船舶造修过程中的预处理及涂装工艺,会产生并排放大量的可挥发性有机化合物(VOCs),严重污染大气环境,危害人体健康。通过对国内相关船舶造修企业的走访和调查,梳理了船舶造修过程中产生VOCs的工艺环节,近年来因VOCs排放超标受到环保职能部门处罚的案例,以及当前企业的涂料用量和VOCs的排放现状。同时,汇总了船舶造修企业常见的VOCs净化处理技术及其适用的情况,并介绍了实际进行VOCs治理的案例。对比国内外先进船舶建造行业,并基于我国船舶造修企业的实际情况和VOCs法规的排放要求,提出若干工艺优化的建议和举措,旨在减少排放且降低成本。 相似文献

ABSTRACTThis study estimated the external cost of air pollution from shipping by means of a meta-regression analysis, which has not been made before. Three pollutants, which were included in most of the primary studies, were considered: nitrogen oxides (NOx), sulphur dioxides (SO2) and particulate matters with a diameter of max 2.5 micrometres (PM2.5). All primary studies included damages of health and a majority added impacts on agriculture and estimated the cost of air pollutants by transferring cost estimates from studies on costs of air emissions from transports in Europe. Different regression models and estimators were used and robust results were found of statistically significant emission elasticities of below one, i.e. total external costs increase by less than 1% when emissions increase by 1%. There was a small variation between the pollutants, with the highest elasticity for PM2.5 and lowest for NOx. Calculations of the marginal external cost of the pollutants showed the same pattern, with this cost being approximately six times higher for PM2.5 than for the other pollutants. Common to all pollutants was that the marginal external cost decreases when emission increases. Another robust result was a significant increase in the cost of studies published in journals compared with other publication outlets. These findings point out some caution when transferring constant external unit cost of air pollutant from shipping, which is much applied in the literature, and the cost functions estimated in this study could thus provide a complementary transfer mechanism. 相似文献

近年空气质量不断恶化,控制气体污染成为社会关注焦点。船舶排放已成为了第三大空气污染源,仅次于工业气体排放和机动车尾气。据测算,1艘中型集装箱船使用普通燃料(含硫量为3.5%)航行1天,其排放量等于50万辆货车。国际海事组织加强对船舶造成大气污染的控制,2005年5月19日起实施《防止船舶造成空气污染规则》。2016年1月,我国在珠三角、长三角、环渤海水域设立3个船舶排放控制区。本文主要分析船舶造成大气污染的原因,探寻较少排放污染的方法。 相似文献

Efficient port services are prerequisites for competitive and sustainable maritime transports. This paper makes advances in studying the determinants of the time that ships spend in port and the associated emissions to air. We estimate a production model for cargo handling based on a unique dataset containing each port of call at the largest container terminals in Norway in 2014. In turn, we use auxiliary engine emission factors to estimate particulate matter and nitrogen oxide emissions from ships at berth, to determine how the corresponding damage costs of air pollution vary with container throughput, location, and terminal investments. We find that Norwegian container terminals operate under increasing returns to density. Small ships that unload few containers are far from reaping economies of density, leading to high marginal time requirements for container handling and consequently high marginal external costs. From a Pigouvian taxation perspective, port charges should therefore be regressive in the number of containers handled. Moreover, we find that the external costs of maritime transports are severely understated when port operations are ignored. Our model allows determining the marginal productivities of port facilities. Thereby, it is instrumental in designing port charges that are diversified according to the quantity of containers handled and the service quality (i.e., the speed of handling operations). Regarding contextual factors, we find that establishing high-frequent liner services improves the ship working rate, while simultaneous calls at a terminal impede productivity. The emission of particulate matter (PM) and other atmospheric pollutants in port operations and shipping have caused a huge negative impact on the environment. Consequently, how to evaluate the environmental efficiency of ports and put forward corresponding countermeasures on this basis is becoming a more important issue than ever before from the perspectives of the government, academia, and society. We construct three data envelopment analysis (DEA) models to evaluate the environmental efficiency of ports under the circumstances of environmental control, non-environmental control and PM emission through inter-ports cooperation. The innovation of the DEA models constructed in this paper lies in: (1) Setting environmental control parameters to uniformly manipulate the situations of environmental control and non-environmental control, etc.; (2) Allowing non-equal proportional change of input index, expected output and non-expected output index; (3) Setting preference coefficients for ports to admit favorable decisions; (4) Providing a distance formula of expected output for PM emission reallocation. Further, data from 11 major ports in China are collected to compare the expected output under different PM emission standards assuming the situation of environmental control and non-environmental control, port cooperation, and non-cooperative sewage discharge. The empirical results show that: (1) Ports in the eastern China (Shanghai, Ningbo, and Nanjing) have higher port efficiency; (2) Port cooperation can improve the overall expected output but it will lose its edge with the improvement of PM emission standards. (3) Ports follow the same trend of output loss regardless of favorable decisions. Noise pollution in urban areas has many harmful effects on the citizens. There are varieties of noise generation sources of which the traffic noise could be a major source. The point which is perhaps less noticed is that sound level is not the only parameter to indicate the extent and intensity of noise pollution. Situation of urban land uses, distribution of population centers and types of passages can deeply affect the concern on this environmental issue but not with a similar ratio. This article presents an overlaying technique to define noise prone areas using all different factors involved. A case study was carried out in the District 14 of Tehran Metropolitan City where there are busy streets and highways. For this purpose, the share of each criterion in noise pollution intensity was determined using Analytical Hierarchy Process (AHP). Afterwards, the map layers were overlaid based upon the relative importance of the criteria to get the final map on which the noise prone areas are specified. The developed method could be used as a tool for indirect estimation of noise pollution by which instead of direct measurement of the equivalent sound level, it would be possible to predict noise susceptible areas considering the most important influential factors. 相似文献

This paper introduces toxic air pollutants into the measurement of trucking productivity to obtain true productivity growth. Our results show that omitting or ignoring toxic air pollutants in measuring trucking productivity yields statistically significant biased productivity estimates in for 2002-2005. Trucking productivity growth was understated by the traditional productivity measure, because the latter did not account for reductions in truck air pollution over time. We also find that the difference between traditional and environmental efficiency scores was negligible, suggesting that environmental constraint did not distort efficiency in the trucking sector. 相似文献

Parents compete for high-quality education for their children by enrolling them in good schools. However, in a Chinese mega-city like Beijing, three factors jointly lead to the spatial separation between schools and homes: the centralized public goods provision mechanism, the historical dependency in school location, and the constrained supply of housing in downtown. Without an adequate number of school buses, this spatial separation of schools and homes triggers the numerous long-distance driving-to-school trips by private vehicle during workday morning rush hours in Beijing. We use the start and end dates of “school holiday” as exogenous repeated shocks to the aggregate traffic congestion, and employ the two-stage least squares (2SLS) regression approach to examine the congestion and pollution consequences of such driving-to-school trips in Beijing. We find that, all else being equal, workdays during school holidays have a traffic congestion index 20% lower than that of non-school-holiday workdays. Such a sharp reduction in congestion leads to a significant decrease in PM10 concentration. Policymakers should lower such “extra” congestion and environmental costs via optimizing the spatial balance between school supply and demand. 相似文献
