我国死刑制度刍议

死刑从起源算已有数千年的历史,死刑存与废问题在全世界也已争论了200多年,这场争论既丰富了刑罚学说,又大大影响了世界范围内死刑的立法与司法实践。随着人权理念的深入人心,要求废除死刑的呼声越来越高,目前,世界上已有2/3的国家废除了死刑,本文将从西方死刑存废之争开始,通过对我国现行死刑制度的介绍和分析,来探讨我国废除死刑的现实可能性,同时提出对于我国死刑制度将来走势的个人见解。     

某深水防波堤施工中的预留沉降控制

利用沉降观测盘、GPS测深仪、全站仪等设备,运用不动杆法、测水深法、夯沉率观测、设点观测法等对深水防波堤在抛石基床施工、沉箱安放、箱内回填、胸墙混凝土浇筑、面层混凝土浇筑等各施工阶段产生的沉降进行观测,并合理预留施工沉降量,使防波堤施工最终达到设计规范要求。     

专车服务与出租汽车市场的法律规制

多地监管部门针对专车服务所进行的黑车式查处使得中国刚刚兴起的专车服务面临困境,是否应鼓励专车服务成为时下的热点话题。为解决专车服务在中国出租汽车市场所遭遇的身份尴尬问题,综合考虑出租汽车服务的准公共性、专车服务的现实需要以及合规性等因素展开探讨。指出尽管专车服务存在不符合法规的现象,但在中国却拥有广阔的市场发展前景。进而提出对待专车服务所采取的正确措施应该是:通过完善法律法规、适度放松数量管制、适度放松价格管制、加强质量与安全管制等措施,引导、规范不符合法规的专车服务行为,实现专车服务市场的规范化。

通过回顾南京地铁1号线一期工程的前期规划工作,阐明规划工作在地铁工程建设过程中所起的巨大作用,即:南京地铁1号线一期工程每千米综合造价能控制在4亿元以内,是和南京地铁抓好前期工作,尤其是和规划研究工作分不开的,规划研究工作是地铁工程前期工作的龙头,是降低地铁造价,保证地铁建设持续发展的重要环节;地铁与规划紧密相伴,规划工作贯彻地铁工程始终;规划工作能产生实际经济效益:规划是生产力。

结合武广客运专线站前接口施工实践,总结了客运专线站后综合预留接口施工关键工序控制措施及施工要点。     

Wavelength reservation scheme with switch fabric status in distributed mesh optical networks

A new wavelength reservation scheme is proposed to mitigate the connection setup time and minimize the reconfiguration times of optical cross-connects (OXCs) for WDM optical networks in this study. In this scheme, we consider the reconfiguration information of switch fabrics in the signaling protocol, which is designated as the signaling with switch fabric status (SWFS). Distributed reservation algorithms will reserve the wavelength with minimum of reconfiguration times of OXCs along the route. Simulation results indicate that the proposed schemes with switch fabrics status have shorter setup time, lower switching ratio as well as better blocking performance than those of the traditional classic schemes. Moreover, the proposed schemes with SWFS significantly reduce the number of switch fabrics that need to be reconfigured. Designing optimal autonomous vehicle sharing and reservation systems: A linear programming approach

Autonomous vehicle (AV) technology holds great promise for improving the efficiency of traditional vehicle sharing systems. In this paper, we investigate a new vehicle sharing system using AVs, referred to as autonomous vehicle sharing and reservation (AVSR). In such a system, travelers can request AV trips ahead of time and the AVSR system operator will optimally arrange AV pickup and delivery schedules and AV trip chains based on these requests. A linear programming model is proposed to efficiently solve for optimal solutions for AV trip chains and required fleet size through constructed AVSR networks. Case studies show that AVSR can significantly increase vehicle use rate (VUR) and consequentially reduce vehicle ownership significantly. In the meantime, it is found that the actual vehicle miles traveled (VMT) in AVSR systems is not significantly more than that of conventional taxis, despite inevitable empty hauls for vehicle relocation in AVSR systems. The results imply huge potential benefits from AVSR systems on improving mobility and sustainability of our current transportation systems.     

恒张力放线存在的问题及解决方案

通过分析接触网恒张力放线原理和施工中存在的问题,对放线架设计数量、安装等问题提出了改进建议,以避免接触网架设过程中对线索造成折弯和扭面等质量缺陷;提出用钢绞线作为牵引绳,解决施工中线索预留长度的技术方案,以达到减少浪费、降低成本的目的.     

简化CBTC系统次级列车检测设备和信号机的可行性

鉴于目前CBTC(基于通信的列车控制)系统更加成熟和稳定但后备系统利用率很低的现状,论述了简化和取消辅助列车检测设备和信号机的可行性;并提出了列车失去自动防护功能情况下不基于辅助列车检测系统和信号机的人工进路预留的列车防护方案,以实现CBTC系统的最优化设计。     

某深水斜坡式防波堤施工中预留沉降的计算方法

为了较好地控制防波堤预留沉降,分别对基础和堤身在不同时期的沉降量进行了详细的计算,并在施工过程中时时观测沉降情况,根据理论计算并结合沉降观测数据,对防波堤预留沉降进行分阶段控制。结果显示沉降数据与理论计算相吻合。
