Transport policy in Korea is driven by the need to cope with ever-worsening traffic conditions. The development of an intelligent transport systems (ITS) Master Plan for Korea is of particular interest and demonstrates the heavy reliance placed on ITS measures to facilitate both the management of congested (but expanding) highway networks and to encourage a shift to greater use of public transport. The paper highlights the major achievements of ITS in Korea by assessing the evidence provided by the widespread implementation of ITS technologies (such as the creation of 'showcase' demonstrations). In the past, two‐way left‐turn lane (TWLTL) median treatments have been frequently used in Florida to inexpensively improve traffic and safety performances. In order to identify factors that may have significant impacts on safety operations in TWLTL sections and to identify TWLTL locations that present existing and future safety concerns, a research project was carried out and results are summarized in the paper. In the research, a three‐year crash history database with crashes and section characteristics from a total of 1688 TWLTL sections all over Florida was developed and used. A negative binomial regression model was developed to determine the statistical relationship between the number of crashes per mile per year and several variables such as traffic volume, access density, posted speed, and number of lanes. In regard to the methodology, in order to identify locations with safety concerns, several steps are needed: development of real crash data distribution, determination of statistical distribution models that better represent the actual crash data, determination of percentile values for the average number of crashes, estimation of crash rates for sections with the same characteristics, estimation of critical values for the variables corresponding to the percentile values for average number of crashes, calculation of tables of critical average annual daily traffic values, and generation of a list of TWLTL locations with critical safety concerns. The first part of this paper presented the required statistics and stochastic models for reliability analysis of the fatigue fracture of welded plate joints. This present Part 2 suggests a probabilistic damage tolerance supplement to the design S–N curves for welded joints. The goal is to provide the practising engineer with simple tools that predict the reliability against fatigue fracture during service life. The impact of the chosen fatigue design factors (FDF) and the uncertainty in the applied stresses is revealed. The effect of an in-service inspection programme is also predicted. The results are presented as dimensionless matrices and suggested for use in support of decision-making at the design stage, without any advanced fracture mechanics modelling and stochastic simulation. One important advantage of this format is that the probability levels are presented regardless of actual weld class and target service life (TSL). This is obtained by introducing the FDF as a key parameter to the results. This parameter is defined as the ratio of predicted fatigue life over TSL. FDF is always calculated in the S–N approach which is mandatory in fatigue life prediction. Various welded details (classes) will have the same reliability level for the same FDF. This is true at the end of TSL and at earlier stages, i.e. fractions of TSL. The absolute value of TSL is immaterial for a given FDF. In the case of in-service inspection, the inspection interval is also given without dimensions as a fraction of TSL.
Only the influence of future scheduled inspections is treated. Updating based on actual inspection results is not included as the scope of work is inspection planning at the design stage. Results for some frequent cases occurring in practice are readily derived and presented. 相似文献

Rural areas generally have lower and more dispersed demands for travel which cannot sustain conventional public transport services and consequently have a greater number of flexible and demand responsive transport services operating. These services usually operate on a stand-alone basis, are often subsidized and are typically only accessible by certain passenger types or for specific trip purposes. This generally results in uncoordinated and inefficient transport provision overall. The Flexible integrated transport services (FITS) system featured in this paper has been designed to address this problem. FITS can be used as a planning tool to assess potential benefits from relaxing operating constraints (e.g., a service's operating boundaries), which can potentially suggest service redesign. It also includes the capacity to assign subsidy payments on a trip by trip basis to increase cost efficiency whilst meeting a greater proportion of transport needs. The case study in the paper focusses on transport to health in the Aberdeenshire and Morayshire areas of Scotland in the UK. Despite flexible transport operators receiving public funds to meet passenger needs, this is currently being supplemented by public bodies paying large amounts in taxi fares in instances where there is a statutory obligation to provide travel but where no other suitable transport service exists. The results demonstrate the potential substantial savings which could be realized by allowing transport operators to redesign their services by relaxing constraints and by the reassignment of subsidies: resulting in more passenger demands being met and a reduction in public spending on taxi fares. 相似文献

As transit subsidies increased twelve-fold in the United States between 1970 and 1980, metropolitan areas responded in very different ways to the challenge of financing burgeoning transit costs. The variety of approaches to transit finance has led to variation in the income-redistributive impacts of taxation. This paper reports on the results of disaggregate analysis of transit tax incidence in Chicago, Portland, northern New Jersey, San Antonio, and Phoenix. In cases where alternative tax shifting assumptions can be made, a range of tax burden distributions is calculated. Causes of the variation in redistributive impact are discussed. The analysis concludes by comparing the regressivity of financing transit through higher fares with the regressivity of taxes needed to support subsidies. 相似文献

Service reliability problems are a major concern shared by transit system users and operators. Unreliable service leads to additional vehicle requirements and higher operating costs; passengers suffer increased wait time and higher travel time uncertainty, leading to a general dissatisfaction with service and the possibility of seeking other means of transport. Because of the significance of this problem, considerable research attention has been focused in recent years on developing ways to improve service reliability. This paper examines contributions which have been made to managing transit service reliability. This topic encompasses the subjects of vehicle run time, run time variation, headway variation, passenger wait time, and reliability control. Both theoretical and empirical approaches have been undertaken, and each has contributed to our knowledge in addressing the overall problem.
