This chapter offers a theoretical examination of the following questions: what are the issues that arise when Social Marginal Cost Pricing is to be incorporated in Public-Private Partnerships (PPPs); and how may these issues be dealt with?We first briefly discuss Public-Private Partnerships in transport: what are the defining characteristics and what are the main types that exist in the different modes of transport? Next we consider the economics of Public-Private Partnerships, in particular from the viewpoint of incentives. Subsequently we identify and examine the issues that arise when Social Marginal Cost Pricing is to be incorporated in PPPs as a regulation with regard to pricing in the transport sector. Lastly, we investigate the possibilities of resolving these issues.  相似文献

The Black Sea general circulation is simulated by a primitive equation model with active free surface. The forcing is seasonally variable and is based on available climatic data. The model reproduces the main features of the Black Sea circulation, including the river discharge effects on the mean sea level and the Bosphorus outflow. Model results show that the simulated sea surface elevation increases in spring over the whole sea, reaching a maximum in the Danube delta area. In the same region, a minimum is observed in winter. The amplitude of the seasonal oscillations (about 8–12 cm over the whole basin) is of the same order of magnitude as the maximum horizontal variations (about 15–18 cm between the coastal areas and the basin interior). This strong signal formed mostly by river discharges, along with the seasonal variability in the other forcing functions and the local dynamics creates a well-pronounced interannual variability. The performance of the model in simulating the seasonal and interannual variability is critically analyzed, with a special attention on the cold intermediate water formation and the circulation in the upper 150 m. The simulations demonstrate that the source of intermediate waters is on the shelf, and that the water mass in the core of cold intermediate layer changes with time as a response to the periodic forcing at sea surface. This type of variability is characterized by pronounced interannual changes, proving that important differences could exist between water mass structure in different years, even when using identical atmospheric forcings each year.  相似文献

Many sustainable urban development approaches are based on mass public transportation ventures, especially railway development, which has been considered a panacea for the unfavorable effects of suburban development. But rail transit also improves accessibility to the fringes, thus encouraging an exodus to the suburbs. This paper explores suburbanization and sprawling effect of commuter rail transit on the rural exurbia of the Tel Aviv metropolis by analyzing its effect on residential location decisions. The findings indicate that the suburban rail system was a determinant factor in the location choice of households which migrated from the inner parts of the Tel Aviv metropolis, since it allowed them to maintain strong commuting connections to their residential origin. This suggests that rail transit, along with its potential to strengthen the inner cities, also accelerates suburbanization and counter urbanization.  相似文献

The vertical dynamic interaction between a railway vehicle and a slab track is simulated in the time domain using an extended state-space vector approach in combination with a complex-valued modal superposition technique for the linear, time-invariant and two-dimensional track model. Wheel–rail contact forces, bending moments in the concrete panel and load distributions on the supporting foundation are evaluated. Two generic slab track models including one or two layers of concrete slabs are presented. The upper layer containing the discrete slab panels is described by decoupled beams of finite length, while the lower layer is a continuous beam. Both the rail and concrete layers are modelled using Rayleigh–Timoshenko beam theory. Rail receptances for the two slab track models are compared with the receptance of a traditional ballasted track. The described procedure is demonstrated by two application examples involving: (i) the periodic response due to the rail seat passing frequency as influenced by the vehicle speed and a foundation stiffness gradient and (ii) the transient response due to a local rail irregularity (dipped welded joint).  相似文献

The dense overflow across the Denmark Strait is investigated with hydrographic and hydro-chemical data and the water mass composition of the Denmark Strait Overflow Water (DSOW) is determined by multivariate analysis. Hydrographical properties, the transient tracers CFC-11 and CFC-12, oxygen and nutrients are utilized for the water mass definitions. Distribution and characteristics of water masses north of Denmark Strait are described, the important water masses at the sill and the variability on weekly time-scales are discussed, and the entrainment and mixing of water into the overflow plume in the northern Irminger Basin is calculated. The analysis indicates that water masses both from the Nordic Seas and the Arctic Ocean are important for the formation of DSOW. It is found that water masses transported with the East Greenland Current make up about 75% of the overflow at the sill. The overflow at, and shortly south of, the sill is inhomogeneous with a low-salinity component dominated by Polar Intermediate Water. The high-salinity component of the overflow is mainly of Arctic origin. The water mass composition, and the short-term variability for 7 repeats of sections close to the sill are described, and these illustrate that the overflow is in fact a composite of a number of water masses with different formation and transport histories. This indicate that the overflow is a robust feature, but that it responds to variations in the circulation or atmospheric forcing that influences the formation of intermediate and deep water masses within the Arctic Mediterranean and the North Atlantic. At a section about 400 km south of the sill the overflow is well mixed and modified by entrainment of, mainly, Iceland–Scotland Overflow Water and Labrador Sea Water, together constituting 30% of the overflow plume. The entrainment of Middle Irminger Water dominates shortly downstream of the sill, before the overflow plume reaches too deep but the entrainment seems to be intermittent in time.  相似文献
