Hybrid steering cultures in the governance of public transport: A successful way to meet demands?

This paper concerns steering aspects in the governance context of public transport. Various theoretical views of steering have been presented over the years, and it has been argued that a multiple-principal context often leads to fragmented steering. The paper aims to identify steering culture models found among principals operating in the same public transport context, and to explain how a successful procurement outcome is possible, despite the hybrid of steering cultures. The paper is based on an empirical analysis of a Swedish county's planning process that resulted in a very successful procurement outcome that met high environmental and safety standards at a relatively low cost. This procurement was seen as a triumph by principals. The findings presents the existence of various steering cultures among the principals, leading to the conclusion that a “metagovernor,” in this case the PTA, is central to achieving successful outcomes. The metagovernor designed the planning process and formulated a procurement document that satisfied the principals. In this process, the metagovernor negotiated separately with each principal, focusing on the particular characteristics of each principal.

The effects of ozone action day public advisories on train ridership in Chicago

Ground level ozone is a criteria pollutant that is significantly affected by transportation patterns. Ozone action day advisories represent one type of voluntary ozone-abating program operating in urban areas where ozone pollution is concentrated. When forecasts predict that ground level ozone will exceed healthy levels, public advisories urge citizens to voluntarily choose public transportation as a means of eliminating automobile trips and reducing mobile emissions. To obtain credit for emission reductions spurred by voluntary programs, states must provide verifiable reduction estimates. This paper applies a fixed effects regression model to a panel of hourly Chicago Transit Authority train ridership data to evaluate the potential effects of Ozone Action Day advisories in Chicago from 2002 to 2003. Findings show that while the overall effect of ozone action days on ridership is not significant, there are statistically significant changes in hourly ridership patterns that indicate a more complex relationship between the public advisories and travel behavior.

The consequences of “culture’s consequences”: A critical approach to culture as collective programming applied to cross-cultural crews

In this article, it is claimed that research on cross-cultural crews is dominated by one specific understanding of the concept of culture, which is static, evenly distributed and context-independent. Such a conception of culture may bring some basic order while facing an unknown culture, but it may also have unintentional outcomes. It may lead to a deterministic view of other cultures, thereby reinforcing prejudices and underestimating other forms of differences; it risks blinding the participants of the specific context of a given communicative situation. The article opens with a critical review of the theory of Geert Hofstede, the most renowned representative of this theoretical approach. The practical consequences of using such a concept of culture is then analysed by means of a critical review of an article applying Hofstede to cross-cultural crews in seafaring. Finally, alternative views on culture are presented. The aim of the article is, rather than to promote any specific theory, to reflect about diverse perspectives of cultural sense-making in crosscultural encounters.
