Following the financial tsunami many organisations are facing greater risks to their sustainability. Strategic collaborations in logistics networks, of which ports are a significant node, reduce risks for all organisations in the network, increase an organisation's ability to access efficiencies such as economies of scale and create opportunities for learning. The knowledge learnt from collaborators is enhanced by managing the key relationships and forming a strategic intent to learn for mutual benefit. Mutual benefits may include market information or innovation. As Awad and Ghaziri (2004, p. 17) comment ‘Beyond efficiency and productivity, the real benefit of collaboration is innovation.’ The more central the port authority is in this network, the greater are the opportunities for learning. Three key factors are critical for port authorities to integrate knowledge from networks; firstly, there are levels of common knowledge that enable effective communication, including concepts, behavioural norms, language and experience. Secondly integrative efficiency requires organisational routines which foster knowledge sharing through frequent, coordinated activities that are repetitive. Thirdly efficient structures within the port authority help maintain effective and efficient communication to minimise the knowledge loss on integration. Strategising provides opportunities for port authorities to steer the critical path between maintaining their current sources of competitive advantage and developing future resilience through innovation opportunities provided by learning from their trading networks. Port authorities, by developing skills in reading the collective mind and interpreting information available in trading networks, can foster resilience into the future. Given the current risky prognosis for the short-medium term following the financial tsunami, instigating strategies that may lessen those risks may be an option for port authorities.  相似文献

Abstract

The authors present an assessment of the Coastal Conservancy's efforts to consolidate small, substandard lots in the Santa Monica Mountains. Emphasis is placed on the ‘ ‘lessons learned’ ‘ by the Conservancy in its project experience as those lessons may be applicable to related efforts elsewhere. Finally, alternative means of lot consolidation are suggested. This assessment should be of relevance to other programs nationwide to address the problem of antiquated subdivisions.  相似文献

This paper investigates recent commuting trends by American workers. Unlike most studies of commuting that rely on data from the American Community Survey this study utilizes the American Time Use Survey to detail the complex commuting patterns of modern-day workers. Changes in the price of gasoline in recent years suggest that the incidence of “driving alone” should be on the decline. Indeed, results show that the sensitivity of modal commuting with respect to changes in gasoline prices appears to be relatively large. We estimate the gasoline-price elasticity of driving alone to be 0.057 and the gasoline-price elasticity of carpooling to be 0.502. Additional factors also affect commuting, including socio-economic characteristics and social desires. However, it is changes in gasoline prices that appear to account for nearly all of the recent variation in the mode chosen for commuting.  相似文献

This paper applies the relatively new knowledge discovery technique of Rough set analysis to identify the factors that influence the level of car ownership in a household. The study uses the detailed Great Britain National Travel Survey data set which contains information on both household and individual travel behaviour. The knowledge extraction is done using the theory of Rough sets and is presented in the form of easily understood if-then statements or rules which reveal how each attribute influences car ownership behaviour. These rules can then be used to predict household car ownership from information held about previously unseen households and the classification performance of the rules can be assessed. The performance of this classification task is shown to be on a par with other reported studies in this area.  相似文献

Within the transportation research literature, the attempt to understand and predict the level of car ownership is probably one of the most popular areas of study. The primary reason for this is understandable, having access to a vehicle increases an individual’s (or their household’s) travel options, leading to greater mobility. Secondary reasons for this scrutiny include the need to predict future transport investment in road infrastructure and the commercial demand for new vehicles. This paper attempts to predict the level of household car ownership as a function of the characteristics of the household and the individuals that make up the household. The primary data source for this study comes from the 2001 United Kingdom Census and the analysis methods used are from the discipline of data mining. The results of this study are in line with those from previous research but show a potential to predict the higher levels of household car ownership with greater accuracy than other similar studies.  相似文献

The UK has a requirement for people with seafaring expertise to fill a wide range of jobs in the maritime-related sector of the economy ashore. The pool of seagoing ships' officers has now reached the level where shore-based demand for such officers cannot be satisfied by natural wastage from this pool alone. This paper considers the implications of this for the Government's recently announced strategy for maintaining the maritime skills base. The paper concludes that it is inevitable that the Government's present strategy will fail, and suggests what measures need to be taken if the skills base is to be saved.  相似文献

Abstract

This article is derived from a report by Metra Consulting Group for the Dutch Ministry of Public Health and the Environment. The aim of Metra's study was to identify ways of reducing the environmental nuisance of urban traffic without adding excessively to transport costs.

The main theme of the article is that the traditional idea of an inherent conflict between transport efficiency and the environment is mistaken. Both efficiency and the environment are threatened by the same thing: the excessive and indiscriminate use of vehicles. This comes about because of defects in the fiscal and regulatory framework within which people take transport decisions. Suitable reforms in this framework would simultaneously enhance the environment and improve access for all classes of road user.

In the development of this theme, particular attention is paid to transport activities which tend to be neglected by policy makers, such as walking, cycling and urban goods distribution; and to measures which are not always thought of as instruments of policy at all, such as locational policy and development control, vehicle design, and vehicle taxation, especially of goods vehicles.  相似文献
