Electronic charts have come more and more into use for marine navigation. If complying with the relevant international standards they are an accepted substitute to the mandatory carriage of paper nautical charts. However, the potential of such official, high-quality electronic chart data goes far beyond the use for navigation. In order to show its potential, the basic concepts and features of official electronic charts as a marine geographic information data base are explained and the relation of Hydrographic Offices responsible for their production, to Maritime Administrations is described. The data standard to be followed for electronic charts opens the use of the data for a wide range of possible applications. If efficiently organised, Maritime Administrations can be provided with a powerful, versatile database establishing a single geographic reference data base for e.g. Vessel Traffic Services, for Search and Rescue as well as for various applications in Coastal Zone Management including coastal protection and marine environmental protection. Ultimately, digital marine geographic information will become part of the evolving global spatial data infrastructure.  相似文献

Mesozooplankton samples from the 4270-m deep Ierapetra Basin in the oligotrophic Levantine Sea have revealed a strong temporal variability in abundance and composition hitherto unknown for the deep sea pelagic zone. The phenomenon reflected by a survey in June 1993 as compared to January 1987 is assessed by (i) the increase of the mesozooplankton standing crop throughout the water column, (ii) the absence of a decline in mesozooplankton abundance with increasing depth below 1000 m, (iii) the outstanding dominance of two interzonal calanoid copepods at bathypelagic and abyssopelagic depths and (iv) a substantial faunal change due to the codominance of Calanus helgolandicus, which was found for the first time in the area. The underlying hydrographical factors are addressed in the light of the Eastern Mediterranean Transient (EMT). Apart from a possible long-term faunal change, the EMT may exaggerate episodic plankton blooms and surface-abyssopelagic coupling in space and time.  相似文献

A novel self-contained probe is presented which measures the sediment temperature of tidal flats between the surface and 40-cm depth, and indicates whether the flats are flooded or dry. Depending on the selected acquisition interval, the endurance of the probe is more than 6 months. It can be applied for the investigation of thermodynamic properties of the tidal flats impacting physical and biological processes. Intensive tests have shown that the probe is robust and reliable and can be easily operated by a single person. In case of rough weather conditions, the usage of scour protectors is recommended.  相似文献

Abstract

The European railway market has gone through a period of liberalization over the last two decades. The liberalization of the railway market has also affected port-related railway transport. Efficient port-related transport chains are key in the competition among ports, however providing this efficiency is to a large extent a coordination challenge. Many forms of coordination are needed to ensure that the railway chain operates efficiently, including the bundling of cargo, and good organization between railway companies, terminal operators and the infrastructure managers to realize an efficient use of assets. From the literature, it appears that less attention has been paid to the economic organization of port-related railway transport in general, and specifically in the new liberalized institutional environment. The goal of this paper is to come up with a framework to better understand the issue of coordination in port-related railway chains in a liberalized institutional environment. This paper presents a conceptual framework rooted in Transaction Cost Economics (TCE). Based on an in-depth study into coordination in liberalized container railway market at the Port of Rotterdam, empirical illustrations are used to adjust the TCE approach toward a dynamic model influenced by Douglas North's theory on economic and institutional change. Empirics from the port of Rotterdam show that new players have entered the railway market and their role has changed. This paper shows that coordination of railway operations has become more complex after the regime change. From a port perspective, liberalization does not lead to an optimal allocation of resources in a process that is highly operationally interdependent. In the liberalized environment, coordination arrangements are necessary to enable efficient coordination of railway operations in Rotterdam.  相似文献

Container barging has gained in importance in port-related transport along with the need for sustainable transport. Nevertheless, coordination problems between terminal operator and barge operator exist, and performance lags behind. This paper analyses factors that may hinder or stimulate a better future performance of container barging in the port of Rotterdam. A case study is accomplished and guided by a framework rooted in Institutional Economics. Despite favourable conditions set by governments and the port authority, the share of container barging has hardly grown. The container barging sector in Rotterdam is embedded in a history with many alliances, a high degree of organisation, and a good track record in the development of institutional arrangements to solve coordination problems. However, the present contractual relations in the transport chain form an inadequate condition. From a theoretical perspective, the paper shows the value of studying port-related transport chains by acknowledging their institutional context.  相似文献

Hinterland accessibility is one of the main determinants in port competition. Improving hinterland accessibility is a complex process in which many actors are involved and many factors play a role. It requires coordination mechanisms beyond the price mechanism; conditions of complexity can become such that assistance is needed from other coordination mechanisms, such as introduction of incentives, creation of an interfirm alliance, changing scope, and creating collective action. The goal of this paper is to gain a better understanding on coordination in hinterland chains. Based on the insights of Transaction Cost Economics, a set of variables is explicated in order to understand when, by whom, and under which conditions and situations coordination arrangements are chosen. The variables can be divided into variables related to the complexity of the coordination problem and variables related to the coordination arrangement. The variables are used in an empirical analysis of coordination arrangements in hinterland transport from and to the port of Rotterdam. This analysis provides insight into the patterns and conditions of the emergence of different coordination arrangements that improve hinterland accessibility.  相似文献

Function integration is the way used commonly to achieve the lightweight design system. To realize the design successfully by combing two systems multifaceted issues in need to be considered. The potential functional conflicts between the existing systems are the major unfavorable factors limiting the design. In order to complete the better design, the functional and physical relationships in the systems should be figured out. This paper proposes the approach, by which the function integration process is expressed using the axiomatic design. In the design process, the mutual relationships of design parameters in the systems are investigated by means of design matrices.
