本文对评价公交服务质量的一些指标进行简单的探讨,选取了最有代表性的安全性、方便性、经济型、迅速性、准时性、舒适性6个方面12项指标进行研究。由于很难得到部分指标的确切数据,因此无法使用这些部分指标。本文中,采用经验概率作为其可靠性指标,简单直观的反映公交的服务能力。最后,简单介绍效能模型ADC并运用系统效能模型对西安二环2号线公交服务进行评价并给出相应的建议。  相似文献

This paper deals with the development of a strategic approach for optimizing the operation of public transport system that considers both user's objective and operator's objective. Passengers of public transport are assumed to seek a minimum wait time to conduct the trips, while on the other hand, operators are concerned with the efficient operation such as minimum fleet size. The average minimum wait time is to be achieved by creating an optimal despatching policy for each vehicle from the terminal. As for efficient operation the utilisation of vehicle should be maximised by having a minimum number of vehicles in operation. User's and operator's objectives are optimized within certain operational constraints such as vehicle capacity to maintain acceptable level of service. The i‐model is contructed in a bi‐level programming form in which the user's objective is minimized by dynamic programming and the operator's objective is minimized by various routing strategies. Furthermore, an algorithm and a contrived example are developed to solve and see the performance of the approach.  相似文献

Seeing the trend for public accountability of road administrations and noting the many reform efforts undertaken in transport sectors around the world, the OECD established a Scientific Expert Group on Performance Indicators for the Road Sector in 1996 to provide its member countries a framework for assessing road administrations' performance. The results of the Expert Group's work is presented in this paper.Fifteen indispensable, forty primary, and thirty-five secondary indicators are proposed to portray the road sector from different perspectives. They are designed to be changed in response to human needs and technological development and supplemented by country specific indicators. In keeping with this approach and in support of one of the maxims of the Expert Group that 'useful performance indicators are those which are used', an application in the form of a Field Test is now in progress by an OECD task force.The Performance Indicators proposed are grounded in a mental model adopted by the Expert Group. This model is management by results model, and is useful as a theoretical tool in the many highly fluid contexts in which restructuring is moving forward. In the model, the products and services are judged by standards or criteria; outcomes – derivatives of products and services through user interface – are judged relative to objectives and user satisfaction. The achievement of objectives, however, is not proposed as the only or even primary basis of evaluation. The situation is more abstract and complex. Therefore, the various uses of Performance Indicators – including the opportunities to assist road administrations in becoming learning organizations – are given much emphasis in the paper. A smart design of transport systems involves efficient use and allocation of the limited urban road capacity in the multimodal environment. This paper intends to understand the system-wide effect of dividing the road space to the private and public transport modes and how the public transport service provider responds to the space changes. To this end, the bimodal dynamic user equilibrium is formulated for separated road space. The Macroscopic Fundamental Diagram (MFD) model is employed to depict the dynamics of the automobile traffic for its state-dependent feature, its inclusion of hypercongestion, and its advantage of capturing network topology. The delay of a bus trip depends on the running speed which is in turn affected by bus lane capacity and ridership. Within the proposed bimodal framework, the steady-state equilibrium traffic characteristics and the optimal bus fare and service frequency are analytically derived. The counter-intuitive properties of traffic condition, modal split, and behavior of bus operator in the hypercongestion are identified. To understand the interaction between the transport authority (for system benefit maximization) and the bus operator (for its own benefit maximization), we examine how the bus operator responds to space changes and how the system benefit is influenced with the road space allocation. With responsive bus service, the condition, under which expanding bus lane capacity is beneficial to the system as a whole, has been analytically established. Then the model is applied to the dynamic framework where the space allocation changes with varying demand and demand-responsive bus service. We compare the optimal bus services under different economic objectives, evaluate the system performance of the bimodal network, and explore the dynamic space allocation strategy for the sake of social welfare maximization.  相似文献

Increasing concerns on environment and natural resources, coupled with increasing demand for transport, put lots of pressure for improved efficiency and performance on transport systems worldwide. New technology nowadays enables fast innovation in transport, but it is the policy for deployment and operation with a systems perspective that often determines success. Smart traffic management has played important roles for continuous development of traffic systems especially in urban areas. There is, however, still lack of effort in current traffic management and planning practice prioritizing policy goals in environment and energy. This paper presents an application of a model-based framework to quantify environmental impacts and fuel efficiency of road traffic, and to evaluate optimal signal plans with respect not only to traffic mobility performance but also other important measures for sustainability. Microscopic traffic simulator is integrated with micro-scale emission model for estimation of emissions and fuel consumption at high resolution. A stochastic optimization engine is implemented to facilitate optimal signal planning for different policy goals, including delay, stop-and-goes, fuel economy etc. In order to enhance the validity of the modeling framework, both traffic and emission models are fine-tuned using data collected in a Chinese city. In addition, two microscopic traffic models are applied, and lead to consistent results for signal optimization. Two control schemes, fixed time and vehicle actuated, are optimized while multiple performance indexes are analyzed and compared for corresponding objectives. Solutions, representing compromise between different policies, are also obtained in the case study by optimizing an integrated performance index.  相似文献

