Over the last decades, the European Union (EU) has devoted a large amount of effort and money to projects aimed at boosting some of its maritime corridors as a modal alternative to road or rail freight transport. However, the overall design of most of these programmes has ex post revealed as very ineffective. This paper suggests that promoting port efficiency might be a more suitable target to increase the modal split of Short Sea Shipping (SSS) than subsidizing firms to transfer cargo from road to sea. But defining ‘port efficiency’ is a complex task and, therefore, granting money directly to port authorities could also generate perverse moral hazard effects, particularly when the improvements are difficult to monitor and many investments are non-refundable. The European Court of Auditors points out that millions of EU public port finance was wasted on empty terminal and other unused infrastructure. The objective of this paper is to design a proper subsidy to promote SSS by encouraging port improvements through a proper system of incentives. As a policy recommendation, in this paper we propose the development of a subsidy per inefficiency-reduction unit.  相似文献

According to the mid-term review of the EU White Paper on Transport, Short Sea Shipping (SSS) is expected to grow at a rate of 59% (metric tonnes) between 2000 and 2020. If we consider that the overall expected increase in both freight exchanges and volume is 50%, sea transport is one of the most feasible alternatives to reduce traffic congestion on European roads. Maritime transportation may compete with road transport as far as certain traffics are concerned, but only when assuming external costs. This paper analyzes several intermodal transport chains involving a sea leg by comparing the effect of pollutant emissions from different ship types and road transport in terms of potential external cost savings. The translation of these emissions into environmental costs shows, for certain conditions, savings in the case of sea transport that would justify the use of an environmental bonus to promote the sea option.  相似文献

Road transport imposes negative externalities on society. These externalities include environmental and road damage, accidents, congestion, and oil dependence. The cost of these externalities to society is in general not reflected in the current market prices in the road transport sector.An efficient mobility model for the future must take into account the true costs of transport and its regulatory framework will need to create incentives for people to make sustainable transport choices. This paper discusses the use of economic instruments to correct road transport externalities, but gives relatively more weight to the problem of carbon emissions from road transport, as this is particularly challenging, given its global and long-term nature.Economics offers two types of instruments for addressing the problem of transport externalities: command-and-control and incentive-based policies.Command-and-control policies are government regulations which force consumers and producers to change their behaviour. They are the most widely used policy instruments. Examples include vehicle emission and fuel standards in the US as well as driving or parking restrictions in Singapore. The implementation cost of these instruments to the government is small. Although from an economic perspective these policies often fail to achieve an efficient market outcome, the presence of political constraints often make them the preferred option, in terms of feasibility and effectiveness.Economic theory shows how policies, which affect consumption and production incentives, can be used to achieve the optimal outcome in the presence of externalities. Incentive-based policies function within a new or an altered market. We first examine incentive-based policies, which cap the aggregate amount of the externality, such as carbon emissions, by allocating permits or rights to the emitters. The emitters are then free to trade their permits amongst them. The permit allocation mechanism is important-although market efficiency would be satisfied by an auction, political influences usually favour a proportional allocation based on historic emissions. We discuss EU ETS as an example of a cap-and-trade system, however, no such policy for CO2 emissions in road transport has been implemented anywhere in the world to date.Fiscal instruments are, like command-and-control, widely used in road transport, because they are relatively cheap and simple to implement. They include the use of taxes and charges in order to bridge the gap between private and the social costs and, in principle, can lead to an efficient market solution. Registration, ownership, fuel, emissions, usage taxes, and parking and congestion charges have been implemented in many countries around the world. On the other side of the spectrum, subsidies can be given to those scrapping old cars and buying fuel-efficient vehicles. Some cities, such as London, have implemented congestion charges and many states in the United States have introduced high occupancy lanes. Other interesting possibilities include pay-as-you-drive insurance and other usage charges. However, the size and scope of taxes and subsidies are determined by governments, and because of their imperfect knowledge of the market the outcome is still likely to be inefficient.Governments have many effective economic instruments to create a sustainable road transport model. These instruments can be used separately or together, but their implementation will be necessary in the nearest future.  相似文献

