ABSTRACT

Maritime actions against substandard operations of ships are a great deal of memorandum of understanding (MoUs) under regional basis agreements among port state control (PSC) organisations. Herein, concentrated inspection campaigns (CIC), performed by the different members of MoUs in certain periods, are a monitoring strategy to effectively control the core operational matters encountered in fire-safety systems, propulsion and auxiliary machinery system, lifesaving appliances, working conditions on board ships, etc. This paper proposes a quantified maritime safety analysis based on fuzzy failure mode and effects analysis (FMEA) to evaluate CIC database of MoUs in order to achieve advance creative solutions. Demonstration studies are performed on the special database on fire-safety system deficiencies. Since the fuzzy FMEA outcomes point out the risk prioritisation numbers and relevant control options, the paper attempts to transform CIC feedback into useful information in terms of enhancing the ship PSC inspection concept (e-PSC inspection). The paper theoretically contributes to safety analysis methods in literature while demonstration of e-PSC inspections offers an insight into maritime industry in safety improvement.  相似文献

The choice of flag is one of the main strategic/critical decisions for shipowners in the initial stage of maritime enterprises. On the other hand, flagging out has a great influence on the prestige and economic benefits for traditional maritime countries. To address this issue, this paper proposes a Multiple Criteria Decision Making (MCDM) approach using a Primarily Strategic Action Plan (PSAP) in a short-run period and a Secondary Strategic Action Plan (SSAP) for a long-term perspective. The case is demonstrated with respect to the flagging out issue in Turkish shipping fleet. It measures the decision-making tendencies of shipowners using Turkish National Shipping Registry (TNSR), Turkish International Shipping Registry (TISR), and Open Registries (ORs) as potential shipping registry alternatives. The model outcomes originally contribute to Turkish maritime policy, especially in terms of strengthening and reinforcing of TNSR procedures.  相似文献

The need for analytical solutions towards various managerial processes in shipping business has been clearly seen in maritime society. To remedy this gap, the execution of relevant processes can be supported via multiple criteria decision-making (MCDM) techniques. This article applied an Integrated Decision Aid (IDEA) to overcome the model selection dilemma for process improvement in shipping business. The illustrative application of the IDEA makes invaluable contributions for the ongoing efforts of relevant executives on adopting modern management style in shipping business. Furthermore, the outcomes of this study encourage the maritime practitioners towards analytical modelling of managerial processes in shipping business cycle.  相似文献

While maritime pollution is often caused at the operational level, the causes can generally be traced back to shortcomings in the ship–shore interface and to poor communication among stakeholders. Here, the environmental responsibilities of maritime stakeholders are systematically analyzed and quantified using an analytic network process. This approach ensures that the most important dependencies and feedbacks among the responsibilities which is applied to a real marine situation (an oil spill) to validate the theoretical basis. A number of latent links between stakeholders’ responsibilities and the catastrophic impacts of the spill are identified.  相似文献
