Major highway reconstruction can cause significant disruptions to existing travel patterns and economic activity. Reducing these impacts on travelers, shippers, businesses and residents requires that innovative and effective transportation management actions be developed and implemented. This paper reports the major findings and recommendations of a research study on managing transportation during highway, reconstruction. The primary objectives of the study were
–  to investigate and document the critical interrelationships among state-of-the-art reconstruction and scheduling techniques, traffic accommodation strategies, construction quality control measures, and project planning and evaluation processes, and
–  to formulate and recommend a corridor transportation management process that can be used to develop, implement and evaluate a transportation management plan of strategies to mitigate the corridor-wide impacts of major highway reconstruction.
The recommended process consists of five chronological phases, each composed of many tasks having related focuses within the overall process. Each task is designed to contribute to the common objective of seeing that an effective transportation management plan for mitigating travel impacts throughout the project corridor is successfully realized. This process was formulated on the basis of information collected on 25 highway reconstruction projects throughout the United States by way of site visits, direct meetings with project personnel, requests for documentation, and phone interviews.  相似文献

This paper studies the assignment of long-distance passenger traffic on a highway corridor network. First, we propose a traditional model for the long-distance traffic assignment considering interactions with local commuter traffic. It addresses the effect of local networks on highway corridors. An iterative algorithm is developed to solve for the exact solution. Then, to address the potential computational issues that arise therein, a decomposition method is proposed by introducing a new concept of corridor elasticity. An assignment procedure for long-distance passenger traffic is developed accordingly. Numerical tests show that the proposed decomposition method makes significant improvements in computational performance at a small loss of optimality. This decomposition method well approximates the exact assignment from the traditional formulation, especially when the highway corridors are near-saturation. The proposed decomposition method appears practical for application.  相似文献

This study utilizes a unique dataset from New York City to examine the effects of taxi fare increases on trip demand and the availability of taxi service. The elasticity of trip demand with respect to fares is estimated to be –0.22; the elasticity of service availability with respect to the taxi fare is 0.28; and the elasticity of service availability with respect to total supply of service is near 1.0. These results have important implications for taxi regulatory decisions. First, fare increases do substantially increase industry revenues but at a lesser rate than the percentage increase in the fare. The implication for policy-makers is that fare elasticities must be carefully considered to obtain desired improvements in drivers' earnings. Second, service availability -- an important aspect of service quality that is generally overlooked during fare policy debates -- should be a central consideration in fare setting, given the considerable impact of fares on availability. Finally, where the supply of cabs needs to be expanded, the number of cabs can be significantly increased without harming the revenue stream of existing operators. This finding alleviates a major industry objection to issuing additional taxicab licenses.  相似文献

The authors describe the development and application of a single, integrated digital representation of a multimodal and transcontinental freight transportation network. The network was constructed to support the simulation of some five million origin to destination freight shipments reported as part of the 1997 United States Commodity Flow Survey. The paper focuses on the routing of the tens of thousands of intermodal freight movements reported in this survey. Routings involve different combinations of truck, rail and water transportation. Geographic information systems (GIS) technology was invaluable in the cost-effective construction and maintenance of this network and in the subsequent validation of mode sequences and route selections. However, computationally efficient routing of intermodal freight shipments was found to be most efficiently accomplished outside the GIS. Selection of appropriate intermodal routes required procedures for linking freight origins and destinations to the transportation network, procedures for modeling intermodal terminal transfers and inter-carrier interlining practices, and a procedure for generating multimodal impedance functions to reflect the relative costs of alternative, survey reported mode sequences.  相似文献

This paper demonstrates the validity of relative shift technique toward aiding the port geographer/planner in decision-making. The technique can be applied with a minimal of effort and yield diagnostic information concerning port commodity flows. Abstract

Recent land use legislation pays particular attention to the coastal zone where age‐old conflicts have recently accelerated. Flexibility is required in policy because visible conflicts are tied into complex physical and social systems which may require changing patterns of land use over time. Public policy is altering property rights and a thorough understanding of the economic and social roles played by those rights is required. Economic models can be used to understand some major changes such as types of alteration of the environment, but may be ignored or misused unless a better understanding of coastal decision processes is developed.  相似文献

Bus rapid transit system is designed to provide high‐quality and cost‐efficient passenger transportation services. In order to achieve this design objective, effective scheduling strategies are required. This research aims at improving the operation efficiency and service quality of a BRT system through integrated optimization of its service headways and stop‐skipping strategy. Based on cost analysis for both passengers and operation agencies, an optimization model is established. A genetic algorithms based algorithm and an application‐oriented solution method are developed. Beijing BRT Line 2 has been chosen as a case study, and the effectiveness of the optimal headways with stop‐skipping services under different demand levels has been analyzed. The results has shown that, at a certain demand level, the proposed operating strategy can be most advantageous for passengers with an accepted increase of operating costs, under which the optimum headway is between 3.5 and 5.5 min for stop‐skipping services during the morning peak hour depending on the demand with the provision of stop‐skipping services. The effectiveness of the optimal headways with stop‐skipping services is compared with those of existing headways and optimal headways without stop‐skipping services. The results show that operating strategies under the optimal headways with stop‐skipping services outperforms the other two operating strategies with respect to total costs and in‐vehicle time for passengers. This study documents that more than a half million tons of radioactive and associated materials, including wastes, were handled at US ports between 1965 and 1984. Although some ports were dominant, radioactive traffic flowed through a large number of ports. An analysis of concordance demonstrates agreement in port rankings over the 20-year period. Large, medium and small ports are identified via a cluster analysis.  相似文献