The co-operation agreements can take several forms such as alliances and mergers among shipping lines, conferences, involvement of shipping companies in terminal management, and extending interests in inland transport of shipping companies. In this paper we give a brief overview of these different types of agreement and we examine the consequences of this evolution of the market structures in which ports and shipping companies have to operate. More specifically, attention goes to the competitive position of the port in this new environment. It is clear that the role of the port and the port authorities has to be redefined to guarantee that it remains a fully fledged player in this fast evolving integrated market.  相似文献

While road freight transport is essential to any modern economy, short sea shipping (SSS) offers a competitive alternative mode of freight transport in terms of private and social costs, when applied in the connection of mainland ports. This mainly stems from the fact that within the context of the latter costs, accidents and environmental impacts in many road links constitute undesirable externalities with which road freight transport is heavily burdened. This paper compares the aforementioned economics of road and sea transport with reference to the connection of the port of Patra (the main western freight gate of Greece) with West Attica (the biggest Greek industrial centre), aiming at providing a viable solution towards the promotion of SSS in the transport chain between mainland ports.  相似文献

Much has been written and spoken about short sea shipping within the European Union (EU) as a means of shifting goods from road to sea and of achieving a sustainable economic development. However, this shift is far from being a general reality, despite the few individual, and success stories that have taken place and the EUROSTAT data suggest that the overall effort has contributed very little towards attaining this desired shift. In the light of this, research was conducted to discover how to put short sea shipping on a more competitive level within European multimodal logistics supply chains. This paper aims at identifying service attributes of short sea shipping operations within multimodal transport chains by means of a questionnaire and, for that, examines the short sea shipping environment and contemporary European logistics trends. The analysis is based on empirical research, involving logistics operators, shippers' associations and intermodal rail operators, and allows an evaluation (based on statistical techniques) of the short sea shipping industry and its competitors. It extends previous work by considering these short sea shipping attributes within a multimodal transport context.  相似文献

Despite the EU’s increasing role in regulating public transport procurement, few studies have considered this aspect when analysing procurement problems of public transport. This paper examines how the institutional relationships between different actors, including international governmental bodies, in public transport effects the possibility of exerting control over a county public transport authority (PTA) in a multi-principal setting. The analysis is carried out using empirical material from an infringement process including a Swedish PTA and the EU. The conclusions have clear policy implications for the procedural order when exerting control over the PTA in cases of procurement problems. It is for example shown, that the implementation process would be much more efficient if the regulations allowed the EU to impose sanctions directly towards the local authorities without having to involve the national government when the procurement laws are violated.  相似文献

The ICZM project of Magnesia in Greece, funded under the EU LIFE Programme, has provided a first chance for experimentation on procedures for integrated coastal planning at the local level. In a country where the mechanisms and the procedures of planning have failed repetitively and been replaced by market mechanisms, the main objective was to set the appropriate conditions for sustainable coastal management. A first intervention was the creation of a strong database, a Geographical Information System (GIS), which aimed at the improvement of decision making. The second intervention was the experimentation with consultation and participation pro cedures. At the end of this project we have the information tools that are necessary for the management of Magnesia's coastal zone and are wiser about consultation and participation procedures.  相似文献

Given that the freight rate is the price of a transportation service that cannot be traded or stored; the traditional form of the efficient market hypothesis (EMH) does not apply to the freight rate price process. However, the notion of market efficiency still applies in the freight market. In particular, under the hypothesis that the market is semi-strong-form efficient, it should not be possible to make excess profit by taking chartering positions in the freight market based on public information such as past levels of the spot freight rate or the shape of the term structure of freight rates. This paper contributes to the literature by proposing an alternative test of market efficiency in the bulk freight market. We utilize technical analysis based on the history of spot freight rates and investigate the profitability of such chartering strategies for a tanker operator. The chartering decisions are based on identification of the peaks and troughs in the freight market cycles using kernel smoothing of the spot freight rate history. The empirical results suggest that a large tanker operator (e.g. a pool) could have achieved significant profits without investing in ships by trading on such information, although this does not hold in the most recent subset of the sample.  相似文献

