Mitigation of greenhouse gas emissions from transportation has become increasingly important and challenging especially for developing countries. This paper takes the inter-city passenger transport in China as a case, and develops a system dynamics model for policy assessment and CO2 mitigation potential analysis. It is found that the future demand for China’s inter-city passenger transport is expected to be large, with the turnover volume growing at a rate of 9% per annum and amounting to 6600 billion p-km in 2020. Major emissions reduction potential exists in inter-city passenger transport. In 2020, comparing to the case without any specific policies stressing mitigation, the reduction of CO2 emissions ranges from 26% to 32% under those scenarios with policy controls. Sensitivity analysis reveals that the CO2 mitigation will be best achieved by accelerating the development of railway network, together with slowing down the extension of highway network and imposing fuel taxes.  相似文献

A major problem addressed during the preparation of spatial development plans relates to the accessibility to facilities where services of general interest such as education, health care, public safety, and justice are offered to the population. In this context, planners typically aim at redefining the level of hierarchy to assign to the urban centers of the region under study (with a class of facilities associated with each level of hierarchy) and redesigning the region’s transportation network. Traditionally, these two subjects – urban hierarchy and transportation network planning – have been addressed separately in the scientific literature. This paper presents an optimization model that simultaneously determines which urban centers and which network links should be promoted to a new level of hierarchy so as to maximize accessibility to all classes of facilities. The possible usefulness of the model for solving real-world problems of integrated urban hierarchy and transportation network planning is illustrated through an application to the Centro Region of Portugal.  相似文献

Accessibility is a key metric when assessing the efficiency of an urban public transportation network. This research develops a methodology for evaluating spatial accessibility of a system with multiple transportation modes in an urban area, Shanghai Hongqiao Transportation Hub (SHTH) and its surrounding area. The method measured total traveling time as an accessibility indicator, which summed the time people spent on walking, waiting, transfer and transportation in a journey from the SHTH to destinations. Spatial accessibility was classified into five levels from very high to very low. The evaluation was conducted at a cell-by-cell basis under an overall scenario and three specific scenarios. Evaluation results were presented in a series of maps. The overall accessibility scenario shows a concentric-ring trend decreasing from the SHTH to the fringe of the study area. Areas along the metro lines generally have a much higher accessibility than those along the bus lines with some exceptions where bus routes play a more important role. Metro stations identified as either time-saving or time-consuming points are mainly distributed around the urban center. Some suggestions are proposed for improving accessibility of public transportation network in the study area. The results from this study provide a scientific basis and useful information for supporting decision-making on urban planning, and assisting dwellers to travel in a time-efficient manner. The methodology offers a simple, flexible way to the spatial evaluation, metro station identification and network modification of accessibility of public transportation systems with multiple transportation modes.  相似文献

Populations of post-industrial nations are aging. With a growing number of people living well into their 80s and maintaining active lives, the transportation system will have to start focussing more closely on understanding their mobility and accessibility needs, so as to ensure that specific requirements of this large segment are not being ignored through the promotion of traditional ‘solutions’ and historical assumptions. This paper takes a close look at the evidence on the mobility needs and travel patterns of individuals over 64, distinguishing between the “young” elderly (aged 65–75 years) and the “old” elderly (over 75 years). This distinction is particularly useful in recognising the threshold of health change that impacts in a non-marginal way on mobility needs. This distinction also focuses transport planning and policy on a commitment to understanding the different needs of these sub-groups of the population, identifying services and facilities that better cater for these groups. We review the evidence, in particular, on the mobility characteristics of the over 75 years age group, including how they secure support through migration and settlement patterns. We use the empirical evidence from a number of western nations to identify the role of conventional and specialised public transport as an alternative to the automobile in meeting mobility and accessibility needs.  相似文献

A combined transportation-land use model is proposed in this paper. Unlike other existing urban land use and transportation planning models in which a “fixed demand” for services is assumed to be known at the zonal level of an urban area, zonal travel demand is endogenously determined together with link congestion costs, optimal amounts of production and resulting efficient densities of land uses, once the transportation network is given. Some characteristics of alternative solutions are demonstrated. The proposed model represents progress over previous efforts in combining land use-transportation problems since the travel choice as to origin, destination and routes as well as amounts of goods to be produced at the optimal density of land uses are integrated into a consistent mathematical programming framework.  相似文献

