Technological paradigm shifts often come with a newly emerging industry that seeks a viable infrastructure deployment plan to compete against established competitors. Such phenomenon has been repeatedly seen in the field of transportation systems, such as those related to the booming bioenergy production, among others. We develop a game-theoretic modeling framework using a continuum approximation scheme to address the impacts of competition on the optimal infrastructure deployment. Furthermore, we extend the model to incorporate uncertainties in supply/demand and the risk of facility disruptions. Analytical properties of the optimal infrastructure system are obtained, based on which fast numerical solution algorithms are developed. Several hypothetical problem instances are used to illustrate the effectiveness of the proposed algorithms and to quantify the impacts of various system parameters. A large-scale biofuel industry case study for the U.S. Midwest is conducted to obtain additional managerial insights. 相似文献

A numerical approach was developed to analyze the transient behavior of towed cable during ac- tively controlled deployment/retrieval (DR). The cable motion is described by the lumped parameter method, its corresponding boundary conditions are presented. In view of its varying length during DR, two auxiliary arguments are introduced to describe its continuous varying length and discrete number of nodes(equations), the length is determined by the pay out(or reel-in) rate, which is then used to determine the node number by a logic relation. For the discrete mathematical model of towed cable, an algorithm was developed to deal with the discrete governing equations. The simulation results indicate that the cable experiences more com- plex motions due to its varying length, and tension fluctuates seriously in the startup and ending stage of deployment/retrieval. The effect of towing ship's motion in waves on cable during deployment/retrieval is also considered via numerical simulation. 相似文献

Hazardous materials routing constitutes a critical decision in mitigating the associated transportation risk. This paper presents a decision support system for assessing alternative distribution routes in terms of travel time, risk and evacuation implications while coordinating the emergency response deployment decisions with the hazardous materials routes. The proposed system provides the following functionalities: (i) determination of alternative non-dominated hazardous materials distribution routes in terms of cost and risk minimization, (ii) specification of the hazardous materials first-response emergency service units locations in order to achieve timely response to an accident, and (iii) determination of evacuation paths from the impacted area to designated shelters and estimation of the associated evacuation time. The proposed system has been implemented, used and evaluated for assessing alternative hazardous materials routing decisions within the heavily industrialized area of Thriasion Pedion of Attica, Greece. The implementation of the aforementioned functionalities is based on two new integer programming models for the hazardous materials routing and the emergency response units location problems, respectively. A simplified version of the routing model is solved by an existing heuristic algorithm developed by the authors. A new Lagrangean relaxation heuristic algorithm has been developed for solving the emergency response units location problem. The focus of this paper is on the exposition of the proposed decision support system components and functionalities. Special emphasis is placed on the presentation of the two new mathematical models and the new solution method for the location model. 相似文献

Tactical planning models for liner shipping problems such as network design and fleet deployment usually minimize the total cost or maximize the total profit subject to constraints including ship availability, service frequency, ship capacity, and transshipment. Most models in the literature do not consider slot-purchasing, multi-type containers, empty container repositioning, or ship repositioning, and they formulate the numbers of containers to transport as continuous variables. This paper develops a mixed-integer linear programming model that captures all these elements. It further examines from the theoretical point of view the additional computational burden introduced by incorporating these elements in the planning model. Extensive numerical experiments are conducted to evaluate the effects of the elements on tactical planning decisions. Results demonstrate that slot-purchasing and empty container repositioning have the largest impact on tactical planning decisions and relaxing the numbers of containers as continuous variables has little impact on the decisions. 相似文献