China’s Belt and Road (BR) initiative is expected to facilitate international trade between the countries involved. In this study, we review the special requirements of wine logistics and the market growth potential of wine consumption in China. A model minimizing generalized logistical costs is developed and applied to wine imports in China, so that the best candidate cities in which to locate transport gateways and distribution centers can be identified. Our analysis suggests that the most preferred gateways are Shanghai, Tianjin, Guangzhou, and Hong Kong, which all have similar delivery costs. In comparison, Beijing and Chongqing have much higher delivery costs, mainly because they do not have good access to marine transport and/or efficient domestic distribution networks. For long-distance intercontinental transport of large volumes of wine, marine shipping remains the only viable delivery mode. However, wine distribution within China extensively uses air, road, and water transport. Therefore, cities with excellent multi-modal transport services are better positioned to become wine logistics gateways. Our study also highlights the importance of value-added services and good government support, which are important factors that influence distribution costs and quality.  相似文献

The past emphasis in this conference series has been on the best ways to deregulate regulated public transport markets. This workshop reverses this process by examining the best ways to regulate deregulated public transport markets. A hierarchy of regulatory needs is identified and three hybrid models examined, based loosely on experience from Great Britain, New Zealand and Sweden. It is argued that deregulated public transport markets are a global phenomenon but regulatory measures should reflect local requirements. The resultant process of glocalisation might result in regulatory measures that focus on the rules of law and their enforcement in emerging public transport markets (such as urban transport in Sub Saharan Africa and for the soon to be competitive inter urban market in Germany) but that focus on guidance for network integration and incentivisation for welfare maximisation in more mature public transport markets (as in Great Britain, New Zealand and Sweden).  相似文献

At the beginning of the nineties, Croatia witnessed the collapse of communism, arrival of democracy, a war of national survival and the launch of the transition. Extraordinarily under these circumstances, tourism has become one of the most propulsive economic activities in Croatia. To preserve this prosperous industry, one must consider the variables that affect Croatian tourism. Research shows that maritime passenger transport has a substantial influence upon seashore tourism improvement. This mode not only represents a sizable share of international tourism transport, but often provides the only access to island tourism destinations. This paper provides an analysis of the impact of the transitional changes of maritime passenger transport on Croatian tourism development. Following a brief examination of the functions of maritime transport within tourism, the paper focuses on: composition of Croatian fleets, potential opportunities in local and international markets, and structural reforms required to increase the quality of Croatian maritime passenger services. Commercialization programmes are significantly important as Croatia prepares to enter the EU, and open up its markets to free competition.  相似文献

This workshop discussed challenges of measuring the performance of transport contracts, which is usually achieved by benchmarking the relevant services against a few key performance indicators (KPIs). Such KPIs (the workshop identified cost efficiency, service quality and safety/security as the top three) can be explicitly included in the contracts (with a focus on compliance) or can be rather informal and part of a trusting partnership. Limited availability of good data and appropriate information technology systems appear to be the greatest challenges within developed markets. In the context of creating a formal market (such as the South African taxi market), which encourages public transport measurement and compliance, our findings suggest that it is important to set as a first step minimum standards to address the backlog with respect to establishing performance measurement regimes.  相似文献

The purpose of this paper is to summarize the European maritime transport policy within the context of maritime politics at large. At the outset the legal framework conditions and supportive instruments for the shipping and port industries are presented. Against the background of recent accidents at sea, such as the sinking of ERIKA and PRESTIGE, the EU legislation on maritime safety is of particular interest as it is both complex and rapid in reaction to environmental needs and political pressure. Finally, the sensible relationship between the EU as a regional organization and the IMO as “the competent international organization” is discussed with a view to reconcile possible rivalry and to suggest a complementary cooperation between the two organizations.  相似文献

Almost six years have elapsed since the passage of the Ocean Shipping Reform Act (OSRA), legislation that has led to significant changes in the structure of the US liner shipping industry. The European Union (EU) is poised to follow suit with the impending elimination of rule 4056/86, the block exemption from EU competition rules for liner shipping companies operating on European trades routes. The EU reform, however, is likely to go further than OSRA by prohibiting both conferences and discussion agreements on European trade routes. The outcome of such a policy is uncertain and the current review of it is several years old already. This paper is intended to provide some insight into the potential impact of regulatory reform in Europe, using the US experience as a benchmark. Specifically, the impact of OSRA with respect to industry structure, including its profitability, efficiency and what may be in store for the future is examined.  相似文献