China, the world’s largest CO2 emitter, is continuing its long-term strategy to use transportation investments as a tool for development. With the expectation that transportation will contribute 30–40% of the total CO2 emissions in China in the near future, there is an imminent need to identify how the development of different transportation modes may have different long-term effects on CO2 emissions. Using time series data over the period of 1985–2013, this paper applies the combined autoregressive distributed lag (ARDL) and vector error correction model (VECM) approach to identify short- and long-run causal relationships between CO2 emissions and mode-specific transportation development, including railway, road, airline, and inland waterway. We find that China’s domestic expansions of road, airline, and waterway infrastructure lead to long-run increases in CO2 emissions. Among them, waterway has the strongest positive impact on CO2 emissions, followed by road. Despite a short-run, positive impact on CO2 emissions, railway expansion leads to long-run decreases in CO2 emissions. The results are especially encouraging for the central government of China given its long-standing and on-going efforts to expand railway infrastructure at the national level. Looking forward, it is recommended that China continues its national investments in railway infrastructure to achieve both environment and economy goals.  相似文献

This paper presents an approach to include both the unstorable feature of transportation service and the technological differences within railway companies in efficiency and effectiveness measurements. We explore efficiency and effectiveness for a group of 40 global railways in the year 2002, using traditional data development analysis (TDEA) and network data development analysis (NDEA). Comparing the results obtained from the NDEA model with those from the TDEA indicate that performance measures are quite different in terms of the magnitude, and even using different DEA type models to evaluate railway system performance does not distort the ranking of their performance. We also analyze the inter-related effects among three performance measures, finding that transportation service characteristics have positive effects on the evaluation of performance. Generally speaking, the NDEA model provides deeper insight regarding the sources of inefficiency and process-specific guidance to railway managers so as to help them improve their railway’s performance.  相似文献

The automated highway systems (AHS) are not designed as stand-alone transportation facilities. Drivers will by necessity drive from their origins to the AHS entrance, and from the AHS exit to their final destinations. Therefore, the AHS will affect other transportation facilities, and should be integrated with all other facilities in the transportation system. Interfaces create much of the congestion for today’s transportation systems. Likewise, AHS interfaces may cause a similar problem, due to either AHS interactions with conventional systems or internal limitations from AHS merging capabilities. If these problems exist, either the AHS or the conventional road network cannot function properly. Consequently, the system as a whole may break down and the AHS could potentially become a detriment to the overall transportation system.Clearly, not enough is known about the automated merging process to determine what conditions would lead to congestion at interface points. The current macroscopic analysis techniques assume parameters that are not applicable to an AHS, and no detailed AHS merging models have been developed and validated. This paper addresses the interface problem between an AHS, and conventional roadway. Specifically, it presents a microscopic simulation model for one scenario of the automated merging maneuver. The results of the model show that for low flows and conventional highway speeds, an one-lane AHS merging section with a dedicated automated entrance ramp has many similar characteristics as a two-lane conventional freeway with or without fixed-time ramp metering. However, when the conventional freeway starts to “break down” near its capacity, the AHS continues to perform with little delay. The model also validates that the minimum ramp length requirements are a function of the merging vehicle’s speed, the mainline vehicles’ speed, and the acceleration and deceleration rates of the merging vehicle.  相似文献

Recent earthquake disasters have caused major damage to transportation networks, leading to significant economic disruption. While this suggests the need to evaluate total system performance in transportation risk assessment, in addition to examining the vulnerability of individual components such as bridges, no appropriate measures currently exist. This paper develops post-disaster system performance measures and applies them to the urban rail and highway transportation systems in the Kobe, Japan, region devastated by the 1995 Hyogoken–Nanbu earthquake. Performance is evaluated in terms of network coverage and transport accessibility. Performance degradation was much more severe for highways and railways than for other lifeline infrastructure systems. Both transportation systems fared poorly in the disaster but service restoration proceeded much more rapidly for rail. The restoration of highway system performance correlated closely with the recovery of highway traffic volumes. The paper further develops a measure of subarea transport accessibility and applies this to Kobe’s constituent city wards. Results indicate substantial spatial disparity that is maintained throughout the restoration period. Comparisons with the 1989 Loma Prieta and 1994 Northridge earthquakes in the US show that although these disasters caused notable damage to highway bridges, system performance degradation was small in comparison with the Kobe experience. The paper argues that explicitly measuring transportation system performance can greatly facilitate both understanding the effects of historic disasters and preparing for future hazard events.  相似文献

