of this framework and quantitative assessment methodologies outlined in this paper could be employed to assist policy makers to recognize the opportunities that may arise or diminish the adverse effects.  相似文献
