The California Coastal Act and Ports: The Unintended Environmental Justice Implications of Preserving California's Coastline

Consistent with the policies set forth in the Coastal Zone Management Act, the California Coastal Act seeks to balance the utilization and conservation of coastal resources, taking into account the social and economic needs of the citizens of California. One way the statute pursues this balance is through its provisions for ports. These provisions have functioned as a type of smart growth planning for ports, encouraging densification of existing port districts and possibly averting maritime commercial and industrial sprawl along the California coast. One unintended consequence of the encouraged consolidation of port activities, when combined with the rapid growth in international trade over the last four decades, has been disproportionally large environmental and health impacts on low-income and minority communities surrounding ports. This article examines how the Port of Long Beach's conformance with the California Coastal Act has resulted in ongoing environmental justice concerns. It discusses approaches employed by the Port of Long Beach to reduce environmental justice concerns resulting from significant and unavoidable environmental impacts and offers suggestions for how to address this issue.

结合工程实例对气幕法沉井工艺有效减低井周土体扰动的原理,有利于减少沉井工程周边管线与构筑物搬迁,降低沉井工程的成本等优势及该工艺的应用进行分析和探讨,总结了一些经验,认为该工艺是在城市化地区沉井施工中一种值得采用的施工措施。     

Can Coastal Management Programs Protect and Promote Water-Dependent Uses?

Anecdotal evidence indicates that commercial and recreational water-dependent uses have been under development pressure in recent years, and in some cases have been converted to other uses. The conversion of water-dependent uses, which range from commercial shipyards to recreational marinas, may have many public costs, including the loss of access to public trust waters, the loss of jobs and associated economic activity, and the loss of traditional working waterfronts. This two-part study investigated the role of five coastal management programs in the northeastern United States in managing, monitoring, and protecting water-dependent uses. First, coastal managers in Massachusetts, Rhode Island, Connecticut, New York and New Jersey were interviewed to assess the conversion problem. Second, in collaboration with New York City-based Regional Plan Association, follow-up interviews were conducted with coastal managers and local planners in Connecticut, New York, and New Jersey to gain greater insight into the role of coastal management programs and local governments in managing and promoting water-dependent uses. This article presents select findings from this study and discusses recommendations for improving the capacity of coastal management programs and local governments to manage water-dependent uses for the benefit of the public.

通过对长江上海段圆圆沙警戒区通航现状和船舶流向的分析，结合定线制规则、海员通常航行习惯和船舶操纵等相关知识，给航经此水域船舶的安全航行和船舶间的避碰提出一些可行性的建议，这些建议对保障船舶在该水域安全航行具有重要意义。     

基于软件易测试性的CBTC区域控制器系统设计

区域控制器系统是CBTC铁路运行系统中重要的一部分，对提高列车运行效率和安全起着重要的作用。首先介绍了区域控制器的工作原理和易测试性的特点，然后将易测试性方法应用于区域控制器系统的设计中。这种设计方法提高了测试效率，降低了测试成本。     

城轨交通自动售检票系统架构体系研究

讨论城市轨道交通自动售检票（AFC）系统的基本架构及其体系的演变,认为架构设置是否合理不仅影响到AFC系统自身的发展,甚至会对城市轨道交通能否顺利实现多线路网络化高效运营起到决定性作用。在目前常用的AFC系统层标准架构体系的基础上,综合考虑城市轨道交通的不同运营模式、管理体系、新技术引入、线路接入等因素,详细分析基于合并线路中心与清分中心、多线路中心、区域中心以及设备嵌入层的多种AFC系统架构体系,指出不同城市可以根据其自身特点与未来规划灵活设置AFC系统架构方案,为轨道交通的网络化运营与发展打好基础。     

Collaborative Management of Natural Resources in San Diego Bay

This article presents the results of a three-year effort at applying information technology to the problem of collaborative natural resource management in San Diego Bay. As such, it represents an approach to integrated coastal zone management (ICZM). This effort resulted from a collaboration between the San Diego Supercomputer Center at the University of California, San Diego and the San Diego Bay Interagency Water Quality Panel for the purpose of (1) developing an environmental data repository to facilitate the acquisition and sharing of data and (2) the development of a visual model of the bay in support of the development of a comprehensive, coordinated management plan for San Diego Bay. It was determined from this study that information technology is an important and key component to ICZM but that sociopolitical factors may override the benefits of decision-support systems and should be considered at the outset of any project of this kind.

文中阐述了中国(广东)自由贸易试验区前海蛇口自贸片区成立的以来中央与地方层面给予的政策和在国际高端航运服务业中心建设中取得的成效。同时与国内其他自贸区以及香港进行对比分析,提出前海自贸区在建设国际高端航运服务业中心建设中在航运要素集聚、航运人才吸收和培养、与国际先进规则的对比、深港澳合作机制的强化四个方面面临的挑战。