Accessibility measures reflect the level of service provided by transportation systems to various locations. Basic transportation choice behavior is defined to include those decisions of how many automobiles to own and how many trips to which destinations to make by automobile and by public transit. Here, these decisions are assumed to be made jointly by urban households and are conditional upon residential location decisions. It is the purpose of this paper to explore the role of accessibility as a causal factor in such basic transportation choice behavior.An economic utility theory model of choice behavior is postulated in which the benefits from making trips to specific destinations are reflected by measures of destination attraction. Through determination of utility-maximizing trip frequencies, indirect utility functions are developed which include accessibility concepts. Behavioral implications of these concepts are proposed and contrasts are drawn to accessibility measures used in conventional segregated models of trip distribution, modal choice, and automobile ownership.Sensitivity analyses of alternative empirical definitions of accessibility in the choice model are conducted using data from the Detroit Regional Transportation and Land Use Study — covering counties in southeastern Michigan. These analyses employ a multinomial logit estimation technique and focus on definitions of trip attraction. Results of these analyses indicate that more complicated attraction measures can be replaced by measures involving the proportion of either urban area population or urban area employment within a traffic analysis zone. Also, evidence is found that decision-makers in the case study area consider trips of up to 60 or even 90 minutes duration when evaluating accessibilities offered by alternative public and private transportation systems.  相似文献

Rosenthal has shown that a user-optimized transportation network is equivalent to a pure Strategy Nash equilibrium when the network flows are discrete. Noting that most network equilibrium theorists take flows to be continuous, we extend this result to the nondiscrete case. We prove that a continuous flow, user-optimized network is a pure-strategy Nash equilibrium in a game with a continuum of pure strategies. Our “game”, however, differs from Rosenthal's in its players, strategies, and payoffs. For instance, the players in our model are not the motorists, but the origin-destination pairs. Some possible applications and extensions of our results are discussed.  相似文献

As a multi‐criteria decision‐making (MCDM) method, the analytic hierarchy process (AHP) has been used considerably to solve hierarchical or network‐based decision problems in socio‐economic fields. Following an in‐depth explanation of the transport function in logistics and an overview of the MCDM methods, the AHP model is employed in the paper for a logistics company in selecting the most suitable way of transportation between two given locations in Turkey. The criteria used in the selection of transportation modes are identified as the cost, speed, safety, accessibility, reliability, environmental friendliness, and flexibility. Several cost parameters (transportation, storage, handling, bosphorus crossover) are incorporated into the decision‐making process. The application is carried out in instructional character. The results of the study indicate that the railway transportation, which is not widely used in Turkey, is also an alternative and suitable means of transportation. Over one million workers commute daily to São Paulo City center, using different modes of transportation. The São Paulo subway network reaches 74.2 km of length and is involved in around 20% of the commuting trips by public transportation, enhancing mobility and productivity of workers. This paper uses an integrated framework to assess the higher-order economic impacts of the existing underground metro infrastructure. We consider links between mobility, accessibility and labor productivity in the context of a detailed metropolitan system embedded in the national economy. Simulation results from a spatial computable general equilibrium model integrated to a transportation model suggest positive economic impacts that go beyond the city limits. While 32% of the impacts accrue to the city of São Paulo, the remaining 68% benefit other municipalities in the metropolitan area (11%), in the State of São Paulo (12.0%) and in the rest of the country (45%).  相似文献

Many sustainable urban development approaches are based on mass public transportation ventures, especially railway development, which has been considered a panacea for the unfavorable effects of suburban development. But rail transit also improves accessibility to the fringes, thus encouraging an exodus to the suburbs. This paper explores suburbanization and sprawling effect of commuter rail transit on the rural exurbia of the Tel Aviv metropolis by analyzing its effect on residential location decisions. The findings indicate that the suburban rail system was a determinant factor in the location choice of households which migrated from the inner parts of the Tel Aviv metropolis, since it allowed them to maintain strong commuting connections to their residential origin. This suggests that rail transit, along with its potential to strengthen the inner cities, also accelerates suburbanization and counter urbanization.  相似文献

