Despite rapid advances of information technologies for intelligent parking systems, it remains a challenge to optimally manage limited parking resources in busy urban neighborhoods. In this paper, we use dynamic location-dependent parking pricing and reservation to improve system-wide performance of an intelligent parking system. With this system, the parking agency is able to decide the spatial and temporal distribution of parking prices to achieve a variety of objectives, while drivers with different origins and destinations compete for limited parking spaces via online reservation. We develop a multi-period non-cooperative bi-level model to capture the complex interactions among the parking agency and multiple drivers, as well as a non-myopic approximate dynamic programming (ADP) approach to solve the model. It is shown with numerical examples that the ADP-based pricing policy consistently outperforms alternative policies in achieving greater performance of the parking system, and shows reliability in handling the spatial and temporal variations in parking demand.  相似文献

This paper investigates a parking reservation mechanism to reduce car cruising to find parking. To consider the benefits for drivers and parking facility providers, we charge drivers for making reservations in addition to parking fees, by introducing a reservation pricing model that makes reservation prices equivalent to the value of saved search time. By modeling the number of vacant spaces as a stochastic variable, and applying binomial pricing methods, parking reservation prices are obtained. Numerical examples based on the data for two parking facilities in Taiwan are given.  相似文献

This paper investigates how recurrent parking demand can be managed by dynamic parking pricing and information provision in the morning commute. Travelers are aware of time-varying pricing information and time-varying expected occupancy, through either their day-to-day experience or online information provision, to make their recurrent parking choices. We first formulate the parking choices under the User Equilibrium (UE) conditions using the Variational Inequality (VI) approach. More importantly, the System Optimal (SO) parking flow pattern and SO parking prices are also derived and solved efficiently using Linear Programming. Under SO, any two parking clusters cannot be used at the same time by travelers between more than one Origin–Destination (O–D) pairs. The SO parking flow pattern is not unique, which offers sufficient flexibility for operators to achieve different management objectives while keeping the flow pattern optimal. We show that any optimal flow pattern can be achieved by charging parking prices in each area that only depend on the time or occupancy, regardless of origins and destinations of users of this area. In the two numerical experiments, the best system performance is usually achieved by pricing the more preferred (convenient) area such that it is used up to a terminal occupancy of around 85–95%. Optimal pricing essentially balances the parking congestion (namely cruising time) and the level of convenience.  相似文献

The research on carsharing has already shown that a non-negligible part of carsharing members give up a vehicle after joining a carsharing program, or avoid a vehicle purchase. This arguably reduces overall parking space needed. This might well be one of the most important impacts of a carsharing program on the transportation system, but also one of the least researched. The rapid diffusion of free-floating carsharing, which for its very nature might have a stronger impact on parking, makes the relationship between carsharing and parking an appealing topic for new research. This work presents a method for the investigation of this relationship using an agent-based simulation and explores the impacts of different parking prices on the demand for free-floating carsharing in the city of Zurich, Switzerland. Three levels of free-floating fleet-size in the city of Zurich coupled with three levels of parking prices were simulated. The obtained results show that free-floating vehicles are able to use parking spaces more efficiently than private vehicles. Moreover, the average parking occupancy tends to be more homogeneous with higher fleet-size of free-floating carsharing and with the increase of parking prices, thus avoiding spatial parking pressure peaks.  相似文献

The city of San Francisco is undertaking a large-scale controlled parking pricing experiment. San Francisco has adopted a performance goal of 60–80% occupancy for its metered parking. The goal represents an heuristic performance measure intended to reduce double parking and cruising for parking, and improve the driver experience; it follows a wave of academic and policy literature that calls for adjusting on-street parking prices to achieve similar occupancy targets. In this paper, we evaluate the relationship between occupancy rules and metrics of direct policy interest, such as the probability of finding a parking space and the amount of cruising. We show how cruising and arrival rates can be simulated or estimated from hourly occupancy data. Further, we evaluate the impacts of the first two years of the San Francisco program, and conclude that rate changes have helped achieve the City’s occupancy goal and reduced cruising by 50%.  相似文献

This paper investigates the role of parking pricing and supply by time of day in whether to drive and park in the central business district (CBD). A stated preference survey of car drivers and public transport users was undertaken at a number of parking locations, public transit interchanges, and shopping centres in Sydney CBD during 1998. In the context of a current trip to the CBD, respondents were asked to consider six alternatives, including three parking locations in the CBD, park outside of the CBD with public transport connection to the CBD, switch to public transport, or forego that trip to the CBD. The three parking locations were defined by hours of operation, a tariff schedule, and access time to the final destination from the parking station. Data from the survey were then used to estimate a nested logit model of mode and parking choices, which was then used to simulate the impacts of supply pricing scenarios on CBD parking share. The change in CBD parking share attributable to supply by time of day is less than 3%, compared to 97% attributable to parking prices.  相似文献