Despite rapid advances of information technologies for intelligent parking systems, it remains a challenge to optimally manage limited parking resources in busy urban neighborhoods. In this paper, we use dynamic location-dependent parking pricing and reservation to improve system-wide performance of an intelligent parking system. With this system, the parking agency is able to decide the spatial and temporal distribution of parking prices to achieve a variety of objectives, while drivers with different origins and destinations compete for limited parking spaces via online reservation. We develop a multi-period non-cooperative bi-level model to capture the complex interactions among the parking agency and multiple drivers, as well as a non-myopic approximate dynamic programming (ADP) approach to solve the model. It is shown with numerical examples that the ADP-based pricing policy consistently outperforms alternative policies in achieving greater performance of the parking system, and shows reliability in handling the spatial and temporal variations in parking demand.  相似文献

As urban systems increase in size and diversity, the factors which influence spatial change increase in number and their interactions become more complex. Increasing emphasis is thus being placed by some governments and agencies on regular reviews of policies and programs, to ensure that they are consistent with and facilitate the evolving urban form. Consequently, the monitoring of urban transport and activity systems is of increasing importance, to aid the review processes. This paper considers the progress which has been made in and use of procedures for monitoring urban, transport-related spatial changes. The specification, estimation and presentation of appropriate indicators is briefly discussed. Experience with the use of spatial monitoring procedures on data for two Australian cities has revealed several possible implications for transport investment practice and the development of monitoring and modelling procedures. These are discussed and the paper then indicates the approach which is currently being taken at ARRB towards developing a monitoring system.  相似文献

Management of enterprises in the public domain are being asked to look beyond financial measures of performance towards a system of performance indicators which will reflect achievement in quantitative but not necessarily monetary terms. The essential element of this approach is the role that management must play in the selection of indicators which reflect key dimensions of performance and objectives of the organization. This paper identifies comparison and presentation methods which are likely to be of practical help to managers facing the tasks of control and communication in the wider accountability process.

There are various activities now taking place in ITS research and development in Japan. Advanced information and communication technologies have been applied to improve public transport systems, as well as automated highway systems. In the first part of this paper, we show three examples of public transport systems recently developed in ITS environment. These transport systems are operated in local cities and towns in Japan: the travel information system for tram users in Hiroshima, the demand responsive bus system in Nakamura and the co‐operative use of electric vehicle in Ebina. In the second part of the paper, we explain how we have monitored individual passenger on public transport using cellular phones for location positioning. Location positioning technology for mobile object is essential for the operation and management of ITS supported public transport systems. Furthermore, such accurate and detailed positioning data can be utilized for travel behaviour analysis in demand modeling. The mobile instrument and monitoring systems shown in this paper can be combined with any of the case studies of ITS application to public transport systems.  相似文献

Mobile technologies are generating new business models for urban transport systems, as is evident from recent startups cropping up from the private sector. Public transport systems can make more use of mobile technologies than just for measuring system performance, improving boarding times, or for analyzing travel patterns. A new transaction model is proposed for public transport systems where travelers are allowed to pre-book their fares and trade that demand information to private firms. In this public-private partnership model, fare revenue management is outsourced to third party private firms such as big box retail or large planned events (such as sports stadiums and theme parks), who can issue electronic coupons to travelers to subsidize their fares. This e-coupon pricing model is analyzed using marginal cost theory for the transit service and shown to be quite effective for monopolistic coupon rights, particularly for demand responsive transit systems that feature high cost fares, non-commute travel purposes, and a closed access system with existing pre-booking requirements. However, oligopolistic scenarios analyzed using game theory and network economics suggest that public transport agencies need to take extreme care in planning and implementing such a policy. Otherwise, they risk pushing an equivalent tax on private firms or disrupting the urban economy and real estate values while increasing ridership.  相似文献

The deficient performance of existing downtown transit distribution systems may significantly affect the overall performance of the urban transportation system in many metropolitan areas. This paper has two principal objectives. First, it describes an approach entitled Performance Requirements Analysis for developing a set of requirements or standards that a downtown transit system should satisfy and structuring these requirements so as to generate a small set of alternative generic systems for detailed evaluation. A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. An integrated approach is suggested for the planning and evaluation of mass transport systems which includes a bus network and LRT/RTS in urban areas. This approach involves a simplified procedure for determining mass transit demand, bus route network generation and evaluation, light or rapid transit corridor identification and its patronage determination in the presence of bus networks. Scheduling of a mass transportation system based on marginal ridership concept is also suggested for a given fleet size. All the three major components (demand estimation, route network generation and scheduling) iterate and interact each other with a feedback mechanism for the desired optimal solution in terms of performance indicators. Necessary interactive software packages for all the above subsystems have been developed.  相似文献