In recent years, Chinese railway freight transport has been facing great challenges from transport market reformation and economic expansion. Although the total volume of railway freight has been increasing, its market share has decreased greatly, especially at the beginning of migration from command economy to market economy. This paper considers four aspects believed to be responsible for the loss of the railway freight market share. First, we review the history and current situation of the Chinese railway freight transport and study the relationship between economic development and freight transport in China. Second, the causes resulting in the loss of the market share of railway freight are analysed in detail. Third, the current measures taken by Chinese Railways (CR) to restore its competitiveness are discussed. The effects of these measures on railway traffic volume, market share and productivity are also studied. Finally, the way forward for the future of CR is discussed. It is concluded that CR has not yet adapted sufficiently to new economic conditions, although in recent years progress has been made. Further reform will be needed.  相似文献

The objective of this study was to obtain a better understanding of carbon monoxide (CO) concentrations immediately upwind of urban roadways, the “local background” values, and how these concentrations depend upon the surrounding traffic and the general meteorology. Measurements were made at seven sites in Seattle, WA during the winter of 1993. Local background CO concentrations were characterized by an absence of short term fluctuations, a steady buildup during the 3 p.m. to 11 p.m. period, and a lack of spatial gradients in the 8-h average values. Distinctly different log-normal distributions of the 8-h averages were observed for “trafficked” sites versus “urban park” sites, with mean values of 1.6 and 1.0 ppm respectively. A simple regression model was developed to predict the local background CO that includes distance from roadway, average daily traffic of nearby roadways, and the frequency of occurrence of low wind speeds (R2 = 0.74; F = 170).  相似文献

Identifying the spatial distribution of travel activities can help public transportation managers optimize the allocation of resources. In this paper, transit networks are constructed based on traffic flow data rather than network topologies. The PageRank algorithm and community detection method are combined to identify the spatial distribution of public transportation trips. The structural centrality and PageRank values are compared to identify hub stations; the community detection method is applied to reveal the community structures. A case study in Guangzhou, China is presented. It is found that the bus network has a community structure, significant weekday commuting and small-world characteristics. The metro network is tightly connected, highly loaded, and has no obvious community structure. Hub stations show distinct differences in terms of volume and weekend/weekday usage. The results imply that the proposed method can be used to identify the spatial distribution of urban public transportation and provide a new study perspective.  相似文献

Little appears to be known about the capitalization of transportation accessibility in South Asian housing markets, which typically differ from those of industrialized countries. This study starts addressing this gap by providing empirical evidence about the nature and the magnitude of the value of accessibility as reflected by residential rents in Rajshahi City, Bangladesh. Results of our SARAR spatial hedonic model estimated on 526 observations from a random sample collected via in-person interviews indicate that the rent of a multi-unit dwelling decreases by 0.0239% for every 1% increase in network access distance to the nearest major road. Moreover, proximity (within 400 m) to a primary school and to a healthcare facility commands rent premiums of respectively 93.55 BDT ($1.40) and 109.45 BDT ($1.64). Surprisingly, whether access roads are paved or not does not statistically impact rents, probably because of the dominance of walking, rickshaws use, and biking, combined with the rarity of personal cars. Likewise, proximity to bus stops and to train stations is not reflected in rents of multi-family dwellings, likely because buses and trains in Rajshahi City only provide regional and national service. Differences in estimates of our spatial models between maximum likelihood (ML) and generalized spatial two-stage-least-squares illustrate the danger of relying on ML in the presence of heteroskedasticity. These results should be useful for planning transportation infrastructure funding measures in least developed country cities like Rajshahi City.  相似文献

Loss and damage caused by unscheduled events, especially earthquakes, have sudden and significant impacts not only on the region’s economy where the event occurs but also on other regions. The New Madrid Seismic Zone, located in the center of the United States, could have great impacts on economic activities related to this area, if a major earthquake occurred. Based on the 1993 US Commodity Flow Survey [US Commodity Flow Survey, 1993. Available from: <http://www.bts.gov/ntda/cfs/prod.html>], more than 42% of total commodity flows in the US are related to the greater Midwest, which includes the New Madrid Seismic Zone. If a catastrophic earthquake occurred in this area, the indirect damages could spread far beyond the region, and could have sizable impacts on other regions. A model of interregional commodity flows, incorporating regional input–output relationships, and the corresponding transportation network flows, was applied to assess the economic impacts of such an unexpected event. The economic impacts from the event are described for three hypothetical scenarios, analyzing the magnitude and the extent of the direct and indirect impacts. These analytical results may be used to propose strategic management of the recovery and reconstruction efforts after the event.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials.