Cruising-for-parking constraints mobility in urban networks. Car-users may have to cruise for on-street parking before reaching their destinations. The accessibility and the cost of parking significantly influence people's travel behavior (such as mode choice, or parking facility choice between on-street and garage). The cruising flow causes delays eventually to everyone, even users with destinations outside limited parking areas. It is therefore important to understand the impact of parking limitation on mobility, and to identify efficient parking policies for travel cost reduction. Most existing studies on parking fall short in reproducing the dynamic spatiotemporal features of traffic congestion in general, lack the treatment of dynamics of the cruising-for-parking phenomenon, or require detailed input data that are typically costly and difficult to collect. In this paper, we propose an aggregated and dynamic approach for modeling multimodal traffic with the treatment on parking, and utilize the approach to design dynamic parking pricing strategies. The proposed approach is based on the Macroscopic Fundamental Diagram (MFD), which can capture congestion dynamics at network-level for single-mode and bi-modal (car and bus) systems. A parsimonious parking model is integrated into the MFD-based multimodal modeling framework, where the dynamics of vehicular and passenger flows are considered with a change in the aggregated behavior (e.g. mode choice and parking facility choice) caused by cruising and congestion. Pricing strategies are developed with the objective of reducing congestion, as well as lowering the total travel cost of all users. A case study is carried out for a bi-modal city network with a congested downtown region. An elegant feedback dynamic parking pricing strategy can effectively reduce travel delay of cruising and the generic congestion. Remarkably, such strategy, which is applicable in real-time management with limited available data, is fairly as efficient as a dynamic pricing scheme obtained from system optimum conditions and a global optimization with full information about the future states of the system. Stackelberg equilibrium is also investigated in a competitive behavior between different parking facility operators. Policy indications on on-street storage capacity management and pricing are provided.  相似文献

Urban truck parking policies include time restrictions, pricing policies, space management and enforcement. This paper develops a method for investigating the potential impact of truck parking policy in urban areas. An econometric parking choice model is developed that accounts for parking type and location. A traffic simulation module is developed that incorporates the parking choice model to select suitable parking facilities/locations. The models are demonstrated to evaluate the impact of dedicating on-street parking in a busy street system in the Toronto CBD. The results of the study show lower mean searching time for freight vehicles when some streets are reserved for freight parking, accompanied by higher search and walking times for passenger vehicles.  相似文献

This paper explores how advanced reservations, coupled with dynamic pricing (based on booking limits) can be used to maximize parking revenue. An integer programing formulation that maximizes parking revenue over a system of garages is presented. Furthermore, an intelligent parking reservation model is developed that uses an artificial neural network procedure for online reservation decision-making. Finally, the paper provides some strategic and managerial implications of multi-garage revenue management systems, and discusses techniques for identifying and implementing micro-market segmentation in the parking industry.  相似文献

One-way station-based carsharing systems allow users to return a rented car to any designated station, which could be different from the origin station. Existing research has been mainly focused on the vehicle relocation problem to deal with the travel demand fluctuation over time and demand imbalance in space. However, the strategic planning of the stations’ location and their capacity for one-way carsharing systems has not been well studied yet, especially when considering vehicle relocations simultaneously. This paper presents a Mixed-integer Non-linear Programming (MINLP) model to solve the carsharing station location and capacity problem with vehicle relocations. This entails considering several important components which are for the first time integrated in the same model. Firstly, relocation operations and corresponding relocation costs are taken into consideration to address the imbalance between trip requests and vehicle availability. Secondly, the flexible travel demand at various time steps is taken as the input to the model avoiding deterministic requests. Thirdly, a logit model is constructed to represent the non-linear demand rate by using the ratio of carsharing utility and private car utility. To solve the MINLP model, a customized gradient algorithm is proposed. The application to the SIP network in Suzhou, China, demonstrates that the algorithm can solve a real world large scale problem in reasonable time. The results identify the pricing and parking space rental costs as the key factors influencing the profitability of carsharing operators. Also, the carsharing station location and fleet size impact the vehicle relocation and carsharing patronage.  相似文献

In studies of parking policy, the role of parking pricing has been addressed. Most researches have focused on the determination of a proper price for city parking spaces that are open to the public and it is now evident that price is used by authorities as a tool to manage transport demand. However, studies of parking pricing that pertain to privately-owned parking resources are few and in particular, the problem of setting a proper price for physical market parking has rarely been studied, such as a mall’s ‘dual-pricing portfolio’ decision for the simultaneous determination of a parking fee and the consumer spending required for free parking (i.e., the ‘threshold’). This is a common problem for most malls, but the different agents involved (e.g., the visitors, the mall, the marketplace and the parking lot departments) usually have diverse goals, so the decision must take account of a multiplicity of criteria and subtle relationships. In order to systematically support this type of inter-departmental decision process, a decision model that includes an analytical decision-aid process and the relevant programming models is established. A numerical example verifies the proposed model by taking the data for a mall in Taiwan and the implications, in terms of management, are given. This systematic computational model can be generalized to any type of commercial market that requires a (new) parking pricing policy.  相似文献

