实施政府绿色采购,引导和推动消费和生产向更可持续的方向发展是解决环境问题,实现经济社会全面可持续发展的必然要求。进行绿色采购成本效益分析是政府绿色采购政策可持续推进发展的有力保障。本文在介绍了中国环境标产品政府采购的现状和欧盟相关政府绿色采购环境效益研究的基础上,针对汽车产品展开了相应的环境效益分析,最后对广泛开展此项工作提出了发展建议。     

基于时间窗的铁路空箱调运问题分析

首先介绍机会成本与重箱的经济效益。其次,从不考虑时间窗约束、软时间窗、只有硬时间窗、同时含有软时间窗和硬时间窗4个方面建立模型并加以约束,从而对空箱调运进行详细分析。最后得出想要提高整个铁路企业的经济效益,应将客户进行系统的划分,并区分其价值大小,然后将客户价值与调运成本相结合。

Evaluation on contribution of steel products to environmental improvement from life cycle assessment perspectives

High functionality given to steel products results in incremental environment loads at the steelmaking stage. However, at the stage of utilization, high-functional steel products prove more environment friendly than their conventional counterparts in many cases. Therefore, evaluation on contribution of steel products to environmental improvement requires an integrated approach that considers the product over its entire life cycle — life cycle assessment (LCA). This paper discusses the relationship between the improvement of steel products performance and environmental impact from the entire life cycle perspectives. The LCA method to calculate and assess contribution of high-functional steel products during the life cycle to environmental improvement is explained. Two case studies of Baoshan Iron &; Steel Co., Ltd. (Baosteel for short) are given to show that LCA is a scientific and systematic method for eco-materials evaluation or eco-design: ? in a power transformer, using silicon steel B30P110 to replace B30G130 can reduce carbon dioxide emissions in the region of 15.1% over the life cycle of the power transformer; ? tinplate steel of Baosteel for two-piece steel cans experienced six times thickness reduction from 0.280 to 0.225mm, which results in 14.5% emission reduction over the life cycle of two-piece steel cans. It is a systematic and scientific method for evaluating on products environmental performance from life cycle perspective.

轨道交通通信系统是一个复杂的综合性专用通信网和运营管理的中枢神经,包含传输、交换、电源和视频监控等近20个子系统.综合网络管理系统(INMS)与传输、交换等各子系统交互,集中收集和统一发送告警信息,屏蔽一般的和可恢复的告警,过滤出严重告警并打印和报警.控制中心通过调度电话及时通知现场运营维护人员去现场维护,因此只需1名人员监视1个屏幕,从而节约人力成本,大幅降低运营管理复杂度和运营成本(OPEX),提高运行效率和准点率.     

Airport apron roundabout – Operational concept and capacity evaluation

The paper presents one of the initial steps in the evaluation process towards possible implementation of an innovative taxiway intersection design at Munich Airport apron. A roundabout is proposed as a potential solution for the 12-line intersection area expected at redesigned Apron 3. Although it is a common solution used in road transport for complex intersections, the roundabout has never previously been used for airport surface operations nor has its possible use been considered or analyzed. The paper presents preliminary design and operations concepts of the apron roundabout, followed by its capacity evaluation under Munich Airport operating conditions. The aim was to analyze whether a roundabout is suitable to replace a conventional intersection, in terms of capacity.
