Rising levels of childhood obesity in the United States and a 75% decline in the proportion of children walking to school in the past 30 years have focused attention on school travel. This paper uses data from the US Department of Transportation’s 2001 National Household Travel Survey to analyze the factors affecting mode choice for elementary and middle school children. The analysis shows that walk travel time is the most policy-relevant factor affecting the decision to walk to school with an estimated direct elasticity of −0.75. If policymakers want to increase walking rates, these findings suggest that current policies, such as Safe Routes to School, which do not affect the spatial distribution of schools and residences will not be enough to change travel behavior. The final part of the paper uses the mode choice model to test how a land use strategy—community schools—might affect walking to school. The results show that community schools have the potential to increase walking rates but would require large changes from current land use, school, and transportation planning practices.

Future travel demand has always been difficult to estimate. Recent trends of a slow down or stagnation in traffic growth combined with substantial demographic, economic, and technological shifts further complicate that task. This poses a significant planning challenge given that decision-making is often based on the benefits of infrastructure investments which accrue over periods as long as 60 years. In contrast to the changing ideas around what mobility in the future will look like and the types of demand it may need to service, the practice of forecasting future travel demand remains largely unchanged as do the decision-making processes which flow from this. Alternative approaches to thinking about futures such as scenario planning exist but have had more limited deployment in the transport sector. This paper explores the institutional issues surrounding the purpose, practice and barriers to changing the approaches of forecasting and decision-making through an exploration of the state of practice in the UK drawing on interviews with 23 practitioners. Drawing on Hall’s work on policy change, the research finds that there is a strong policy paradigm built around the relationships between transport investment and traffic growth. This has strengthened since the recession with an increased focus on the relationship between transport and job creation. The forecasting approaches in use today are an important part of a complex decision-making apparatus reflective of specialized policy arenas like transport. Challenges in acknowledging, representing and communicating uncertainty are identified leaving a growing tension between planning visions and planning practice. We conclude by reflecting on events which may stimulate a broader reframing of how we plan for transport futures whilst embracing key uncertainties.

Shellfish aquaculture can result in conflicts among stakeholders who perceive impacts and tradeoffs regarding sense of place, aesthetic, recreational, economic, and ecological values. Pacific geoduck clams (Panopea generosa Gould 1850) are grown in intertidal plots using gear- and labor-intensive techniques that result in a high value export product. A confluence of issues has resulted in on-going social and legal tensions surrounding geoduck aquaculture in southern Puget Sound, Washington (WA), USA. Using interviews and document analysis, we explored stakeholder perspectives and policy issues related to geoduck aquaculture in southern Puget Sound. Twenty-three stakeholders were interviewed, including state agency employees, representatives of the aquaculture industry, nongovernmental organizations, landowners, a tribal member, and an academic. Nine state hearings board decisions on challenges to aquaculture permits were also analyzed. Stakeholders articulated a variety of perspectives regarding aesthetic, recreational, land-use, ecological, political, regulatory, and economic aspects of geoduck aquaculture activities. Hearings board cases addressed similar issues (aesthetic, ecological, and recreational), as well as challenges to restrictions on aquaculture. Potential strategies for managing this conflict include emphasizing best management practices, identifying and incorporating best available science, joint fact-finding approaches, and initiating and improving communication among all stakeholders.  相似文献

Abstract

Vehicle positioning is a key requirement for many safety applications. Active safety systems require precise vehicle positioning in order to assess the safety threats accurately, especially for those systems which are developed for warning/intervention in safety critical situations. When warning drivers of a local hazard (e.g. an accident site), accurate vehicle location information is important for warning the right driver groups at the right time. Global positioning system and digital maps have become major tools for vehicle positioning providing not only vehicle location information but also geometry preview of the road being used. Advances in wireless communication have made it possible for a vehicle to share its location information with other vehicles and traffic operation centres which greatly increases the opportunities to apply vehicle positioning technologies for improving road safety. This paper presents a state‐of‐the‐art review of vehicle positioning requirements for safety applications and vehicle positioning technologies. The paper also examines key issues relating to current and potential future applications of vehicle positioning technologies for improving road safety.  相似文献

People spend a significant amount of time behind the wheel of a car. Recent advances in data collection facilitate continuously monitoring this behavior. Previous work demonstrates the importance of this data in driving safety but does not extended beyond the driving domain. One potential extension of this data is to identify driver states related to health conditions such as obstructive sleep apnea (OSA). We collected driving data and medication adherence from a sample of 75 OSA patients over 3.5 months. We converted speed and acceleration behaviors to symbols using symbolic aggregate approximation and converted these symbols to pattern frequencies using a sliding window. The resulting frequency data was matched with treatment adherence information. A random forest model was trained on the data and evaluated using a held-aside test dataset. The random forest model detects lapses in treatment adherence. An assessment of variable importance suggests that the important patterns of driving in classification correspond to route decisions and patterns that may be associated with drowsy driving. The success of this approach suggests driving data may be valuable for evaluating new treatments, analyzing side effects of medications, and that the approach may benefit other drowsiness detection algorithms.  相似文献

The paper summarizes the research results and implications from the DGVII-funded Fourth Framework research project Deployment of Interurban ATT Test Scenarios (DIATS). The objective of DIATS was to identify options available in the short and medium terms, for implementing advanced transport telematics (ATT) systems for motorway-type roads and to develop scenarios of 'highest potential impact' for each of the systems identified. Included are the results of a Delphi study into the most likely deployment scenarios for ATT technologies. The methodology developed to assess the organizational, social, environmental, efficiency, safety and legal concerns associated with new ATT systems is then described. This includes stated preference questionnaires, traffic simulation modelling, driver behaviour assessment using an instrumented vehicle, analysis of accident databases and literature reviews. A multicriteria analysis of the impacts of a range of ATT systems is then presented. In particular, the results discuss the potential impacts of new in-vehicle driver assistance devices such as adaptive cruise control on the operation and effectiveness of existing fixed-infrastructure systems. The paper concludes with a prioritized list of deployment strategies of maximum impact for all of the systems assessed. The research findings are already being applied nationally and a number of field trial assessments that will assist in this are also proposed.  相似文献