Morning commuters choose their departure times and travel modes based on a combinational evaluation of factors associated with the chances of running into bottleneck congestion, likely schedule delays, parking space availability as well as monetary costs of traveling and parking. This study investigates a morning commute problem with carpooling behavior under parking space constraint at destination. We consider such a scenario that as a competing mode of the transit line, the highway contains a carpool lane only used by carpoolers while all solo drivers are forced to use a general purpose (GP) lane. Unlike the standard bottleneck model, the rush-hour dynamic departure patterns with a binding parking supply vary with the relative proportion of the two lanes’ capacities. The possible departure pattern domain with different parking supply and lane capacity allocation is explored in terms of the relative extra carpool cost and distinguished between the bi-mode and multi-mode equilibria. It is found that compared with solo drivers, carpoolers have shorter rush hour in order to smooth the extra carpool cost. With the decrease of parking spots, the number of solo drivers cuts down gradually, whilst the number of carpoolers climbs up firstly and then declines in the multi-mode system. Under mild assumptions, the best system performance can be realized with the joint consideration of total travel cost and vehicle emission cost through optimizing the lane capacity allocation and the parking supply.  相似文献

ABSTRACT

The organisation of parking is a key challenge to more sustainable mobility in urban areas, as its pricing and availability affect the rates of private car ownership and use. However, changing parking policies is a challenging issue for local politicians and planners because residents frequently oppose changes or restrictions to conditions they have taken for granted such as on-street parking in a public space. The aim of this paper is firstly to assess how the parking policy of an urban neighbourhood can be structured to contribute to more sustainable mobility and to increase liveability in the neighbourhood. The second aim is to apply the policies reviewed to an example neighbourhood. For this purpose, we systematically reviewed academic literature and identified five types of relevant parking policies: (i) maximum parking requirements, (ii) physical detachment of residence and parking space, (iii) residential parking permits and the limitation of available parking space, (iv) performance-based pricing and (v) parking as a demand management strategy. We discovered that most research focuses on econometric models about parking and that studies rarely address the effects of parking on the quality of life in neighbourhoods. Therefore, we need further research regarding the relationship of parking and liveability. We conclude that for the implementation of such parking policies in an example neighbourhood, the municipality needs to develop a mobility vision for its city. It has to understand parking as a tool for transportation demand management to increase the acceptance of parking policy concepts and to avoid spillover problems. Finally, in the German case, as in most other countries, states and municipalities need to redesign their legal frameworks to be able to manage parking supply better and to react to changes related to digital developments and parking. The findings have implications for other European neighbourhoods regarding the transfer from research to local circumstances and applications for the whole city.  相似文献

This paper examines choice behaviors pertaining to the time at which users of plug-in hybrid electric vehicle with 24 km electric range charge their vehicles after arriving at home under a dynamic electricity pricing scheme. The following mutually exclusive alternatives are presented: no charging, charging immediately after arriving at home, charging at the cheapest time, and charging at other times. Four versions of a mixed logit model with unobserved heterogeneity are applied to panel data on vehicle usage from 9 households with 2226 observations in Toyota City. Estimation results suggest that users’ willingness to charge become stronger with increasing driving distance when the driving distance is less than the electric range of 24 km, while tend not to charge when the driving distance is longer than the electric range. Users who return home at the cheapest time or during the day are willing to charge immediately after arriving at home. Electricity prices significantly affect choices to charge at the cheapest time for all users, and stay-at-home mother users and users returning home in the evening tend to charge at the cheapest time. Users returning home in the evening also tend to charge at other times, and being accustomed to charge at a certain time increases the probability of charging at other times. In addition, considerable variations are found across individuals with respect to their preferences for charge timing alternatives as well as for electricity prices.  相似文献

In particular, it considers the situation when some commuters have reserved parking spots while others have to compete for public ones on a first-come-first-served basis. Unlike the traditional pure bottleneck model, the rush-hour dynamic traffic pattern with a binding parking capacity constraint varies with the relative proportions of the two classes of commuters. It is found that an appropriate combination of reserved and unreserved parking spots can temporally relieve traffic congestion at the bottleneck and hence reduce the total system cost, because commuters without a reserved parking spot are compelled to leave home earlier in order to secure a public parking spot. System performance is quantified in terms of the relative proportions of the two classes of commuters and is compared with those in the extreme cases when all auto commuters have to compete for parking and when none of them have to compete for one.  相似文献