In recent years, there has been increased interest in using completely anonymized data from smart card collection systems to better understand the behavioural habits of public transport passengers. Such an understanding can benefit urban transport planners as well as urban modelling by providing simulation models with realistic mobility patterns of transit networks. In particular, the study of temporal activities has elicited substantial interest. In this regard, a number of methods have been developed in the literature for this type of analysis, most using clustering approaches. This paper presents a two-level generative model that applies the Gaussian mixture model to regroup passengers based on their temporal habits in their public transportation usage. The strength of the proposed methodology is that it can model a continuous representation of time instead of having to employ discrete time bins. For each cluster, the approach provides typical temporal patterns that enable easy interpretation. The experiments are performed on five years of data collected by the Société de transport de l’Outaouais. The results demonstrate the efficiency of the proposed approach in identifying a reduced set of passenger clusters linked to their fare types. A five-year longitudinal analysis also shows the relative stability of public transport usage.  相似文献

A problem always found in developing countries is the lack of information required for short, medium and long term planning purposes due to money and time constraints. This becomes even more valuable for problems which require ‘quick-response’ treatment. A flexible model approach allows monitoring a long term plan in order to check its short term performance at regular intervals using easily-available data. If found necessary, changes to the plan may be evaluated and eventually implemented. For this reason, the approach is deemed appropriate for long term planning and project evaluation even in the case of rapid changes in land-use, socio-economic and population parameters usually occurs in most of developing countries. A key element of the approach is a system to update the forecasting model (in particular its trip distribution and mode choice elements) using low-cost and/or easily-available information. Traffic counts are particularly attractive to be used in developing countries for planning purposes. The estimation of public transport demand, particularly important for planning purposes, is an expensive and time consuming undertaking. The need for a low-cost method to estimate the public transport demand is therefore obvious. The objective of this paper is the development of methods and techniques for modelling the public transport demand using traffic (passenger) count information and other simple zonal-planning data. We will report on a family of aggregate model combined with a family of mode choice logit models which can be calibrated from traffic (passenger) counts and other low-cost data. The model examined was the Gravity (GR) model combined with the Multi-Nominal-Logit (MNL) model. Non-Linear-Least-Squares (NLLS) estimation method was used to calibrate the parameter of the combined model. The combined TDMC model and the calibration method have been implemented into a micro-computer package capable of dealing with the study area consisting of up to 300 zones, 3000 links and 6000 nodes. The approach has been tested using the 1988 Public Transport Data Survey in Bandung (Indonesia). The model was found to provide a reasonably good fit and the calibrated parameter can then be used for forecasting purposes. General conclusion regarding the advantageous and the applicability of the approach to other environments are given.  相似文献

This paper uses state of the art stated choice designs to parameterise modal choice models for commuting and non-commuting travel futures in the presence of new public transport infrastructure (variations of new heavy rail, light rail and dedicated busway systems). D-optimal choice experiments are developed for a set of labelled modal alternatives in which respondents establish a reference benchmark based on the existing service levels (for access, linehaul and egress trip legs) which is used in a computer aided personal interview instrument to generate future scenarios of service levels for current and prospective new modals options. We show that a fully integrated stated choice experiment provides all the information required to obtain behaviourally relevant parameter estimates (within a nested logit framework) for all but the mode-specific constants (MSCs). The MSCs can be calibrated for the current modes within a network model setting, giving the transport planner an appropriate model for predicting the patronage potential for proposed new public transport infrastructure services. A useful by-product is a new set of behavioural values of travel time savings for access, egress, linehaul and wait times.  相似文献

The recent development of Intelligent Transportation Systems offers the possibility of cooperative planning of multi-actor systems in a distributed framework, by enabling prompt exchange of information among actors. This paper proposes a modeling framework for cooperation in intermodal freight transport chains as multi-actor systems. In this framework, the problem of optimizing freight transportation is decomposed into a suitable set of sub-problems, each representing the operations of an actor which are connected using a negotiation scheme. A Discrete Event model is developed which optimizes the system on a rolling horizon basis to account for the dynamics of intermodal freight transport operations. This framework allows for an event driven short/medium term planning of intermodal freight transport chains. The proposed methodology is evaluated using a realistic case study, and the results are compared against the First-Come-First-Served strategy, highlighting the significance of cooperation in systems operating close to capacity.  相似文献

Sustainability is a requirement for modern public transportation networks, as these are expected to play a critical role in environment-friendly transportation systems. This paper focuses on developing an efficient model for solving a sustainable oriented variant of the Transit Route Network Design Problem. The model incorporates sustainable design objectives, considers emission-free (electric) vehicles and introduces a direct route design approach with route structure and directness control.