We examine car driver’s behaviour when choosing a parking place; the alternatives available are free on-street parking, paid on-street parking and parking in an underground multi-storey car park. A mixed logit model, allowing for correlation between random taste parameters and estimated using stated choice data, is used to infer values of time, both when looking for a parking space and for accessing the final destination. Apart from the cost of parking, we found that vehicle age was a key variable when choosing where to park in Spain. We also found that the perception of the parking charge was fairly heterogeneous, depending both on the drivers’ income levels and whether or not they were local residents. Our results can be generalised for personalised policy making related with parking demand management.  相似文献

Interest in vehicle automation has been growing in recent years, especially with the very visible Google car project. Although full automation is not yet a reality there has been significant research on the impacts of self-driving vehicles on traffic flows, mainly on interurban roads. However, little attention has been given to what could happen to urban mobility when all vehicles are automated. In this paper we propose a new method to study how replacing privately owned conventional vehicles with automated ones affects traffic delays and parking demand in a city. The model solves what we designate as the User Optimum Privately Owned Automated Vehicles Assignment Problem (UO-POAVAP), which dynamically assigns family trips in their automated vehicles in an urban road network from a user equilibrium perspective where, in equilibrium, households with similar trips should have similar transport costs. Automation allows a vehicle to travel without passengers to satisfy multiple household trips and, if needed, to park itself in any of the network nodes to benefit from lower parking charges. Nonetheless, the empty trips can also represent added congestion in the network. The model was applied to a case study based on the city of Delft, the Netherlands. Several experiments were done, comparing scenarios where parking policies and value of travel time (VTT) are changed. The model shows good equilibrium convergence with a small difference between the general costs of traveling for similar families. We were able to conclude that vehicle automation reduces generalized transport costs, satisfies more trips by car and is associated with increased traffic congestion because empty vehicles have to be relocated. It is possible for a city to charge for all street parking and create free central parking lots that will keep total transport costs the same, or reduce them. However, this will add to congestion as traffic competes to access those central nodes. In a scenario where a lower VTT is experienced by the travelers, because of the added comfort of vehicle automation, the car mode share increases. Nevertheless this may help to reduce traffic congestion because some vehicles will reroute to satisfy trips which previously were not cost efficient to be done by car. Placing the free parking in the outskirts is less attractive due to the extra kilometers but with a lower VTT the same private vehicle demand would be attended with the advantage of freeing space in the city center.  相似文献

Parking problem becomes one of major issues in the city transportation management since the spatial resource of a city is limited and the parking cost is expensive. Lots of cars on the road should spend unnecessary time and consume energy during searching for parking due to limited parking space. To cope with these limitations and give more intelligent solutions to drivers in the selection of parking facility, this study proposes a smart parking guidance algorithm. The proposed algorithm supports drivers to find the most appropriate parking facility considering real-time status of parking facilities in a city. To suggest the most suitable parking facility, several factors such as driving distance to the guided parking facility, walking distance from the guided parking facility to destination, expected parking cost, and traffic congestion due to parking guidance, are considered in the proposed algorithm. To evaluate the effectiveness of the proposed algorithm, simulation tests have been carried out. The proposed algorithm helps to maximize the utilization of space resources of a city, and reduce unnecessary energy consumption and CO2 emission of wandering cars since it is designed to control the utilization of parking facility efficiently and reduce traffic congestion due to parking space search.  相似文献

A model of demand for parking, evolving over time, is proposed. The model features both extensive (whether to park) and intensive (for how long to park) margins of parking demand, allows multidimensional heterogeneity of parkers, and evolution of demand throughout the day. I show that the optimal price for parking is proportional to the rate of arrival of new parkers and is inversely related to the square of the occupancy rate, which is different from previously discussed pricing methods. I show that the primary purpose of pricing is to regulate departures, rather than arrivals, of parkers. I also find that asymmetric information about parkers’ characteristics does not prevent the parking authority from achieving the social optimum. A numerical example compares the optimal policy against the alternatives.  相似文献

We assess existing and potential charging infrastructure for plug-in vehicles in US households using data from the American Housing Survey and the Residential Energy Consumption Survey. We estimate that less than half of US vehicles have reliable access to a dedicated off-street parking space at an owned residence where charging infrastructure could be installed. Specifically, while approximately 79% households have off-street parking for at least some of their vehicles, only an estimated 56% of vehicles have a dedicated off-street parking space – and only 47% at an owned residence. Approximately 22% vehicles currently have access to a dedicated home parking space within reach of an outlet sufficient to recharge a small plug-in vehicle battery pack overnight. Access to faster charging, required for vehicles with longer electric range, will usually require infrastructure investment ranging from several hundred to several thousand dollars, depending on panel and construction requirements. We discuss sensitivity of results to uncertain factors and implications for the potential of mainstream penetration of plug-in vehicles.  相似文献
